1973-09-10 - Resolution 1973-21 - State of Illinois developing guidelines for the allocation of Lake Michigan water. l � RESOLUTION NUMBER 73-'/ WHEREAS, The Village of Buffalo Grove, located in Cook County and Lake County, Illinois has an estimated population of 19, 100 persons ; and WHEREAS, the Village had contracted for and has received a Comprehensive Plan for its future growth which indicates a future population in excess of 55, 000 people by 1990; and WHEREAS, the current Village residents are using ground water received through wells for their domestic use; and WHEREAS, the level of the water in the wells has been receding each year an average of 20 feet causing increased expense in lowering the pumping shafts and enlarging the well pumps ; and WHEREAS, all surrounding Villages are drawing water from the same ground aquafier further reducing the future availability of this domestic water source to the Village; and WHEREAS, the Village Planner and Village Engineer have concluded that the best future source of domestic water is from Lake Michigan located seven miles east of the Village; and WHEREAS, the United States Supreme Court has stated that any use of Lake Michigan water must be allocated by the State of Illinois providing that the total allocation for all users does not exceed 3,200 cubic feet of water per second; and WHEREAS, the State of Illinois is developing guidelines for the allocation of Lake Michigan water and is determining the amount of allocation of this water for each applicant; NOW, THEREFORE, BE IT RESOLVED, by the Village Board of Buffalo Grove, Illinois, Counties of Cook and Lake, that : SECTION 1. The Village of Buffalo Grove hereby petitions the state for an allocation of water to meet our culinary water needs as projected through the year 1990 and, the Village Manager is hereby f directed to submit an application to the State of Illinois Department of Transportation, Division of Water Resource for the allocation of water from Lake Michigan; and SECTION 2. The Village Manager is also directed to review various alternatives Lake Michigan water could be transmitted to the Village on a cooperative regional basis.
