1973-02-26 - Resolution 1973-01 - Petition for rezoning by Cook County a parcel of land witin BG's jurisdiction w k
RESOLUTION NO. 73-1
WHEREAS, petitions for rezoning by the County of Cook of
a 96.3 acre parcel of land on the west side of
Route 53 and north of Dundee Road (Route 68)
identified as Zoning Board of Appeals Docket
Numbers 2248, 2249, 2250 and 2251 respectively
lie within the jurisdictional area of the Village
of Buffalo Grove; and
WHEREAS, the village of Buffalo Grove was duly represented
at the Public Hearing held on January 12, 1973
and has since considered the evidence presented;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake
Counties, Illinois that:
SECTION 1. The Village of Buffalo Grove hereby officially
objects to the granting of the petitioned rezoning
for the following reasons :
(a) The development if not properly engineered
will add additional storm water drainage
into the Buffalo Creek and would increase
the amount of flooding in downstream areas ;
(b) The proposed density and population will
seriously affect the quality of services of
local governmental agencies including town-
ship governments and the Palatine Fire Pro-
tection District.
(c) The development will cause increased vehicular
traffic on Dundee Road east of Route 53, and
would increase traffic on that state route
through the Village of Buffalo Grove ; especially
by the Buffalo Grove High School, and
(d) The County of Cook Highway Department is planning
to extend Lake-Cook Road along the county line
from Milwaukee Avenue to Route 12 (Rand Road) in
1977 which would provide relief in eastbound
traffic. Until that time, the projected traffic
volumes would seriously affect the traffic
safety on Nichols Road which is a two lane oil
base road;
(e) A recent management study of the Cook County
Sheriff 's Department noted that the Sheriff' s
Office should discontinue protective patrol
responsibilities and emphasize investigative
responsibilities. It was that study's recommend-
ation that local municipalities are best equipped
to provide this service. For that reason, this
development should annex to an adjacent community
to insure good police protection for its residents.
(f) The proposed development will increase the
demand on the existing water aquifer which
would reduce the water table in this area.
This will result in an additional maintenance
expense to the Village water utility system
when the bowl assemblies of all the wells
must be lowered to the new water table.
SECTION 2. The Village Clerk is directed to forward certified
copies of this resolution to the Zoning Board of
Appeals and the County Board of Cook County,
Illinois.
