RESOLUTION #0-72-23
WHEREAS, the Lake County Transportation Study, the
Interim Plan of the Lake County Planning Commission and the
Interim Plan of the Chicago Area Transportation Study all
designated a series of freeways to provide for the safe,
efficient and economic movement of people and goods through-
out Lake County; and
WHEREAS, the Melvin E. Amstutz Expressway from the
Tri-State Tollway eastward and northward to the Wisconsin
State line; and the Waukegan-Richmond Freeway (Federal Aid
Route 201) from Allman Road in Warren Township westward and
northward through McHenry County to the Wisconsin State line;
and Federal Aid Route 61 from the Lake-Cook County line
northward to an intersection with the aforementioned Federal
Aid Route 201 are freeways designated in the aforementioned
Studies and Plans and are on the Supplemental Freeway
System of the Department of Transportation of the State of
Illinois; and
WHEREAS, Lake County is now under extreme pressure
from the outward growth in the Chicago Metropolitan area
making it necessary to accelerate the construction of these
aforementioned freeways considerably in advance of current
programming; and
WHEREAS, the demonstrated need for such improvements
increases each year in the terms of delay and congestion on
existing County streets and highways; and
WHEREAS, the Department of Transportation of the
State of Illinois has made a series of location studies and
plans for a system of supplemental freeways, of: which: the
aforementioned freeways are a part, to serve the rapidly grow-
ing areas of Lake County; and
WHEREAS; it is apparent that delay in an accelerated
construction program will adversely affect Lake County and will
greatly increase costs of land acquisition and construction
along with severely impairing the effectiveness of already
planned locations of the aforementioned freeways; and
WHEREAS, the Village Board of Buffalo Grove deem
it necessary to advise the Governor of the State of Illinois
of the critical need for accelerated programming regarding
portions of the Supplemental Freeway System in said County.
NOW, THEREFORE, BE IT RESOLVED by the Board of
the Village of Buffalo Grove that this urgent request be
transmitted to the Governor of the State of Illinois to
immediately proceed with the accelerated programming of the
Melvin E. Amstutz Expressway; the Waukegan-Richmond Freeway,
west of Allman Road; and Federal Aid Route 61, south of
the Waukegan-Richmond Freeway together with related highway
improvement systems; and
BE IT FURTHER RESOLVED by the Village Board of
Buffalo Grove that if funding limitations preclude prompt
programming of these projects the Village Board of Buffalo
Grove urges the Governor of the State of Illinois to
immediately undertake a thorough investigation of alternative
funding sources including the applicability of user financing
for such improvements, and that the cost of initial studies
of user financing for these improvements be promptly funded,
said studies to be undertaken by the Illinois State Toll
Highway Authority; and
BE IT FURTHER RESOLVED by the Village of Buffalo
Grove that the Department of Transportation of the State of
Illinois and the Illinois State Toll Highway Authority
coordinate their efforts to implement and complete these
aforementioned freeways in Lake County with all possible speed.
