WHEREAS, urbanization has taken place in the Greater
Chicago Metropolitan Area, and as a result
thereof large areas which were formerly marsh
land and lowland have been filled in and storm
sewer systems have been installed changing the
character of the land and imposing excessive
flows on the rivers, streams and creeks; and
WHEREAS, urbanization is continuing throughout the
drainage basin and the adjacent states, counties,
local communities and developers have previously
failed to provide adequate storage for storm
water in new developments ; and
WHEREAS, the Metropolitan Sanitary District of Greater
Chicago in recognition of the above problem has
successfully adopted a flood control program
based on the principle of retaining storm water
runoff at or near its source; and
WHEREAS, the Metropolitan Sanitary District has amended
its sewer permit ordinance so as to require all
permittees to contract and maintain adequate
storm water retention facilities on the site of
new developments; and
WHEREAS, the above previous actions by the Metropolitan
Sanitary District has helped to abate the severe
flooding hardship incurring to the citizens of
the Greater Chicagoland Area; and
WHEREAS, the people in and adjacent to Buffalo Grove and
neighboring commur&ies are continuing to ex-
perience severe property damage, hazards to health
and inconvenience; and
WHEREAS, the solution to this property damage, hazards to
health and inconvenience rests in the Metropolitan
Sanitary District 's proposed Buffalo Creek Re-
tention Basin Plan implementation at the earliest
date possible; and
WHEREAS, The Metropolitan Sanitary District has success-
fully included the planned project MSD Number
67-803 within its "Ten Year Cleanup"; and "Flood
Control Program" adopted on July 27, 1967 of
which $32.5 million dollars have been allocated
within the recent $380 million dollar bond
financing program.
NOW, THEREFORE, BE IT RESOLVED by the President and Board
of Trustees of the Village of Buffalo Grove, Counties of
Lake and Cook, Illinois that
SECTION I the "Ten Year Cleanup and Flood Control
Program" as it relates to the creation of
the Buffalo Creek Retention Project be de-
signed and constructed at the earliest date
possible.
