1968-02-12 - Resolution 1968-03 - Endorsing the State Constitution Convention } RESOLUTION #R-68-3 RESOLUTION ENDORSING THE STATE CONSTITUTIONAL CONVENTION WHEREAS, on November 5, 1968, the electors of the State of Illinois will vote on a proposition for the calling of a State Constitutional Convention; and WHEREAS, the calling of such convention will enable the people of the State of Illinois to adopt a modern and ef- fective constitution to replace the Constitution of 1870 which is in many respects archaic and incapable of meeting the modern demands imposed upon the State of Illinois; and WHEREAS, the Constitution of 1870 is particularly defective in that it fails to provide for municipal home rule and the guaranteeing of adequate powers to municipalities to carry out their responsibilities under the present day condi- tions; and WHEREAS, the calling of a constitutional convention and the adoption of a new constitution containing adequate and sufficient home rule powers for Illinois municipalities is absolutely necessary for the maintenance of effective local self-government throughout the State of Illinois and the guar- anteeing of the preservation of local government as a viable and responsible method of local participation in the political process; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE SECTION ONE: That the President and Board of Trustees of the Village of Buffalo Grove do hereby endorse the call for a State Constitutional Convention to be presented to the electors of the State of Illinois on November 5, 1968. The President and Board b`i of Trustees further urge that all candidates for delegate and all ����` - 2 - persons urging the adoption of said proposition be committed to the adoption of a strong home rule provision guaranteeing adequate powers for effective local government to cities and villages. SECTION TWO: That the President of the Village of Buffalo Grove be and is hereby authorized by this Board to take all necessary steps to urge upon all persons involved in said con- stitutional convention the adoption of a strong home rule provision for municipalities. SECTION THREE: That all citizens of the Village of Buffalo Grove be urged to support the calling of said con- stitutional convention and particularly the adoption of a strong home rule for municipalities. article in any constitution to be adopted. SECTION FOUR: That immediately upon its passage and approval, certified copies of this resolution be transmitted to the Governor of the State of Illinois, the President of the County Board of Cook County, the representatives of this dis- trict in the General Assembly, the Illinois Municipal League, and the Northwest Municipal Conference. SECTION FIVE: This resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
