VILLAGE OF BUFFALO GROVE
RESOLUTION #R-69-7 •
On March 27, 1969, Mr. G. T. March, District Engineer,
Department of Public Works and Buildings, Division of Highways of
the State of Illinois gave this community notification that the
specifications warranting a traffic signal at the intersection of
Route 68 (Dundee Road) at Buffalo Grove Road were not met. It
would appear that in this instance those specifications of warrant
listed in Chapter 2, paragraph 2 of the Manual of Uniform Traffic
Control Devices for States and Highways dated May of 1963 did not
reveal the problems that presently exist and will be compounded
daily with the growth of the Village of Buffalo Grove. Attached
you will find again the summary sheets of our traffic survey and note
that of a twelve hour period an average of 679 cars per hour passed
this area. Noting also that at certain peak hours, namely; eight
in the morning and three in the afternoon traffic was almost 50%
higher than the requirements for a safety signal. It might be
pointed out that at these particular hours a good percentage of
this traffic is comprised of school buses and people taking their
children to and from school in family autos. We dread the thought
of a possible Buffalo Grove and Palatine Road intersection and the
calamity cause there.

It is the express desire of the Village of Buffalo Grove
that this signal not be provided as a result of a severe accident
causing death or permanent injury. The growth of our community
would denote that from the population existing at the time of this
survey and progressing one year this survey could well be doubled in
one year' s period of time. Prior discussions with you have pointed
out that while you are placing an additional burden on this road
(Dundee) by relocating the Route 53 intersection you are not com-
pensating for the increase in traffic anticipated by widening this
road at the present time. This also will place a much greater
traffic flow and make ingress and egress into both the north and
southern portion of this community next' to impossible.
This community as a whole feels that a survey which cannot
take into consideration anticipated growth and unique traffic pro-
blems inherent in a locality cannot begin to alleviate a situation •
which will become worse from day to day.

THEREFORE, BE IT RESOLVED, by the President and the
Board of Trustees of the Village of Buffalo Grove that Mr. G. T.
March of the Department of Public Works and Buildings, Division
of Highways of the State of Illinois be notified that we oppose
most strongly to the abortive use of figures which when taken out
of context would preclude the possibility of safety traffic signals
being placed within our community, and demand a reconsideration of
this problem.
