2024-06-03 - Village Board Committee of the Whole - Minutes � MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE PRESIDENT& BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE JEFFREY S.BRAIMAN COUNCIL CHAMBERS AT VILLAGE HALL,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS,MONDAY JUNE 3,2024 CALL TO ORDER � President Smith called the meeting to order at 730 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Smith;Trustees Johnson,Cesario,Stein,Bocek,and Weidenfeld. Trustee Ottenheimer was absent. Also present were: Dane Bragg,Village Manager;Patrick Brankin,Village Attorney;Chris Stilling,Deputy Village Manager;Mike Skibbe,Deputy Village Manager/Director of Public Works;Chris Black,Finance Director;Katie Golbach,Director of Human Resources;Molly Gillespie,Communications Director;Nicole Woods,Director of Community Development;Geoff Tollefson,Director of Golf Operations;Police Chief Budds;Fire Chief Baker;Deputy Fire Chief Kane;and Tyler Grace,Fire Deparhnent Management Analyst. The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics,with staff answering questions from the Board on each topic. PRESIDENT'S REPORT � President Smith recognized two long-term residents who have recently passed away,David Stolman and Pat Shirley. David Stolman was a former member of the Buffalo Grove Zoning Board of Appeals,as well as Chairman of the Lake County Board and also Lake County Treasurer. Pat Shirley worked in the Village Manager's office for nearly 25 years,and among many other duties,was responsible for assembling the huge paper Village Board packets. On behalf of the Village,condolences go out to their family and friends. President Smith congratulated our Director of Communication and Engagement,Molly Gillespie,on being named The Legacy Project's Emerging Professional Leader for 2024. This new award recognizes a professional member who has made exemplary contributions to the common good and the profession through public service , over the last year through their local municipal work or by making substantial changes throughout the organization. Molly was chosen for her work overseeing the village's new branding initiative and transforming our communications efforts. President Smith thanked Buffalo Grove Pride and the Pinta family for making yesterday's Pride Parade in Buffalo Grove a massive success. It was a fun,family-friendly event that brought out thousands of onlookers. President Smith thanked the Buffalo Grove Police Deparhnent,Fire Department and Public Works Department for all of their efforts to ensure that this was a fun and safe event for our residents. FIl2E DEPARTMENT CITATION � Chief Baker presented a Fire Chiefls Citation to IAFF Loca13177 for the outstanding performance in cooperation with the Barrington Fire Department Loca13481 by hosting a Fire Ops 101 event. This event is designed to provide insight into the challenges that firefighters face every day. Chief Baker thanked all the BGFD staff that volunteered their time to be at the event,with special thanks to Lieutenant Caballero of the BGFD and Assistant Chief Art Thompson from the Barrington Fire Department for their efforts in coordinating and planning the event. Chief Baker then presented the Fire Chief's Citation to FF/PM Schroeder. � COMPREHENSIVE PLAN UPDATE \ / Ms.Woods presented the overall vision for the Comprehensive Plan. This vision paints a picture of where the Village would like to go in the next 15-20 years,and also presents four main goals that will help achieve this vision. Ms.Woods reviewed a PowerPoint presentation,details of which are contained in her memo to Mr.Bragg dated May 30,2024,after which she answered questions from the Board. ZO-YEAR WATER PRO-FORMA � Mr.Black reviewed the 20-year Water Rate Pro-Forma which reflects the latest rates and capital expenditures, � details of which are contained in his memo to Mr.Bragg of June 3,2024,after which he answered questions from the Board. 5-YEAR GENERAL FUND FORECAST Mr.Black presented the 5-year General Fund operating forecast,the purpose of which is to provide a basis for the Village of Buffalo Grove to make informed operational decisions through strategic forecasting to anticipate future revenues and expenditures. Further details may be found in the Village of Buffalo Grove—General Fund Financial Forecast FY2025-FY2029. SUNSET HOME RULE&UTILITY TAXES Mr.Black reviewed the Sunset Provisions for the Home Rule Sales and Utility Taxes that were previously adopted,details of which are contained in his memo to Mr.Bragg of June 3,2024. Staff recommends the continuation of the Home Rule Sales Tax,Municipal Natural Gas Use Tax,and Municipal Electricity Use Tax for fiscal year 2025. � QUESTIONS FROM THE AUDIENCE President Smith reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonighYs agenda;there were no such questions. ADJOURNMENT Moved by Weidenfeld,seconded by Stein,to adjoum the meeting. Upon roll call,Trustees voted as follows: AYES: 5—Johnson,Cesario,Stein,Bocek,Weidenfeld NAYS: 0—None ABSENT: 1—Ottenheimer Motion declared carried.
