RESOLUTION #0-71-31
WHEREAS , the Lake County Juvenile Officers Association has
established that there is a need for a Residential Treatment
Center for Juveniles in Lake County, Illinois , and
WHEREAS , the former Nike Site, located in the Lake Zurich
area, is owned by Lake County and is not being used to capacity
for other purposes at this time, and
WHEREAS , a Feasibility Study , authorized by the Lake County
Board of Supervisors , was made by Chelap, Streit, and Associates ,
the conclusion being that the site would be suitable for the
Treatment Center, and
WHEREAS , it has been determined that there are Federal Funds
available for assistance in the restoration of the site and
for a portion of the operational cost , and
WHEREAS , unsuccessful attempts have been made by the Lake County
Juvenile Officers Association and other interested citizens ,
since 1964 , to establish this Treatment Center, and
WHEREAS , the need for the Center is becoming more urgent, due
to the increase in Juvenile problems , therefore be it
RESOLVED, that the Lake County Juvenile Officers Association is
requesting the assistance of the Mayors , City Councils or Village
Boards and citizens of Lake County to aid them in their efforts
to establish this Residential Treatment Center for Juveniles.
NOW, THEREFORE , I , R. GARY ARMSTRONG, Village President of the
Village of Buffalo Grove , do hereby call upon all citizens of
our community to support the efforts of the Lake County
Juvenile Officers Association in this endeavor, and to urge
their associates and neighbors to be aware of the great need
that exists and the importance of the support of every citizen.

If you find that you favor `the idea that Lake County
may utilize the Nike Site facilities, which are in fairly
good condition, for this rehabilitation center for boys
between the ages of twelve (12 ) and eighteen (18) years of
age, please forward a copy, to me, of the resolution which
you pass.
