WHEREAS, the County of Cook has again failed to
issue Real Estate Tax bills in sufficient time to allow
payment of the First Installment on or before May 1,
1971; and,
WHEREAS, such failure delays the collection of such
taxes and denies local governments legally anticipated
and appropriated revenue ; and,
WHEREAS, such delay places local government fin-
ancing in a state of turmoil; and,
WHEREAS, local governments are thereby compelled
to issue tax anticipation warrants to meet their oblig-
ations and are thereby unduly burdened with the interest
expense resulting from such issuance.
NOW, THEREFORE, BE IT RESOLVED by the President and
Board of Trustees of the Village of Buffalo Grove, Cook
and Lake Counties, Illinois, that the Legislature be
called upon to enact legislation imposing upon any County
Government, in Counties having a population in excess of
500, 000 persons, which shall fail to accomplish a timely
issuance of Real Estate Tax bills, the entire cost of all
interest and other expenses incurred by local governments
as a result of the issuance of tax anticipation warrants
or other financing necessitated by the delay in the
collection and payment of taxes.
BE IT FURTHER RESOLVED that a copy of this resolution

be forwarded to the Governor of Illinois and to each
member of the General Assembly; and,
BE IT FURTHER RESOLVED that all municipal officers
of this Village pledge to use their best efforts in every
way toward securing the enactment of legislation at the
current session of the General Assembly to embrace the
proposal herein above set forth.
