a revised site lighting plan was also submitted but there was
no photometric study. Mr . Maioriello described the proposed
revisions . A total of five (5) light poles will be deleted
and other poles will be relocated. The parking lot lights
will be 150 watts.
The flood light in the front will be eliminated.
The wattage of the wall mounted fixtures on the north and south
walls will be reduced to 35 watts . The wall mounted fixture on
the east elevation will be 70 watts and will provide security.
The center bollard on the rear parking island will be replaced
with two bollards located in the center of the brick walkways .
These lights will be 35 watts and will be on timed circuits .
The ceiling mounted canopy fixtures will be reduced from 150
watts to 70 watts.
Mr . Maioriello said the overall effect of the reduced Iighting
will actually enhance the building.
Ch. Gordon and Com. Cea agreed the new plan is much improved .
Com. Cea made a motion to recommend approval of the revised
lighting plan as submitted for Grove Memorial Chapel .
Com. Smith seconded the motion.

1 . ARCHITECTURE. MATERIALS and COLORS:
Mr . Shalvis described the building and materials. The base of
the low level front elevation will be constructed with brown
masonry blocks accented with maroon drivit . The main building
will be white pre-finished metal panels with a standing seam
metal roof . The front portion of the building is sixteen feet
( 16 ' ) in height and the rear goes up to thirty feet (30 ' ) at
the center . The height of the masonry on the front is fourteen
feet ( 14 ' ) .
Com. Cea objected to the appearance of the building because it
looks like a big metal box with a masonry front . Metal is the
most economical material to use. but no attempt has been made
to enhance the sides of the building.
Mr . Shalvis said there will be landscaped berms along the sides
of the building and along the street which will reduce the
height of the building and break up the elevation.
Ch. Gordon asked if they had considered wrapping the masonry
around on the west elevation the building?
Mr . Reifsteck responded with an explanation of the problem they
have insulating masonry ice rink structures . Winter is not a
problem. but the facility must be kept cool in the summer . He
presented a sample panel and described the construction. The
panels lock into each other with no visible fasteners so the
surface has a flat appearance. The panels are insulated with a
one inch ( 1 " ) foam layer that prevents heat flow loss and three
inches (3" ) of fiberglas . There are eight inches (8" ) of
insulation in the roof . The roof is virtually flat and would
not be seen by a six foot (6 ' ) man until he was approximately
one hundred fifty feet ( 150 ' ) away.
The panels are not cheap. They are a high upgrade of the usual
metal panels and they give the appearance of a pre-cast look.
They do . not rust : they weather well and they come with a
twenty-five year guarantee. They are a maintenance free
product that does not require painting. Computer Discount
Warehouse is an example of this type of building.
Com. Dorfman asked if the berms could be higher?
Mr . Reifsteck responded that raising the berms next to the
building could cause a drainage problem. They will have excess
dirt so they could raise the height of the landscaped berms
about two (2) to three feet (3 ' ) .
Ch. Gordon suggested banding of the metal panels on the west
elevation facing Weiland.

Mr . Shalvis said the flat panels could be painted but it would
create a maintenance problem because they would require re-
painting every three (3) to five (5 ) years . They could extend
a band of the accent color . He and Mr . Reifsteck visited
about from thirty 'five (35) existing ice rinks in the midwest
and they are all massive buildings that house a big space .
They have considered every possible building structure style
and type of construction material . They considered making two
(2) buildings , one for each rink . with a central core. They
considered the possibility of using six (6) to eight feet (8 ' )
of the precast concrete. They finally decided that the best
way to break up the size of the structure was to use the
landscaped berms to sink the building into the ground and
minimize the size. He agreed to increase the height of the
berm. Landscaping is not the least expensive alternative .
Ch. Gordon suggested postponing the Architecture and Materials
discussion until after the Landscape Plan had been reviewed.
2. LANDSCAPING. DUMPSTER AREA FENCING AND LIGHTING:
Mr . Macklin described the Landscape Plans . When the Maple
trees on the parkways. (along Weiland. Road. Thompson Boulevard ,
and the Loop Road) mature, the crowns will reach a height of
thirty (30) to forty feet (40 ' ) .
The berm between the parkway and the west elevation and the
berm in front of the building will contain a variety shade
trees , evergreen trees and flowering trees . Eventually. the
foliage will expand to cover and soften almost the full north
and west elevations of the building. The berm will be from
three (3) to four feet (4 ' ) in height and the trees will be
from ten (10) to twenty feet (20 ' ) in height spaced from
fifteen ( 15) to twenty feet (20 ' ) apart . This will provide
a heavy buffer that will nearly obscure the bottom half of the
building and provide a boulevard effect around the building .
The flowering trees will provide color spring and fall and
special attention has been given to the front entrance. There
are also trees on the islands in the parking areas .
Ch. Gordon observed that there is a mixture of deciduous trees
and evergreen trees . He confirmed that the evergreens would be
kept full to the ground. He referred to Mr . Rigsby' s Review.
dated May 25 ,. 1995 . It states : " The Austrian Pines located on
the berms should have varied heights from six feet (6 ' ) to
eight feet (8 ' ) . " And , "A planting bed could be added to the
south west corner of the site . "
Mr . Macklin agreed to extend the landscaped berm down to the
parking area to screen the corner . He said there will be a
building to the south that fronts on Abbott Court .

The dumpster in the service area, in back of the building . will
be fenced, per the example. A couple of shrubs will be added
to screen the west side of the fence.
There will not be any exposed roof top equipment . All equip-
ment will be inside the roof of the building with some exterior
louvers on the rear of the building.
Com. Smith asked if the parking lot Iights will be affected by
the landscaping?

Mr . Macklin said there will be some light poles on some of the
islands but the trees will be off-set and will not interfere .
There are eight (8 ' ) poles , twenty feet (20' ) in height and
three (3) wall pacs on the rear wall where there will be rear
entrance with access to the remote parking lot . The residents
on Quaker Hollow wanted the property well lighted. but there
should be no spillover.
After the presentation of the Landscape Plan, the Elevations
were discussed at length. The Commissioners agreed diminishing
the size of the building was a tough problem.
Mr . Shalvis said the ice rink has been in the planning stage
for a year and a half . They have explored several different
locations , pricing schemes , layouts and possible materials.
Some of the options discussed could not be considered for
financial reasons and others for functional reasons .
There are various constraints from an operational point of
view. For instance. there are requirements related to playing
hockey, for location of the ice making machine and for the
turning radius for the Zambonie Machine. They have determined
these essentials from other facilities and have incorporated
them into this proposal .
A Poll was taken and each Commissioner expressed concern about
the appearance of the building. Samples of the materials were
passed around and described. The split faced block will be a
dark greyish color . The drivit will be a Cherrystone red .and
this accent color will be carried throughout the building. The
interior will be a light color for as much light reflection as
possible. The 22-gauge cream colored metal panels are flat
with an embossed finish that resembles pre-cast . The glass
will be tinted grey and the frames are clear anodized
aluminum.
At the Commissioners ' request , tt was agreed to raise the
landscaped berms in front of the building to a maximum height
of seven feet (7 ' ) , but the berms should be scalloped , so they
are not straight across . If they were any higher , there could
be a maintenance problem and/or a water drainage problem. The
four foot (4 ' ) berms up against the foundation walls will not
be changed.

Changing the material is not financially possible. Painting
bands on the panels is not practical because of maintenance .
Finally, Mr. Shalvis suggested a treatment that he has used on
another building. This was to change the colors of the panels.
They could use the manufactured product and not increase cost .
Ch. Gordon concurred that this was a good solution if the color
contrast was subtle. He would not want a dramatic change that
would call attention to the wall . No "Zebra" stripes !
Com. Cea agreed and advised, that a random pattern of eight (8)
to twelve ( 12) panels be used for each of two (3) or three (3 )
colors. The north, south and east elevations shouid all have
the same treatment .
The Commissioners would want to see the colors , so it was
decided to Table until June 8 , 1995 . They would be first on
the Agenda. Ch. Gordon advised them to prepare a flat
elevation drawing and bring samples of the actual colors.
Com. Cea made a motion to Table the Elevations . Materials and
Colors until June 8 , 1995.
Com. Smith seconded the motion.

LANDSCAPING - Review of items to be revised:
1 . Berm height to be increased to seven feet (7 ' ) in
some areas and the berms are to be scalloped.
2. Austrian Pines on the berms are to be from six feet
(6 ' ) to eight feet (8 ' ) in height .
3. Landscaped berm will be extended along the south
west corner of the site.
4. West •side of the trash enclosure to be screened
with some shrubs.
Com. Smith made a motion to recommend approval of the
Landscape Plan submitted for the Twin Rinks Ice Paviilion
with the stipulations outlined in the discussion and
listed as #1 . #2 . #3 and #4.
Com. Cea seconded the motion.

Ch. Gordon said he observed the "Hair Cuttery" sign at Cambridge
Commons for that does not seem to be in conformance with the Sign
Package. It is different from all the other signs.
Mr. Kelly said he would check the file to see if a permit was issued
and if so , he would review the diagram to see what was approved.
