CALL TO ORDER Chairman Richard Gordon called the Appearance Commission to order at 7 :30 P.M. on Thursday, August 28, 1997 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. II . T-E-A-M (Formerly Wallaby Station) 730 Hastings Drive (Sign Face Change) Mr. Joel Brown, Sign-A-Rama, 80 Dundee Road, Buffalo Grove, IL 60089 (215-1535) described the T-E-A-M sign. The double-faced, internally illuminated sign and will replace the existing sign. The sign will be blue, grey and orange with white lettering as depicted on the attached business card. There were no questions or objections. Com. Cea made a motion to recommend approval of the sign face change as requested by T-E-A-M, 730 Hastings Drive. Com. Dorfman seconded the motion. Sign Criteria Revision (The Grove) 2 . Wild Oats Market - Wall Sign 3 . Wild Oats Plaza - Ground Sign Wild Oats Market will be located at 764 N. Buffalo Grove Road, Buffalo Grove, IL (419-9080) . Mr. Rich Lewellyan, Site Selection Manager and Greg Aurand, Store Support Leader, with Wild Oats Corp. made the presentation. Mr. Lewellyan said they want to upgrade the shopping center and serve the Village residents . He requested an amendment to Paragraph 2 of the Sign Criteria to permit the F & M wall sign to be changed to a Wild Oats Market wall sign. F & M had individuallt illuminated letters and the Wild Oats letters are mounted to a raceway on a metal background which is a new architectural element with a diagram of oats at the top of the sign background. Columns will be added to the front facade with windows added to the north end of the store front and a door in the north elevation. Customers can see bread being made in this corner of the store . The metal sign background will be mounted to the roof and will stand about two feet (2 ' ) away the roof. The top portion will have perforated metal mesh with backlighting for the cut-out Oats emblem. The Commissioners agreed the gold/purple color combination of the background was too bright . They preferred a more subdued yellow-orange color, more like the toned down copy color of PMS #109 (not the original) . The purple color is to be PMS #2597 . Petitioners wanted to change the brown metal standing-seam roof to olive green. The columns are to be scored with red and the green awnings replaced with gold awnings . The Commissioners objected to the awning color being changed because it would set a bad precedence that could result in many different awning colors. They suggested the metal roof be changed to PMS #3305 green, not brown. The petitioners agreed with this recommendation. The awnings will be replaced because they are showing wear. Com. Cea made a motion to recommend approval of the archi- tectural element behind the wall sign with the gold color to be changed to PMS #109 (toned down) yellow/orange, and the purple, PMS #2597 as shown; with new awnings to match the existing green color; the metal roof color to be PMS #3305, olive green and with the additional glass about twelve feet (12 ' ) from the corner at the north end of the front elevation and the new door on the north elevation. Dorfman made a motion to recommend approval of the Wild Oats Market Wall Sign as presented, in compliance with the revised Sign Criteria. Com. He requested a new color scheme for the two (2) existing ground signs . The posts will be painted purple. Tenant panel background will be grey with purple letters and a black outline. The top panel will have white and green letters with gold oats. The Commissioners preferred a cream colored background and Mr. Lewellan had no objections. . Com. Cea made a motion to recommend approval of the revised Plaza at Buffalo Grove ground signs to be Wild Oats Plaza, as presented with the stipulation that the background of the tenant panels be cream (off-white) with purple lettering and the top panel as presented; Wild Oats to be white, Plaza to be blue and the oats will be gold. Buffalo Grove Road Recommendation to Zoning Board for Variance of Sign Code, Section 14 .20 . 010 Ground Sign - Size. Height and Location Within Setback, Hosanna Church is a Korean-English congregation renting space at the Village Baptist Church on Buffalo Grove Road. Pastor Yeon Lee described the double-faced _non-illuminated wood sign, mounted on 6" x 6" white wood posts. The background will be white with royal blue plastic Helvetica English letters and Korean characters . It will be installed perpendicular to Buffalo Grove Road. Dundee Road Variance of Sign Code, Section 14 . 10 . 020 Ground Sign - Size, Height and Location Within Setback Alternate Screening of Dumpster Area Mr. Bruce Hoffman, Chairman, Kingswood Methodist United Church; Brent Hoffman, Life Scout, Troop 140, and Mr. Bob Ryan, Chairman of Board of Trustees were present . GROUND SIGN: Brent Hoffman stated the reasons for requesting a variance of the Sign Code. The Church wants to replace the existing wood sign (8 ' 6" in height x 11 ' in length) with a new double sided, internally lighted, ground sign that would be 6 ' in height x 10 ' 2" in length. The church is in a residential district and the proposed sign would be located within the front yard setback 18 '4" from the sidewalk along Dundee Rd. The sign would have a grey background and a mauve border, with a red flame and black cross . The lettering would be white. It is smaller and lower than the existing sign. The Commissioners had no questions and no objections . Com. Weissman made a motion to recommend to the Zoning Board and the Village Board that the request of Kingswood Methodist Church, 401 W. Com. Cea seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Dorfman and Gordon NAY - None Motion Passed - 4 to 0 . The Zoning Board of Appeals will review the sign on September 16, 1997 . DUMPSTER SCREENING: Mr. Ryan described the approved dumpster area. It will have a twenty-four foot (24 ' ) concrete pad for the two (2) large dumpsters and two (2 ) small recycle boxes and a 10 ' x 12 ' pre-fab, equipment shed. A six foot (6 ' ) board-on-board fence was approved along the north side of the area. They would like to eliminate the fence and plant some additional bushes. There has always been bushes along the east side of the area. There are many existing trees along the south property line between the condominiums and the church that will conceal the dumpster area. The north end of the dumpsster area is open. The Commissioners agreed that it is better to have the wood fence as previously approved. Com. Cea made a motion to recommend that the previously approved six foot (6 ' ) board-on-board fence be constructed as previously proposed and approved. Com. Chevy Chase Business Park West #5 Landscaping and Lighting Plans Mr. Tim Hund, President, Classic Landscape Ltd. , 3 N 471 Powis Road, West Chicago, IL 60185 (630-513-1313) submitted a plant list and described the landscape plan. The retention pond and the area along the south lot line will be hydro-seeded and the area along the north and east border will be seeded with low profile prairie grass . The front entrance area will be sodded and planted with colorful shrubs and ground cover. The four (4) parking islands will be covered with three inches (3") of gravel and each one will have a Red Maple tree. Ray Rigsby did not submit a review of the Landscape Plan but Mr. Hund agreed to comply with any recommendations. The Commissioners wanted the east side of the building broken up with three (3) Austrian Pine trees and Mr. Lund had no problem with this request . Com. Cea made a motion to recommend approval of the Land- scape plan submitted for Chevy Chase Business Park West, Building #5 subject to Ray Rigsby' s Review and recommenda- tins with the stipulation that three (3) Austrian Pines are to be added along the east end of the south elevation. LIGHTING: Mr. Dave Olsen, The Jenkins Group, Inc. , 300 Park Boulevard Suite 250, Itasca, IL 60143-3146 (630-250-9100) said the 30 ' poles and shoe box light fixtures are dark bronze aluminum poles. The poles are mounted on three. foot (3 ' ) bases . The lighting matches the rest of business park. Com. Materials and Colors Mr. Dave Olsen, The Jenkins Group, Inc. , 300 Park Boulevard Suite 250, Itasca, IL 60143-3146 (630-250-9100) made the presentation on behalf of Hamilton Partners . Building #4 is across the street from Building #5 in the Chevy Chase Business Park West, located on Hastings Drive and accessed from Lake Cook Road. Building #4 will be a 78, 000 sq. ft . spec building with the same character as Building #5 . There are two (2) office spaces on the east elevation, one at each end with loading docks on the north and south elevations. The building is designed for two (2) businesses and the docks will be customized for tenant use. The building will be smooth (flat) pre-cast concrete panels with forest green reveals. The entrances to the office areas will be taupe with green tinted windows set in forest green aluminum frames. There are overhead dock doors on the north and south elevations . The rear doors, handrails and dock doors will be forest green. They will provide screening for any roof top units that are installed. Com. Cea made a motion to recommend approval of the elevations, materials and colors as submitted for Chevy Chase Business Park #4 as submitted. Com. Weissman seconded the motion. Insignia Point - Route 83 and Farrington Drive Landscaping & Revised Sales Trailer Location and Sign Mr. Bill Rotolo, President of Insignia Homes, 750 Buffalo Grove Road, Buffalo Grove, IL 60089 (234-5402) and Mr. Jack Porter, Project Supervisor were present . LANDSCAPING: Mr. Rotolo described the Landscape Plan. They will preserve as many of the existing trees as possible. There is a tree preservation plan and they will work with Mr. Rigsby on an individual tree by tree basis. Mr. Rotolo said they would comply with the recommendations listed in Mr. Rigsby' s attached memo, dated August 27, 1997, including the installation of the three foot (3 ' ) berm at the dead end of Farrington Drive, and will plant three (3) Austrian Pines and six (6) Viburnum shrubs . The street trees will comply with the Village Ordinance and will be installed adjacent to driveways where necessary. The Village will maintain the detention area with Prairie Grass similar to the areas along Arlington Heights Road and Checker Drive. Com. Cea made a motion to recommend approval of the Land- scape Plan submitted for Insignia Point, subject to Ray Rigsby' s Review, dated August 27, 1997 . Com. Dorfman seconded the motion. SALES TRAILER AREA AND SIGN: Mr. Rotolo said the location of the Sales Trailer had to be moved to the end of the cul-de-sac, in accordance with the IDOT requirements relating to the relocation of the entrance from Route 83 . Mr. Rotolo also requested that the design and location of the previously approved sign be changed. In lieu of an awning they would like to install the sign above the door of the Sales Trailer and not on the wall . The copy has been changed from Insignia Point to Insignia Homes. They have eliminated the telephone number and added a circle with an italic "I" which is the Insignia Homes logo. The background of the sign is beige with a green border and copy. The Commissioners had no objections to the proposed changes. Com. Cea made a motion to recommend approval of the revised location of the Insignia Point Sales Trailer with the revised Sign to be installed above the door as proposed. Com. Dorfman seconded the motion.
