CALL TO ORDER Chairman Richard Gordon called the Appearance Commission meeting to order at 7 :35 on Thursday, July 24, 1997 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. II . ROLL CALL Commissioners Present : F. Weissman, A. Viehman, M. Cea, C. Masure, E. Smith and R. Gordon Commissioners Absent : L. Dorfman Bldg. Dept . Liaison: Richard Jensen, Building Inspector III . APPROVAL OF MINUTES Deferred until Announcements. IV. BUSINESS A. LaSalle Bank - 401 Busch Parkway Ground Sign and 2 Wall Signs - Face Changes Mr. George Woock, White Way Sign Company, 1317 N. Clybourn, Chicago, IL 60610 (312-642-6580) presented photographs of the existing signs . He requested the removal of the word Illinois from the existing LaSalle Bank ground sign and two • (2) wall signs . The initials NA will be added to the ground sign only. Illinois will be removed from the vinyl illuminated wall signs but NA will not be added. Com. Cea made a motion to recommend approval of the sign face changes for the LaSalle Bank at 401 Busch Parkway as proposed. Com. Smith seconded the motion. Roll Call Vote: AYE - Viehman, Masure, Cea, Smith and Gordon NAY - None Motion Passed - 5 to 0 . Com. Weissman arrived at 8 :00 P.M. , DRAJicOp c! DRAF B. Insignia Point - Farrington Road and Route 83 1. Elevations of Semi-Custom Homes 2 . Materials and Colors 3 . Sales Trailer and Development Sign Mr. Bill Rotolo, President, Insignia Development Company, 1135 Bridgeview Lane, Lake Forest, Il 60045 (837-234-5402) (pager #847-857-1906) made the presentation. Mr. Jeffrey Letzter, Architect, Direct Design, 400 S. Route 31, McHenry, IL 60050 (815-385-3430) and Mr. Jack Porter, Vice President of Operations, were also present. Mr. Rotolo stated that they entered into an Annexation Agreement with the Village in May 1997. The site, located at Farrington Road and Route 83 , consists of thirteen (13) lots . They are ready to proceed with the architectural designs, marketing sign and combination construction/sales trailer. Com. Cea asked if they had a permit from the State for the entrance to the sales area from Route 83? Mr. Rotolo said they received notice today (July 24, 1997) from IDIOT that a one (1) year permit would be issued. If construction is not completed within that time they would have to reapply for an extension. Part of the Annexation Agreement was approval of the access from Route 83 for construction and sales traffic. The Village Board did not . want construction trucks and purchasers entering from Farrington Drive or Crown Point Drive. The sales trailer will be located on Lot 10 which is the only lot with access to Route 83 and they plan to eliminate the trailer as construction proceeds. 1 . Architecture. Materials and Colors : Mr. Rotolo said they are a semi-custom home builder. They have nine (9) models, each with three (3) or four (4) eleva- tions that will satisfy most customers' needs. They will consider building custom houses and they would submit the proper plans for approval. The models range from 2, 044 sq. - ft . up to 3, 700 sq. ft . FT Mr. Letzter presented the elevations, a list of materials and samples of the colors, etc. Only vinyl and stained cedar siding will be used. Aluminum, as listed, has been eliminated. The material used for the decorative columns, pilasters, and features over doors and windows, etc. are interchangeablele. They could be wood or fipon, mix & match. Mr. Rotolo said they have the basic materials from which customers can choose, but the final approval of colors, etc. is reserved tor insignia Homes. There will beja covenant with purchasers but no homeowner' s association. Ch. Gordon asked Mr. Rotolo if he has built other semi- custom homes and if people ever chose unacceptable colors? Mr. Rotolo responded that he has built similar homes in Palatine and most people are quite conservative when select- ing color palettes. He has never had a problem. He said he is responsible for enforcing the Buffalo Grove Monotony Code. He did not anticipate a problem with the number of models and elevations. If it happens, they will develop a different elevation. Three (3) car garages are optional . Several lots have side-swing possibilities. Specifically, lots 1, 8, 10 and 11. He agreed not to construct 3-car garages side by side. After reviewing the models and elevations, it was agreed that the Malden Elevation A and Cambridge Elevation A are similar and could not be constructed next to each other or across the street. The B-Elevations of the same models were considered, but there are differences and if necessary they could modify window designs . Com. Weissman made a motion to recommend the Architecture, Materials and Colors for Insignia Point as submitted, with the stipulations that 3-car front load garages will not be built side by side; and Elevation A on the Cambridge and the the Malden will be considered similar with reference to the Monotony Code; and if Elevation B of the Cambridge and the Malden are built next to each other, the gable/window - element will be revised on one elevation so they are not so similar. Roll Call Vote: AYE - Weissman, Viehman, Masure, Cea, Smith and Gordon NAY - None Motion Passed - 6 to 0 . B. Sales Trailer with wall sign. Mr. Rotolo submitted a revised site plan and said they would meet the required thirty foot (30 ' ) setback for the 12 'x 44 ' r 1.tu11c:.r Mr. Porter said there is a tree preservation plan and there there are many existing trees that can be seen at the rear of the trailer. They will provide some low shrubs in front of the trailer, probably Spirea. The trailer will be cut into grade and after the skirt is put on it will be backfilled so that the front entrance is at grade level. There will be no need for a handicapped ramp. The construction section of the trailer will have a step at the rear entrance. Mr. Jensen informed Mr. Rotolo that the Building Department will decide if a handicapped ramp is necessary. Mr. Rotolo agreed. The trailer will be leased and they do not know what kind of trailer will be delivered. It will have wood siding that they will stain it grey and blue . The traier will have an awning, but they cannot design it until they see the trailer. The awning will be submitted to the Appearance Commission for approval . The 4 ' x 6 ' sign on the trailer will have a white background, the name (probably Insignia Point) in black and a telephone number in red. Lettering will be ten inches (10 ' ) high. Mr. Jensen asked if the temporary entrance from Route 83 would be blocked off so that people cannot drive through the cul-de-sac? Mr. Rotolo said customers will not be permitted to drive through, but construction trucks will have to get to the lots . Lot 10 will not be for sale right away so the driveway could be widened to accommodate trucks turning into the area Com. Cea made a motion to recommend approval of the Insignia Point Sales Trailer with the wall sign, as submitted, with the stipulation that the trailer will be installed as described without stairs or a handicapped ramp, subject to Building Department review and approval. Com. Smith seconded the motion. Roll Call Vote: AYE Weissman, Viehman, masure, Cea, Smith and Gordon NAY - None Motion Passed - 6 to 0 . 3 . Subdivision Development Sign Mr. Jensen informed the petitioners that the size of the sign is wider than permitted. It can only be eight feet (8 ' ) in width including posts and it can be 64 total sq. ft. If the sign is twelve feet (12 ' ) in height, it must be set back twelve feet (12 ' ) from the property line. Mr. Rotolo had no problem in complying with 64 sq. ft. size and the twelve foot (12 ' ) setback. It will be double-faced, installed perpendicular to Route 83 and located at the west end of the detention basin as close to the east end of Lot 10 as possible. Mr. Porter said there are a lot of trees on lot 10 and they will locate the sign where visibility is best . They will to work with the Engineering Department to determine the location of the sign in relation to the driveway. Com. Cea made a motion to recommend approval of the Sub- division Development Sign submitted by Insignia Point as proposed with the stipulation that size and placement meet the requirements and does not block the driveway entrance. Com. Smith seconded the motion. Roll Call Vote : AYE - Weissman, Viehman, Masure, Cea, Smith and Gordon NAY - None Motion Passed - 6 to 0 . Viehman including minor revisions as noted on pp. 2 and 7. Also noted, on page 4, the positioning of the Millbrook Office Buildings that will front on Route 22 should be changed to read north/south instead of vertical and east/west instead of horizontal. Motion was seconded by Com. Cea. Roll Call Vote: AYE - Weissman, Masure, Cea, Smith and Gordon NAY - None ABSTAIN - Viehman Motion Passed - 5 to 0, 1 abstention. 2 . Com. Viehman will soon be appointed to the Plan Commission. Al has been a valuable Appearance Commissioner and he will be missed. He was wished future success. Ch. Gordon said it would be good to have a landscape architect on the Commission. 3 . Com. Smith said that Powerhouse Gym to be located at the Strathmore Square Shopping Center has reported to the Chamber of Commerce that they are being denied a sign. Mr. Jensen explained that Powerhouse Gym has no frontage and the sign package does not permit a sign at this time. Signs can be placed in the window temporarily until the new facade is completed. A space on the gable has been designated for Powerhouse sign but it has to be written into the criteria and approved. VI . ADJOURNMENT Motion to adjourn was made by Com. Weissman and seconded by Com.
