CALL TO ORDER Chairman Richard Gordon called the Appearance Commission meeting to order at 7 :40 P.M. on Thursday, July 10, 1997 in the Council Chambers of the Village Hall, 50 Raupp Blvd. II . Liaison: Richard Jensen, Building Inspector III . APPROVAL OF MINUTES Postponed until after business meeting. IV. OLD BUSINESS A. Town Place Construction Sign - Town Place Circle Representative not present, reviewed after regular business. B. Landis & Staefa, Inc. - Barclay Boulevard Shipping/Receiving Sign - Requires variance . Mr. Larry Hill, Director, Production and Facilities, Landis & Staefa, Inc . 1000 Deerfield Parkway, Buffalo Grove, IL 60089-4513 (215-1000) described the 30"x 60" double face aluminum Shipping/Receiving sign that they would like to install at the Barclay Boulevard entrance. It will have a white background with black vinyl letters and be installed on four foot (4 ' ) white posts . The main entrance sign for Landis & Staefa is on Deerfield Parkway but they need a Shipping/Receiving sign to direct westbound trucks to the warehouse on Barclay Boulevard rr I f * f po A variance of Sign Code, Section 14 . 36 . 020 A is required because the size of the sign exceeds four (4) square feet and Section 14 .20 . 050 because only one sign is permitted per parcel in the Industrial Zoning District . The Commissioners had no questions or objections . Com. Cea made a motion to recommend to the Zoning Board of Appeals and the Village Board that a variance be granted of Sign Code, Sections 14 . 36 . 010 and 14 . 20 . 050, that would permit Landis & Staefa to install a Shipping/Receiving Ground Sign at the entrance on Barclay Boulevard. Com. Dorfman seconded the motion. Roll Call Vote : AYE - Masure, Cea, Smith, Dorfman and Gordon NAY - None Motion Passed - 5 to 0 . B. Highland Park Hospital Health & Fitness Center Review of Sales Trailer on Busch Parkway Mr. Ken Gorman, Vice President, Power hospital fitness group, 2360 N. Palmer Drive, Schaumburg, Il 60173-3819 (925-1300 X 310) presented a rendering of a similar sales trailer in Geneva, IL and said they will to use the trailer to interview clients until construction of the building is completed at the end of the year. The sales office would be removed at this time . The asphalt parking area in front would be completed and the base course would be installed in the driveway. The would also install the permanent landscaping. The site would be at the northwest corner of the site as far from the building construction as possible. The construction trailer will be at the southwest corner, so there will be no interference . Mr. Gorman described the trailer. The basic color scheme is neutral as listed on the attached brochure and the handicapped ramp in front of the trailer will be stained to match the siding. In addition to the permanent landscaping there will be planters with additional landscaping in front to enhance the trailer. APPEARANCE COMMISSION JULY 10, 1997 - PAGE TWO 9 i JJ .' : ; cpy N Y . There will be a sign on the awning over the entrance with the corporate logo of the Highland Park Hospital Health & Fitness Center. The awning will be navy with white letters. The area will not be illuminated. The hours will be from 10 : 00 AM until 5 :00 P.M. weekdays with shorter hours on Saturday. They are closed on Sunday. The parking lot light- ing will be installed by October when the days are shorter and light is needed for safety. Com. Cea made a motion to recommend approval of the Sales Trailer as submitted for the Highland Park Hospital Health and Fitness Center. Com. Smith seconded the motion. The Millbrook Business Center - Rt . 22 & Schelter Road Architectural Review for Office/Warehouse Building South of Route: Elevations, Materials and Colors Mr. Mark Weir, 'representative of the Miller Families, and Mr. Jens Heinrich Mannen, Architect, with Loebl, Schlossman & Hackl, 130 East Randolph Drive, Suite 3400, Chicago, IL 60601-6313 (312-565-1800) were present . Mr. Weir described the site plan for the Millbrook Business Center to be located at Route 22 and Schelter Road. The 70 acre piece of property is owned by the Miller families. They also own the Quill Corporation and the major tenant in the park will be the Quill Corp. The Millers plan to develop the land as a campus and the property will be owned, operated and main- tained by the Miller families. No land or buildings will be sold. The buildings will be similar using the existing Quill buildings as a basis . Grading of the site has been started and they will soon begin constructing the first industrial building in Buffalo Grove . Mr. Mannen said the Millbrook Business Center was designed to have a sense of timelessness and strength with a feeling of quietness. APPEARANCE COMMISSION JULY 10, 1997 - PAGE THREE SL �St 414 AI L- !! Mr. Mannen described the architecture, materials and colors for the two office structures that will front on Half Day Road. The building in Lincolnshire will be vertical and the building in Buffalo Grove will be horizontal . They will have bands of brick set into a pre-cast concrete frame with bands of clear glass. The buildings relate in propor- tion and design. The warehouse will have a series of coursing along all four (4) elevations. The buildings will not be identical but they will share common characteristics, such as the height and color. The fence and extensive landscaping will be compatible with the adjacent residential area and give a "good neighbor" feeling of quiet . The truck docks are recessed at the back of the building and there is a ramp leading into the recessed area so the trucks are completely enclosed. The concept for windows is twelve feet (12 ' ) wide and thirty feet (30 ' ) high tilt up panels which will have two (2) zones for punched openings depending on the client' s requirements . The exterior materials for the first warehouse were described: 1 . Pre-cast stone and textured brick will match. 2 . Glass will be clear. 3 . Beige metal panel window frames with grey metal mullions. 4 . The brick corner elements in front are a major architectural feature with two-story spandrel glass entrance to the building. 5 . The site lighting system will have no glaring bright spots of light and will not be detrimental to the residential neighborhood. 6 . Some parking lot lights will have some single and some double heads. 7 . There will be bollards along the pathways . 8 . The truck docks, entrance and exit doors will have bright, glare-free lights . 9 . The lights will be dark green metal . APPEARANCE COMMISSION JULY 10, 1997 - PAGE FOUR teN lit LI' 10 . There will be a walking path, tennis courts, two volleyball courts and a recreation court on site. 11 . The heating and cooling units are roof mounted with two (2) U-shaped pre-cast parapets that form a solid roof screenthat matches the building. - 12 . The pre-finished coping will match the building. Mr. Weir described the landscape plan. It will have dense plantings, with emphasis at the corners and in addition to the street trees, there will be deciduous and evergreen trees along the road. There will be beds of perennials and shrubs along the north side of the building. The existing trees will be protected from construction traffic, etc. There will be a crushed granite walking path that continues around the campus . The ground signs will be presented later. They plan to dis- courage wall signs, but some tenants may require a sign. A brick address wall will line up with the front brick planters for identification of the building. The buildings are designed for two (2) tenants. This first building will be a spec building, but the future buildings could be designed as "build to suit . " They expect to have tenants with 20o to 400 office space and they have adequate parking. They are not expected to have typical storage . It will be more research and development tenants . Com. Cea made a motion to recommend approval of the exterior elevations, materials and colors as presented for the • Millbrook Business Center with lighting. The foundation landscape plan is subject to Mr. Ray Rigsby' s review and recommendations. Com. Smith seconded the motion. Mr. Weir said they will construct the Lincolnshire office building first, but they hope to have a tenant for the Buffalo Grove building before it is constructed. Penney Recommendation for Variance of Sign Code, Section 14 . 20 . 020 - Relocation of Ground Sign Mr. John Johnson, C. Johnson Sign Company, 9615 W. Waveland Avenue, Franklin Park, IL 60131 (677-2092) requested a recommendation for a variance of the Sign Code, that would permit J. C. Penney to move the existing sign from the north end of the property to the south end so it will be seen better from the road. The existing 24" x 60" sign will be repainted and the copy will be changed to include the word "customer" so the sign reads "Catalog Customer Service Center." The Commissioners had no questions or objections. Com. Dorfman made a motion to recommend to the Zoning Board of Appeals and the Village Board that a variance of Sign Code, Section 14 .20 . 020 be granted to permit Hamilton Partners to repaint and relocate the J. C. Penney ground sign at 1120 W. Lake Cook Road, as presented. - Com. Smith seconded the motion. Roll Call Vote: AYE - Smith, Dorfman and Gordon NAY - None ABSTAIN - Cea (Penney' s is a client) and Masure (part time employee) Motion Passed - 3 to 0, 2 abstentions. B. 1010 Johnson Drive, Hamilton Partners Recommendation for Variance of Sign Code, Section 14 . 36 . 010 - "For Lease" Sign Mr. John Johnson, C. Johnson Sign Company 9615 W. Waveland Avenue, Franklin Park, IL 60131 (678-2092) and Mr. Bruce Bingham, Partner, Hamilton Partners, 300 Park Boulevard, Itasca, IL 60143-2636 (630-250-9700) were present . Mr. Bingham described Chevy Chase Business Park. It has a 900, 000 square foot parcel of land comprised of ten (10) buildings. The Buffalo Grove Sign Code only permits "For Lease" signs to be six square foot (6 sf . ) and that is equivalent to a residential sign. APPEARANCE COMMISSION JULY 10, 1997 - PAGE SIX The building at 1010 Johnson Drive (formerly Toshiba) is a 115, 000 square foot building with a 30, 000 square foot mezzanine and the sign is needed to market the property. Mr. Bingham requested a variance to permit installation of a 4 ' x 8 ' double faced leasing sign which would be adequate for the industrial district and is the standard size for the Chicago metropolitan area. The temporary sign would be needed for about one year and would be removed within thirty days (30) of occupancy of the building. There are three (3) other leasing signs at Chevy Chase and they are spread over about % mile on Lake Cook Road. They are general information signs pertaining to the Business Park and this sign would be for a specific site. It will be installed in front of Bldg. No. 6, west of Johnson Drive. The building was designed for a single tenant, but it could be subdivided and they would want to keep the sign up until the building is filled. They are negotiating with a per- spective tenant that would occupy the whole building and the sign may not be needed. The Commissioners discussed the sign and the time period concluded that one (1) year or until the building is 80% occupied would be a reasonable recommendation. Mr. Bingham agreed with this stipulation including the provision that the sign would be removed within thirty (30) days of 80% occupancy. Com. Cea made a motion to recommend to the Zoning Board of Appeals and the Village Board that the variance requested by Hamilton Partners to permit a 4 ' x 8 ' square foot double faced sign to be installed for the purpose of leasing the building at 1010 Johnson Drive, formerly occupied by the Toshiba Corporation, be granted with the stipulation that the sign be permitted for a period of one (1) year and that it be removed thirty (3) days after the building is 80% occupied. Delacourte Condominiums, Dundee Road & Weidner Road Review of Sales Trailer and Pergola Mr. Tim Anderson, President of Focus Development, and Mr. Richard Choi, Architect, 211 Waukegan Road, Suite 104, Northfield, IL 60093 (441-0474) were present . Mr. Anderson described the site plan. The 14 ' x 72 ' sales trailer will be located at the northwest corner of the future site for Building #1 . The temporary asphalt area and drive, the pergola and some of the permanent landscaping will be installed with the sales trailer. The detention pond land- scaping will also be finished. Additional trees will be planted and if necessary, they will be relocated after the building is constructed. A new drawing was submitted. The first design had a gable on the front elevation, but was replaced with a trellis porch which is more in keeping with the site. The siding on the trailer will be beige and the trim, skirt, trellis and handrails will be white. There will be a handicapped ramp in front with low shrubbery for screening. There is a sign, with the Delacourte logo, on the left side of the trailer that matches the development sign on Dundee Road. Building #2 will be constructed first and the sales office will be moved inside this building. The sales trailer will be removed and Building #1 will be constructed second. It usually takes seven (7) months to a year to construct a condominium building. The Commissioners had no questions. Com. Weissman made a motion to recommend approval of the Delacourte Sales Trailer Area as presented. Com. Masure seconded the motion. Media One Fiber Optic Hubsite Facility 110 W. Dundee Road - Located Behind the Dundee Point Shopping Center Mr. Tom Arvidson, Technical Manager for Media One, 68 Industrial Drive, Evanston, IL 60126 (630-716-2300) described the proposed facility. In order to expand their service area and their service in Buffalo Grove they need a Fiber Optic Hubsite. The property at 110 W. Dundee Road has been rezoned to permit the facility that will be located at the rear of The Plaza at Buffalo Grove, north of Dundee Point and east of The Arbors Condominiums. It will be north of Mark Drugs. They will install a 12 ' x 24 ' x 9 ' (height) pre-fabricated community center. It will be similar to the cellular and wireless shelters. A RHON brochure of the proposed building was submitted. The colors will be dark brown with beige trim. It will be within a chain link fenced in area, 46 ' x 25 ' and it will have a landscape screen on all four (4) sides . There will also be a generator within the fenced area. A representative from the Arbors attended the Plan Commis- sion Workshop meetings and has no objection to the proposed construction. The existing dish is fenced in with a wood fence. The lot will be purchased from the Village and the landscaping will be maintained. There will be a columnar type of evergreen screen with mulch under it and pea gravel inside the enclosure. The lot will be accessed from the driveway on Buffalo Grove Road, north of Blockbuster Video and also from Dundee Road. There is no site lighting except for a security light at the service door. The fiber optic cables are underground and they will send signals throughout the Village . The door will be locked at all times and the six foot (6 ' ) fence will have a permanent gate with a monitoring system that will send out a signal if anyone even jiggles the fence. The Commissioners would not be opposed to an eight foot (8 ' ) fence for security reasons. APPEARANCE COMMISSION JULY 10, 1997 - PAGE NINE Com. Weissman made a motion to recommend approval of the Media One Fiber. Optic Hubsite Facility as submitted includ- int the proposed landscaping and fence, with the recommendation that an eight foot (8 ' ) fence would be acceptable. Com. Smith seconded the motion. (OLD BUSINESS) Town Place Construction Sign - Town Place Circle No representative was present . Randy Szczesny, Szczesny Builders, 5511 N. Chester, IL (773-693-3869) submitted a permit application for a construction sign that would be mounted to the southwest corner of the building with the top of the sign eight feet (8 ' ) from ground level . The colors are red, white and blue. The sign is permitted. The Commissioners had no objections. Com. Cea made a motion to recommend approval of the Town Place Construction Sign. Com.
