APPEARANCE COMMISSION

I . CALL TO ORDER
Com. Weissman called the Appearance Commission to order at
7 :42 P.M. on Thursday, May 22, 1997 in the Council Chambers
of the Village Hall, 50 Raupp Boulevard.

III . APPROVAL OF MINUTES
Tabled until after the business meeting.
IV, OLD BUSINESS
A. Town & Country Homes - Mirielle Phase II
Temporary Sign on Prairie Road East of Aptakisic Road
Mr. James Remington represented Town & Country Homes,
He described the proposed double-faced sign that is needed
to direct customers to the information center on Route 22 .
The sign meets the size and setback requirements . It will
be constructed of wood and there will be no lights .
Com. Masure made a motion to recommend approval of the
temporary sign as submitted by Town & Country Homes for
Mirielle Phase II .
Com. Dorfman seconded the motion.
Roll Call Vote : AYE - Viehman, Masure, Smith,
Dorfman and Weissman
NAY - None
Motion Passed - 5 to 0 .
Chairman Gordon arrived and chaired the rest of the meeting.

V. NEW BUSINESS
A. Shell Oil Company - Revised Lighting
50 West Lake Cook Road
Mr. Michael Hoff represented Crosstown Electric, Inc. ,
2825 North Oakley Avenue, Chicago, IL 60618 (773-292- 1234) .
He requested approval of the installation of four (4) new
eighteen foot (18 ' ) light poles to surround the perimeter of
the Shell Station on Lake Cook Road. Shell is upgrading the
lighting at Midwest stations to give better visibility to
customers driving into the station.
Three (3) of the poles would have double-headed 1000 Metal
Halide light fixtures and one (1) pole would have a single
head 1000 watt Metal Halide. The lights will be directed
inward and will be shielded to keep the light on the
property. The light level will average 30-foot candles at
the base of the lights and will spread out from there .
The lights on the brick wall will be retained but most of
the bases of the four foot (4 ' ) bollard lights have been
damaged and these lights will all be removed. The food mart
has interior lights and there is lighting under the
canopies .
Mr. Hoff said Shell wants to improve their image and they
have found that ladies feel safer with more illumination.
This is a 24-hour station. There is a station at Dundee and
Sanders that has had the lighting upgrade. Mr. Hoff said
these are not flood type fixtures and the lamps are recessed
inside the housing so the light is not bright . The next
lower light source is 400 watt and then down to 250 watts .
Com. Weissman said he has used the air hoses that are
located near the food mart and he agreed the site could use
more light . Most of the illumination is under the canopies .
After the Commissioners discussed the surrounding area.
They would like to compare the proposed lights with the
Town Center lighting, They agreed they would like to see
photometrics of the site for the 1000 and the 400 watt
bulbs .

Mr. Hoff said they would probably have to add more poles
if they lowered the wattage. He said the light levels off
and 40% of the light is lost after about six hundred (600)
hours . He had no problem with the request to provide
photometrics for the site .
Motion to Table was made by Com. Cea and seconded
Com. Dorfman. Voice Vote - AYE Unanimously
B. Delecourte Condominiums - (Formerly Waterfield Place)
Weidner and Dundee Roads, Full Review:
Elevations, Materials and Colors, Lighting and Sign
Com. Cea disclosed that his company did the civic engineer-
ing for this project but he has not seen the proposed plan,
so his opinion will be unbiased. Ch. Chairman had no
objection to Com. Cea' s participation in the review.
Mr. Tim Anderson, President and Owner of Focus Development,
211 Waukegan Road, Northfield, Il 60093 (441-0474) described
the 7-acre site that was purchased from Shires Development .
ment . They will construct the project under the same PUD
agreement with the same density. The major change was that
they put thirty-two (32) more parking spaces, eight (8)
for each building, indoors and decreased the surface parking
and they made some minor changes to the footprint and the
architecture . The Village Board has approved the modified
site plan.
1 . SIGN - The color of the top portion of the double-
faced sign will be Pantone #1805 C, red/orange with
white copy and the bottom will be Pantone #4545 C,
tan with black copy. The 8 ' x 11 ' 8" sign will be
installed perpendicular to Dundee Road.
Mr. Anderson was informed that the maximum size of subdi-
vision development signs is 8 ' x 8 ' or 64 square feet .
The posts could be four feet (4 ' ) if the sign is setback
twelve feet (12 ' ) from the property line . He agreed to
reduce the size of the lower portion and to conform with
the 8 ' x 8 ' (64 square feet) copy area per the Sign Code .

Com. Cea made a motion to recommend approval of the
temporary construction sign for Delacourte Condominiums
as modified to meet the sixty-four (64) square foot
limitation. The total height of the sign will be twelve
feet (12 ' ) and setback will be twelve feet (12 ' ) from the
property line. Colors as designated.
Com. Viehman seconded the motion.

2 . ARCHITECTURE - Mr. Anderson described the site plan.
He said there will be indoor parking for 1 .25 cars
per unit and the rest is surface parking. There will
be five (5) identical buildings. The floor plans
which range the 2-bedrooms/2-baths with 1, 140 square
feet to 3-bedrooms plus a family room with 2, 100
square feet . Each unit has a balcony.
The buildings have a central corridor with elevators . The
footprint was only slightly modified. The overall footprint
is identical with a perimeter of 202 feet . The width is
slightly less because the entrance is not as far out and
there are different projections .
Mr. Greg Gorski, Antunovich Associates, 224 W. Huron Street,
Chicago, IL 60610 (312-226-1126) described the elevations
and materials . The open spaces, dining areas, living rooms,
family rooms have the larger percentage of window coverage .
The windows are large, giving good views and a lot of light .
The decks all have full sliding glass doors . The decks
are recessed and the brick masses are emphasized. The front
and rear elevations are similar. There is a curved front
entrance and slightly bowed elements on the rear and side
elevations.
a. Brick - Light salmony/orange that gives the
building a contemporary look.
b. Stucco materials - Off-white with a dark beige
top accent color.

c. Base of building - Limestone, accentuated at the
entry and each side. There are limestone bands
where the brick begins and limestone sills .
d. Railings - Forest green picket steel .
e. Deck structures cantilever from building. They
are prefab steel with wolmanized wood decking that
has a waterseal stain applied for endurance .
f . Each balcony has one (1) light fixture that is
dark verde green metal with patina finish. These
lights are controlled by the owner of the unit .
g. There are two (2) larger light fixtures at the
front entrance that are on a photocell .
h. The entry, window frames, window frames and over-
head doors are off-white.
I . Clear glass in the windows with dark spandrel
glass in the front entryway.
j . The canopy over the entry is green metal supported
with green wires.
k. The front entry will have concrete pavers going
our to the parking lot .
1 . Rooftop units are in the middle of the building
over the bedrooms. There is one (1) for the lobby
but it will be setback behind the parapet .
The wood decking material will be maintained by the condo-
minium association. They will provide spec drawings of the
deck structure for the Engineering Department to review.
Com. Cea made a motion to recommend approval of the
Elevations, Materials and Colors for Delacourte
Condominims, as submitted by Focus Development .
Com. Masure seconded the motion.

3 . SITE LIGHTING - The site lighting will consist of
fifteen foot (15 ' ) pole lights with Glowtop arm mounted
fixtures with 175 watt Metal Halide lamps. Photometrics
were reviewed. The levels are low at the property lines .

All lights will be located within the parking lot areas and
face away from the street . There are no walkway lights .
Com. Cea made a motion to recommend approval of the
Site Lighting for Delacourte as presented.

C. Chevy Chase #5 West - Lake Cook Road
Architecture, Materials and Colors
Mr. Bruce Bingham and Mr. George Arnold, Hamilton Partners;
and Mr. David Olsen, AIA , Vice President of The Jenkins
Group, 300 Park Boulevard, Itasca, IL 60143 (630-250-9100)
were present .
Mr. Bingham described the location of Chevy Chase Business
Park which runs from Milwaukee Avenue west past Hastings
Lane. Angus Chemical Company, some office buildings and
a number of industrial buildings are located east of the
railroad tracks, adjacent to the golf course. There are
three (3) industrial buildings west of the tracks as well
as some vacant lots . Building #5 will be constructed for
General Binding Corporation at the north end of the
property. Only the architectural design will be presented
at this time. The Landscaping, Lighting and Signs will be
submitted later.
There is a detention pond to the south and the office
portion of this building will overlook the pond. The
building is 83, 441 total square feet . The warehouse space
occupies 61, 600 square feet and about 22, 000 square feet .
The truck docks, located along the westerly elevation will
be partially screened by the office area and setback almost
three hundred feet (300 ' ) from the street .
The building complies with the zoning and code requirements
of the Village.

Mr. Olsen described the Architecture, Materials and Colors :
1 . The basic structure is pre-cast concrete panels
around the perimeter and they will be smooth faced with
stained reveals. Color will be beige
2 . The entrance to the office area faces west and it
will have a 2-story glass section with pre-cast panels
at the top. There is vision glass with spandral glass
in between. The glass is reflective, Rose Cinnabar.
The glass within the 2-story curtain area is set in
clear anodized aluminum frames . Punched windows will
be set in black anodized aluminum frames to set it off .
3 . The "bookends" are the darker brown color.
4 . The perimeter of the building and above the
curtain wall is lighter beige with red stripe reveals .
The reveals continue around north, west and south
elevations of the building. The design has just been
changed and the rib panels shown were eliminated.
5 . The mandoors on the east elevation and the over-
head doors will be painted to match the lighter color.
Ch. Gordon asked if they had considered painting the pre-
cast panels instead of staining them. He has been told that
there is better durability with the paint and it has a life-
time guarantee . The surface of the panels is tested for
chemical reaction.
Mr. Olsen said they have had good success with Canyontone
stain. Mr. Bingham was interested and paint will be
considered. The colors would be the same .
6 . The coping will be metal and will match the pre-
cast .
7 . This will be built as a shell building. The roof-
top equipment will be setback from the front of the
building. The building is away from Lake Cook Road so
mechanical units will not be seen.

Minutes of April 24, 1997 were approved.
2 . May 8, 1997 - Com. Masure noted some corrections to
the Buffalo Grove High School recommendation for
variance : Delete extra period at end of last sentence
of first paragraph. Delete word "and" from second
paragraph reference to colors s/b blue with orange
letters. Add word "trees" to Com. Weissman' s comment
in the fifth paragraph on page two. So noted.
Com. Viehman made a motion to approve the May 8, 1997
minutes as amended. Com. Dorfman seconded the motion.
