CALL TO ORDER Chairman Richard Gordon called the meeting to order at 7:35 P.M. on Thursday, March 27, 1997 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. II . BUSINESS A. Arbor Creek Centre V - Lot 20 at Corporate Grove 1250 Barclay Boulevard - IPA and IBA Full Review: Architecture. Materials. Colors. Landscaping- Lighting. Walsh described the 71 acre site within the Corporate Grove Industrial Park. Lot 20 is the last buildable lot and the 30, 000 square foot build-to-suit building will be occupied by IPA, a company that is now located at Arbor Creek. Mr. Burgess described IPA as a Management Consultant Company started in 1991 with 25 employees has grown to 650 employees coast to coast in the U.S. and Canada. They now occupy a 15, 000 square foot building and they need addi- tional space in order to continue to grow successfully. A. ARCHITECTURE/MATERIALS/COLORS : Mr. Freiberg described the site. There will be 175 parking spaces and the building will have several entrances so that it could be used as a multi-tenant building in the future. He presented a colored rendering of the building and samples of the materials and colors: a. Brick - Glen Gary Roanoke Velour, a reddish brown utility size textured brick with good variation in color. b. Mortar - Natural for contrast c. Glass - Red Bronze reflective glass. It is butt- joined with no vertical mullions visible from the outside. There is some bronze spandrel glass, designated with S's on the plan, with horizontal mullions . d. Frames, coping and all other metal is Brick Red aluminum. e. Arches - Same metal to be used for the twelve inch (12") diameter arches at the entrances. f. Rooftop Screening - Same Brick Red aluminum g. Vaulted Canopies - The three curved aluminum arches are open on the sides will have curved tinted glass or acrylic at the top. h. The main entrance faces Barclay Boulevard (east) and there is no canopy on the south elevation facing Corporate Grove Drive. i . Doors - Red Bronze. They did not plan to change the colors of the brick and the reveal will be recessed one half inch (1/2") . Com. Cea and Ch. Gordon asked if they would consider the use of darker brick for the soldier courses to give more definition. Mr. Freiberg and Mrs . Walsh said this was discussed and they decided that there was enough variation in the color of the textured brick with the light mortar and the red glass to give the building more elegant character. Com. Cea suggested recessing the soldier courses one inch (1”) and recessing the windows eight inches (8" ) by reversing the window frames to give deeper shadow lines . Mr. Freiberg and Mrs . Walsh had no objection to these modifications and agreed it was a good suggestion. Com. Viehman made a motion to recommend approval of the IPA building at 1520 Barclay Boulevard, Lot 20 at Arbor Creek Centre V in the Corporate Grove Industrial Park, as presented by Klefstad Companies, with the following stipulations : 1 . The brick soldier courses are to be recessed one inch (1" ) . 2 . The windows are to be recessed eiant inches (8") by reversing the frames . Com. Cea seconded the motion. LIGHTING: Mr. Freiberg said the parking lot will be illuminated with two (2) types of fixtures mounted on twenty-five foot (25 ' ) dark bronze anodized aluminum poles. The building will have matching wall pacs. Lighting will be kept on the property. There will be some single shoebox and some double shoebox fixtures with 400 watt metal halide lamps. The light source will match the surrounding area. The shoebox fixtures will be dark bronze aluminum with no band as depicted in the cut sheets . Com. Cea made a motion to recommend approval of the lighting plan for IPA at 1520 Barclay Boulevard, Lot 20 at Arbor Creek Centre V in the Corporate Grove Industrial Park, as presented by Klefstad Companies, with the following stipulation: there is no band on the shoebox light fixtures . LANDSCAPING: Mr. Greg Sagan described the Landscape Plan as simple and elegant to compliment the building. They have kept the masses low to respect the low window sill h-, ght . Corporate Grove Drive and Barclay Boulevard. will have Maples and River Birch trees clustered in groupings . The trees are a minimum of 3" caliper and 40 ' on center. The plantings step down toward the building. There are upright trees at the corners of the building. The parking lot islands are open. APPEARANCE COMMISSION MARCH 27, 1997 - PAGE FOUR Mr. Raymond Rigsby' s Landscape Plan Review, dated March 19, 1997 states: "The plant material proposed for the site is acceptable. " He recommended approval of the plan with the stipulation that "the parkways must be sodded. " Com. Viehman made a motion to recommend approval of the Landscape Plan for IPA building at 1520 Barclay Boulevard, Lot 20 at Arbor Creek Centre V in the Corporate Grove Industrial Park, as presented by Klefstad Companies, subject to Mr. Ray Rigsby' s Review, and recommendation to sod the parkways. Com. Dorfman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Masure, Cea, Smith, Dorfman and Gordon NAY - None Motion Passed - 7 to 0. D. SIGN: Mr. Freiberg described the 4 ' x 8 ' double-sided ground sign that will be located at the entrance. It will be aluminum sign with a lighted cabinet and plex-glass panels . The background will be beige. The green triangles with black IPA and IBA identification. The reveals, copy and 1250 address will also be green. Only the IPA and IBA logo triangles and the copy between the reveals will be illum- inated white at night. There will be no building signs and only standard handicap parking signs will be installed. Com. Cea made a motion to recommend approval of the Sign as submitted for the IPA building at 1520 Barclay Blvd. on Lot 20 at Arbor Creek Centre V in the Corporate Grove Industrial Park. Com. Landscaping. Liahtina Mr. Seth Pines, 194 A Skokie Valley Road, Highland Park, IL 60035 (847) 831-3838 made the presentation. The site is located at the northeast corner of Weiland and Aptakisic just south of the Twin Rinks Ice Rink. The 11, 000 sq. ft. building consists of 4, 300 square feet of office space and the rest of the building will be used for the light assembly and distributicn of customized machinery that is manufac- tured in Denmark. An early rendering of the building was presented and Mr.Pines said some modification have been made that are reflected in the drawings submitted for Appearance review. 1. ARCHITECTURE. MATERIALS AND COLORS : a. Field Brick - Glen Gerry - Rosedale (orange) b. Three Limestone Grey/Beige Quad (8" x8") Brick panels will be built to accent the structure. Two (2) panels will be located on either side of the entrance and one will be in a recessed section on Weiland Road. c. There will be an 8" x 8" glass belt course within the quad brick areas and the belt course will be continued around the east and west elevations with the 8" x 8" field brick or drivit for accent. d. The north expansion wall will be 10" concrete blocks painted to match the brick. e. The color of the drivit above the front entrance and flanking the quad brick panels on the south elevation will be Dover Straights (light grey) . f. Framing for the glass will be clear mill finished aluminum. g. Window glass will be tinted light grey. h. Roof top equipment will be located 25 ' from Abbott Court and 35 ' from Weiland Avenue. The units will be screened with pre-finished metal painted the color of the brick. APPEARANCE COMMISSION MARCH 27, 1997 - PAGE SIX Com. Masure made a motion to recommend approval of the Architecture, Materials and Colors as submitted by Pines Development Corp. , for the Jun-Air USA, Inc. building at 1350 Abbott Court . Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Masure, Cea, Smith and Dorfman NAY - None ABSTAIN - Gordon (He is related to Mr. Pines) Motion Passed - 6 to 0, 1 abstention. B. LANDSCAPING: Mr. Pines said he will comply with Mr. Ray Rigsby' s, Land- scape Plan Review, dated March 19, 1997 . The berm on Weiland Road is 3 ' to 5 ' in height and it will be continued to the north. Excess plant material will be removed from the site and relocated to the berm. The future expansion area will be seeded and maintained as a lawn. The same planting pattern will be continued when the building is expanded. The company will have fourteen (14) employees and if the distribution is successful, the second section will be con- structed, and a single parking aisle will be added along the north property line. There are no walk-in customers. Com. Dorfman made a motion to recommend approval of the Landscaping as submitted for Jun-Air USA, nc. subject to Ray Rigsby' s recommendations, dated March 19, 1997 . LIGHTING: There will be one (1) pole light on the south edge of the parking lot, some wall pacs on the building, and some ground mounted flood lights. One (1) ground light will shine on the building and one (1) will shine on the three (3) flag poles with American, Danish and Jun-Air flags at the south- west corner of the building. The ground lights will be mercury vapor. The wall pacs and pole light will have high pressure sodium bulbs. Com. Viehman made a motion to recommend approval of the Lighting as submitted for Jun-Air USA, Inc. at 1350 Abbott Court . Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Viehman, Masure, Cea, Smith and Dorfman NAY - None ABSTAIN - Gordon Motion Passed - 6 to 0, 1 abstention. Mr. Pines said that any signs will be submitted by Jun-Air.
