Dear Bill:
On behalf of the Appearance Commission I would like to bring to your atten-
tion several recurring problems with respect to the new Sign Code which we
feel require your immediate consideration. I am enclosing herewith several
photos taken by Commissioner Dana Knaak, which visually portray some of the
problems.
The first problem requiring your attention deals with the Buffalo Grove
Standard Station located at the southeast corner of Buffalo Grove Road and
Route 83. As background information, please be advised that this station has
numerous signs which have never been reviewed or received permits. It also
has two pylon signs which are either classified as illegal or legal, non-con-
forming signage. Prior to the opening of the Car Wash, plans were submitted
for an adaptation of one of the pylon signs to aid in the identification of
the Car Wash. The proposed signage was never approved and as a result a min-
imum of seven signs relating to the Car Wash were placed on the property in
direct violation of both the old and new Sign Ordinance. Photographs
numbered 1 through 6 depict the present illegal signage. We respectfully
request that the 1979 Business License for Stan's Buffalo Grove Standard
Station be withheld until such time as the signs in question are either re-
moved or approved through the proper channels.
Our second concern involves the signage for the Buffalo Grove Golf Course. We
have made numerous requests that the sign depicted in photograph 7 be removed
from the mansard. The main identification sign on Old Lake Cook Road depicted
in photograph 8 is in a state of disrepair and has had several additions added
to it without Appearance Commission approval or the required permits. Since

these signs are directly visible from the Village Hall, we feel that the
petitioners may feel that a double standard exists within the Village of
Buffalo Grove. We would request immediate removal of the sign in photo-
graph 7 and alterations and rehabilitation to the ground sign as depicted
in photograph 8.
The next area of concern deals with the continued defiance of the Sign Code
on behalf of the real estate firms selling houses within the Village. Photo-
graph 9 depicts situations that usually occur every weekend and are in
direct violation of the existing Sign Code. Please note that the problem
includes both the multiple signage and the pennants that are strung in various
configurations. We understand that this may be a tough situation to police
with Village staff, since the problem usually occurs on weekends. We respect-
fully request that you consider delegating the responsibility of enforcement
to the Public Service Officer of the Buffalo Grove Police Department or a
member of the Village staff assigned to work weekends between the hours of
12:00 and 3:00 p.m. We will be happy to assist the enforcing officer in deter-
mining the location of illegal signage.
The final point that we would like to bring to your attention at this time
concerns the pylon sign at Dunell Shopping Center. It has been brought to
our attention by both tenants of the shopping center and various members of
our Commission, that instead of removing identification of former tenants,
the sign faces are simply turned around and remain visible to some degree
during daylight hours. The problem is compounded at night when the sign is
illuminated and the inverted and reversed copy appears as legible as the
copy of the signage for the three existing tenants. This problem is depicted
in photograph 10. We feel that since the complaint was brought to our
attention by an existing tenant, that the appropriate corrective actions should
be instituted immediately.
It is our understanding that procedures for proper enforcement of the Sign
Code will be implemented January 1, 1979. At that time the entire signage
within the Village of Buffalo Grove will be reviewed with respect to it's current
classification. However, it is the opinion of the Commissioners that immediate
action should be taken on the illegal signage identified in the photos.
As a final note, several Commissioners have raised the question as to whether
or not we as a Commission are wasting our time by trying to improve the signage
