1 . CALL to ORDER
The meeting was called to order 'at 7:42 P.M. on Thursday,
Oet . 26, 1978 at the Village Hall . Chairman Don Hardt
presiding.
2 . ROLL CALL

Motion to approve the 9/28/78 minutes was Made by Com . Gibbs
and they were approved by acclamation.
Minutes of :10/26/78 are incomplete and were tabled .
4 . OLD BUSINESS
BUFFALO GROVE GLASS
Represented by Charles Miller, Carl Giannone and Jim Zalce .
Ch. Hardt summarized the history of the Buffalo Grove Home
Center which has been divided into a paint store and the glass
section to be known as Buffalo Grove Glass Service Ltd . The
sign that has been proposed is the same as the existing sign.
The letters are to be painted on the front surface of the
Plexi-glass with rear lights .
Ch . Hardt questioned the durability of a sign painted on the
outside with exposure to the weather etc . He described how
other signs are tainted on dual plexiglass and it was noted
that the old sign is on the inside . Mr . Zalee,the sign painter,
described his idea to use One Shot as on trucks . Not advisable .
It was agreed to stipulate that the sign will be painted on the
inside . Also the conduit is to be re-routed so it is hidden and/or
painted out, lights are to be white, and disconnect in the back.
The size of 36 square feet is okay. The advertising wording is
not acceptable according to the 59 .Sign Code - Page g gMiller
asked if he could use 2 lines to read Buffalo Grove Glass Ser . Ltd .
This was quite agreeable and the sign was tabled until a new copy
is designed and presented . Motion to table - Com . Berins and
seconded by Com . Paolillo .

b) HIGHLAND GROVE - Landscaping
Don Alexanter - Mr. Alexanter informed the Commission that the
Forester' s recommendations have been followed and the specifica-
tions have been changed to comply. The plans were reviewed and •
in general everything the Commissioners asked to have clarified
was explained and details were agreed upon as the motion indicates.
Commissioner Paolillo made the following motion:
I move we accept the Landscaping plans for Highland
Grove - Unit #4 as presented with these stipulations :
1' - 6 inch minimum topsoil
2 - 50 ft . nininum spacing of street trees
3 - minimum 24 inch trees ttnstaked or 2 inch staked .
4 - plan accepted dated 10/23/78 - Revised. plans .
Commissioner Gibbs seconded the notion::

5. NEW BUSINESS
a) RANCH MART - Ed Larson, American Sign and Indicator Corp.
PYLON SIGN
Ch. Hardt asked if Mr . Larson had a plat of Survey showing
the size of the parcel of land . Answer - "No." Ch. Hardt
stated the purposal of Ranch Mart Corp. to replace the
existing sign with the new pylon sign and relocate the old
sign to the Buffalo Grove Rd. _entranee . The problem is
that the sign is now a legal non-conforming sign and if
any changes are made then the New Sign Ordinance must be
observed . Now there are many signs along Dundee Road and
Buffalo Grove Rd . that violate the required 500' feet, dis-
tance between pylon signs . Therefore a variance from the ZBA
will be necessary before the Appearance Commission can review
the proposed new sign.
Mr. Larson made a statement to the effect that to meet the
500 ft . requirement, as the Code is written, would in fact
be impossible to conform to in that it does not state clear-
ly from where the 500 ft . figure is to be figured - across
the street, behind etc . and that all signs would need to
have variances . He said it was a matter of intrepretation.
Ch. Hardt explained the intent when the Code was written
is to be intrepreted along the front footage, and that. is
the way the Appearance Commission will apply it . He said
the sign could be reviewed but not acted upon until the actual
front footage is measured and the ZBA has made a decision.
Other convents were made concerning the placement of the sign
on Buffalo Grove Road in relation to the Mobil sign and since
some difficulty remains it was necessary to table the request .
Motion to table was made by Com . Gibbs and seconded by
Com . Knack. • All were in favor.

RANCH MART - Sign Package
Mr. Larson stated that the Jewel, Mark Drugs and Irving Federal
sign would not be changed but that all other stores will change
their identification signs on the front of the mansard . The
signs under the canoPy will remain the same . (Perpendicuar) .
Ch. Hardt clarified the signage on both sections . The new section
will be flush with the because the cams can be recessed . On the
old section the dams will extend 10 inches . The outside size of
the cams will be the same , the name of the stores will be fitted
into the space allotted . All the same background and color of
letters. The style of lettering may vary.
Mr. Larson stated that there is a difference between advertising
on a sign and having an identification sign which carried a. logo
type lettering, etc ."T ie 1st Amiendmt;ht assures citizens freedom to
advertise ." Mr. Hardt assured; Mr. Larson that was the AC' s intent .
Ch. Hardt asked that a sign package be written and: submitted so
that all tenants will understand their responsibility to con-
form with -the requirements : clear bulbs, type of lettering,
background and no embellishments .
This was agreeable with Mr. Larson and Mr. Rodeck. •
Commissioner Berins made a motion to table the Sign Package
until a written package is submitted as per the stipulations
discussed . COm. Knaak seconded the notion. All were in favor.
b) CAMBRIDGE ON THE LAKE - Landscaping
Thomas Brick.an Landscaping - Tom Baftman and Nate Pickus , Rep.
The plans were reviewd and during the discussion several stipu-
lations were made and the plans marked accordingly. The repre-
sentatives agreed to follow the Forester' s recommendations
as to species . The developer does not plan'-to. plant this fall.
Commissioner Gibbs made the following motion:
• I move we accept the Landscape Plans for Caribridge
on the Lake Condominiums as presented with the follow-
ing stipulations :-
1 - Replacement of any existing trees damaged during
construction
2 - All trees to be 2 inch caliber minimum
3 - All trees the same caliper as noted, with 2
inch minimum caliper is unstaked.
a) All Silver Maples changed to Red Sunset Maples
b) All Norway Maples to be Schwedleri or Crimson
King variety
e) Green Ash to Seedless such as Summit or Marshall
4 - Add 3 Flowering Crabs (NE Section) - 2"to 3" caliber
5 - North East Corner grouping to be kept a group of
3 so placed so as not to block visability.
Commissioner Berins seconded the motion.

Ch. Hardt asked that the back brace be removed from siirn. "Agreed ."
Mr. Henderson made the presentation and invited the Commis-
sioners to see the similar cond om ium s they have built in
Northbrook on Milwaukee .Ave . They are 6 unit condos . The end
of the buildings have been changed to an English Tudor effect .
ARCHITECTURE
As the plans were reviewed the general stipulations were noted
and are included in the motion. !.
Commissioner Knaak made the following motion:
I move we accept the Architectural plans for the Steeple
View Condominiums as per the-;alternate plan #2425 view
as presented with the following stipulations :
a) End of building to be English Tudor effect .
b) King size brick - as available, Moontex
(1) Iron railings
d) Roof- Heather blend - GAF Roof - Weathered wood
e) Aluminum Gutters - neutral color
f) Cedar facia and soffits
g) Balcony - weather treated cedar (Fire approved )
h) Street level concrete patios
1) Windows and doors - all brown metalic w/ white frames
j) Motor -grey
k) Mixed brick - dark accents - Moontex
1) Entrance - Canopy - gambrial style
e) Doors - Pease metal - coated
n) ' Divided lirht - wind -ws in front , muttons are
built inside the glass . Rear windows plain.

Commissioner Gibbs seconded the motion.
Roll Call vote was taken and the Motion Passed unanimously.
LIGHTING
The front entrances will have coach lights #233 with brase finish.
The lights for the rear entrances have not been chosen but they
will be submitted to the AC for final approval.
Commissioner Gibbs moved the front lights be accepted as per above .
Commissioner Berins seconded the motion.

STEEPLE VIEW - Landscaping
The representative from Seidel Nursery agreed to change the
species of trees as per the Forester' s report . Typical unit
landscaping as well as an overall plan of the complex were
discussed . Some general stipulations were made and are in-
cluded in the motion.
Commissioner Berins made the following motion:
I move we accept the Landscaping plans for the
Steeple View Condominiuvs as per both the typical
and the overall complex drawings as submitted with
the following stipulations :-
a) Norway Maples to be replaced with Willows
b) Parking area - 4 ft . walk with 2 ft .green belt .
c) 2 inch caliper shade trees - minimum if
unstaked and 2 inch caliper or less must be
staked .
d) No blank. elevations shall be left in any clus-
ter - Area to be broken up with approprit,.te
plantings .
Commissioner Gibbs seconded the motion.
Roll Call Vote was takenand the Motion Passed unanimously.
The Steeple View developers were commended on the looks of
the project .

d) Westwood Estates (formerly Lexington Hills)
Representives for Westwood Estates were Ben Weyuker and
Bob Capparelli, of the Westwood Group, Inc . 300 Butterfield Rd .
Vernon Hill 60061 - 367-5700.
Mr. Weyuker made the presentation of the general basic concept
of the developer' s plan. They will construct 4 basic buildings
each a combination of home styles :
Plan A - Ranch and Tri-Level ) Also:
Plan B - Bi-Level and 2-Story ) Each plan has 3 Elevations :
Plan C - Bi-Level and Tri-Level ) English Tudor, Colonial and
Plan D - 2-Story and Bi-Level ) Traditional =1,2 Different
Basic Combination
There are 7 color combinations to choose from and the same
colors "will appear in each unit . They have their own monotony

code and will follow it so that there will be little or no
duplication in the whole project . 53 Buildings are planned .
The plans were reviewed in order of their appearance in the draw-
ings . , The plans were discussed and the following stipulations
were noted and apply in general to all buildings :-
a) Paint out all vents
b) Shutters on side windows facing streets or neighbors
c) Gutters and downspouts painted out to match the basic
color of home ( Not to stand out) .
d) Metal plates on wood posts where it meets the concrete.
e) *Return with plan for the section of the roof over
the bay - A-8, Tri-Level (Plan A and D)
f) Construction materials - Board, brick and stucco .
Olympic stained - solids, Wooden facia and soffit .
Roof shingles - double rough sawn.
g) Paneled garage doors (No flush doors)
h) Chimneys and vents on the rear elevations, all painted out
i) Some wood shutters, some plastic louvered
j) Wooden window frames
k) A-4, Unit 2 ; gliding door - dull silver aluminum
1) Patio steps - 1 x's with siding up to opening
m) Front doors have wooden steps
n) Corner boards are wooden,
o). Sump pump to have a slight bend and come out 2 ft . fhom
house at least .
p) Fire wall - Between units - not a rasonary wall .
q) A-6 -- Wooden shutters, good looking rough sawn pine .
*Note : Developer not certain of the detail of the mansard material .
Commissioner Gibbs made the motion to accept the architural plans
for Westwood as per the stipulations discussed.
Commissioner Paolillo seconded the motion.

d) Westwood Estates cont'd
LANDSCAPING - Street Trees, etc .
The overall scheme was presented first and some general
• stipulations were discussed as follows : -
a) Top soil requirement - 6 inch minimum
b) Substitute Green Ash (Marshall or Summit variety)
and White Ash ( Summit variety) for the Sugar Maples
c) Trees to be 2 "caliper minimum unstaked.
d) Driveways - Asphalt
e) Birms at Weiland and #83 to be 3 5o 5 feet, but must
be mowable ; 4 to 5 ft preferable where possible .
f) Bike path (part of annexation agreement) to have seeded
grass on either side .
g) Treys to be in conformance with driveway requirements .
h) Islands - If lights and/or hydrants create a problem to PW-
trees may have to be eliminated but the developer said
they would locate them elsewhere .
i) Lots to have one tree and sodded yards .
Commissioner Knaak made the motion with the stipulations which
were agreed to during the discussion.
Commission Paolillo seconded the motion.
Roll C„ll Vote was taken and the Motion Passed unanimously.
LANDSCAPING - Model Sites and Sales Trailer Site
The plans for landscaping the cul-de-sac location for the models
was presented .and some stipulations were discussed as follows ;-
a) Substitute Green Ash (Marshall or Summit) and
`:''White Ash ( Autumn Purple) for Sugar Maples .
ia) Deciduous shrubs will meet recommendations of the
Forester.
c) Fences to be removed prior to delivery to homeowner.
d) Bark mulch near edge of buildings
e) Only models will have shrubbery
f) When models are sold, if Public Works finds that there
is to great a problem of maintenance for the shrubbery
on the island - the developer shall vemOve excess .
g) If models are not completed by May 1, 1979 then the
developer shall landscape around the sales trailer -
** Note : because of the time of the year - planting is
not possible . Otherwise immediate landscaping would
be required as with other developers .
h) 2 inch minimum caliper trees (staked )
Commissioner Knaak seconded the motion.

d) Westwood Estates - cont'd
LIGHTING
- The model lighting was presented and the description was given
to the Commission. Plans call for 6 flood lights directed on
the houses . The fixtures are quartz with 250 watt white beams .
As per specifications the cables are to be buried 18" under-
ground . All these stipulations were agreed upon. Lights shall
also be shielded.
Commissioner Gibbs made the following motion:
I move we approve the lighting for the model area as
presented with the additional stipulation that special
treatment be given to the one light so noted on the
plans so as to provide some lan1scaping around the base.
Commissioner Berins seconded the motion. 0
Roll call vote was taken and the Motion Passed unanimously. •
SIGNAGE
The developers presented the signs and described the construction.
There will be no lights on the model signs . One light on the
large sign. Signs are to be sandblasted wood planks , not braced.
The large corner sign (Weidner and #83) shall be set back far .
enough so as not to block traffic . It is a 4' x8' double-faced
sign. Colors two-tone blue-grey #3047, Logo - #541, Type - #542,
Border -#422, Posts #711 oly*pic stain.
Commissioner Berins made the following motion:
I move we accept the signage as presented by Westwood
• '- .tes with these stipulations :
•
]. - Minimum of 3 ft . clearance on the entry sign.
2-- Permit granted subject to withdrawal if any
small directional signs are put up.
3 - Sign to be removed at the end of 1 year with
30 days notice required for extension.
4 - No lighting on signs for models - 1 light on
the large entry sign
5 - Locations as per Landscaping . Plans .
Commissioner Paolillo seconded the motion.
Roll Call vote was taken and:'the Motion Passed unanimously.
The Board commended the project' s appearance .
e) WORKSHOP
1 - Chairman Hardt announced an all day (Sat . 10/28/78) con-
ference - CoOperative Extension Service Civic Landscape
Design Conference in Highland Park (Lake-Cook and Eden' s)
featuring Village Tree Planting. $10.00 fee includes lunch.

WORKSHOP cont'd
Mr. Dominic Saviano distributed plans presented by Early
Learning Center showing the architect' s plan for screening
the roof top unit . It shows a fenee type screen anchored to
the unit itself . Mr . Olson and. Mr. Saviano had discussed the
proposed screening and Mr. Olson wanted the Appearance Commis-
sion to know that he did not approve the suggestion. Also
Mr. Saviano said that the "fence" did not allow access to the
roof in case of fire . A gate would be acceptable but not the
type presented which would require the use of tools (screw
driver) etc . Early Learning Center will be coming to the
mext meeting. Also Prudential will present landscaping plans .
Mr. Saviano asked if the Appearance Commission preferred to
basically avoid pylon signs for the Town Center and if so the
Plan Commission should be notified so that it is specified .
Thanksgiving come on the 4th Thursday of Nov. so there will be
no meeting, however there are 5 Thursdays and , a meeting is
needed at that time . November 30, 1978 .
Chairman Hardt mentioned that he did not believe that peti-
tioners who do not come for their scheduled appearance should
be heard first . Hereafter Old Business shall be taken last .
When business is tabled, Dominic will advise the developers
(other people) when they shall return.
It was noted that Levitt's is not following the monotony code -
too 'many of the new units are white , and units alike are next to
each other.
Plaza Verde's Large Sign is showing two tone green colors .
Colonade Barber Shop has too many signs in the windows and
also they have never taken out a license for new owner.
Buffalo Grove Glass has a small lighted sign iri the window.
Jewel banner advertising Bargains should not be there .
Kohl's - Signs were part of original sign package . Shirley B.
is to look the minutes up for Signage approval .
Eagle/Osco sign has holes in it.
Windfield - Wkend .directional signs - they have had two ,,arnings .
Mr. Bogart also has been reporting illegal signs to police for pickur
Vanco and Karibu signs are up.
In the future a site plan will be required for signs .
Should not renew Northwoods flags when they reruest extension
because of their small signs which are still up on poles .
