1 . CALL TO ORDER
•
The Appearance Commission was called to order at 7:42 p.m .
October 12 , 1978, by Chairman Don Hardt.
2 . ROLL CALL
Present : Commissioners Kirby, Gibbs , Knaak and. Hardt .
Also: Dominic Saviano from the Bldg . Dept .
Absent : CommissionersEerins and Paolillo .
Both of these Commissioners arrived later.
QUORUM PRESENT
3 . APPdOVAL OF MINUTES •
Because of the length of the Adenda, chairman Hardt asked that
the Minutes of the past two meetings be deferred until the
Workshop. There were no objections .
4, OLD BUSINESS
a) krudential - Early Learning Center
Prudential - Strathmore Shoppi•Ig Center, T . P. Conrardy
Early Lernin,z Center - Linda Mensch, Lawyer and Arvid Olson
Homeowners Assn. - Brad Olsen, Representative of citizens .
With reference to the requests made by the Homeowners for some
additional screening of the Strathmore Shopping Center pr'1neri y
made at a previous Appearance Commission meeting - Mr. Brad
Olsen has had delivered to the Commissioners a 7 page letter
with requested. improvements which they feel are necessary.

Chairman Hardt asked if the Prudential/ELC people had copies of
this document - They were given copies this night .
Plans have also been submitted by Prudential of the landscapirg
scheme they feel will illeviate the problems . Ch. Hardt asked
the Prudential representative to present their proposal for the
Roof-top Units , Sreening of the .Buffer Zone on the East and South
sides of the property, Lighting and possibly drainage .
Chairman Hardt asked if the document presented by Mr . Olson was
representative of the feelings of all the residents present?
Are they as a whole in accord with ore another? Mr. Olsen said ,.
"Basically yes - he added that there are one or two minor addi-
tions to be made tonight ."
Ms . Mensch asked that a brief period of time be allowed for
the ELC Landscape Architect and Prudential to review the docu-
ment submitted by the Homeowners . This was granted . Ch . Ha.rut
stated that since ELC/rrud . were the property owners the AC' s
main concern is for them taking into consideration the requests
of the property owners .
Commissioner Paolil.lo arrived at this point .
b) Anden - Gerry De Grazia for Northwoods
Sign : Chairman Hardt asked for a brief precentatton as to
location, duration. etc .
Fir . De Grazia said. they wart to erect a two feced sign on the
Southern portion of the site abutting County Line Road directed
toward the models at Armstrong , East of Wieland . Perpendicular
to Lack-Cook Road on the SW Corner - 50 ' back. Eventually it
will be lighted with proper shielding so as not to be directed
toward the road . Duration of time - until all homes are sold .
Ch. Hardt informed Mr . De Grazia that under the New Sign Ord .
Off-Premise signs are limited for 6mos .wth automatic extention -
if the sign is in good. condition - See Item 5-2 .
Commissioner hirby questioned the size but it has been .amended
to the 10' x 12' size allIwed with alljopy within the the face
of the sign.
Commissioner PPaolillo asked if Mr . De Grazia knew they were not
to have directional signs on poles around the village .
Mr. De Grazia said that because of th' location of the property
they need the signs to point people back into their models .
Ch. Hardt said one solution would be to put more information on
the sign. -�
After discussin - the situation Er. De Grazia agreed to put it up
as requested and if any change would be made at a later time he
will return.
Commissioner Kirby made the following motion:
I move we accept the Anden, Northwoods Sign
as presented with the stipulations that
a) it be located at a site approximately
2, 000 ft . East of v+iei.a.nd Rd , set back
50 feet from the corner at Lake-Cook Rd .
on the South West corner of the Anden
Property, •
b) the permit shall be for a period of six
months
c) the size will be 1C' x 12'
The motion was seconded by Commissioner Gibbs .
Roll Call Vote wag taken and the Notion Passed unanimously.
The Pennants on the models have been issued a permit for 60 days .
Mr. De Grazia asked if they will be allowed to have in extention
to allow them to remain up for 30 days -after their Grand opening?
Ch. Hardt read. from the Sign Ordinance - SAction 6 .7 and made the
comment that since l'orthwoods is not a business district the AC
could consider such a request at a later date .

a) Prudential - Early Learning; Centert continued
The Early Learning Center Landscape Architect , Harry Schuster
made the presentation the plan for the South property line :
1 . Fence at the property line - 8 feet which provides
a minimum of 4' above the concrete wall .
2 . Shrubs planted south of the swale, gravel mulched .
3 . Trees placed within the property will screen
the ELC property.
Ch. Hardt asked about the fence on Mr. Johnson' s property.
Mr. A . Olson said that would be Mr . Johnson' s responsibility.

Com . Kirby asked about the taller plantings -will be?
Mr . Schuster said the maximum height of most of the shrubbery
will be 8-10 ft . tall .
Ch. Hardt asked if any of the plantings been selected to screen
the roof top units? "It' s not possible to provide a solid
screen, but the trees will be beneficial . "

Ch. Hardt asked if the fence will act as an effective screen for
the headlights of cars in- the- parking lot from the resident' s
patios . "Yes, because the concrete retaining wall will be a
minimum of 4 ft . below the 8 ft . fence ."
Ch. Hardt asked Dominic Saviano or Tom Fennell if there is any
man-,�+ �.Te o having a grass or gravel swale . "Mr. Fennell said
' With the fence on the lot line there won' t be much difference ,
but he suggested gravel would be favored . "
Ch . Hardt asked for any rebuttal from the Homeowners with respect
to the landscaping and noted that the landscaping could not be
considered apart from the roof top units . He stated his personal
opinion was that a combination of architectural treatment plus
landscaping would be the most effective, least expensive as well
as the roost esthetically pleasing solution.

Mr . Brad Olson responded that / landscaping plan that the home-
owners had presented had. been reviewed with Mr . Conrardy during
' the recess and that he had. agreed to accept their proposal, but
the Early Learning Center portion was not included .
Ch. Hardt questioned the credentials of Mr. Rasmussen? "He is
a civil engineer, 'with responsibilities which include the develop-
ment of shopping centers . He has combined Mr. Schuster' s sugges-
tions for plantings with his expertise relating to screening ."
Some discussion followed concerning the agreement reached with
the Homeowners and Yr. Conrardy with reference to Yrudential' s
portion.

Mr. Olsen proposed an 8' fence inside the wall on theShopping
Center side on top the lift birm making approximately 62,t feet
of the stoekade fence will be an adequate screening of the cars
in the parking lot . See detail A.
Also, East of the ELC property a 6'fence will be made to be in a
straight line as agreeable with Mr. Conrardy. The fence will be
on the property line .
Also agreeable with Mr. Conrardy if there is no additional ex-
pense the Roof Top Units on their building will be moved back
about 18 feet: toward the center of the building. If there is
a cost to do -this then the Homewmers prefer to have landscaping.
With reference to Plan C submitted by ELC, Mr. Olson said the
plan gives the Homeowners less than what they started out with.
The Village Board was for a 12' fence inside the property line .
The problem is the different-sets of plans which are being sub-
mitted and this is a problem which the AC cannot solve .
Chairman Hardt asked Tom Fennell to explain the situation as to
the approved plan for the fence on the ELC property.
Mr. Fennell stated that he was not present at the Planning Cope.
meetings where the recommendation was made by the Plan Coma to
the Village Board to place the fence on the Southernmost pro-
perty line from Arlington Hts . Road eastward - set back 12' in

at the ELC property - back to the property line to the east
edge and then proceed up the East lot line to #83. This recom-
mendation was given in writing to the Board and was made after
considerable discussion involving the Homeowners . It was
Mr. Fennell' s personal opinion that the Board, working from
correct minutes and agreements had incorrect drafting plans ,
an error which was later caught , plans that showed the fence
en�P £ -s fit . off the property line . Mr. Fennell said that
Plan C was the approved fence As it was meant to be. - a 6' wood
stockade fence located 12 ft . in from the property line .
Ch. Hardt asked Mr. Fennell if the original reason for the fence
set back was noise polution. Mr. Fennell answered that it was
the general realization of a normal situation involving children
that it was more advisable to have the solid fence placed back.
Ch. Hardt asked Mr. Conrardy to verily his agreement to the
stipulations as presented by Mr. Olsen- Homeowner' s representative■ .
Mr. Conrardy said that basically he agreed , adding that the plan
is pore expensive but noting the difference in elevation was a
factor that was not considered . He said a problem is there and
that everyone has rights . The question is, "Where do we steed?"
He agreed to the 8 ft . fence - the trees in the parking lot will
not only cost money but parking space as well as additional
curbing. Mr. Conrardy emphasized that he wanted to see the ELC
owner, Mr. Arvid Olson get some consideration, because everyone
has some responsibility and Mr. Olson should get some relief .

Mr. Hardt asked Mr. Arvid Olson for his statements regarding
the plans the Homeowner' s have submitted calling for landscaping
and 12 ft . fence .
Mr. Olson explained that his problem begins with the fart that he
was not present at the Planning Commission' s meeting where the
fence set back was decided and he did not agree to it . His plans
which have been "approved" show the fence on the property line
with a chain link fence inside - also Mr. Olson has a perlit to
build according to his plans . He is willing to landscape if he
can erect the stockade\fence on the property line with the chain'
link to comply with thebuffer zone . He proposed a com provide
to place the stockade fence 10 ft . in along the property line on
the South adjoin the fence on the east property line and put the
chain link inside as a buffer 12 feet in from the property line .
Trustee Bob Bogart said that Mr. Olson was at the meeting, when
the Planning Commission made the recommendation.
Mr. Brad Olson presented the two sets of plans .

Ch. Hardt stated that the AC has been advised by the Village
Staff of what their intro pretat ion of the correct plans and
the AC is here to hear the compromise Mr. Arvid Olson has made
and based upon all the information the AC will made a recom-
mendation to the Board.
Mr. Brad Olson again expressed the Homeowner's desires to Main-.
tain a 12' buffer zone and brought out the fact that the Village
Board minutes also state that the Roof top units on the ELC
should have a screen.
Ch. Hardt summarized the Homeowners -ELC proposal as follows :-
Concerning thee- Ch. Hardt is in agreement with the land-

wall . The landscaping should provide easy
maintainance and would conceal roof to.p units
with trees strategically located to provide

3 ft . birm . on the South side . and a 6'
fence on the East side . In the parking area
2 ft . is not enough for trees so a section
4-5 ft .sq . should be provided . An area on
the south of the fence could be sodded with
. some gravel also in the swalei with shrubs
and trees to provide a multi level screen.
The Roof Top units on Bldg. A & B are a
problem . The unts could be voted toward the
middle of the building without too much cost .
The stacks could be painted out a dark color.
ELC Roof Top Units (seen from yards) could
be painted out and together with the landsrap-
ing would be effective .

Mr. Hardt continued to give his opinion concerning the fence on
the ELC property. He said that he has understood that the play-
ground requirements were the main reason for the area requested .
He feels that Mr. Olson' s plan for a chain link fence 12' inside
means he is losing 12 feet either. way.
Mr. Olson said his reason for wanting the stockade fence on the
property line with landscaping inside between the chain link
and the wood fence would allow the children to enjoy the plant-
ings.

Ch. Hardt opened the disuussion to the panel .
The Commissioners each clarified in their own minds the various
choices that have been presented and questions were answered .
Some of the points that were brought out were : -
1 or 2 parking spaces would be lost to Mr . Conrarey.
Space needed for trees would be 5 x 5 area.
Com. Gibbs questioned the space trucks would have behind Wh.Hen
"It is sufficient ."
The manhole drains into an 8-10 : inch pipe within the concrete
wall into a pipe 12 incieabove the ground .
After more general discussion including the suggestion to have
the Village Board minutes reviewed and some suggestions as to
the typee' of plantings , Mr. Hardt stated that the choice the
Commission has is to table pending mo a inforration or to act
upon the information available 1Ma a recommendation which
is subject to review andy the Village Board.
The Commissioners were in favor to made a recommendation at this
time, unanimously.
The heights of the stackade fence was discussed and a straw poll
indicated they preferred a 7' high stockade fence on the property
lime . Mr . Hardt' s summation of recommendation of the AC is on
the following 3 pages . (See summary sheets . ).
STRATHMORE SHOPPING CENTER - Drainage
Chairman Hardt ruled that the approval of drainage is out of
the scope of the Appearance Commission. The Village engineers
have approved it and must made it work.
STRATHMORE 3HOPPING CENTER - Lighting
The lighting was reviewed. and Commissioner Knaak made the motion:
I so move we approve lighting for the Strathmore Shopping
Center to have 15-20 ft . poles with 200 watt sodium varor
lights, illuminalres with ap ropriate cut-offs so there will
be no adverse lighting problems on the residential areas
abutting said property. The Village Bldg. Dept . will have
overriding decision with respect to safety and providing
that they give the amount of light required by the Police Dent .
The motion was seconded by Commissioner Kirby.

Appearance Commission Recommendation: Don Hardt, Chairman of the AC summed
up the recommendh.tions of the Homeowners Group and the Early Learning
Center and the Prudential Corp. as they were worked into a compromise
that seemed equitable to all the concerned parties , as fo? lows :

Chairman Hardt specified that the above motion was formulated •
. based on what was discussed this night (October 12, 1978)
asking that specific landscape plans be submitted for final
approval that will feet the requirements stated above . The
representatives need not be present . Mr. Saviano will pre-
sent them at a Workshop.

e) Rosen & Shane
Represented by: E. L. Maradei , Flastric Inc .
Mr. Maradei made a presentation of the proposal to reduce
the size of the sign to fit into the location of the store
frontage because the owner is now leasing less space in the
Lieberman Shopping Center.
The question was raised as to whether the signs as they now
exist are to be considered as a 'si.ngle sign ( in which case
they are over the alloted 120 sq . ft , as a geometric total
would have to be considered from one end to the other) or as
two signs which would be considered Legal--iron-Conforming .
It was decided that there are two separate sign. Commissioner
Kirby stated that each change requested must be considered as
an independent situation with respect to the new sign ordinance. .
She pointed out that the section that; applies in this case is a c
on page 49, Loss - Non-Conforming Status . Since the copy is Jo " '
not being changed , only the size of the wording and the loca-
tion the sign is NOTin less compliance . It is still a Legal
Non-Conforming Sign.
Commissioner Gibbs made the following motion:
I move we approve the request: for Rosen & Shane
to reduce the size of the sign.
Commissioner Berins seconded the motion.
Chairman Hardt asked for discussion and Commissioner Knaak
suggested that the ampersand in Wines & Spirits might look
better if it were also reduced to match the one in Rosen & S .
All agreed this would be more esthetically pleasing .
Chairman Hardt then requested that all the holes that are
left be filled with cement and that the electrical discon-
nect be painted out to match the color of the brick.
Mr. Maradei said he would so stipulate . An amendment was so
made by Commissioner Knaak:-
a) Change the size of the ampersand in
Wines & Spirits to the new size in
Rosen & Shane .
b) Fill all the holes with cement .
c) Paint •out the disconnedt to a color
similar to the bricks .
Commissioner Kirby seconded the am iendment .
Roll Call Vote on the Ammendment was taken and the
Ammendment Passed unanimously.

Garage doors - pa- eled. but all one color.

FUD Develppment and meets these requirements . The models
have been 0K' d by the Planning Commission.

with the following stipulations :
a) All chimneys be at the rear roof lines
and be simulated bric`c - pre-fabs .
b) Roof top vents on all models to be on the
rear elevation and will be apinted out to
match the roof color.
c) Windows on side elevations on corner lots
to be treated with shutters .
d) Wood posts to be treated chemically, also
exposed wood on concrete bases .
e) All shutters to be of high quality wood .
The motion was seconded. by Commissioner Berins .

the entry ways and garages . All garages to haire lights .

I move we accept the lighting for. the
Buffalo Creek models with these stipulations :
a) Bronze on Tudor elevations
b) Black on others .
c) Back door fixtures to have a
black base (top)
d) Lights on every garage .
Seconded by Commissioner Gibbs .

I move we accept the signage 'or Levitt' s Buffalo
Creek with these stipulations :

b) Must be 3 ft . off she ground.
c) Temporary sign for trailer to be
moved. to permanent location at entrance
later . Page 50 of New Sign Ordinance .
The motion was seconded by Commissioner Kirby .
Roll Call vote was taken and the Notion Passed unanimously.

Commissioner Gibbs made the following motion:
I move we accept the signage for the
Buffalo Creek models as presented .
Commissioner Knaak seconded the motion.
Roll Call Vote was taken and the Motion Passed unanimously.
The models will have flood lights directed on the homes .
Mr. Kobylski will return with diagrams for approval .

Because of the time the Minutes were not approved.
Chairman Hardt commended Commissioners Knaak and Paolillo
for representing the AC at the Board meeting to present
the Commission' s approval of the New .Sign Ordinance and
its dis-approval of the roppin' Fresh sign change .

Chairman Hardt also thanked Commissioner Gibbs for his
faithful attendance at the Off-Street Parking meetings .
Commissioner Gibbs presented a draft of the RV troposal
- which will be reviewed at the next meeting . He reported
that for the most part the majority favors allowing some
parking of large vehicles .
Since the Vanco and. Karibu additions have not yet been put •
up Mr . 3a.viaro was asked to write a letter to Mr: Balling-of
the violation and possible revoking of their business licenses. :
It was noted.' that a sheet with the words "New Sign in Town" has
been hung in probable response to the new ordinance .
The Standard Oil Station at #83 and Arlington Hts . Road had
put up more signs without permission. Chairman Hardt will
speak to Mr. Tom Fennell about possible ways of enforcing; the
new Sign Ordinance and notification of Non-conformers . •
The staff anc members of the Commission will review all Village
signs to locate signs which have never been approved . A way of
formulating follow-up and re-insrection charges is being pursued .
Commissioner Kirby suggested have a workshop 1st at the next '
meeting and raking a list of violators to be contacted .

Mr. Saviano mentioned that a bakery being constructed at the
Prudential Shopping Center is asking for an additional sign on
the side of their building . They must come in . for approvel .
