THURSDAY, SEPTEMBER 28.- 1978
1 . CALL TO ORDER
The meeting was called to order by Chairman Don Hardt at
7:42 P.M. on Thursday, September 28, 1978 at the Village Hall .
2. ROLL CALL •
Present : Commissioners Kirby, Berins , Paolillo, Gibbs and
Chairman Hardt .. Also present : Dominic Saviano, Bldg. Dent.
QUORUM PRESENT
3. A.PPROVAL OF MINUTES
The approval of the minutes from Sept . 14, 1978 was deferred until
the Workshop.
4 . NEW BUSINESS •
a) CRUSADE OF MERCY - Thermometer Sign
Wm . Sommers - Board Member of the Wheeling-Buffalo Grove
United Way ; also Assistant B.G . Village Manager .
Mr. Sommers presented the sign and his request to place it on
the corner of Arlington Heights Rd . and Dundee Rd . on the B.G .
High School property. The duration of the sign will be the
month of October (the Campaign month) . Wheeling High School
students willlconstruct the sign of plywood . Lettering on the
sign will be Crusade of Mercy across the top with percentages
along the side of the thermometer.
Ch. Hardt asked Mr. Saviano if the square corners at a 51 level
would present a safety hazard . It was decided to round all the
corners .
Ch. Hardt also asked that gravel or stone be used around the
base to secure it .
Commissioner Gibbs made the following motion:
I move we accept the Crusade of Mercy sign as
submitted with the stipulations that :
a) The four corners be rounded .
b) The owners remove the sign after
Nov. 1 - (or 5 days thereafter) .
c) Base shall be gravel or stone, compacted
around base .
Co Commissioner Knaak seconded the motion. Roll Call Vote was
taken and the Motion Passed unenimoulsy.

A. T. Henderson Co. , 345 Wheeling
Mr. Henderson presented the advertising sign they urorose
to erect at the corner of Lake Cook and Wieland Rds . -
the North West corner - to attract customers to the new
subdivision. It will be single face and angled to .favor
the Westbound traffic if that meets the approval of the
Commissioners . Village regulations have been discussed
with Mr. Saviano and will be met . The sign is under 120
square feet , 7' x 16' with steeple }.eight 18" - - 3' off
the ground. The developer will build 162 units on PUD
zoned - residential property. No lights on the sign.
Chairman Hardt opened discussion of the Steeple , which
resembles St . iary' s Church and was informed that was the
intention and that Father Duffy had been contacted for
approval. The Commissioners entered into a diologue
about logos on temporary signs as oi' posed to permanent
business signs and a straw poll indicated that two members
(D. Knaak and L. Paolillo) felt that the steeple represent-
ed a definite logo and should be considered as such .
Ch. Hardt , and Com. L. Berins , L. Kirby and B. Gibbs voted
to recognize the advertising feature of such a sign and
the precedent of the AC has been to allow similar artistic
renderings on temporary billboard signs ' 9 mos . - 1 yr.
The location was reviewed and it was agreed to place it on
the same angle as the detention grade . It will be set in
compacted granular material without a back brace.
**The wording on the sign was then reviewed and changed as
follows : Remove from left side : Charming 2 bedmoom - 1'
Bathroom and raise - Condominium Homes .
Remove from right side : Visit Our Info Center
Move Weiland and L.C. Rds to Left side .
Eliminate - Visit . . . .or Call
Enlarge Phone no. to size of 2 lines on the Left.

Commissioner Berins made the following motion:
I move we approve the Steeple View sign, the
size and color as presented with these stipulations :-
a) Copy as stated above . **
b) Sign to be up for a period of 9 months ; to
July 1, 1979 with automatic renewal based
on the condition of the sign, with a 6 mos.
duration after July 1, 1979.

c) Positi-n of the sign to be parallel to
gradation line of detention area at the
North West corner of Weiland and Lake Cook.
Commissioner Gibbs seconded the motion. Motion passed with
a 4 Aye to 2 Nay vote as follows .
Aye - Commissioners Gibbs, Berins, Kriby and Hardt.
Nay - Commissioners Knaak and Faolillo

d) Levitt Homes , Parkway Landscaping - Bruce Kruz , Landplus West .
A presentation of the proposed landscaping of the portion
or land that has been offered for sale to the Village of
Buffalo Grove by Levitt Corp. to be developed as a natural
prairie . Mr. Curz described a prairie as a possible use
for the flood plain area. 75% of the space will have -+as-
sive use - planted with various grasses and wild flowers that
are sown all together. After 3-4 years the species "fight"
for predominance and need little maintainance . Mr. Cru7
explained the amount of pollen that is produced by pine trees
• exceeds that of many pollen producing plants . He said they
attempt not to plant the allergy producing varieties . The
area adjacent to the planned school will consist of about
2'5$ of the space to be•-a playf ie ld area. Flood .plains 'reta 4 n
water after heavy rains and drainage will be slow. The lane:
'will be deeded first to the Village then to the Park District
by Levitt : Builders - a total of about 16 acres .
Mr. Cruz explained they were not at the meeting for approval
of any landscaping plans but were here here to present a brief
overview to the Commission and answer any preliminary questions .
He said the plan will include trees and shrubs for screening
the homes adjoining the Prairie . A maintainance clause. ' will
be included in the Landplus West contract and later it will
become a Park district responsibility; but not much care is
needed beyond setting up the prairie process . In answer to a
question regarding the area becoming a 'garbage dump' it was
suggested that signs could identify the area with possible
penalties for misuse .
Ch. Hardt commented that the proposal looks good and that the
prairie will beautify the property. He thanked Mr. Cruz for
a very informative presentation and said the AC would be look-
ing forward to seeing him again after the plans are finalized .

Because the' Commission was not given plans to review before .
the meeting, Ch. Hardt explained that nothing could be approved
but that the materials would be inspected tonight so that it
would not be necessary to bring them back. It was understood .

Mr. Kobylski made a brief presentation of the drawings of
the new Attached Single Family Homes - which house two families
with a common wall between the two houses . This saves land
. space and is more economical . He showed the Model Area and
explained the elevations . He presented the color scheme pack-
ages and said they would meet the monotony code on a first come
first serve basis . He presented the 4 brick styles which is
specially ordered . It will have grey mortar for all homes .
Ch. Hardt said red brick contains a high degree of iron.:

MeriadicAeid-will discolor it; therefore, It should be neutral- .
ized with amonia solution.
Aluminium siding is rough sawed look, manufactured by Crown.
Gutters and downspouts were discussed. and Ch. Hardt suggested
they research this before returning .
Signage was mentioned . . An on-site sign - 16' x 7' sitting on
the entry island, double faced . Off-site sign is larger and .the
model signs will be smaller renditions . These will be reviewed
together with lighting, architectural concepts , landscaping ulsn_s ,
and a complete site plan -- to be presented/
There was no motion to table; They will return Oct . 12, 1971
e) BILL'S BUFFALO HOUSE, Philip Kupritz of Park Ridge, Architect
Mr. Kupritz was asked to present the Buffalo before considering
some parking lot changes . He described the buffalo to be a
fiberglas 3D standing and submitted a photograph . jne techini-
cal problen is placing. a 3D structure atop a 2D structure . But
since the legs are positioned close enough together to be placed
without being unattractive the owners feel the Buffalo is the
right scale to be compatible with the sign and that it is an
appropriate symbol for the restaurant .
Com. Kirby asked about the slope of the driveway and the height
of the present sign. She asked if one reason for having the
Buffalo was to.•increase visibility for the sign. Mr. Kupritz
said no that was not the reason although the parking lot does
vary in grading. He said the addition of the fiberglas animal
was to generate business . The lights can be adjusted and the
cut-offs can be altered .
Com. Kirby said that the whole ideals not in keeping with
what the AC is trying to do for Buffalo Grove .
Mr. Kupritz said he would like to know all the objections so
he can report back to the owners . .
• Com. Kirby gave several reasons. as follows :
1- The Buffalo cheapens the sign
2- The sign appears to be too low and the
Buffalo would be an add on advertising gimmick.
3- The Buffalo would detract from the sign.
Com. Knaak brought up the fact that by adding the Buffalo the
sign was being changed and thereforre the whole sign could be
re-evaulated and the wording could be rejected.

Mr. Kupritz asked if as an alternative they could put the
Buffalo under the sign on the stones beneath.
Ch. Hardt stated that he agreed with the other Commissioners
comments regarding the Buffalo as an advertising gimmick and
added that the alternative location would not meet the require-
ments either. It is inappropriate because it does not keep
the element of preserving the image of an old-type building -
if a new modern type fiberglas addition is allowed.
Ch. Hardt asked Mr. Saviano to check to see if the sign is the
same sign that was OK'd including the picture of the°..buffalo .
Mr. Saviano said he thought it was the same .
The following motion was made by Commissioner Knaak:
I move we deny the request of Bill's Buffalo House
for the addition of a Fiberglas Buffalo to the top
of the existing sign. (For reasons stated . )
Commissioner Paolillo seconded the motion.
Roll Call vote was taken and the Motion Passed unanimously '
to DENY the sign. An appeal can be made to the Board.
PARKING LOT - BILL'S BUFFALO HOUSE.

Mr. Kupritz made a request to describe the proposed plans to
increase the Parking Lot to the rear of the present lot . He
will return at a later date with plans showing landscaping, etc .
The °Incept will be a 28 car lot , 65' x 126' to be added in
anticipation of enlarging the restaurant at a later time . Since
2/3 of the property is on a flood plain and in order to meet the
requirements of the flood plain ordinanceby replacing any
retention area if any portion is filled lit. They plan to have
the area by the creek developed as a wild life pond .
Mr. Saviano said this has all been approved by the Engineering
Dept . and has been working closely with Greg Boysen on the
elevations etc . Fill will be brought in.
Ch. Hardt said he remembered when the original building was
moved paving the parking lot was discussed and because of hard-
ship. the Village Board agreed to a gravel parking lot. It is the
only gravel lot in.Buffalo Grove.
Com . Kirby said that neither gravel or asphalt is very attractive
but gravel is better. She suggested random bushes be added to
make it more attractive . There is a homeowner to the South to
consider when a buffer zone is designed .
Mr. Kupritz said the owner is interested in the apprearence of
the property and would be willing to add some plantings .
Com. Knaak recalled the hardship that used to exist when cars
were forced to park on the other side of the streed , so the move
was of a benefit to the owner.

S. ARLINGTON GOLF CONDOMINIUMS
Mr. Saviano read the recommendations of the AC to approve the
Architectural plans as presented at the Sept . 14, 1978 meeting
after the side and rear elevations had been submitted .
Commissioner Kirby made the following motion:
I move we approve the side and rear elevations of
the Arlington Golf Course (Lundee Ed . ) as submitted .
We also approve the architectural plans as reviewed on
Sept . 14, 1979 , with the stipulations mentioned at that
meeting . (See minutes . )
Commissioner Berins seconded the motion.
Roll Call Vote was taken and the Motion Passed unanimously.
'Amendment - Com. Kirby made the following motion:
I move we further stipulate that the Guard House is omitted
from the recommendation and will be reviewed with the light-
ing at a later date .
Commissioner Enaak seconded the ammendment.
Roll Call Vote was taken and the Motion Passed unanim"usly.
b) KAUFMAN & BROAD - Sales Trailer -
Mr. Saviano presented a request from Kaufman & Broad (Windfield )
to move their Sales Trailer from its present location into the
court of the Model Homes and landscape it as per the previously
approved landscaping.
Commissioner Gibbs made the following motion:
I move we approve the request of Kaufman & Broad to
move the Windfield Sales Trailer into the Court as
requested with the agreement that the Landscaping shall
be provided as previously approved.
Commissioner Kirby seconded the motion.
Roll Call Vote was taken and the Motion Passed = 5 to
No .- L. Berins .
A discussed developed concerning the signs which K & B and
Northwood have erected illegally and it was suggested that a
letter be sent to the developers informing them of the neces-
sity to remove all signs on poles . Secretary was so directed .
. 6. ANNOUNCEMENTS
Poppin Fresh - The appeal will be made on Monday, Oct . 2, 1978
and Ch. Hardt asked that the AC be represented to express the
opinion of the Commission - Com. Paolillo agreed to go. Ch. Herdt
questioned the fact that they can prove they are low on sales and
cannot prove tow many new customers they would get from signage.
Bananza is also not doing well financially. B.G .' Orchid award , etc .

is another point to use as a good reason to deny the pylon
sign. Ch. Harde asked Mr . Saviano to check and see if the
Early Learning Center sign on the White Hen Pantry Sign is
OK because it blocks the Poppin Fresh sign from the Eastbound
traffic . From the West the tree which they have refused to
. trim is the only thing blocking the sign. There is also a tree
which blocks it from the cars traveling East.
Com. Kirby suggested that the Board must insist that hardship
be proved.
OFF STREET PARKING
Chairman Hardt also asked for a representative to attend the
Committee meeting. Truste& Mendenall has formed a committee
of nine people . A packet has been prepared by Jerry Zingsheim,
a Buffalo Grove citizen opposed to parking RV' s on the driveways .
Three people have prepared it to off-set a proposal to adopt a
Wheeling o±dinance which allows anything to be parked in the
driveways . Com. Gibbs has attended all but one of the meetings
and will represent the AC . The question is not one of esthetics
only but Health, Safety and Welfare .

The sign will be reviewed at the next meeting - Oct . 12, 1978 .
The Pennants can be allowed for 60 days .
STRATHMORE SHOPPIi4G PLAZA
Mr. Saviano reported that Mr. Johson has hired an architect to
complete drawings of a mansard around the rear of the buildings .
They will come in next meeting - Oct . 12, 1978 .
