1. CALL TO ORDER
Chairman Don Hardt called the meeting to order at 7:40 P.M.
on Thurs . , Sept . 14, 1978 at the Village Hall.

Commissioner Knaak moved that the minutes of 8/24/78 be approved

4 . OLD BUSINESS '
Prudential Fealty - Strathmore Shopping Center

Mr. B.Olson"was asked to review the situation. He informed the
panal that originally the property was owner by White Hen Pantry
and the shopping center was reviewed by the Appearance Commission.
Recommendations were made . Prudential Realty Co. Inc . bought the
property and construction was continued . There is a current l)ro-
blem with trQ retaining wall as well as other difficulties with
the homeowners directly south of the center. Some of the problems
relate to tee Appearance Commission,' others are related to the
developer.
Mr. Olson continued by asking if the homeowners can fence their
property since the development is approximately 5' higher than
their homes . The Early Learning Center can erect a 6' stockade
fence at the rear and side of the property.
Mr. Saviano said the landscaping has been approvedjwith the fence.
Mr. B. Olson questioned the location of the fence . Will it be
constructed 12' in from the lot line?

At this point, Mr. Hardt , who had been on the Appearance Commission
at the time the first plans were revied, gave an explanation for the
benefit of the new commissioners . He sat in on the original discus
sions which took place over a period of several meetings._ WH received
recommendations for approval by the Board . Subsequestly White Hen
sold the property to Prudential Realty. The AC has recently approved
signage for them. The question has come up with respect to a retain-
ing wall, which borders the South and part of the East side of the
development . Mr. Hardt said he did not recall any retaining wall be-
ing brought up in that discussion. He is concerned with the fact that
if a retaining wall was shown on the original plans because the AC
does not usually allow an exposed concrete wall abutting propbrty.
Mr. Brad Olson had two questions about the wall:
a) The wall is 10 ft.from the property line . What is the
actual intention of the builder? If an atditional fence
were added at the property line then it creates a pro-
blemn because it forms a mote around the property.
b) The grade problem makes the cars at the Arlington Hts .
Road section, with their lights at the second story level.
Mr. Hardt repeated his statement that had the wall been on the plans
it would have been addressed and dealt with. If it was on the plans
the Commission was in error. He said it was never brought up with
respect to either the Learning Center or the actual si&e in general .
It was never discussed.
Mr. B. Olson brought forward some plans which were looked at by the
Commissioners . He said he thought that originally the plan was to
place the stockade fence on a concrete base . Mr. Saviano said some
of this was an engineering problem . No one recalls any discussion
about it . The plans show a buffer zone with some landscaping.
Mr. A. Olson gave some backgroung information concerning his involve-
ment . The parcel is a 5 acre site . Prudential came to him and offered
to sell a lot to him . They were to take care of all the engineering
and promised to build to meet his needs . Mr. A . Olson was not aware
of the retaining wall of the grading. He has learned that the Village
required this to meet the water retention and the drainage properly
for the total parcel. He unders'-ands this was all approved by the
engineering and Village Boards before' he bought his lot . He recalls
there were 3 different architects working on the project and there has
been much confusion and many mistakes . He is willing to co-operate
with the Village and so is Mr. Conrardy, in order to resolve the
problems .
Mr. Hardt agreed that the AC had reviewed the plans and accepted the
landscaping and architectural scheme without having all the pertinent
date and what amounted to "as built" drawings . They approved some-
thing from what is being built . So we must come to a compromise after
looking at what' s there now. An acceptable buffer of live screening,
possible a fence, something which will satisfy the residents , the Vil-
lage esthetics and theowne ' of the parcel . After hearing comments from
the residents the Commission can suggest an acceptable and specific
ideas that can be submitted to Mr. Saviano for final approval .

Mr. B. Olson expressed his disappointment that Mr . Conrardy or any
Prudential representative was not present since the retaining wall •
is the major problem and only a very small part of it is on Early
Learning Center site . Therefore not much can be accomplished to-
night . He will present the problem the residents are facing. He
presented pictures of the wall after the recent rain. The home-
owners are wondering how it is to be finished . Also there is a
serious drainage problem, partly because the project is not yet fin-
ished and also because the rains have been unusually severe . The
wall has outlets and the water is draining out onto the homeowners
property. ghat will Prudential do to create a swale between the
two properties and landscape it so it will be attractive since there
only seems to be 10 feet from the wall and adjacent property. What
can be done? The 10 ft . buffer would be in violation of the zoning
ordinance which requires a 12 ft buffer. Also according to his
, interpretation of the planes the wall seems to be the outer most edge
of the parking lot . This would definitely be an encroachment of the
zoning because parking lots are not to be part of the buffer zone .
The most immediate problem is drainage .
Commissioner Knaak asked if there is any drainage at the site nor?
There is a PUC pipe - 1 foot below the ground . The Village put a
drainage ditch East of Arlington Hts . Rcad . Manholes are to collect
water. The water runs through the wall through outlets into collect-
er sewer onto Arlington Hts. Rd. The reason it didn' t word during
the rains is because it has not been graded. There is to be a stale .
Mr. Saviano said that-work on the swale and ladnscaping has been
started but 4 homeowners stopped it so he decided to complete the
rest of the center first .
Mr. A. Olson explained the grading decrease behind his property.
He also pointed out that once the project Ls complete there will be
no problem with drainage . water will eventually be carried away
through outlets from the wall into the sewer pipe . This was not
'Clear and it is an engineering problem .

Mr. Hardt asked to move on to the next point . ' The AC will look at
the landscaping possibilities between the ,Shopping Center and the Homes .
Mr. B. Olson next pointed out that the roof top units are visible to
the homeowners . The preliminary plans show the stipulation that roof
top apparatus be screened. This has not been done . The mansard ends
in back (only goes 3/4 around the building) . so homeowners see =11 the
units on the shopping center as well as Early Learning Center. it
was their understanding that the mansard would encircle the building.
it actually is narrower on the sides than the front . Plans from 10/21 '77
show the mansard was never planned for the rear of the building.
The Village Lbard in Feb '77 approved said units be screened . The
homeowners were never present when the Appearance Commission met .
There was some question as to whether any change was made to the AC
recommendation that the units be 'screened or painted out' but the
complete set of minutes was not available .

The next point to be reviewed is the screening of dumpsters and
garbage disposal . The homeowners understood the developer was to
completely enclose the dumpsters with wood fences . It was agreed
by Mr. A. Olson and Mr. Hardt that this is so and is being done .
Next •point - the roof line on the Early Learning Center which related
to earlier discussion.

Next point - the back of stores of the shopping center, the rear
doors are exposed cinder block and the homeowners want to know what
is proposed plan to paint - what color? This is a developer problem .
Mr. A. Olson thought is was a stucco like material , and he said it
.. could be painted any color the commission chose .
One remaining question from the architectural aspect is the proposed
landscaping of the perimeter. East side in addition to the 6' fencc' .
Also the street light (parking lot light) North of the barrier in the
center. Should it be turned down away from the homes . Is the light
necessary?
Mr. Hardt explained the reasons for having a light for safety and the
light should have cut offs . The police nay want it for security pur-
poses . Mr. Saviano said he would check this out .
A homeowner who was present at the original meeting said there was
some confusion about what was said. The homeowners were told
the Center would be a " gorgeous" place . It appears to be a factory
monstrosity . He said this downgrades hisproDeEPylooks out on a sight
that is a disgrace . They were promised a barricade . There is no pri-
vacy.
Mr. Kenneth Poole , 1189 Alden said the workmen broke the drain to his
sump pump and the excess water had killed some of his trees . He 'gas
told by Mr. Saviano that all damage would be repaired if caused by
the builder.

The elevation of the stockade fence was also mentioned . The 6 ft .
fence would be inadequate .
Chairman Hardt rsade some comments regarding the approach the AC can
take before hearing comments from the Commissioners . The AC usually
tries to develop an effedtive screen either with landscaping and/or
fencing. There were unaware of the elevation charge - so the land -
soaping which was proposed is inadequate in this case . There gill
ne a recommendation made to the Early Learning Center and Prudential
to return with a landscaping plan that will be eff8tive in screening
the wall and the roof top units . The landscaping must survive . We
cannot act tonight but we must have some plans to review. No one will
suggest a 15 ft fence . Perhaps some screening around the roof top
unite They will ask that the dumpsters be screened from top to bottom .
Also specifics on the lighting cutoffs . Since Prudential is not
represented tonight we cannot actually do anything. The Commissioners
were asked for their recommendations and comments relative to the
roof top units, the drainage and screening of the concrete wall and
also the Early Learning Center fence . Should it be on the wall or
back from the wall?

Commissioner Knaak said the drainage in the wall should be hooked into
. the system that has already been installed , not drained into the swale .
He asked i:; the proposed 6' stockade fence wa s originally tlanned to be
placed on the top of the wall? Mr. A. Olson said it was originally
proposed on the property line with a landscaped area between the buffer
and fence . There was always a 12 ft . buffer zone mentioned . But
Mr . B. Olson said that all the village meetings corrected the ?one to
10 feet , but this would be against the zoning ordinance . Mr. A . Olson
said this is the first time he has heard of an indenture of his fence .
He showed plans and minutes , but said he bought the property after
some agreements were made by the Board .
Mr. Hardt said the AC could not decide on the location of the fence .
Com . Knaak said he thought a 6' fence should go either on the wall or
Inside the wall - not outside . This would solve the problem of head-
lights . The air-conditioning units are a problem and he agreed it
looked like a factory. He favored continuing the mansard .all around .
Commissioner Paolillo saw a couple of problems . Some beyone the scope
of the Commission. He would like to read all the previous minutes to •
see who said what . The landscaping plans should have included lighting
and the units .

Mr. Hardt said the Village Board speolfically said the roof top units
must be screened . The AC may have offered alternate solutions such as
increase the mansard ; or screen on roof ; or screen with shrubbrey.
Commissioner Peolillo called to attention the fact that there are many
plans showing various easements, etc . The final plans are necessary.
Mr. Hardt said the Board does not have to take our recommendations .
Mr. B. Olson restated the homeowners objection to not having been
notified of the Appearance Commissions meetings as per the Board •
condition for auproval. Commissioner Kirby had no comments .
Mr. Hardt said there were legal problems . Not under the poT,'er of the
AC . He said this matter will be tabled pending architectural and
landscape plans being submitted . This Commission does not do any
landscape design. We make suggestions only. He called for a motion.
There was some further discussion. The Homeowners Assn. wishes to
be notified of the next meeting. They also want to have a copy of
the proposed plans . Mr. A. Olson of Early Learning Center said he
did not want to return as he was not involved in most of the problems .
He said everything has been approved and the permits are issued .
Chairman Hardt explained what points may have to be resolved .
After a• few more brief comments , Mr. Saviano affirmed the decision
to table until a meeting can be arranged with Prudential here , as
well as Mr. Tom Fennell and some Board Members. Since the Ac is
not involved in planning and since there is a conflletingplansj it
requires further study and discussion. Is there a motion?
Motion to table was made by Commissioner Paolillo and seconded by
Commissioner Kirby. . . Roll Call vote was taken and Motion to Table
Passed unanimously.

b) Arlington Golf Condominiums

J. V. Racciglia, Architect
Mr. Holzier presented the revised Landscaping Plan showing
the addition of two trees and the berm; concrete arsons on
the entry; and parking bumper. •
Before the presentation, Mr. Saviano asked if there were any
homeowners present who received notification of the meeting.
There were none . This was specifically noted .
A review of the Forester' s Report was noted and the existing
trees were discussed . Mr. nolzier would stipulate an agree-
ment to replace any trees that die within a 10 yr. period. .
Commissioner Kirby recalled that other developers have posted
a bond to take care of expenses after the Homeowners Assn.
has taken over the property.

The developer also agreed to substitute trees in accordane
with the forester' s recommendations ,within reason. •
Specifically - Red Sunset Maple in place of Red Maple , and/or
perhaps the Little Leaf Linden, Green Ash, or others in
place of the Scarlet Oak and Pin Oak which are not the best.
Commissioner Knaak made the following motion:
I move we ammend the Landscaping Plan for the Arlington
Golf Course Condominiums . That according to the recom-
mendations of the Forester the following substitutions
will be made :
Red Sunset Maple for Red Maple
Little Leaf Linden,
Green Spire Variety for Scarlet Oak
Green Ash, Summet Variety for Pin Oak
With the stipulation that the trees be' the same size
and specifications as stated previously.
Also, The Developer shall post a bond with respect to
the existing Willows on Dundee Road, as per the recom-
mendation of Bill Davis as per the dollar cost and the
duration.
The motion was seconded by Commissioner Kirby.
Roll Call Vaote was taken and the lotion Passed unanimously.
Architecture
Plans were submitted and the front elevation was shown.
The mansard shown will continue around the sides and rear
or the building . At the rear it extends out 224 ft. and,.
will be similar to the front . The mansard is to be Cedar
Shakes (wood , rough sawn cedar) ; Windows & Doors - Bronze ;
Heating units - Self contained in an exterior room (nothing
shows) ; Central Hot dater Unit ; Balconys - Pre-cast con-
crete (stressed) ; Railings - painted black; Garbage shoots
and the garbage will be compressed ; Lighting on 1st floor.

Wrap around balconies - Soffits to be weather-proof
plywood & plastic coated - Cream or beige to blend
with the brick. Drainage - chaser in the walls
Mr. Hardt asked for a straw poll to determine if a
recommendation could be made without seeing the rear
elevation and a more complete rendering of the plans.
Commissioners Knaak and Paolillo asked to see the back.
Commissioner Kirby said she could approve the materials
and have a stipulation that the sides and rear were to
be similar.
Chairman Hardt asked about the garage- The door will be
16' wide double doors painted charcoal grey. Large
boulders will screen the area, the parking area is below
about 3/ feet from pavement . The brick foundation to
be landscaped . The recessed stair wells are glass - .
glare reducing, tinted heat-thermo glass .

Motion to table/with the stipulation that the developer

was made by Commissioner Paolillo and seconded by Com-
missioner Knaak. Lighting was also tabled as per the
motion. Roll call vote was taken and the Motion to T:abie

5. NEW BUSINESS
•
Shell Oil - Lake Cook and #83 - N.rI. Corner
John Patton and John Donatiello, Field Engineer; Representatives
Pictures and drawings were presented. The station will be similar
to the one at Dundee and Sanders . A long term lease has been
seeured . They already have approval from the Village Board and
the Planning Commission. It will be GAS ONLY, no labor or merhan-
leal work. They will sell replacement oil and windshield wirers.
Three pump islands - selling Full serve and Self serve (2) . The
Self-serve will have signs to meet Ill . State codes . It will be
built to meet state and highway requirements . The driveways will
have no walls by the easement . A 5' fence of face brick and
rough sawn cedar will surround the property (except for driveways) .
There will be testrooms on site ; and a rubbish enclosure to be
completely enclosed - Dark bronze metal sheets which match the
building facia #3022 . A storage she'd at the rear. Roof units
are self contained modules . Underground electrical .
The panal asked various questions pertaining to the colors and
description of the facility. the 12' vents for the underground
tanks are to be painted out , basically they are behind the shed .
The rest of the property is to be leased to a bank possibly or
restaurants . It is zoned Commerdial - B-2 w/sp.use. The Village
plans to rezone the rest to B-5.

Drainage was described . Agreement to stipulate the shape of
the islands to conform to the canopy. Face of curb to be white .
Commissioner Kirby made the following motion.
I move we accept the architectural plan submitted for
the Shell Oil Co . Gas Stati n to be located at #83 and
Lake Cook Rd . (Northwest Corner) with the stipulations :-
a) The vents for the tanks will be placed in an

area on the NW corner of the station and will
be screened` or painted out the facia color,
bronze ;
b) the trash collection cans on the islands will
be exposed aggregate , if available , OR in a •
bronze, or similar color that would lend itself
to the rest of the columns ;
c) columns are bronze as ird.icated;
c) concrete pad will be hexagon shaped to conform to
the shape of the canopy.
d) the face of the curb to to white.
Commissioner Knaak seconded the motion.
Roll Call vote was taken and the Lotion Passed unanimously.
Landscaping
The Forester' s Report was reviewed by the AC and the Shell
Representatives . They .agreed to change the Green Ash to
the Honey Locust . 32 Caliper. Shrubs 24"- 30" as per the:'re-•
port . . #7 Gravel is too small - •replace with stone (white
crushed limestone) . Other suggestions were discussed and
appear in the motion, which was made by Commissioner Knaak:- .
I move we approve the landscaping for the Shell Gas
Station at #83 and Arlington Hts . Ad. with the following
stipulations : -
a) The landscaping, sizes and types, are to agree with
the Forresters recommendations . (Green Ash changed
to Honey Locust, 3i Caliper, Shrubs 24-30 inc . etc)
b) To provide white decorative stone , in the area
indicated by #7 gravel ,, and medium size redwood chins.
c) Include steel edging an indicated on the plans
d) Move the shrubs back in the car parking lot, on the
North Side of the property;
e) Provide landscaping around the 5 low-leval lights,
(f itzers)
f) More the Crabs out toward the corner.
The motion was seconded by Commissioner Kirby.

Signage
Pictures of the proposed signs were distributed . Mr. Hardt
cited the present ordinance which allows one sign per business. •
Until the new ordinance is passed the signage ern be tabled or
one sign can be selected to review. The Pylon sign was chosen .
After discussion and some compromise the Self-Serve in the center
of the Pylon was eliminated. Also for future reference the Shell
Logo is to be eliminated from the 4 self-serve signs on the '
islands .
Commissioner Kirby made the following motion:
I move we accept the Shell Pylon Sign; the heights shall
be a maxumum of 20 feet ; with the appearance of the logo
as in the photograph (not the drawing) with the reader
board ; the Self-service to be removed . The Reader Board
shall comely with state regulations for the operation of
a service station stating the prices of Self -Serve ; Reg.
and Full-serve ; Reg . The electrical disconnect shall be
painted out the bronze color to match the facia.
The motion was seconded by Commissioner Paolillo.
Roll Call vote was taken and the Motion Passed unanimously.
The signs on the Canopy will be approved at a later date .
They will be located at the 4 corners-:of the islands as indica-
ted on the drawing without the logo. Self-serve, only.
Lighting
The lighting was reviewed and found to be adequate.
Commissioner Paolillo made the.. following motion:
I move we accept the lighting for Shell Service Station
, as submitted on the plans ; 5-Low Level lights,
12 - Under canopy lights
2 - Lights on gates .
The motion was seconded by Commissioner Kirby.
Roll Call Vote was taken and the motion passed unanimously.
b) Rosen & Shane - Representatives not present .
c) Poppin Fresh James C. Herbst , Maniger
Mr. Herbst explained that Poppin Fresh is a subsidiary
of Pillsbury Co . He said the Dundee Road Restaurant has
the lowest sales of all 25 others . The problem has been.
caused by the poor visibility of the sign. The reason for
the request is hardship. Mr. Herbst presented photographs
of many other Village Pylon signs . He spent • 17,000 on the
landscaping and followed all the recommendations of the AC .
Now the appearance of the Grove Court, which is adjacent is
without any landscaping. Also all the rear exits of the
stores face his parking lot . Garbage is disposed of in

his side yard . One by one Mr. Herbst described other
business signs and the duplicate signage as well as many
• with logos, etc . He recalled how he complied with the
' Commissions wishes to have a ground sign because that was
the new way the Village was going to encourage business signs .
He is now requesting removal of the monument sign and presented
a photograph of the usual Poppin Fresh sign.
• Chairman Hardt reminded the panal and Mr. Herbst that a few
months ago Buffalo Grove had been awarded the Orchid. award
from the American Assn. of Architects of Ill. (Orchids and
Onions Awards) The reason for the distinction was because
of the parkway plantings and signage . Poppin Fresh was used
as an example of this treatment . Mr. Hardt recalled that
the time Poppin Fresh came in the allowance was one pylon per
parcel and it was later interpreted to mean one sign per busi-
ness establishment . The Commission had to follow this . Now
the AC can recommend to the Board , some members of which are
anti-pylon sign; also even if the AC turns him down he can
appeal to the Board. Since the Poppin Fresh has a facia sign
also they are legallynon-conforming as the . ordinance reads .
It was decided to review the pylon sign and make a recommen-
dation.
Mr. Herbst repeated the marketing research has said that the
low sign is hurting the business . He offered to take off the
leaf at the top of the sign as well as take down the facia
• sign. Their main intent is to raise sales .
Mr. Herbst asked that it be noted he is here under the old
sign ordinance .
Since no one on the panal agreed to make a motion to approve
the Pylon sign as presented with the stipulations that the
E wall signs and the existing sign be removed; Chairman Hardt
asked for a motion to not approve.
The following motion was made by Commissioner Kirby: -
.
I move the sign as presented by Poppin Fresh
be rejected on the grounds, that we do not find
the sign to be one that fits in with what we
are trying to do esthetically in Buffalo Grove,
and we acknowledge that the ground sign may
create a hardship but we find an alternative
sign could be developed without going to the
standard Poppin Fresh sign.
The motion was seconded by Commissioner Paolillo.
Roll Call Vote was taken and the motion passed unanimously.
Mr. James Herbst stated he would like to appeal under
the current ordinance, at the earliest possible date .

e) Feathers, Flowers and Silk - Sign at Grove Court
•
Mr. George Cassettari presented the cony of his sign
and described is . It is 2' x 16' - reface of the existing
sign. _The sign package called for a different letter style
• and also the feather in the background is not in conform
ance. It was determined that the lettering is okay and the
owner agreed to take off the feather. It will be Ivory
Roman Haus #2146 and. Brown #2418 .
Commissioner Kirby made the motion as proposed with the
elimination of the background reathers . Commissioner
Paolillo seconded the motion. Roll Call Vote was taken
and the Motion Passed unanimously.
d) Buffalo Skins - Country Court
Mr. Saviano introduced the owner of Buffalo Skins and
asked that his sign be reviewed tonight . The sign is
in Barnham type lettering which is not in the sign pack-
age - rust color. The Commissioners discussed the sign.
The following notion was made by Commissioner Paolillo:-
I move we grant Buffalo Skins ( Country Court ) a
variance to the sign package and accept the sign
as presented : Color - rust ; Letter Style - Barnham.
The motion was seconded. by Commissioner Kirby.
Roll Call Vote was taken and the Motion Passed- 3 to 1
Commissioner Knaak - Opposed.

6 . WORKSHOP
a) St. Mary' s - Landscaping
Mr. Saviano presented the landscaping as the. AC
requested 8/25/78 and it was reviewed briefly.
Commissioner Paolillo made a motion to approve the
plan as revised . Commissioner Kirby seconded the
motion. Roll call vote was taken and the Motion
Passed - 3 to 1 . Com. Knaak abstained .

b) Buffalo House - Requested a life size fiberglas
Buffalo to be mounted on existing sign.
The Commissioner rejected the request .

e) Windfield - Wall and Sign - New plan presented.
The Commissioners agreed -to accept the plans for the

Mr. Savianc told the AC that there are flags flying
from 2 inch poles in concrete . 16' high - 5 in all .
There was astop-work order on it but they came in for
a permit. They are requesting permission to leave them
until the homes are sold. Under the ordinance they can
leave them up 60 days - The AC asked that they come in.
e) Walgreen' s - Letter from Jim Coconas
As per the agreement to change the color of the sign from
red to white, request was made . Also to add some covered
downspouts because the brick are falling away. The con
struction will be aluminum to match the facade.
After discussion the Commissioners unanimously approved
the changes as per the letter.

I move we amend the bandscap'ng Plan for the Arlington
Golf Course Condominiums. That according to the recom-
mendations of the Forester the following substitutions
will be made: •
Red Sunset Maple for Red Maple
Little Leaf Linden, •
Green Spire Variety for Scarlet Oak
Green Ash, Summet Variety for Pin Oak
With the stipulation that the trees be the same size
and specifications as stated previously.
Also, The Developer shall post a bond with respect to
the existing Willows on Dundee Road, as per the recom-
mendation of Bill Davis as per the dollar cost and the
duration. 4
The motion was seconded by Commissioner Kirby.
Roll Call Vaote was taken and the notion Passed unanimously.

I would appreciate it if at the Thursday, September 14 meeting, you could
obtain two minor approvals for us as follows:
1. This approval concerns altering the color of the Walgreen's sign for
the building from red to white. With the dark brown mansard roof
background, they do not feel that the red would be that attractive and
also, in getting them to agree to white, we are at least limiting our
colors on the sign in that we are not introducing red. You may recall,
for instance, the Mar's Juvenile sign is blue and white. I hope that
this will meet with the Committee' approval. Enclosed are three copies
of the elevation showing the Walgreen's sign. You will note that under
revisions, they show their request of changing the color of the sign
from red to white face.
2. Enclosed are several copies of an elevation drawing of the west side of
the Walgreen's building. Over the past Winter, the brick area behind
the downspout has began to deteriorate. Since it is difficult to
actually remove brick from the building and replace it, what we have
decided on is an aluminum siding facade approximately 30" wide which
would be installed behind the downspout area and covering the brick.
The color and texture of the siding would be the same as that used on
the Walgreen's mansard; thereby offering some uniformity in that it is
the same type and color of building material. In our discussion over
the phone, you felt that this should be approved by the Appearance
Committee prior to installation.
If subsequent to the meeting any questions arise, please let me hear from you
and, hopefully, we can resolve them without the need of a more formal hearing.

White Hen Shopping Center
You and others have requested information regarding the subject
retaining wall .
This development was reviewed by our consultant at that time,
Arnie Seaberg, and acting Village Engineer, ,huck McCoy. I contacted
Arnie yesterday and discussed the retaining wall situation with him.
Arnie indicated that the retaining wall was necessary to create
proper site grading. The slope of the property in a direction
toward the residences and the elevation of the drainage ditch on
Arlington Heights Road required that the site be raised. This
• raising of the site provided for the storm water detention which
is required by our Village Ordinance.
Arnie further explained that the additional height was required so
that the pavement of the parking area could be pitched to insure
a runoff in the direction of the shopping canter and not in the.
direction of the residences behind.
As a result of this design, the developer was required to provide
a separate storm water collection system at the base of the retaining
wall . This is a system of swales and storm sewers complete with'.
inlets. This was installed solely to remova any water runoff from
the neighbori:ig properties.
Arnie told me he would send a memo setting our the reasons behind
this design for our files. I trust this report and Arnie's memo
will answer ay questions which might be raised.
