a-Village Site Landscaping Recommendations

Because Cha'..rman Hardt was absent 8/10/78 when the recommendations
were discussed the chair was turned over to Commissioner Gobb3 .
Mr. Davis introduced Mr. Ryan and in:°'ormed the ACC that the firm
of Michael Ives & Associates had been commissioned to landscape
various properties owned by the Village, beginning with areas of
Wells 3,4 & 61 and The Village Hall & Golf Course .
Commissioner Gibbs explained that the. Cq+mmissioners had dividend
the list given, at the last meeting and had agreed to visit the
locations and report at this time . He noted he had visited the
Retention Basin which is located next; to Well #6. 120 Horatio Blvd. .
and made the. following comments :
1-Not yet excavated but is an attractive building.
2-Not a lot of trees necessary, needs some shrubbery.
3-Make it look like a .house as much as possible .
Mr. Davis said work is being planned and 8" of soil will be added
before landscaping.
Chairman Hardt commented on the general effect desire for all the ,
Wells . Since they are usually very plain exterior buildings, the
Commission suggested shrubbery of staggered heights to give the
structures a residential type look that would need little card .
The main purpose being to wrap the front of the buildings and pro-
vide a screening effect from the road where they are mostly seen.
Commissioner. Paelillo visited the sites and noticed with surprised
to note how visible the mechanicals are on the roofs . He said that
since we are advising the developers of the esthetic recommendation
to paint out all mechanicals the Village should do likewise when
planning their structures .
Mr. Davis agreed and it was noted "that a gallon of paint goes a
long way." He said at Well #6, this will be done immediately and
since some of the other Wells are older it will be done eventually.
Commissioner. Berins comments reflected the same ideas "to keep VD
the residential effect ."
Commissioner Gibbs summed up the feelings of the Board in a general
way concerning all the Well sites ; "Screen attractively as possible."
Commissioner Knaak noted that Well # 4 is located behind the :Ranch
Mart Shopping Center and he suggested minimizing efforts there .
Commissioner Berins noted that some of the stacks are aluminum and
can cause reflection and glare to motorists . She asked if they
could be painted out . ti
Mr. Hardt asked if the landscaping included any esthetic improvements
in the Budget.
Mr. Davis said he was interested in all comments because they were
closely related and while the landscaping is the primary reason for
their appearance they would include other suggestions that are given.
He specifically asked for recommendations concerning the two above
ground reseviors in the Village . They will be painted so the ACC' s
preferences are welcomed.
Mr. Hardt made some comments pertaining to greet which is not a
good color because it does not hold 'IN or dark shades of brown,
which tends to fade out and chalk. ?erhaps a nice light tan would
be good
Mr. Davis agreed tan would be good with perhaps the Village Logo.
This was generally disapproved by the Commission for several rea-
sons : Logos are not permitted on signage, target for defacement.
The Village Identification would be agreeable . Any further com-
ments from Commissioner Kirby would be given to Mr. Davis .

Commissioner Gibbs continued the discussion to the Village Hall .
Commissioner Knaak commented that the view is the parking lot is
not good and should be screened. Commissioner Paolillo asked if
parkway trees would fit between the roadway and the parking lot?
Mr. Davis said it was a possibility.
Chairman Hardt noted that the sign for the Golf Course in front
of the Public Works Building is poorly supported and in view of
the fact that appearance is important.,please fix or remove .
Comm. Knaak asked what the trees were that are located next to
the building on the East end? They are being grown as replace-
ment. trees for the Village .
Chairman Hardt asked if any improvement of the front evergreens
was being cmnsidered because they are beginning to show an unkempt
look.
Mr. Davis said they would be looking at all the existing land-
scaping and will leave what they possibly can and change what -
needs to be changed .
Mr. Hardt recognized that the Commission is only making suggestions
and that th* professionals would be the ones to recommend the
actual landscape design. In view of the good reputation of Michael
Ives and Associates , it would be left up to them to draw up the
plans then the Commission would make other suggestions .

Mr. Davis said the feedback has been good and they know what is
desired and that they appreciate the comments being made.
• Commissioner Gibbs reinforced the appearance of the Village Hall
from Lake Caok Road saying that he would like to see it a bit
mere impressive . Chairman Hardt asked that the landscaping for
the Village Hall blend in with the Youth Center. Their landscap-
is dependen•; upon donations and it would be appreciated if some
thought were given to the situation and help where possible.
The next phase discussed was the Golf Course . The main emphasis
will be the front entrance . Getting all parking away from the
front , screening dumpsters and preventing people from crossing
the grass and fence to get to the Clubhouse . Also break up the
brick face .
Plans are to put up signs on all Village property. Comm. Gibbs
suggested that placement of signs. mi,zht be better if on higher.
ground . The signs are attractive and they are difficult to
see if too low and hidden with shrubbery.
Commissioner Knaak asked about the wrecked truck in back of the
building on Checker and a boat that needs screening. Mr. Davis
said no plans were being made .at present but it could be added
to Phase II.
Commissioner Peolillo commented on the Sewage Treatment Plant •
on (Farrington) and noted the condition of the space between
the pool and the plant .

Mr. Davis said they have tried to seed this area and the Village
had tried to make it into an ice skating, both unsuccessful attempts ,
Since the plant is not in use there have been no complaints from
Homeowners . It was active from 1973 to 1974. Now vandelism is bed,
therefore nothing has been decided that could make if functional .
Chairman Hardt asked for more comments even including Phase II.
Commissioner Gibbs commented that Site #9 - Public Service Center
Dention Basin needed work this fall . Seed and fertilizer now
would be helpful . Mr. Davis said it would be taken care of soon.
Planting would take place next spring. Also, what about the trac-
tor on Armstrong Road? Mr. Saviano will check into ownership.
Chairman Hardt asked if any parkway trees are to be planted along
Lake Cook in front of parking lot' for screening. Next spring:.
Commissioner Paolillo asked about the wild weeds in Devonshire
retention basin. Mr. Saviano said Shassian the developer worild
be seeding the bisin soon.
Chairman Hardt thanked Mr. Davis and Mr. Ryan for their attention
and hope the recommendations were helpful.
Mr. Davis expressed appreciation and said they would came in with
drawings as soon as they are completed.
b. St. Mary' s Church en Buffalo Grove Road
Carl Hendrieser architect and Father Duffy, Reprerenta.tires .
Commissioner Knaak said that since he was a member of St . Mary' s
he would not participate in the discussion.
Commissioner Paolillo also is a member of St . Mary's but that
would not influence his opinion.
Mr. Hendrieser presented the construction plans . He stated
the school addition will match that is there now- and the new
Church building will also match the existing structure, with
out retention of the Gothic design. The intent is to have a
modern building that will compli. ent the older style . Similar
bribk will be used - face brick nearly matching the 1890 com-
mon brick. Limest*ine en facia and base . It is a split-face
block, and will be used en the interior also - siliconed and
water resistant . The canopies will be made of copper which will
turn green as it weathers . The steeple is now "green" copper.
The glazing and aluminum work will be bronze aluminum . Windows
will be bronze behind stained glass . The front entrance hiden
an air-conditioning unit .
Commissioner Paolillo asked if all mechanicals will be hidden?
Yes , except for one unit on the Youth Activity Center . It is
on the ].ow roof area and will be too high to be hidden.
The school will be constructed of stone , Chicago) common brick
with some decorative columns . The doors painted out to match
the walls .

Chairman Hardt opened the panal for discussion.
Commissioner Pailille asked about the gutters and downspouts?
They will be interior, down through walls from roof headers .
Commissioner Gibbs asked about the height of the school roof line?
About 14' - Asked about landscaping the area. In order to plant
around the school pieces of the parking lot must be removed so
they don' t have much in the way of planting area.
Chairman Hardt asked if any refurbishing of the old building was
being planned? Some refreshing of the 41d building is necessary -
they are taking bids for general upgrading, painting of windows,
siliconing of brick, etc . Chairman Hardt asked about the steeple
and cross? It will be probably a turn metal material but not of
stainless stell or aluminum. It will be earthy.
Comm. Gibbs asked where the drains discharge? Out through the
wall drains on the ground .
Chairman Hardt asked about the railings . Open to comment and it
was suggested that they be painted out earth tones to match the
bronze . The front stairs are concre•;e .
In reality there are two Churches . The new one will seat from
800 - 1,000 for Sunday masses . The old Church to be used for
Daily mass, -weddings and funerals .
A motion was made by Commissioner Gibbs to accept the architec-
tural plans for St . Mary' s Parish, School Addition and Church
Addition, be approved as submitted with the stipulation that the
doors and railings shall be painted out a subdued earth tone brown
as planned throughout the whold building. All roof fixtures will
be screened except for one high one on the school building.
The motion was seconded by Commissioner Paolillo .
Roll call vote was taken and the motion passed. Aye - k.
Abstain - 1
The Landscaping for St . Mary's was presented . Most of the area
is paved and therefore to plant they will be cut out the pavement
around the vase of the school . Some trees are to be removed , and
that will leave room for suffieient and suitable plantings . They
will maintain a green area around the .buildings . Some green area
will be near the parking area. Mr. Saviano said they will have
suffieient parking.

Chairman Hardt asked that the shrubbery be broken up so that it is
not all low. Perhaps some taller types between the windows .
Father Duffy said on the North corner, trees will be removed and
low shrubbery will be used. The car stops on the South will be3' .
Chairman Hardt suggested tabling the Landscaping until a complete
plan can be submitted to Dominic . The ACC can act upon it without
appearance at the meeting. This was agreeable .

Commissioner Gibbs suggested the area along Lake-Ctek Road near
the parking lot be burmed perhaps to screen. Perhaps a 2nd phase.
Motion to Table was made by Commissioner Berins . Seconded by
Commissiner Gibbs . Motion passed . Aye 4 - Abstain - 1.
e. Walgreen' s - Buffalo Grove Mall
Jim Ceconas - representative for Mall.
Jim Marks - Architect for Walgreen' s .
Beeause some of the commissioners were new and had not seen
all of the project, Mr. Coconas presented the previous plans
and answered questions . Work has begun on Doninick' s and on
Walgreen' s . The appearance is a pebbly effect, the mansard
brown aluminum siding. Side windows have been added and will
be bronze anodized frames to match Donimick' s. They have
added a 6 ft high mansard and wi:_l add on the West a low man-
sard . Walgreen' s sign over the door.
Commissioner Knaak asked about additional mechanicals .
Mr. Coconas said there will be no new mechanical changes .
if so they would be painted out brown. But the mansard hides
the roof portion. Questioned about the tall accent point it
was explained it is needed to break up the long effect of the
building and would be difficult to remove .
Mr. Coconas pointed nut the change that has been made to the
West end of the building. The sketch showed some windows but
storage space was needed and the windows wereeliminsted.
New doors were added and taller windows on the East .
Chairman Hardt asked if they could consider 3-4 trees in front?
Mr. Saviano said this was not a good idea since the store front
is so close to the parking lot.
Asked if the walk could be straightened and not cut back, but
Mr . Cocenas said no because the 28' driveway is crucial to
trucks being driven around in back. He said he would be twil-
ling to try putting trees back in the entrance-ways, but the
trouble they have had with the High School Kids in the past
has prevented any type of live plants .
Chairman Hardt asked that the garbage receptacles be given
some type of architectural treatment . It was agreeable .
A motion was made by Commissioner Paolillo to accept the
plans for the architectural treatment of the Walgreeh's store .
at the Buffalo Grove Mall with the stipulation that all reuse
cans be given special treatment to make them as attractive as
possible . The motion was seconded by Commissioner Knaak.
Comm. Gibbs asked why 3 donors and net 4 doors are shown? Since
they are recessed 3' there is room for shopping carts . Also all

Walgreen' s . Signage
Mr. Coconas presented the sign which is 4' 3" x 42' long;
about 189 square feet ; and also a change is requested for
the large board out in front of the Mall. The lower port ion
will remain a reader board but the middle section will be an
area of 6'x12' which will be shared by Dominick' s and Waigreen's
equally (each sign 3' x 12' ) .
Chairman Hardt reminded Mr. Coconas of the present sign ordinance
which allows only one sign per store ; and allows no changes of
signage already up. The neW ordinance will be more liberal and
if Mr . Coconas wishes to return at a later date , his request will
be considered but size is still a factor because the new ordi-
nance limits signs to 24' x 12' or 120 square feet .
Mr. Coconas elected to return and he offered to remove the sign
located on the top of the mall building. A request will also
be made for a Dominick' s sign on the East side of the building.
Chairman Hardt said a compromise could be considered on the basis
of hardship. Bell Liquors has also requested a different sign
and was refused until the new ordinance is in effect . Then the
distance between pylon signs must be 300 ft . •
The Commission returned to the Walgreen's facia sign. It will be
approximately 189 sq . ft . Red plexi-e;lass, back lit .
Chairman Hardt asked if they could be individual letters instead
of Script . But Mr. Marks said All Waigreen' s signs are the same.
Sometimes they use White letters when a dark background is used .
Commissioner Knaak listed the range of colors already on the stores
at the Mall white red black and yellow on one; Cleaners ; red , white
and dark green; Baskin-Robbins : brown white and pink; Dominick' s :
orange and the bakery sign which is white, red and yellow.
Chairman Hardt asked if a uniform siR.n package has been considered
for the whole center to continue the iinorovement and the streamlin-
ing of the whole shopping center. Mr. Coconas said he could not
make the stores change their signs . Quinlin Tyson and Baskin..
Robbins have logos type signs which they usually won't change . He
would talk to the Cleaners and Mars Juvenile to see if they would
change theirs . The cleaners lease is being re negotiated now and
Mars is enlarging their store so could have a new sign.
Back to Walgreen' s - Chairman Hardt said there is a fact to be
considered in that the Dominick' s store came in first and thus
set the precedence for the center. Not wishing to penalize
Walgreen' s in any way, yet taking into consideration the whole
overall appearance , Mr. Hardt asked the Commissioners for a straw
poll .
Commissioner Berins said she has no problem with the script but
that - she would like to see some similarity in all the signs .
Commissioner Knaak noted that since the developer has made the
roof line harmonize both ends of the center and he would like to
to see both signs the same , prefers block to script .
Commissioner Faclillo would prefer to see the Walgreen' s sign at
least the same color as Dominick' s .

Commissioner Gibbs felt the anchors should be in agreement
because it would be beneficial to the whole center.
Mr. Coconas said the custormer' s identify with the Script and
said either white or the red , which is similar to Domin-
ick's orange . The decal is also an old identification mark.
Chairman Hardt said the color is not the problem, the question
is whether script or block. He asked what color the side of the
letters would be? Bronze - returns painted out to match mansard .
.
The actual size of the sign is 137 sq . ft . The motion will sneci-
fy a color, possibly changed later. Small decal cannot be allowed .
Commissioner Gibbs made a motion to accept the Walgreen' s sign
as presented, en the mansard of Buffalo Grove Mall as presented
with the stipulation that plexi-glass; #2793, red lettering be
used ; that the decal above the door be eliminated, that the
returns be bronze and the transformers (cut off) be painted oat .
The motion was seconded by Commissioner Berins .

The plans were signed and Mr. Hardt again reminded Mr. Coconas
that when he returns several signs are already non-conforming
and it would be beneficial if he spoke to the tenants about a
possible Sign package . The total signage must be considered
from an esthetic point of view. The new sign ordinance allows
for greater flexibility. If the large sign is left as it is It
will become a legal non-conforming sign. The same is true for
Bell Liquors . It is advantageous for the center to have a sign
package .
Further discussion covered several points that the new sign
ordinance will and will not allow and how total consideration
will be given.
Mr. Coconas asked if a temporary sign announcing Walgreen's
Opening in December can be put up. Mr. Hardt told him to
submit the sign to Mr. Saviano and it will be reviewed at the
next meeting.
d. Arlington Country Club Condomin .ums - Dundee Road

Landscaping and Materials were presented by the developer.
Two - 51 unit buildings are being planned , to be constructed
of brick and cedar shakes which will weather to a
grey •
It will have balconies with bronze railings ; the doors are
bronze colored aluminum and pre-cast concrete will bP used .
An island with a guard house is to be in the middle of the
driveway and a small 6" Identification sign is on the house .
It will be lit with spot lights or down lights, or. both.

Chairman Hardt said it would be possible to pa$s on the
Landscaping but that it would be necessary to have some
elevation plans showing the architectural treattent .

The plan is to generally screen the sides of the buildings .
Trees are already along Dundee Road and they want to leave
the back view open to the Golf Course. Trees and Burms will
screen the parking areas . A sodded area will run through
the middle . They plan to use 3-5 inch caliper trees .
Chairman Hardt asked about plantings on the west side of the
west building and the east side of the east building. None
is planned partly because the west side has an entrance to
an underground parking lot . Dri- eways are sufficient for
fire requirements . A retention area 3' in depth is sloped
and sodded ; basically a dry area. The burms in front are
approximately 3'6" . Commissioner, Knaak suggested that next
to the houses on the East side be made 4'6" burmed area. It
was agreed upon. Maintainance of the burms would be the
responsibility of the owners or i;he Homeowners association.
Commissioner Gibbs commented that; the gates in front were
very attractive but that the ordnance limits the height of
such structures to 5' . Mr. Gibbs was also' concerned with
the Guard-house and whether it would become a temptation to
vandelism? Would it be locked? "It could .be ."
Plans will be completed and construction begun after MSP
and EPA water approval, in about three weeks . There is a
25' strip of property between the medical building and the
condos .
Chairman Hardt asked if two trees could be added to screen
the tenants view of the golf course parking area . That
was agreed upon. Mr. Saviano said that Mr. Davis had not
reviewed the landscaping plans . This would be necessary
before final approval .
In the parking area bumper curbs were planned - 2ft .concrete
curbing . There is an emergency exit to the parking lot ,
through to the golf course, -being discussed with Mr. Tag:gert .
Garbage recptacles are inside trash shoots and compactors
in the arking area (basement area) . Garbage trucks will
enter through the garage . Front area of gara
ge ge is concrete.
with snow heaters . The rest of the parking lot and drive
is asphalt .
The two trees will be Pin Oaks on West side .
The retention area will perhaps need low shrubs as screening,
with perhaps some stone . Mr . Saviano said Bill Davis must
decide this because Greg Boysen wants this kept open.
Chairman Hardt said that it should be stipulated that the
recommendations wo Mr . Davis will be followed and that minor •
changes will be OK but any major changes and the developer
was asked to return.

Commissioner' Kannk made the following motion:
I move we accept the landscaping for the Ar7 ingt-n
Country Club Condominiums as presented with the addition
or two (2) Pin Oak trees on the West, and these stipula-
tions : a) The East Birm be 4*' high.
b) W. Davis be consulted and his approval given.
c) That a 2' parking curb be in both parking lots-
sidewalk type .
The motion was seconded by Commissioner Paolillo.
Roll Call vote was taken and the motion passed unanimously.
The Lighting was discussed briefly but it was decided to
table until Mr. Davis had reviewed it.
5. WORKSHOP •
Mr. Saviano presented a sign for Tiosen & Shane . They are
asking for approval to move the sign. They are cutting• t?^eir
store space and want to eliminate the &, move the. sign to
the other side. The Commission asked that they come in.
Mr. Saviano also presented a picture of a new Pcppin'Fres ,
pylon sign - The Commissioners would also like to have them
come in.
Mr. Saviano has received a request from Bill' s Buffalo House
to erect an 80 lb. Buffalo in front of their restaurant . The
Commissioners ask that they come in for approval of the sign
they put up as well as the Buffalo.
No word has been received from Vanco-Wall Coverings or Karibu
Tropics-Pets and Gifts . Mr. Saviano has spoken to the ov'ner
of the new Health Food Center about the sign package so they
can contact Mr. Simpson before they order a sign. The business
licenses can be checked to see if the non-conforming stores can
be closed .
The ACC Members are invited to attend the Village Board Workshop
at 8:00 :?.ti. on August 28, 1978 . A possible new member is the
owner of Bill' s Florist at the Plaza Verde . He will be contacted.
The meeting was adjourned at i1=60 P.M.

Mr. Dominic Saviano has apprised the Appearance
Control Commission of the fact that you as Village Engineer
are objecting to the median strip in Windfield of Buffalo
Grove, as it had been presented and approved by the Com_
•lssion.
It is the feeling of the ACC that the median strip
would enhance +vindfield and the Village of Buffalo Grove.
lie feel that-it would be a safety feature and create better
traffic control on Nichols Rd. and therefore would like to
'" the median remain as approved by this Commission.
An example of the enhancement of median strips are

Dear Mr. Davis :-
At the Appearance Control Meeting held on August 10,1978
it was agreed that we make a recom:iendation that a policy
be adopted in reference to your letter regarding the stak-
ing of trees in Buffalo Grove. The; Appearance Control Comm-
mission takes the position that all trees under 22 inch
caliper should be staked.
We cite the high percentage of trees of 2 inch caliper
range that require staking after planting. We also feel
that the Village Staff would be overworked unduly if they
were required to police trees under 2i inch caliper. We
believe this would create a hardship en manpower.

Subject: SIGN ORDINANCE NOTATIONS
The following recommendations were made by the Appearance
Control Commission at their meetin,3 August 10, 1978, with

up at the Appearance Control Commission Workshop meeting.
P.1 Red Changes - Good
P.9 Defination of "Ground Level" as the "Street

adequate defination and will cause no confusion.

and bond sign erectors and have had no problems.
Section 3.2b) - we have already said signs must
conform to Village codes - hence not necessary
