1978-07-13 - Appearance Control Commission - Minutes APPEARANCE CONTROL COMMISSION VILLAGE OF BUFFALO GROVE, ILLINOIS THURSDAY, JULY 13; 1978 1. CALL TO ORDER The meeting was called to order at 7:40 by Chairman Don Hardt, on Thursday, July 13, 1978 at the Village Hall, Buffalo Grove, Ill. 2. ROLL CALL Present: L. Gibbs, L. Berins, S. Brodie, D. Hardt. Absent : L. Paollilo, D. Knaak, L. Kirby. (L. Kirby arrived late.) QUORUM PRESENT 3. APPROVAL of MINUTES The approval of minutes was deferred until the next meeting because those present at the June meeting were absent this night. 4. OLD BUSINESS a. White Hen Pan Representatives were net present. 5. NEW BUSINESS Order of the Agenda was changed to accomodate the representatives of the Youth Center, who were scheduled to attend other meetings later. YOUTH CENTER - (bj Frank Mayfield, Chairman of Buffalo Grove Youth Commission, made the presentation. He described the building exterior, the proposed landscaping, and stated that the' builcing will be as similar as possible to the existing Village Hall Building. It has a pitched roof, brick and shingles matching with as much landscaping as they can receive through donation. They plan to have low lying ever- greens around the side and front of the building and 10 to 12 Ash Trees in a U-Shape in front. They plan to- stake all trees for a better root system. Commissioner Brodie : What if the trees do not survive, who will replace? Ans. The Youth Commission will. What is the distance from the curb of the parking lot to the front of building. Ans. The building should be 3-3i ft. away. Commissioner Gibbs: The drawing shows grass in front of the building. Ansi No, that will be asphalt. Are there provisions for bikes? Ansi - Yes, there will be a rach at the corner of the parking lot on the asphalt. Commissioner Berins : What signs do you plan to have? Anss Only one over the door - Buffalo Grove Youth Center. Color scheme: Reddish with white or yellow lettering. - Commissioner Brodie: Will all activities be held inside? Ans: Yes. Chairman Hardt: What color are the doors? .Ans : Rustic wood color, windows the same; it will match brick. L r -What color are the facia, soffits and vents? Ans: They will be painted to match (not contrast) the bricks . Rustic red . All exposed vents will be painted out the color of roof. Are there gutters? Ansi no . -Will there be a problem with shrubbery? Anss no. -Is there a walkway? Ans : no. -Is there parking in front of the building? Ans: No, they are not planning; any, there will be one or two staff cars only. . Commissioner Gibbs : What kind of outside lighting? Ans : At the double entry doers, all four corners to light all four sides of the building. Chairman Hard.t asked that they return to the ACC with the proposed sign. He asked if donations should exceed 'expectations will the windows be put on the sides so it won't look like a -large garage? Mr. Mayfield answered that they don't want the- windows because of ,possible beackage and need for added supervision. Chairman Hardt asked for the use of larger shrubbery at the sides to break up the space. Mr. Mayfield agreed to making it attractive with various sizes but stated their concern that it not becoue a hiding place. Chairman Hardt asked for a motion. (See attached Summary Sheet. ) Motion was made by Commissioner Gibbs . Seconded by Commissioner Brodie. Roll Call Vote was passed unanimously. Commissioner Kirby arrived toward the end of the discussion and abstained from voting. Appearance Control Commission July 13, 1978 - - - Page Two. HOME FEDERAL SAVINGS AND LOAN ASSN. (a) -. La Salle Nat. Tr. #40890 Representatives - Ronald Gras, 221 N. La Salle St. , Chicago Brim/Braun Associates —Sherwin Braun - Architects Wm. E. Rose and Associates - Landscaping hr. Gras presented the artists conception of the building site at the Plaza Verde Shopping Center. A larger space for the drive- in was provided se there will be no blocking of the plaza roads . Also a larger green space is planned. Architecture The entry faces the parking lot and shopping center on the corner of Dundee and Arlington Heights Rd. Using king size brick in a brown tone . Facia - dark anodized bronze . Glass - bronze tinted. The building will be set about 3 feet down into the earth to give a . low-lying effect . The front has circular brick columns betw.!en the windows to eliminate a flat look. One half the columns will be outside and one half inside. Signs are proposed for three sides of the building. No other signs sought ; and the signs will be similar to the existing sign. They will be back lit, individually lighted letters. Chairman Hardt informed the representatives that there will be a signage problem with possible remedy E.fter the new sign ordinance has been adopted. He explained the one sign per establishment law. The interior design was mentioned. It will be worked around the center desks . The whold building was designed to blend in with Plsi,zo Verde. Chairman Hardt opened the discussion by the panal. Commissioner Kirby stated she liked the appearance of the building. Commissioner Berins - No questions . Commissioner Brodie : What kind of facia . Ansi aluminum Commissioner Gibbss Asked about the dome on the South elevation. B/B explained there is a skylight under the whole canopy. This established the solution of bringing the brick and aluminum soffit to- gether. The skylight is 9 ih. high and runs 21 down from the soffit to the bricks . It is clear plastic and is seen from the ground . Night depository' Made of a duronodic finish if possible, located on the outside of bldg. Elevation of drives Same as parking lot. Chairman Hardt : What is underneath of canopy? White stucco Roof fixtures? Mechanical unit on roof screened with louvered panals . Emergency door? Anodized alluminum Appearance Control Commission July 13, 1978 - Page Three • Commissioner Berins made the motion for the Architecture of • Home Federal Savings & Loan, Plaza Verde. (See attached. ) • The motion was seconded by Commissioner Gibbs', An amendment was made by Commissioner Kirby and seconded by Commissioner Brodie . Beth the amendemnt and the motion passed unanimously. LANDSCAPING The area of the proposed building is new a parking lot, with some trees now existing. These will be moved . The landscaping has been designed to be simple in keeping with the building. A minimum number of species will be used. There will be a variety of types of planting - - large shade trees, flowering trees, shrubs and bushes . They plan to use Honey Locust, Linden of 3 to 4 inch caliper. Dense Ewe at front of service entrance with Chockberry. On the North side a gravel mowing strip or ground cover will be used. The landscaping was discussed but nothing was changed . It was agreed that it was very nicely laid out. Motion was made by Commissioner Kirby and seconded by Commissioner Brodie . Motion passed unanimously. (See attached Summary) LIGHTING The main lights will be high pressure sodium, the same as the rest of Plaza Verde . Smaller scale lights along the drive-in. Two lights already located en the property will be moved . - There will be no building lights except for the interior lights that will show through the skylight . No security lighting is needed . One doorway will have a bronze cam light directed straight down. Motion to accept the lighting was made by Commissioner Kirby, and seconded by Commissioner Gibbs. Motion passed unanimously. (See attached Summary. ) SIGNAGE The developer chose to hold the signs until after the new sign ordinance is passed . Chairman Hardt asked them to bring in color design at that time . R • ANDEN CORPORATION Chairman Hardt stated that his company has worked with the Anden Brothers Corporation, not in Buffalo Grove ; but he will excuse him- self during the discussion. Cu. Kirby will act as Chairman. Representatives : Gerry De Grazie and Vince Cesnaushas. The presentation will include five model area units, the model area landscaping, lighting of the model area. The development • will be located North of Lake Cook, South of Pauline ; near Horatio and West of Armstrong. NE East Corner of Horatio and Armstrong. It is a single 125 lot program. There are 9 models, each building has 3 elevations , 18 altogether including "flip-flop." Chairman Kirby asked the representatives if they were familiar with the Buffalo Grove Monotony Code? Mr. De Grazie stated that they do not have the code exactly but they limit the number of elevation and color design to every fourth house , usually. Mr. Hardt returned to explain the Monotony Code and drew a plan for the Anden Representatives . He described the color scheme allowances ; white next to each other and across the street, etc. He will draft a copy of the code for the next meeting. • Anden presented the samples •f colors, brick, siding (aluminum;. Discussion of Color Packages and Construction Materials • The brick will come in 12 different red to brown colors . Only if requested will any others be allowed. They were asked to stipulate that colors will be limited to the chart as presented . Agreed. Aluminum siding, roof colors. - - good co-ordination. Garage doors and front doors , Olympic stain; as well as flower boxes and shutters - - all will match. Also facia . Stucco - All white. Gutters and downspouts will be ch•colate brown or white . (Ch. Kirby said dark gutters are preferred . ) Commissioner Brodie said that only two colors are available for gutters and downspouts . Mr. De Grazia said they would be willing to change if the models don't look good. He thought the architect might have used white to make the models look attractive. Chairman Kirby asked that the garage doors be painted all white or solid colors . Commissioner Berins asked if they would stipulate to using only the colors presented? Mr. De Grazia agreed saying it would make their sales easier. Motion to accept the Color Package was -made by Commissioner Brodie . It was seconded by Commissioner Berins. Nation Passed Unanimously. (See Summary Sheet attached.) Appearance Control Comm. July 13, 1978 - Page Five . ANDEN cont'd • ELEVATIONS • Plans were shown for all the side yard elevation on corner lots. Plans .are to use additional shrubbrey and 2i hardwood trees as approved by the village ; Blue Spruce suggested , but Commissioner Gibbs thought they grew too fast to have them so close together. Chairman Kirby suggested Colorado Blue Spruce . Mr. De Grasia said a cluster. with 2 close and 1 about six ft. away. He said they would not interfere with sewer lines. Motion to accept the side planting design with the stipulation that • the trees be 21 inch caliper was made by Commissioner Gibbs and seconded by Commissioner Brodie . The motion passed unanimously. General description: Brick on fireplaces are the same as front brick. Soffits will be painted same s.s roof. Roof vents are in the rear and painted out to match the roofs. (Builder prefers not to paint them . ) He agreed when told this was always a stipulation. Garage doors are 4 panel doors . Model 101 - Exterior light fixture was discusser' . Model 102 - Wooden cedar railing. Vent in deck to be painted to match the siding. (Elevation B) Front lawns will be sodded, all models . Alb* all vents painted the same as the siding. Model #301 - Vents painted the same as the siding. Model 302-- A -11. Black wrought iron railings. Black carriage Lights in Back - Well lit backs. Mr. De Grazia stipulated all garage doors will be painted one color. Model 40l - Okay. Model A. C. - No front door light. All lights are standard, front and rear. Model A-2 - - Commissioner Gibbs asked if there was slab drainage? Mr. De Grazia stated all the homes are graded for proper drainage. Model A 4 - Stucco is trimmed with wood pieces called 1 .x's . (by) They are #716 natural/Mown. The crown molding will be Olympic stains to match the 1 x's. per color selections. ' Model A-5 - Being re-designed . Model A-6 - Out - - Model A-15 - Out. Model A-8 - Will possibly be built? Model A-11 - same as model A-5 with basement.* Model A-13 - same as model A-4 with basement .* *Stipulation - Basement models escape windows will be painted to match the trim where visable above grade . Motion to accept the five model elevations with stipulations was made by Commissioner Brodie. It was seconded by Commissioner Gibbs. Motion passed unanimously. (See summary attached.) Appearance Control Commission July 13, 1978 - Page Six. • LIGHTING The model lighting is all low level. All aimed at the houses in front. side and rear but will shine only on the houses . They are "no glare" hooded spots 12" high. Coach lights are on houses . Chairman Kirby asked that they bring in the trailer, parking lot, landscaping around the sales office trailer and split rail fence plans at a later date for approval. Motion to accept the lighting as presented was made by commissioner Gibbs and seconded by Commissioner Brodie . Motion passed. unanimously. See summary attached. LANDSCAPING OF MODELS t The trees selected will meet the code of the Buffalo Grove Fwrostry Department . They plan to have "lush landscaping" around homes . The Railroad ties used are treated wood. A split rail fence is planned between sidewalk and curb along the parkway. Asphalt driveways . Will stipulate 6 inches of topsoil. A statement of declaration will be given homeowners. They will conform to they Village Code and the suggested recommendations of the ACC. Motion to accept the •landscaping as presented was made by Commissioner Berins and seconded by Commissioner Gibbs . Motion passed unanimously. See summary attached. SALES TRAILER The sales trailer is a new Williams Trailer - 2 tone greed with a skirt . Two temporary redwood planters containing trees will be used in front. SIGN - Northwood will be Cream color with dark brown lettering. Also Single Family comes - Located at the entrance of the parking lot . It will be a 10' x 20' sign made of plywood - one faced. Model Names will be placed in fren of each model. Same plywood - same color 2 x 4 trim with 4 x 4 posts , same colors . A spot light will show on the sign. Motion to accept the temporary signage, temporary trailer as dis- cussed and signs for individual models was made by Commissioner Brodie and seconded by Commissioner Gibbs . Motion passed • unanimously. See summary attached. After a short break, Mr. Hardt returned to take the Chair. HOFFMAN GROUP - (d) HIGHLAND 'GROVE Development - Larry Kapustka, representative. Mr. Kapustka presented plans for a hone to be built in the High- land Grove Development - NOT as a model . It is a raised ranch. Also presented the Street Trees for the development being started. APPEARANCE CONTROL COMM. • •July 13, 1978 - Page Seven • Mr. Kapustka stipulated that the same _color package submitted • previously is being used . There are 3 elevations of the model. Also the same basic materials are being used . Chairmen Hardt asked if they were using encased chimneys? No, the flues will be painted to match the roof . The model has wrought iron handrails ; rear steps with a porch and wrought iron rails there also . Commissioner Kirby asked if there is a corner model? And if it needed side yard planting? Ans. - The model could be built with the left side en a corner. They have no plans for corner plantings because it generally won't be on a corner. It fits better on a _Cul De Sac . The garage side cannot be on a corner. The penal was in general agreement with the plans and there were . no questions . Commissioner. Kirby made a motion to accept the Model HB House with three elevations A,B, & C. with the former stipulations . Commissioner Gibbs seconded the motion. Motion passed unan- imously. See summary attached . . Landscaping - Unit III • Mr. Kapustka said the plans had been submitted to Mr. Davis . In general the layout is the same as before . The trees on Weiland Road are as required by the Village of Buffalo Greve The trees elsewhere were placed accerdind to Lake County re- quirements . The corner lots are to be treated:with special tree plantings - 3 trees . They are only required on two story houses . A discussion followed concerning the varieties that can be used that will comply with the Forester's Report . The purpose of the report was discussed . Mr. Kapustka stated he prefers net to agree with the requirement of special species because the Public Works Director must also review the report . He presented the ordinance for street tree plantings and wants to substitute according to it . He said they would comply with the 1977 ordi- nance . When asked to stipulate 2" staked trees or 2i trees - unstaked, Mr. Kapustka said he will not because this is not a requirement of the Illinois Landscape Book. Chairmen Hardt asked Mr. Kapustka if he would stipulate to work with Bill Davis as . a planning guide? Under the American standard of Nursery Stock (?) . Mr. Kapustka answered he would agree with the clarification from . the Village Bard . A motion to specify 2 trees was made by Commissioner Kirby and seconded by Commissioner Brodie . Roll Call vote was as follows:- Aye - Commissioners Brodie, Gibbs , Kirby and Hardt . No - Commissioner Berins. Motion passed four to one . See summary. The motion was seconded by Commissioner Gibbs. Motion passed unanimously. See summary attached. 6. WORKSHOP • 1 - A letter was received from a resident concerning the appearance of fences in the Village . A copy to be sent to Commissioners for review. 2 - Announcement of the Final Sign Ordinance Review at the ZBA meeting next Tuesday, July 18, 1978 at 8 P.M. The ACC members were asked to attend . 3 - Karibu Tropics and Vance Wall Coverings are to go to the Village Board on Monday night, July 17, 1978. Mr. Hardt will attend . 4 - Mr. Saviano was asked to schedule a half hour workshop for the first part of the next meeting July 27, 1978. 7. ADJOURNMENT Motion to adjourn made by Commissioner Gibbs .
