APPEARANCE CONTROL COMMISSION
VILLAGE OF BUFFALO GROVE, ILLINOIS
THURSDAY, JUNE 22, 1978
• 1. Call to Order
Chairman Don Hardt called the meeting to order at 7:48 P.M.
The meeting was held at the Public Works Building, Buffalo
Grove , Ill.
2 . Roll Call
Present : Chairman Don Hardt, Commissioners Berins, Knaak,
and Gitsbs . Dominic Saviano, Building Dent .
Absent : Commissioners Kirby, Brodie, and Paolillo.
QUORUM PRESENT
3. Approval of Minutes
The following additions and corrections were made to the
minutes of May 25, 1978. (There was no. meeting June 8, 1978. )
. p.1 - Add: after Buffalo Grove,"although not on this project."

p.6 - Add: after March 1, 1978 . "They are presently non-
conforming ." Add "Tropics" after Karibu
p.7 - Strike : afters in violation of- the- "code that exists
in Buffalo Grove, and of" The phrase should reads
'because they are in violation of the sign package. . '
p.8 - Adds after Pylon Sign - "To enable the placement of
a facia sign:"
p.8 - Correction: Commissioner Brodie seconded the Look and
Hear motion NOT Commissioner Knaak.
p. 2 . - With reference to the placement of the large sign for
Windfield, Mr. Saviano is checking and will have it
moved if necessary.

Commissioner Gibbs made a motion to accepted the minutes with
the Additions and Corrections .
Commissioner Berins seconded the motion. Passed unanimously.
4. Old Business
Jeie's - Sign Addition - Plaza Verde
Representatives E. L. Maradei, Flashtric Inc .
Mr. Maradei presented the proposed sign. It will be the same
size and color, Cream and Magenta; same as the existing sign with
the addition of the words "Open 24 hours" in the upper right corner.
Chairman Hardt asked if the color of the housing could be
changed from cream to a dark duronodic color to match the
other signs . Mr. Maradei will se stipulate .
Mr. Maradei asked the panal their preference to the placement
of the bottom line in relation to the added words . It was
agreed that this would be left to the sign maker' s judgment.
Commissioner Gibbs made the following motion:
I move we accept the sign face change with the revision
as discussed by this board for "jojo' s" located at the
corner of Arlington Heights Road and Dundee = with the
stipulation that the cam, or cabinet will be painted out
in a duronodic brown or dark color.
Motion was seconded by Commissioner Knaak.
Roll Call Vote was taken and the motion passed unanimously.
Mr. Maradei was thanked for coming.
6. New Business
'a) White Hen Pantry - Pylon Sign - Buffalo Grove Rd. and #83.
Representative - Mr. Martin T. Russo, Doyle Signs, Inc .
Mr. Ed Fus - White Hen Pantry
Two signs were presented, one on the building and a Pylon
sign. The Commission had only been given one (the pylon)
to examine prior to the meeting. Chairman Hardt explained
the ordinance allowance of 1 sign per business establishment.
After the new sign ordinance is passed in July a second sign
is permissible under some circumstances . -The representatives
were asked to make a choice .
, Mr. Fus chose the facia sign and asked if the second sign
ordinance is changed could the recommendation made be made
at this time to allow the erection of the Pylon.
Chairman Hardt said : "Normally, this would be possible ; but
there is a .problem and a variance will be needed from the
ZBA. This is because there is a minimum frontage of 300 ft .
required to entitle a business to have a pylon sign and there
must be 500 ft . between pylon signs . As the center has been
planned there will probably be a restaurant on the corner
with a pylon and the Day Care Center is also requesting a pylon.
It is probable that White Hen Pantry would be allowed one also
but not at this time.
The White Han Pantry will occupy approximately 2,500 square
feet of Building A or 25,E of Building A.
Chairman Hardt said the ACC can approve the facia sign and
would also like to have a sign package developed to show what
other signs will be on the other stores . The ACC desires uni-
formity in color and distance of lettering from the bottom of
the facia, etc.

Ch . Hardt continued to explain the new sign ordinance and
the desire of the Commission to net create a hardship for
the developer by not having a uniform agreement at this time .
Mr. Russo explained that White Hen Pantry (Jewel) no longer
owns the property. It has been sold . The trademark is
universal and is now used on 214 existing pylon. The curnl.a
is also a necessary part of their building. The colors are
also a factor that must be carried through .
Chairman Hardt expressed his concern that all tenants be
informed of the sign package and he cannot give approval
until the developer has come in to develop the guidelines .
No approval can be given because tonight will set a prece
dent for future owners .
Mr. Russo asked if the sign on the building could be
approved tonight for the sake of expediency?
Ch . Hardt said that since the sign will be part of the total
Sign package they must make sure developer comes in to have
all future signs blend in with the White Hen sign which will
surely determine their color, lettering, and, whether the
signs will be lighted or not : etc .
Chairman Hardt asked for a straw Poll to decide whether to
table the decision or to approve or reject the sign, or to
wait unt1 a total sign package is approved.
Commissioner Gibbs : Table . He wants to see the complete
plans . The center should reflect the. kind of community we
have .
Commissioner Knaak: Wait to see the entire package .
Commissioner Berins: Asked who can stipulate what the
sign package will be . .
Mr. Saviano : The developer will come in with the sign
package for approval . Since White Hen Pantry will be the
primary tenant the sign package will be built around it.
Mr. Russc said that is true because the sign is part of
their lease and asked for approval tonight; knowing that
the developer will have to work around the WHP Sign.
Chairman Hardt asked for a motion to table . He apologized.
for the delay. and explained that since other tenants are
involved the Commission must be fair 'in deciding.

' Commissioner Enaak made a motion to table the White Hen Pantry
facia sign until the total sign package is approved.
Commissioner Gibbs seconded the motion. - Passed unanimously.

Chairman Hardt thanked the gentlemen for coming and invited them
to come to the Zoning Board of Appeals meeting, Tizes. , July 18th
when the sign ordinance will be reviewed . The comments of the
local developers and business is being encouraged so that all will
be able to express their opinions . This is being done to avoid any
problems after the ordinance is passed . So many times there is no
objection to a program until after it is passed then people complain.
b) RTA Passenger Structures
Representative - Stephen Goldspiel, 972 Plum Grove Circle .
Mr. Goldspiel is a mamber of the Planning Commission and he was
asked to present the proposal of erecting two RTA Passenger
Waiting Structures in the Village . These are being made avail-
able through a government grant . The Transportation Committee
has recommended two locations , on Route 234:-
a) Buffalo Grove Road and Dundee, the
South West Quadrant, and :
b) Arlington Hts . Road and Ville Verde Rd .
North West Quadrant

These two shelters are being considered now with a possibil-
ity of two more in the future on the ether Bus Route .
Mr. Goldspiel presented a photograph of a shelter and said
the locations chosen are the most used boarding corners,
and they are in non residential areas . Signs are already
posted in both locations , which are' now open areas .
Commissioner Gibbs asked who puts in the Foundations? •
Mr. Goldspiel explained that the RTA will provide the Village
with the parts of the shelters. The Village puts in the
foundation-pads . The RTA refunds the money. There are no
lights and no heat in the structures . The RTA prvides parts
for needed repairs but the Village pays for the work. The
• roof dome is vinal with the RTA Logo. The structure is a
duranodic color with white trim, rectangular shape with open
enacksds . No commercial advertising will be allowed . Schedule
installed inside a structure.
Commissioner Berins made the following motion:
I move we recommend to the Village Board the Planning
Commission's proposal to accept two- passenger waiting
shelters to be provided by the RTA, with the stipulation
that the two locations be as close to. street lights as
feasible for further protection.
Motion was seconded by Commissioner Gibbs.
Roll Call Vote was taken and the motion passed unanimously.
Mr. Goldspiel was thanked for coming.

6. Workshop
Chairman Hardt announced that the Village of Buffalo Grove has
been awarded an Orchip Award by the American Institute of Archi-
tects, Northeastern Chapter . The Village was the only municipal=
ity so honored. The award was given because of the advancement
• we are creating by requiring landscaped median strips and for the
beautification of the village through landscaping and signage .
The Appearance Control Commission was given commendation for the
improvements .
The Appearance Control Commission was asked to attend the next
Zoning Board of Appeals meeting, Tuesday, July 18 at 8:00 P.M.
The Sign Ordinance will be reviewed for the final time before
• being presented to the Village Board for approval.
A sub-committee is being formed to review the off-street parking
ordinance and the Appearance Control Commission was asked .to be
representated. Ch. Hardt asked for volunteers . At present the
ordinance that only automobiles are allowed for off-street park-
ing. Other vehicles are being parked, and the ordinance is not
being enforced except in the case of tractors for tractor-trailers .
There is a need for control. Large trailers are now being park-
ed, as well as some school buses, etc . The volunteers are :
Commissioner Gibbs, Commissioner Knaak and possibly Com. Paolillo.
Next meeting will be July 13, 1978. Commissioners Gibbs and Knaak
will be on vacation at that time .
Chairman Hardt asked what the procedure is for permits to be
issued for signs approved by the ACC. Are they issued before
approval of the Village Board? •
Mr. Saviano said temporary constructions do. not need to go to
the Board for. approval. Permanent signs do. He can check to
be sure. .

Next item discussed was the status report on Vane, and Karibu
Tropics . Have they gone to the Board as they asked permission
to delay this Beard' s decision? Not so far said Mr. Saviano.
He'll will take care of finding out and will notify this panal
when they are to appear.

Look 'n Hear has been taken care of.
Dunell Sign is fixed . Eagle and Osco still to be corrected.
Dominick' s sign not repaired .
Chairman Hardt asked what could be done to the braces on the
Golf Course Sign in front of the Public Works Building.
Mr. Saviano suggested a letter be written to Tom Fennell .
Kaufman and Broad (Windfield) called to ask if the Construction
Trailer could be turned and the shrubbery changed? There is a
problem with the driveway being located too near the neighbor.
Also they are showing a 5th model that was, not presented to the
ACC. Mr. Saviano said : "No permits will be issued for this model
until they come in for approval." Mr. Saviano also called it to

7. Adjournment •
. There being no other business a motion for adjournment was in
order.
Motion to adjourn was made by Commissioner Gibbs and seconded
by Commissioner Knaa. The meeting wa.s adjourned .at 9: 30 P.M.
