1978-04-27 - Appearance Control Commission - Minutes CS� Tw, APPEARANCE CONTROL COMMISSION THE VILLAGE OF BUFFALO GROVE, ILL. APRIL 27, 1978 1. CALL TO ORDER The meeting was called to order at 7 :40 P.M. by Dominic Savanio, Building Dept. representative at the Village Hall . 2 . ROLL CALL Present : Commissioners L. Kirby, S . Brodie , L. Paolillo, L. Gibbs , L. Berins, D. Knaak. D. Saviano, Bldg. Dent . Absent : Chairman Don Hardt QUORUM PRESENT In the absence of the chairman Mr. Saviano appointed Commissioner Kirby, acting chairman. 3. WORKSHOP - The commissioners were asked if any had :questionsr.they wished to discuss . Since the petitioner, Standard Oil, was not yet - present the proposed sign was discussed and the existing sigr.s were noted as to location, etc. Workshop was continued later. 4. APPROVAL OF MINUTES Motion to accept the minutes from April 13, 1978 was made' by Commissioner Gibbs . The motion was seconded by Commissioner Berins . The minutes were accepted and placed -on file. 5. NEW BUSINESS - Stan's Standard Station, Rt. 83 and BuffaloGrove Road . Sign representative : Gary Corkill. Corkill Electric Co. Acting Chairman Kirby stated that from the plans submitted the sign is in non-compliance both in square footage as well as height requirement . The code states a total height from the ground to the top of sign shall be twenty (20) feet, and • three (3) feet off the ground. Mr. Corkill said the height can be adjusted. Standard Oil signs are fabricated and they do not make a sign less than 190 square feet. The Car_ Wash sign can not be reduced . • Acting Chairman Kirby informed Mr. Corkill that the Appearance Control Commission can discuss the sign itself but cannot give . the needed variance . That must be taken to the Zoning Board of Appeals. The number of existing signs was discussed . Commissioner Knack described the other four signs and their locations . Mr. Corkill stated he had the authority to agree to the removal of all other signs to gain approval of the new sign. ' Commissioner Gibbs asked if the owner planned to use the message board for community service messages? Answer - Yes . Acting Chairman Kirby said that could be a stipulation. Mr. Corkill agreed and indicated that the new sign would be placed in the same place as one of the two - seventeen (17) foot signs . Acting Chairman Kirby asked the color of the sign, size of letters and number of lines. She stated that a color rendition of the sign' is needed. Mr. Corkill described the sign. It will be red, white and blue with black letters for car wash part of sign. The sign is illuminated . (22 amps) • Acting Chairman Kirby commented that Fox stations tend to have so many signs that she would beeeabl Ito allowing the large, reader board sign if ALL other signs were elimin- ated. Other comments were made by the commissioners as follows : Commissione7^ Brodie : He is basically against the sign because of the size and he would also like to see the color rendition of the whole sign. Commissioner. Paolillo : He is not in favor of a letterboard and believes the use of such a board should be restricted. Also he agrees that all other signs be taken down. Commissioner Gibbs : He expressed the same objections and said he thought the sign should be in.ncompliance rritht.the ordinance. And he too is desirous of removing the clutter of other signs from the station. Commissioner Berins : Stated she is against proceeding at this time because the sign is not an appropriate size . Commissioner Knaak: He is against letterboards and also wants .all other signs to come down. • Acting Chairman Kirby: Also against the variation and will attend the Zoning Board of Appeals meeting to state the • position of the ACC. A color rendition is necessary. More general discussion followed concerning the village requirements and the board made several suggestions how to make the sign small enough to conform to code. • Appearance Control Commission k/27/78 - - Page Two. I- • A motion to table the request was made by Commissioner Gibbs It was seconded by Commissioner Brodie . The motion passed with a unanimous roll call vote. 6. ANNOUNCEMENTS announcements, There being no/ the Workshop was resumed. the question was asked concerning what the ordinance says regarding (advertising on signs . Acting Chairman Kirby said that as of now there are no explicit stipulations as to sign copy but that the ACC is seeking to restrict the information allowed. • 7 . OLD BUSINESS Buffalo Grove Schwinn Cyclery submitted a Retailer's Occupation Tax Return as proof of business title . Acting Chairman Kirby stated the Tax Form presented was not sufficient proof of DBA name since the Tax Identification Number was issued to the Skokie business and would not be transferred automatically to the name stamped on the form. Commissioner. Brodie said a request should bA made from the state giving the name that goes with the tax number given. 8. ADJOURNMENT • Motion to adjourn was made by Commissioner Knaak. It was seconded by Commissioner Paolillo . Vote --Unanimous • aye . The meeting was adjourned at 8:50 P.M.
