1978-04-13 - Appearance Control Commission - Minutes • Cf- t • APPEARANCE CONTROL COMMISSION VILLAGE OF BUFFALO GROVE, ILLINOIS THURSDAY, APRIL 13, 1978 1. CALL TO ORDER The meeting was called to order at 7 :40 P.M. by . Chairman - Don Hardt . 2. ROLL CALL Presents Don Hardt, Lorraine Kirby. Richard Heinrich. Dominic Saviano, Jr. - Building Dept . Absent : Herman' Hef ler QUORUM PRESENT Also present were perspective commissioners: Laura Berins , Lou Paolillo, Jr. , Dana Knaak, Steve Brodie , and Leland ;Bud) Gibbs . 3. AFPROVAL OF MINUTES A stipulation to be added to the Falcon Sign motion: The developer is to return for an extension after a period • of eight (8) months for an approval to keep the sign beyond the 1 yr period. Minutes were- approved as amended. 4. WORKSHOP The Workshop was postponed until the end of the business meeting. 5. BUSINESS - Grove Apartments - Signs Heil, Heil. Smart and Golee 1515 Chicago Ave . , Evanston Robert Hirsch - owner. Rich Goodwin, Apartment Manager - Representative Commissioner Heinrich stated his relationship as 1st Cousin ' to the owner of Grove Apts . and therefore will not Tote . • •� t • Mr. Goodwin presented the sign and was advised by Chairman Hardt that one problem exists : the sign must be raised to be three (3) feet off the ground Also a site plan, showing the exact location of the sign will be needed . Mr. Goodwin submitted the plans and drew a sketch to show the location of the two signs . The existing Sandpiper II sign will be removed . The signs are non-illuminated , permanent signs . The rental sign is two faced and the apartment sign is one face. Mr. Paoillo asked if the tUle for one sign only applied . 'Chairman Hardt said a• further interpretation;would _be needed . Chairman Hardt asked the Commissioners for their comments and questions . Commissioner Kirby stated that she thoughtthe signs were to be placed two close together and also that;the number of bed- rooms be eliminated from the larger sign. Possibly the two signs could be combined. Suggested tabling until a site plan is seen. Commissioner Heinrich said the sign ordinance gives under R-9. Residential , the allowance for signs of a total of eight (8) square feet . He suggested deference until the new sign ordinance goes into effect . Mr. Knaak asked what color the posts would be. Mr. Goodwin said they would agree to any color the Commission prefers . Mrs . Berins asked what exactly Dur-A-Ply is. Mr. Goodwin said it was a treated ply wood , coated to resist weather. The signs will blend with the colors of the building. Chairman Hardt asked for a motion to table. Commissioner Kirby so moved . . Chairman Hardt seconded. . The motion was carried by two Aye votes. Commissioner Heinrich abstained. Mr. Brodie commented he prefers one sign. Mr. Goodwin said he believed that signs should reflect the quality of property and that they were very important . Commissioner Heinrich stated he thought the phone no . was acceptable on the sign but the Bedroom 1-2-3 was not . He also said he knew the owner desires to upgrade the Property. He asked that the sign be in keeping with the rest f the complex. The posts whould be woodtones to batch the sign. Lsked for sample . Appearance Control Com. 4/13/78 - P.2 • Other comments from the Commissioners : Com, Kirby: Prefers a single double face sign. Chairman Hardt : Restated that the test course of action is to wait for the new sign ordinance and to perhaps redesign the sign or signs to meet these specifications . He then thanked Mr. Goodwin for coming, and that he would be notified when to come again. Chairman Hardt then basically explained the procedure for adopting the new ordinance . He said the Appearance Control Commissioners would be asked to be present when the draft is submitted to a Board of Trustees workshop meeting. • 6 . REVIEWS AND INTERVIEWS The perspective commissioners Berins , Paolillo , Knaak and Brodie submitted applications and were asked to briefly state their reasons for wanting to be Commissioners . Mr. Gibbs arrived at this point and also submitted his review. Commissioner Heinrich asked to be excused in order to attend another meeting at the Fieldhouse concerning a pond to be constructed near his home . • Chairman Hardt briefly discussed general sign requirements and asked that the Commissioners to see site when 'presented . Some comments about the non-conforming signs at Kohl's Commons for Caribou Tropics and Vanco being brought into compliance because their refusal is penalizing the tenants who have been co-operative . Mr. Saviano suggested holding up any permits from Kohl's Commons for new signs until all signs are brought to code , with a pen alty to the owner of the stores in violation. A letter could be sent to Verna Clayton asking that the Business Licenses be rewritten stating the business will comply with all village ordinances and regulations ; that they are -- subject . to have their license pulled on thirty ( 30) day notice. Chairman Hardt asked that the summaries of the perspective Commissioners be put into the file . Each was asked to state their reason for becoming Commissioners. Laura Berins Is interested in being' involved in the community and believes the ACC is important because of the need to keep the aesthetic appearance of the village . She has the time Alacessary to give , as well as the needed inclination and aesthetic sense is sound . • Appearance Control Commission April 13, 1978 - Page 3. • BUD GIBBS • He read of the need for ACC members in the paper and volunteered. His background has been with the palatine School Board and he has had experience with many of the technicalities needed in building projects . He wishes to meet the needs of the citizens . His work as a salesman allows him the freedom to schedule his time around meetings . STEVE BRODIE Has a desire to serve the community. Has worked for the village in community affairs and believes the appearance is important. He has been active in the Crossings Homeowner's but, is no longer active even though he is still interested. DANA KNAAK Has been a resident of B . G . for six (6) years and has observed "sign polution" in other areas of the country. He saw the plea in the paper and he is quite satisfled that this commicsinn is no of a political nature . He is community minded and interested in property values . He can schedule.: his business travels as ''i11 . LOU PAOLILLO Likes Buffalo Grove . He relates Lake-Cook area to a N.Y. community where he lived and saw what proper controls can do. The commission is needed. He is familar with rules in his work as a Kraft accountant and has good common sense as well as competent personal opinions . He has no conf lot in scheduling. His traveling is limited. Commissioner Kirby commented that the newspaper ad had brought good results . Chairman Hardt agreed and spoke briefly about the usual business meetings . He said that future meetings would include no more than four (4) reviews each. The new members are well distributed within the village . It was noted that two are from the Crossings, one from ,Woodhollow (Lake County) , one from Levitt, two from Strathmore (Hardt and Kirby) and one from the center old Buffalo Grove section, Weidner and Bernard. • Mr. Paolillo inquired how many members make up the ACC. The number is seven ( 7) but the two temporary members , R. Heinrich and H. Hefler will resign because they are already on the Zoning Board of Appeals and do not have enough time for both commissions permanently. • The usual term of office for commissioners is three ( 3) . years but is was suggested that 3 new members be appointed for three ( 3) years and two (2) be appointed for two (2) years so that all terms do not run out at once . Appearance Control Commission April 13, 1978 - Page . 4. .f • A request was made for Zoning Maps for the new commissioners as well as a large village map. The secretary will order • these for the next meeting. Mr. Paolillo asked if there are any restrictions as to what is said at the meetings. <..,<.,r.,..,.. Chairman Hardt advised that if any commissioner had a personal relationship with any petitioner they should. so state and then decline to vote . It is best if they excuse themselves and leave during the discussion. The Workshops will continue for the first half hour of ACC meetings. Mr. Brodie asked if the commission is covered by insurance? Chairman Hardt said he thought so, under the village ordinance. Commissioner Kirby said it is not the job of the commission to give any specifications to petitioners . They are to submit thier own plans. Chairman Hardt cautioned the new commissioners not to hold any direct personal discussion with the petitioners . The approaeh of the ACC is for the betterment of Buffalo Grove, What is practical is not always aesthetically pleasing. So the desire is to compromise for the best possible effect. Suggestions that may be a detriment should not be made. Commissioner Kirby said it is alright'.to disagree to some extent as to color or kinds of trees, etc ; but the best possible look is what the commission is attempting to achieve. She would very much like to get a list of trees and shrubs that grow well in this area. , Mr. Saviano said Mr. Bill Davis , (forester has agreed to attend all meetings whenever landscaping is presented . Chairman Hardt said that Klehm' s has some pamphlets which are available suggesting good species . He will get these. 7. Commissioner -Kirby moved tha meeting be adjourned . • Chairman Hardt seconded the motion. The meeting was adjourned at 9:45 P.m. . Chairman Hardt will be out of town April 27, 1978 so he appointed Commissioner Kirby acting chairman. 8. Discussion followed in which all perspective members were accepted and it was decided that L. Paolillo, Jr. , Bud Gibbs, and S. Brodie be recommended for three year terms and that L. Berins and D . Knaak be recomended for two year terms .
