1978-03-23 - Appearance Control Commission - Minutes • APPEARANCE CONTROL COMMISSION VILLAGE OF BUFFALO GROVE, ILLINOIS THURSDAY, MARCH 23, 1978 1. CALL TO ORDER The meeting was called to order by Chairman Don Hardt ' on Thursday, March 23, 1978 at 7 :45 p.m . 2,. ROLL CALL Present were Chairman Hardt , and Commissioners Kirby, Heinrich and Hefler. QUORUM PRESENT • Also present : Mr. Dominic Saviano, Building Department Prospective Members: New Prospective Members : 2nd time : L. gerins , L. Gibbs . and 1st time : Lou Paolill, Jr. 340 Weidner, 537-8805 Dana Knaak, 681 Woodhollow, 541-4794 . Steve Brodie, 1245 Bristol Ln. , 634-3512 3. WORKSHOP a) Approval of Minutes Commissioner Hefler abstained from voting. Corrections were made to minutes from previous meetings per attached sheet . Minutes were approved with corrections from Sent . 29, 1977 through March 9, 1978. b) Chairman Hardt explained the purpose of a Workshop, that being to discuss any problems within the Commission; as well as to keep the Commissioners informed and sup- plied with any materials that may be needed. Also a policy should be formulated to be submitted to the Board of Trustees stating the guidelines that our com- mission would like to follow with respect to esthetic qualities . Have them reviewed and modified by the Board so this Commission will have a definite guideline and will attempt to stay within those bounds . Chairman asked that the members and prospective members be think- ing of this and there will be another workshop preceeding the next meeting on April 6, 1978 at 7: 30 P.M. c) Prospective commissioners were instructed that to become a member they must attend three meetings , submit a brief background of themselves and write a short letter telling why they wish to become a member of the ACC . • 7 I . 4. NEW BUSINESS • a) Jo Jo' s Restaurant - Dennis Goggins , Regional Manager Roy Delmont , Flashtric Inc . Sign Addition Commissioner Hefler stated that he leases a sight to JoJo's but feels it will not affect his impartiality. Mr. Goggins presented the need for an addition to the exist- sign advertising the sale of liquor and informing the public that they are open 24 hours . He believes it will help to increase business . Commissioner Hefler asked for documentation re : purported increase in sales . It was questioned whether a second sign was being erected , which is not allowed . Also the fact that a product was going to be advertised that was not the primary sales item . • The commission was not favorable to advertising liquor. . Commissioner Heinrich made a motion to table the request, until a new larger sign can be submitted . Commission Hefler seconded the motion. The motion to table was passed unanimously by roll call vote . b) Buffalo Grove Cyclery Al Cook, Owner and Vic Laska, Pr. from North Shore Sign Co. Sign - Double faced , free standing sign. The Sign Co. representive described the sign construction. The location of the store is on Buffalo Grove Road , south of Dundee Rd . directly opposite the Kohl' s Shopping Center' s southern most exit on the west side of the street . Commissioner Heinrich asked that proof of the legal name is Buffalo Grove Schwinn Cyclery. The site plan was reviewed and the various aspects were noted. Mr. Saviano stated the sign will meet code requirements and that the building department or police department will auto- matically make any changes if necessary. The sign has been reviewed by the staff as to placement and construction. The location was reviewed to determine if the sign would interfere with driver' s vision. Commissioner Kirby stated she didn't like the size of the -word Schwinn. Would prefer all the same size lettering. kl It was noted that each case is individual but that ::the use Ei of a product name can be OK such as the Dodge sign if that is the legal name of the business . The following motion was made by Commissioner Hefler: I move we accept the sign presented by Buffalo Grove Schwinn Cyclery with the following stipulations : 1. Legal evidence must be presented that the business name of the establishment be as on the sign- namely, Buffalo Grove Schwinn Cyclery. 2. The disconnect be on the building side and top painted in the same color as the rest of the painted part of the sign. 3. The sign will conform to all code regulations . 4. Landscaping will-::be as rendered and approved by the court and the site plan. The motion was seconded by Commissioner Heinrich. • . Roll call vote was taken as follows : Commissioner Kirby - Nay Commissioner Heinrich - Aye Commissioner Hefler - Aye Chairman Hardt - - - Aye The motion passed three to one . c) Tanglewood - Falcon Corp. Kenneth Deutsch - representative for Schwartz & Co . Temporary Sales Sign Mr. Deutsch presented the sign which will be located on the South West Corner of ivichols and Arlington Heights Road . It will be in use for about two (2) years . Chairman Hardt said there will be a time limit and that before an extension is granted the sign would be inspected to see that it is maintained in good condition. Other requirements will be that all ordinances be complied with. There will be no lighting. No price can be on the sign. mmissioner Kirby said the sign looked cluttered . The discussion continued briefly but no further questions were raised from the Commissioners . The following motion was made by Commissioner Heinrich: Appearance Control Commission March 23, 1978 - Page Three.. V I nove that the temporary sign presented by Tanglewood - Falcon Corp. - be accepted as shown with the following stipulations : a) The sign whall be approved for a period of one (1) year ; criteria for an extension to be granted would be the condition of the sign at the time and its maintenance . b) At no time will the price appear on the sign. The motion was seconded by Commissioner Refler: Roll call vote was taken and the motion passed unanimously. The rearesentatives were told they must return a color copy of the sign before a permit will be issued. They agreed to leave the one presented . d) Dominick' s , Jim Coconas for Kenroy,Inc . Developer Ken Chapin for Casey Landscaping Ken Tucker, Ch. of the Board for Kenroy,Inc . Jim Martina - Store Planning Commissioner Heinrich stated that his cousin owns the Grove Apts . but that would not impair his vote . Mr. Coconas made the presentation of Elevations , Building Materials , Lighting, Sign and Landscaping . He stated that Kenroy Inc . was planning to unify the Buffalo Grove Mall . He showed an architectural plan and described the new 216 ft . Dominick' s frontage . The mansards on the roof are being redesigned and will be aluminum . A sample brick was shown and the plan is to sandblast the old brick which has been painted to make it the same as the new brick. There will be some dark ones . A request for two Dominick' s .signs was made with the main on over the front entrance - 6 ft . x 60 ft . and a smaller one on the Arlington Hts . Road side (East) . Also a Heinemann' s sign on the front at east end - which would be 4 ft . x 10 ft . (Heinenann's being a << : of Dominick' s) . They will not request a Pylon sign if these two are accepted for Dominick' s . Appearance Control Comm. March 23, 1978 - Page Four. -With regard to lighting - the three pole lights will remain - they have been very dependable and provide good clear light . Four flood lights will be added to reflect upon Dominick's and three security lights will be installed in the rear. These lights will placed so no glare will fall upon the residential area. -The landscaping plans have been discussed with Tom Fennell . His suggestions included a sidewalk, Center parking islands to be curbed,plantings be hybrids which flower but do not bear fruit . -The open driveway between Golden Bear and the Apart- ments on the West side will closed off, planted and maintained by Dominick's . Chairman Hardt opened the discussion and each point was taken separately. 1 Signage Commissioner Heinrich asked about the large street sign and the roof sign which now exist . It was reviewed and confirmed that under the present sign code no changes can be made to existing signs . Also under the present sign code only one sign per business establishment can be allowed . So the developer agreed to eliminate the east side sign until a new sign code is adopted . The Commission was in agreement that the roof sign is unsightly and would prefer it to be removed . The Bell Liquor sign belongs to Bell and must remain. • The size of the Dominick' s sign exceeds the limit as stated in the sign ordinance - page 11, which gives a 300 sq . ft. maximum. • It was agreed to modify the sign to 300 sq . ft . unless new sign code is adopted before construction is complete they 360 sq.ft will be OK. Will agree to take down roof sign for a Pylon sign on Arlington Hts . Road . A suggestion was made to table signs for the present, Allow the main Dominick' s sign and Heinemann's sign. Appearance Control Commission Hardh 23, 1978 - Page Five • A motion was made by Commissioner Heinrich: I move we approve the request made by Dominick's for a sign on the front of the building with the following stipulations :: a) The size 'of the sign to be no greated than 30o sq . ft - but if the new sign ordinance is adopted before the sign is up that they be allowed to go to 360 sq . ft . • b) The sign for Heinemann' s Bakery be approved based upon the fact that Heinemann' s is a separate leased tenant and therefore entitled to a sign. The sign will be Oft . x 10 ft . and the color specified in the plan. The motion was seconded by Commissioner Kirby. The motion passed by unanimous roll call vote . A second motion was made by Commissioner Heinrich : I move that we table the rest of the sign .package . Motion to table was seconded by Commissioher Kirby. The motion passed by unanimous roll call vote . 2 Architecture - There was general agreement about the appearance of the building . The lower portion of the long mansard is being removed and replaced with glass . Scott' s will remain the same for the time being. Mansards will be brown. Mr . Cocomas demonstrated how they fit together . The window frame color will match the existing wtdow frame- aluminum . They will stipulate that all equipment showing will be painted but to match the mansard or screened . Commissioner Kirby asked about the gutters and downspouts . They will be located in the rear, water is run into ground sewers and will be interior„ not seen from outside . Rear doors - the color will blend with the brick. Soffit in front will be white . There is a loading pad which retracts - no dock. ' Mr. Saviano asked about the f irelane . There is 15 ft . This will be checked to be sure . Garbage receptacles - two bailers are kept in a masonary room inside the building. Enclosed and there is a hose bin. All will meet the board of. health requirments . Waste containers will be provided for litter - attractive . They will be located in the existing two outside areat . • Appearance Control Commission March 23, 1978 - Page Six • • Motion was made by Commissioner Kirby as follows :- I move that the architectural portion as presented by Kenroy, Inc . for Dominick's Inc . be approved with the following stipulations : - a) The architecture is approved from Scott' s • store East , at this time : with the exception that the Mansard of the Scott' s store section will be painted to match the aluminum mansard that will be installed over the Dominick' s store . b) The roof top mechanisms in line of sight on • Dundee Road and Arlington Heights Rd . will be painted out to match the mansard ; or screened . c) The doors on the East and Morth elevations be painted to match the brick. d) The brick will be as submitted here tonight or similar if that is not available . of substan- tial conformity and of the same quality. And that all areas that been painted will be sand- blasted so that the total concept will have uniform brick. The motion was seconded by Commissioner Hefler. Roll call vote was taken and the motion passed unanimously. 3 - Landscaping North - Single family residences are now screened with a six-ft . Cedar stockade fence , There are to be parking spaces for the employees to the west and rear of store? . also the doctor' s offices . The apartment owner will landscape the section on the west side where a driveway now exists . Parking along Dundee road will have concrete bumpers : The Commissioners felt they would be best if set back four (4) ft . so that cars would not go over the sidewalk. The Pin Oak trees now along Arlington Hts . Road will be removed and replaced with Locusts. Commissioner Heinrich asked that 22 trees be used or else it is necessary to stake them. Trees are located in front of store only because of the difficulty of maintenance and snow removal . Islands are needed for traffic oontrol - It was agreed . Discussion continued about how to hide the existing large transformer and fire hydrant . They are not only protected with standing pipes and can be curbed . Covering needed . • The developer was asked to landscape the islands with some shrubbery. Mr. Chapin said flowering shrubs are expensive and suggested hardy Yuccas . Appearance Control Commission March 23, 1978 - Page Seven Chairman Hardt continued to request sandscaping on all islands . The discussion covered many possiblities . Commissioner Hefler stated that landscaped islands with which he has had experience have had a bad history. They need as much open area as possible in parking lots . The greenery doesn't last . Snow removal is difficult . They are rubbish catchers . Islands in general are impractical . Commissioner Kirby stated that she wants to see the environ- ment as pleasing as possible . She agreed corner islands with trees would block the view. The developer wants to have proper traffic control with curbing at the corners . He showed the suggested ten ( 10) inch curbing which would be painted and have snow markers • in winter. • Commissioner Heinrich stated he would like to see some landscaping. Likes Ville Verde. Maintenance is possible . The 'developer. ; said he would agree to landscaping the three• island areas with shrubbery (Yuccas) and One Skyline Locust tree - directly in front of stores . The front - islands -Will betreated with washed pea gravel and the ground treated with weed killers, this being at the main entrance on Dundee . Motion was made by Commissioner Kirby as follows :- I move that the landscaping be approved as presented here tonight with the following stipulations :- a) At the South parking lot abutting the sidewalk, concrete car bumpers will be installed approx- imately se back four feet . b) The three -islands indicated on the signed plans will be landscaped with 2 inch Locust trees - Skyline variety included, plus hardy ground cover such as Yucca plantings. c) Two corners of the main entrance on Dundee Rd . as submitted on the plans be treated with washed pea gravel and the ground treated with weed killer. d) The existing pin oak trees on Arling Heights Rd are to be removed and replaced by 21 Inch Locusts . The three islands on the plans as submitted will e) be eliminated and that all other shaded areas on Arlington Heights Rd. will be planted with grass . The motion was seconded by Commissioner Heirrich. Roll call vote was taken and the motion passed unanimously. • • Appearance Control Commission March 23, 1978 - Page Eight . • • 4. - Lighting - The Commissioners reviewed the plans that were presented. The three large 40 ft. lights now existing will remain, with the addition of four smaller flood lights, two on each pole will be mounted on the center and east lights, on aluminum posts . They will be mounted approximately 12 ft . up and angled at the building. The security lights in the rear will be angled down to hit the fence . The Commissioners were concerned about the people next door and the developer said that blinders could be used if necessary. He will guanantee there will be no problems . Color of the light bases and poles .are bronze adonized . A motion was made by Commissioner Heinrich : I move we accept the plans for lighting presented - with the stipulation that the rear section lights be totally contained within the lot line of the property. and not visible to the tenants . The color being bronze and flush mounted. The motion was seconded by Commissioner Kirby. Roll call vote was taken and the motion passed unanimously. • • 5. ANNOUNCEMENTS Next meeting will be on April 7, 1978, in two weeks at 7 : 30 p.m. Chairman Hardt restated the ' instruetion for prospective' membership to the Appearance Control Condition. Commissioner Heinrich stated the procedure for appointment is to hold all discussions in executive sessions with the interviews being conducted in public hearings . Chairman Hardt announced that Mrs . Herskowitz has had to decline her intention to joining the Commission at this time, for personal reasons . Commissioner Kirby moved to adjourn the meeting. Commissioner Heinrich seconded the motion. Passed unanimously. Chairman Hardt adjouned the meeting at 12 o'clock midnight .
