TUESDAY, MARCH 9, 1978
1. CALL TO ORDER
The meeting was called to order at 8:07 p.m. by Chairman
Don Hardt at the Municipal Byf l ding, 50 Raupp Boulevard, on
Tuesday, I: arch 9, 1973.
2. ROLL CALL
Present were: Chairman Don Hardt, Commissioners Kirby,
Rosenfeld, and Richard Heinrich.

3. APPROVAL OF I.?IIIUTES
Approval of minutes was deferred until the Workshop at the
next meeting - time 7:30 p.m. with Business beginning at 8 p.m.
4. BUSINESS
a) Standard Pacific - Yodel area signs, Fencing, Landscaping,
Lighting and Parking Lot
Representatives: L. A. Guggemos, President of St. Pao. Ill. Corp.
Ron Ahiman, Lawrence & Ahlman, Inc.
Mr. Guggemos showed the plans for Highland Point and gave
an explanation of the project. He described the model area,
concrete driveway, lots to be completely sodded and he pre -
sented picture: of the exterior lights.
SIGNS
Er. Guggemos presented the Yodel Sign for Highland Point-
and stated that it would be raised from two (2) to three (3)
ft. to conform with the sign ordinance and that it also will
conform with the Hoffman sign as per previous stipulation.
Mr. Guggemos then presented the signs that will be placed
in front of each model. They will be Black (Lettering and
Border) and White (Background and Posts) and each model has
been given a name as suggested at a previous meeting.
Next the Sales Information Center sign was presented and
reviewed. One will be over the Garage - 8" letters -'8' high.
the other one will be at the Driveway - 6" letters - 8' high.
General discussion followed reviewing all the sign package.
Commissioner Heinrich made a motion to accept the signs
as presented. Commissioner Kirby seconded the motion.
Roll call vote was taken and the motion passed unanimously.
LANDSCAPING
Er. Guggemos presented the Model Landscaping area and the
Corner - Side Elevation plans complete with species listed.
Commissioner Heinrich asked what landscape warrenty vas
given on the models?
Mr. Guggemos explained that since there is only a one year
guarantee on shrubs and trees the models will be sold after
a year. 1
Commissioner Kirby asked what type of maple was being used?
She explained that October Glory Maples were not acceptable.
Mr. .Ahlman said they were Red Sunset Maple.
Er. Guggemos presented the plans for corner lots and stated
that an equivalent of 8500.00 worth of landscaping will be
provided at the expense of the homeowner.
Commissioner Rosenfeld asked that the shrubs will be easy
to maintain for the homeowner.

After general discussion concerning the Center Island
Benches, Trees and Model Lighting Mr. Guggemos stipulated
that the bench and landscaping would belong to the Village
and would be left or removed as the village desired, as
well as all lighting be removed. They will meet all the
requirements of the Village Building Department.
Chairman Hardt asked that the Fitzers as presented be
set back one ( 1 ) ft. from the walk. "So agreed." Also
that the model lights would be placed at the proper angle
so as to not cause reflection. "So agreed."
Commissioner Kirby asked the color of the fence. "Iratural"
Commissioner Heinrich made a motion to accept the plan
for Standard Pacific; or Assigns; development known as
Highland Point; as presented with the stipulations as
described above.
Commissioner Kirby seconded the motion.
Roll call vote was taken and the motion passed unanimously.
The plans were initialed for reference to stipulations.

HOTE LIGHTING
The pictures were reviewed and it was agreed that they are
attractive and durable.
Commissioner Heinrich made a motion to accept the lighting
for the homes and models as presented.
Commissioner Kirby seconded the motion,
Discussion? Commissioner Rosenfeld asked about the fixture
at: the service entrance in the rear. He felt it was not as
attractive as the rest of the package. But the general
consensus was that it is upto the developerR
ghat he will
use and that the fixture presented was acceptable.
Roll call vote was as follows:
Commissioner Rosenfeld — ray.
Commissioners Kirby, Weinrich and Hardt: Aye.
Motion passed.

Chairman Hardt restated the agreement to provide 3500.00
worth of landscaping with each corner lot — side elevation.
r. C-uggemos so agreed and asked that some leeway be given
in the selection of shrubbery due to soil conditions, etc.
Chairman Hardt explained the purpose of side yard land—
scaping for the benefit of the visitors.
Corirri ssioner Heinrich asked if the corner lots would have
the t1500.0C. added to the cast of the home?
Mr. Guggemos said "Yes" but that the people will be inform—
ed of the charge so they can decide if they want a corner
lot.
Commissioner Rosenfeld asked that a Landscape Architect be
consulted as the location of Plantings so that none will be
placed beneath drains for instance. It was agreed by the de—
veloper.
Commissioner Kirby made a motion to approve the general
concept of 3500.00 worth of plantings be placed on corner lots
and that a Landscape Architect be consulted for the actual
planting of shrubs, trees, etc.
Commissioner Heinrich seconded the motion.
Roll call vote was as follows: Commissioners Rosenfeld, Kirby
and Hardt — Aye. Commissioner Heinrich — Abstain.
The motion carried.
The developer asked when the plans would come before the
Village Board. It will be on April 3, 1978.
b) KDTDER CARE —Day Care Center
Bob Elkan — Representative
LANDSCAPING
Mr. Elkan presented the modified landscaping plan showing
new placement of car bumpers, shrubbery and trees.

Commissioner Heinrich (also Chairman of Zoning Board of
APPeals) asked why the ACC has asked the ZBA to re-evaluate
the variance R11ovied at the ZBA meeting on Jan. 17, 1978.
Chairman Hardt referred to P. 34 - Sec. 2.6 and asked if
the buffer zone required was sufficient.
Commissioner Heinrich sated the only item varied was the 1
placement of the six (6) ft. stockade fence. All ordin-
ances shall be complied with. The buffer zone is measured
from the property line to the building. The placement of
the fence has been approved.
Ir. Elkan agreed to increase the front landscaping to .
twelve (12) feet. Plantings will be on the _West side.
The bide fence will be planted on the street side. The
parking bumpers have been moved forward three(3) feet and
shrubbery increased next to the building. lie added that a
landscape architect will be consulted and the plantings will
be maintained. The gate has been moved back four (4) ft.
Commissioner Rosenfeld requested that some Evergreen shrubs
be added to the front where only Junipers were planned.
He asked that shrubbery be added to the outside of the
stockade fence. Also add a tree to drop -off island.
Mr. Blkan did not agree to this. Kinder-Care prefers only
the fence but will conform to the..ordinance, which states
that a transitional yard be co-ordinated with the neighbor-
ing property owners. See page 84 Sec. 2.7 (5/20/74)
Commissioner Rosenfeld asked that Old Glory Maples not be
used - a soft maple preferred, as r 9 on plan.
After review of placement of trees it was agreed that the
trees shown would be moved to the parkway and that a tree
of the # 9 variety be added to the Arlington Heights Rd.
side of the property. This will conform to the Village
Requirements. The developer. will work with Yr. Bill Davis
the Village Forester to co-ordinate the landscaping work.

The following motion was made by Commissioner Kirby:
• I move the revised plans for Kinder-Care be accepted with
the following stipulations:-
1. The builder has the option to move four(4)
trees from the front of the property as shown, to the
parkway on the other side of the sidewalk where trees are
required; this being subject to approval of the Village
Forester.
2. Add one (1) tree to Arlington Heights Rd.
side of property in parkway.
3. The trees shall be ?Maple Variety NOT the
Silver or Red October Glory.
4. The plantings under the overhang shall be
altered to include approximately 33-1/3% E ergeens,
5. Street tree plantings should be 2-1/2 inch
. trees wrapped in burlap.
5. Landscaping in the area of the Stockade
Fence on -the East Side be co-ordinated with the- land
. scaping of the existing residence. Also the Stockade
Fence be set back one (1) ft. to landscape and maintain
the buffer zone. The buffer area must conform to the
Village Code.
The motion was seconded by Commissioner Heinrich.
Discussion
Commissioner Rosenfeld added this amendment:
The Stockade fence be placed a minimum of four
(4) feet from lot line so that the developer can maintain
the plantings.The motion was seconded by Chairman Hardt. -
Question was asked. Does the neighbor know of these plans?
Answer: Yes, he has been notified,
Vote on Amendment: Commissioner Rosenfeld Aye.
Commissioners Kirby, Heinrich and Chairman Hardt - Nay.

Motion carried. Plans were initialed for Board Approval.
Chairman Hardt expressed his appreciation for Mr. TUkan's
agreements and co-operation.
Er. Saviano asked Er. Elkan if Kinder-Care was state licensed
.and if the requirements per child «,ere being met?
Mr. Elkan replied that they were licensed and that the state
required 7,500 Sq. feet of playground area and that Kinder-Care
provided more than that amount.
NEW BUSINESS
Kinder-Care - Bell Tower
Presentation was made by Er. Bob Elkan. A new Bell Tower
has been designed by the Kinder-Care Architects which will be
thirteen (13) feet in height above the building. The bricks
and facia can be darkened. Mr. Elkan presented samples of
colors permissible. He stated that Red is the color of the
registered trademark but that it could be modified. He stated
that the cedar shakes recommended by the ACC would not be
acceptable because the cost is prohibitive and they : deterio-
rate badly.
Discussion of color conbinations followed and it was gener-17y
agreed to use a natural brown tone brick-blend for the building,
with a dark facia and Bell Tower. Colors being: Reynolds
aluminum - Royal Brown soffit and. panels and tower.
Commissioner Kirby asked what color the doors will be?
Mr. Elkan said they would conform with the color scheme.
Commissioner Rosenfeld suggested that Mr. Elkan bring in a
sample of the brick blend at the next meeting. He Agreed.
Chairman Hardt asked what color the bell is? Black

The following motion was made by Commissioner Heinrich:
I move the proposed revised plan for the Kinder-Care Day
Care Center be accepted with these stipulations:
1. Bell Tower - I;o higher than thirteen (13)
ft. from top of building.
2. Color - Tower: Royal Brown by Reynolds
Classic Shingle Shake
3. Brick: Light brown blend of earth tones,
sample to be submitted at next ACC
Meeting, for confirmation.
4. Door: and 'indorr Tram Same color as
facia as nearly as possible.
Commissioner Rosenfeld suggested that the manufacturer's
name not be used - just that a similar quality be used. Agreed.
The motion was seconded by Commissioner Kirby.
The vote was as followed: Commissioners Kirby, Heinrich and
Chairman Hardt - Aye. Commissioner Rosenfeld - Nay.
Motion carried. Mr. Bikan will send brick sample 3/23178.
5. NThTOUITC 17-TS
Next meeting will be Workshop at 7:30 p.m. Approval of minutes
will be major item of business at workshop. Meeting at 8:00 p.m.
Appearance Control Commission guidelines will be written
New sign ordinance is 2/3 completed.
Prospective Appearance Control Commission members should submit
a review of their interests and qualifications. Must attend
three meetings. Include a brief statement - "My you wish to be
a commissioner" with resume. Bach applicant will be interviewed
at second meeting they attend from tonight.
Mrs. Linda Thompson informed the Commission'.that she had a
previous commitment that will conflict Qn_Thursday nights for
the next two months.
Motion for adjournment was made by Commissioner Kirby.
Seconded by Commissioner Heinrich.
The meeting was adjourned at 10:35 p.m. by Chairman Hardt.
