1978-02-09 - Appearance Control Commission - Minutes . VILLAGE OF BUFFALO GROVE APPEARANCE CONTROL COMMISSION FEBRUARY 9, 1978 1. CALL TO ORDER The meeting was called to order at 7:45 P.7. Thursday, February 9, 1978 in the Village Hall. Roll call was not taken because Chairman Rosenfeld was the only Commission Member present. Due to the lack of a Quorum an informal meeting was held. Chairman Rosenfeld explained the situ- ation and invited anyone to remain who wished to hear his opinion on the various projects. He apologized for the inconvenience and stated that no official action could be taken. Petitioners were advised that the next meeting will be held on Thursday, February 23, 1978 at 7:30 P.M. 2. DISCUSSION Signs a.) Irving's for Red }rot Lovers Chairman Rosenfeld explained to the representatives that the sign package for the Koenig & Strey Develop- ment specifically states that no Script can appear on any signs. He suggested a similar type of print that would be acceptable and advised them that if they chose to use one of the specified letter styles they would not need to return for another meeting. Chairman Rosen- • feld told them that the two colors, Blue and Red are acceptable. b.) Mobil - Dennis Wong, representative Chairman Rosenfeld. vi.ewed the plans and noted that the lot size has been changed, making the property smaller, He expressed concern about the garbage enclosure and the landscaping around the base of the 20 ft. sign. He asked that pictures be brought in at the next meet- ing showing more complete plans for the station includ- ing the center islands, garbage enclosure, and landscap- ing. Yr. Wong said the suggestions were very helpful. Developments a.) Kinder-Care - Plans for Building Elevation and Land- scaping - LT. V. J. Ribando and Mr. Bob Elkan of the Woodson Holding Co. - Rep. r , • Kinder-Care (cont'd) Commissioner Rosenfeld asked if the annexation agree- ment had been checked to see the original zoning of the property. It now appears to be B-1 which is com- mercial. The site plan was reviewed, sign noted,parking adequacy was discussed, number of children to be involved, and landscape plans reviewed. Chairman Rosenfeld made the following observations:- 1 - Sign: He prefers a darker brown for lettering with darker aluminum sett. Also objected to the school house symbol on top of the building. 2 - Fence: A 4 ft. wire fence is planned for three sides and a 6 ft. stockade fence on the East property line; with landscaping all arourd. Chairman Rosenfeld suggested more shrubbery for the purpose of discouraging children from crossing the fence from either side. Plants should be hardy. 3 - Classroom doors —Chairman Rosenfeld suggested a brighter color scheme. 4 - Front - Chairman Rosenfeld asked that some landscaping be added to the front of the property. Chairman Rosenfeld then explained the option of going to the Village Board with any variances that may be needed, b.) Oak Creek Apartments - Phase III 1 D. W. Jorgenson, Representative; of Theodore Brickman Co. Plans, pictures and landscaping was presented. The same basic construction, building materials, etc. will be used. The air-conditioners will be installed on the roofs and • painted out same as roof color. The retention pond was reviewed and satisfactorily explained. Walkways will be concrete and access to Fire equipment is adequate. This was confirmed by Mr. Saviano. Since the project has been so well planned only a slight. change in landscaping was suggested. c.) Standard Pacific Development - Highland Point Representative - "TB.7." - A request was made and granted that they be placed first on the Agenda on March 9, 1978. Appearance Control Comm. Feb. 9, 1978 - Page Two Standard Pacific -(cant*d) Landscaping, Model area signs, and Lighting 1 - Landscaping - Chairman Rosenfeld asked about the names of the trees and requested that a complete list be submitted. He mentioned that since the models will be sold that care be taken to plant shrubbery that is hardy and which can be maintained by the homeowners. 2 - Lights for models - Will have some landscaping and must be removed when the m odels are sold. AM'J+ commercial aspects shall be removed. 3 - Fence - Satisfactory 4 - Signs - Sales information in front of each model. Chairman Rosenfeld requested that the models be given names as well as numbers. Agreed. 5 - Highland Point Sign -Shall conform with the Hoffman Sign since they will share driveway. It will probably be green. The same sign company will erect the sign and it will be raised 1 ft. to conform with sign ordinance. 3. Adjournment - The meeting terminated at 9:45 P.M.. Davis, Acting Director Department of Public Works • _ • Date: February 7, 1978 • Subject: Devonshire Development Phase II Landscaping • Gentlemen: I would like to introduce myself — my name is Bill Davis, Acting Director of Public Works. I have been with the Village of Buffalo Grove in the Department of Public Works since 1969 and look forward to working with you. I would like, first of all, to try to improve the relationship between the Department of Public Works and your Commission. Personally, I feel you are doing an outstanding job for the Village of Buffalo Grove. I feel the contribution that can be made to your Commission by the Department of Public Works would be in the selection and maintenance of parkway trees. This Department will not attempt to have, nor do we have, any responsibility on private property. Our recommendations to you will be in the area of parkways from a maintenance standpoint. Our Department employs a forester on a consultant basis. He is Mr. Erwin Page, who is the full time forester for the Village of Arlington Heights. Mr. Page was chosen because of his expertise in the field of horti- culture, and he is familiar with the problems that would affect the Department of Public Works. Every effort would be made by me to attend your meetings when items related to Public Works are on the agenda. Your consideration of our comments and ideas would be appreciated by me. I have asked Mr. Page for a review of Devonshire II; a copy of his analysis is attached for your review. As you will note, there are some items here that some of us never take into consideration. It is, therefore, requested that you consider the suggestions as submitted by Mr. Page. The only item not covered by Mr. Page that I see is the island identified on the plan. As you know, the Village of Buffalo Grove's Department of Public Works has an extremely limited Forestry Department. The island as described on the plan would be extremely difficult, if not impossible, for this Department to maintain adequately. I feel the island if not maintained properly would, within a year, become very, very shabby and would be a deterrent to the project more than anything else. If the island is to remain, my recommendation would be that the homeowner's association of this particular I • • Appearance Control Commission page 2 February 7, 1978 development be responsible for the maintenance of it. This, I have found through past experience, is next to impossible. It is, therefore, requested that if the island is to remain in the plan, the area simply be sodded with the three trees. as indicated and honey locust be planted and nothing more. It is further requested that the Department of Public Works be given the authority by you to make field decisions to indicate which species will be planted at what locations. The specie, of course, to be one of those which you had authorized be planted in the subdivision and that the Public Works Department have the authority to tag all trees before • plantingand control which specie would be planted at a particular time of • the year etc. Your consideration of these comments would be greatl y y appreciated.
