1978-01-12 - Appearance Control Commission - Minutes VILLAGE OF BUFFALO GROVE APPEARANCE CONTROL COMMISSION JANUARY 12 , 1978 1. CALL TO ORDER The meeting was called to order by Chairman Sherwin Rosenfeld - at 8 :20 p.m . on Thurs . January 12, 1978 at the Village Hall . 2 . ROLL CALL Those presents Sherwin Rosenfeld, Don Hardt and Lorraine Kirby. Absents Charles Bentley QUORUM PRESENT 3 . APPROVAL OF MINUTES Chairman Rosenfeld deferred the approval of minutes. 4 . OLD BUSINESS • Levitt Homes-Strathmore Grove Unit Five Richard M. Kobylski, representative . l�r Kobylski presented the color package and the basic representa- tion of bricks . He stipulated that bricks very similar would be used if those shown are unavailable . Chairman Rosenfeld objected _to the painted brick faces because the base would show at door and window jambs , or on chimneys . He asked that the natural mortars be used preferably and that all defective painted bricks be replaced - Customer option would: be black or brown. The color package was discussed . Trim pieces will match siding. Caulking was discussed and the developer was asked to use color where possible; white , black, brown and cream are available . Commissioners Kirby and Hardt agreed that it was a good looking color package . Mr. Kobylski agreed to comply with the monotony code . He left a copy of the color package for the minutes . Mr. Kobylski presented the outside light fixtures . They were accepted with the stipulation that black base spun aluminum be used on the garages . • The landscaping is not complete but a sketch was presented . Chairman Rosenfeld was of the opinion that the prices quoted. are somewhat high. The plans are only representative ,of the scope of the work that is to be done . • Commissioner Hardt suggested that owners are likely to move low shrubs so trees are more feasable . Chairman Rosenfeld preferred a dollar amount of shrubbery similar to the concept presented ,on corner lots . Mr. Kobylski agreed to $200 .00 to $250.00 wholesale price . The lighting of the models was stipulated to be directly on the homes and not to shine on the road where it might reflect into drivers• eyes . The developer is to use the same type of wooden sign, in front of the models at #83 and Busch Rd . and that no prices will appear on the sign. Mr. Kobylski stated the toe boards will be treated wood ; also stated the corner vents would be painted out to match siding. The Nantucket - the downspouts will be corrected and drawings given to Dominick Saviano . The siding will be double four (4) or five ( 5) inch aluminum-- four (4) is preferable because five (5) is too large for smaller homes . Mr. Kobylski agreed. Chairman Rosenfled stated the only thing left to be presented was the landscaping of the models . Mr. Kobylski thought it would be ready .in two (2) to three ( 3) weeks. He will submit it and return to view it with the commission. Commissioner Kirby moved that the Levitt presentation be accepted . Chairman Roselfeld , on behalf of Commissioner Kirby expanded the motion as follows : 1 . .The color package and exhibits presented by Levitt HomAs- Strathmore Grove Unit Five(5) be accepted . 2 . That the developer will landscape the corner side lots with shrubbery as similar as possible to those concept purnoes only, shown at the hearing tonight, with the intent to • spend $200.00 to $250 .00 wholesale value of plantings on such lots , to be included in the price of the house as part of-corner lot upgrade . 3. That storm windows and storm doors .will--where possible-- match other aluminum trim ; where not possible - white will be used. Appearance Control Comm . Jan. 12, 1978 - Page Two 4. The developer will to his option make available to purchasers of homes a black trim package for grey. 5 . The develoAer has stipulated that the toe boards will be treated wood and that the roof vents will be painted out with the color on street sides. 6. The light fixtures as presented and shown in the exhibit are approved . The developer will attempt to get the spun aluminum housing at the rear doors in black. 7. In general the brick selections are only representative of color range and the developer at his option can substitute any manufacturers' brick within the same range and grade . 8. Painted faces of brick are in general discouraged but if they are selected, shall NOT be used where damaged brick or cut faces are exposed on the facade . Care is to be taken if used at Jamb regurns and for Rowlack sill. 9. The developer will attempt where possible to use caulking and aluminum trim pieces of a color to match either the siding or the adjacent trim piece . The motion was seconded by Commissioner Hardt . Roll call vote was taken and the motion passed unanimously. It was mentioned that this motion covers 136 lots , and that the builder can procede with permits . 5. FURTHER BUSINESS Commissioner Hardt reported on the sub-committee reviewing the Sign Ordinance in Buffalo Grove . He asked Commissioner Mirby to attend the meeting on January 17, 1978 . She agreed. Commissioner Kirby asked for a copy of the Appearance Control Purposes and a copy of the existing Sign Ordinance . The sec- retary was directed to secure these documents . The meeting was adjourned by Chairman Rosenfeld at 9":30 p.m . FOQTN,OTES a. Chairman Rosenfeld announced that everyone be prepared to review and approve all minutes before the business meeting • • next month. Copies from October on should be available . b. Commissioner Hardt will call the three people who have been submitted to become new members of the commission. c . The Look & Hear Sign was discussed because it was posted with- coming before the Appearance Control Commission and it was agreed that new controls were definitely needed to keep signs within the sign ordinance when it is revised.
