y VILLAGE OF BUFFALO GROVE APPEARANCE CONTROL COMMISSION DECEMBER 8, 1977 1. CALL TO ORDER The meeting was called to order by Chairman Sherwin Rosenfeld at 7:52 P.M. on Thurs . , December 8, 1977 at the Village Hall. 2, ROLL CALL Those present: Sherwin Rosenfeld, Don Hardt and Lorraine Kirby. Dominic Saviano, Building Department. Absent : Charles Bentley. QUORUM PRESENT 3. APPROVAL OF MINUTES Chairman Rosenfeld deferred the approval of minutes . 4. OLD BUSINESS Home Federal Savings & Loan Assn. Mr. Saviano reported that Home Federal had called to ask why their sign is not according to code . The reason being that it is too high. Chairman Rosenfeld said, "Keep after them." The new building can have a sign if they comply with the sign package or a vari- ance. The sign in' question was originally a temporary sign. , 1st Federal Savings & Loan Assn. The sign is eight (8) inches too high. Commissioner Hardt asked if it complies with the sign package . Chairman Rosenfeld said - No. Commissioner Kirby explained that after the letters were enlarged, the Logos was removed and therefore not in accordance with the sign package . Mr. Saviano was asked to check it out. 5. NEW BUSINESS Chairman Rosenfeld asked .if a meeting December 22, 1977 would present a problem because of the Christmas Holidays . It was decided that no meeting will be held on that date . Next meeting will be January 9, 1978 . w 'r► a. CAMBRIDGE COMMONS CLEANERS Representatives - Marvin Goldzweig, Best Neon Sign Co. Jack Skovronski, Owner Mr. Goldzweig presented a sample of the sign face material - the sign now reads CLEANERS & MEN'S WEAR illuminated . Chairman Rosenfeld asked. Mr. Skovronski if the name was entirely satisfactory. He stated that it was not complete and could hinder the business if customers could not easily locate the phone number. The discussion that followed explained the Village sign ordinance requiring approval of the erection of temporary as well as permanent signs . - Commissioner Kirby asked why the sign letters were already fabricated. - Commissioner Hardt restated the neglect of the Kohl' s Commons owner to inform the tenants of the need for permits and his original sign package approval . - Mr. Saviano concurred with Commissioner Hardt and suggested that the owner be billed for violation. He further suggested that a letter be sent to Mr. Simpson requiring him to comply with the sign package regulation. • Chairman Rosenfeld directed his attention back to the petitioner and asked that the word CAMBRIDGE be added above words CLEANERS & MEN'S WEAR by March 1, 1978 . The letters to be three ( 3) inches above the original words and the letters themselves nine (9) inches . - Mr. Skovronski said he would comply with this request . • - A motion was begun by Commissioner Hardt : I move that we accept the Cambridge Cleaners and Men's Wear sign as presented with the following variance : Motion completed by Chairman Rosenfeld : That variance being the addition of CAMBRIDGE in lighted nine (9) inch letters centered above the words now up -- CLEANERS & MEN'S WEAR. Color - Orange 2569, the same as the existing lettering. The time limit for the erection of the additional letters is to be Mar. 1, 1978. The motion was seconded by Commissioner Kirby. DOMINICK'S Representative - Jim Coconas , Kenroy, Inc . - Mr. Coconas presented plans for a temporary sign to be erected on the building at Buffalo Grove Mall where National used to be . He requested a sign made of 4 pieces of 4'x 8' my wood - One - face, against wall, reading: - - DOMINICK'S He asked for a time allowance will be expanding until July 1, 1978 with an this store automatic extension until the and opening soon store was ready to erect the permanent sign. - Mr. Saviano mentioned the sign ordinance stated that signs are limited to 100 sq . ft . and the sign proposed was 128 sq . ft . - After some discussion a sign was proposed which would be 96 an . ft .- or 168 x 6' and which will read DOMINICK'S Expanding & -Opening Soon. Motion made .by Commissioner Kirby: I move that the application for the temporary sign for Dominick's Food Store be given to Kenroy Inc, with the following stipulations:- a. Size limited to 16 ft length by 6 ft height for a total of 96 square feet . • b. The word Dominick's be orange as presented , with D and ascenders being three ( 3) ft and the lower case letters being eighteen (18) inches . • c . That the copy is one (1) foot below the word Dominick's and will read as follows, using the ampersand:- Expanding &. Opening Soon The color being Brown, Nine (9) inch letters . d. The permit will be issued until May 1, 1978 with an automatic extension to July 1, 1978 at which time Kenroy will have to reappear before the commission. The motion was seconded by Commissioner Hardt . A Roll call vote was taken and the motion carried uninimously. An amendment was made by Commissioner Kirby as follows : That the location of the sign is the middle of the facia; and that the temporary sign must be removed when Dominick' s puts up their permanent sign. A revote was taken and was passed unanimously. Appearance Control Comm. • Dec. 8, 1977 - Page Three c. VILLAGE BOARD PROJECT- - Temporary Signs Representative - Bob Bogart, Trustee - Mr. Bogart stated the need for temporary signs to be . posted by Civic Organizations . He proposed four (4) or five (5) permanent type signs to be placed a specific locations in village announcing functions such as the Blood Drive , etc . He presented a diagram of signs constructed of 4' x 8' plywood , painted on- a white background, with the words Buffalo Grove , in Red permanent letters . - Commissioner asked if any merchants would allow advertising on already existing signs such as at the Car 'Wash, Bank, etc? An objection was raised concerning the appearanceof temporary signs when nothing was being advertised. It was also stated that temporary signs are not a good idea because of the need for supervision. - Mr. Bogart said that nice, permanent sign that could be changed would cost approximately $1,700 .00 each. - Chairman Rosenfeld agreed there was a need but that there were factors such as location, length of time , ect . to be considered . He suggest that permanent supports could be erected with removable boards fitted into slots might work. A calendar needs to be developed and the signs put up two (2) weeks prior to event . - Commissioner Hardt suggested stained plywood with white or beige letters , as well as the Village Name in Brown with crest . Letters could be limited to three ( 3) sizes . on the same face . Each civic organization would provide their own sign. When not in use the sign could read Drive Safely - Welcome, etc. The cost of such a sign would be approximately $100.00 . Specific locations to be determined. - Commissioner Hardt offered to drill the holes in the ground . - Mr. Saviano was asked to check the ordinances . - Chairman Rosenfeld drew a suggested signboard and asked Mr. Bogart to secure more detailed drawing, suggested locations , and a tentative calendar, then return for approval. - Commissioner Hardt asked Mr. Bogart for three ( 3) new board members . d . STRATHMORE GROVE Representative - Richard Kobylski, for Levitt Homes , Mr. Kobylski presented the architectural drawings for 136 Lots to be constructed by Levitt Home Builders . The four models are to be called: Ashford, Chelsea, Sheffield and Nantucket . L Chairman Rosenfeld began the discussion with the statement that one problem is the all white trim which is unacceptable . And second, Levitt has not complied with 'a..:Motonomy code in the past . Strathmore Grove , Cont'd. - Mr. Kobylski was asked to make up a new color scheme package . - Mr. Kobylski stated that the new personell would comply. - Chairman Rosenfeld repeated that the monotony code would be re- inforced. Review of the plans began, with discussion of the landscaping, sinage , and lighting for models. - Commissioner Kirby asked what the commission was to do? Review the elevations , appearance , materials , in general. - Chairman Rosenfeld noted that there would be a further presenta- tion of the landscaping . - Commissioner Hardt explained the Appearance Commission' s desire that all corner lots have no plain elevations facing the street without appropriate landscaping and asked the developer for a • commitment to provide a package for provision of trees, or shrubs . Mr. Kobylski agreed to landscape corner lots . - Chairman Rosenfeld suggested obtaining colored gutters. He made the stipulation that the toe boards must be treated wood . . The following suggestions were. madeconcerning the individual models : • 1. Ashford - Lighting panels . 2. Chelsea - Chimneys - Instead of Majestic White try to get colors to match masonry. Fireplaces are pre-fab. Left side is a bad elevation for corner. Garage doors to be paneled as per drawings . • 3. Sheffield - same as others . 4. Nantucket - The gutters and downspouts need revision. 5. Berkshire -. This model was withdrawn from B. G . - Chairman Rosenfeld made the following motion: The Appearance Control Commission recommends the approval of the New Models for Levitt Homes with the understanding that there will be additional submittals of models showing sight , plans , lighting, - color packages , landscaping, range (??? - more stipulations, but tape did not record) and • material selection is to be submitted for additional appro- val. The motion was seconded by Commissioner Hardt . A Roll call vote was taken and the motion passed unanimously. 6.
