1977-11-15 - Appearance Control Commission - Minutes 1 • VILLAGE OF BUFFALO GROVE APPEARANCE CONTROL COMMISSION NOVEMBER 15, 1977 1. CALT TO ORDER The meeting was called to order by Commission Chairman Sherwin Rosenfeld at 7:40 P.M. on Tuesday, November 15, 1977 in the Village Hall. Roll call was as follows: Present: Chairman Rosenfeld, Commissioners Bentley, Kirby and Hardt. Mr. Saviano,) QUORUM PRESENT Bldg. Dept. ) - i 2. APPROVAL OF MINUTES Chairman Rosenfeld deferred the approval of minutes until the next meeting because of time allowance. There were no objections to this recommendation. 3. OLD BUSINESS CREATIVELY YOURS - Sign Carol Kushen, Owner Representative The sign was presented and was approved by the Commissioners. Commissioner Hardt moved that the sign face be accepted as presented. Commissioner Kirby seconded the motion. The motion carried unanimously. HIOFFEAN GROUP - Revised Plans Larry Kapustka, Representative Chairman Rosenfeld restated the proposed recommendations that had previously been made. Mr. Kapustka presented the revised plans. A summary of the areas of disagreement follows: a. Garage doors b. Entry lights c. Plain side elevation of 2-story house. d. Stairs - No Toe Boards e. Posts on all exposed elevations Chairman Rosenfeld also stated that there is No white included in any of the new color packages and that all the combinations were very well co-ordinated. Each point was discussed until agreement was reached. The following paragraphs reflect this discussion time. Mr. Don Alexander was also present and took active part. I a Garage doors: It was agreed that the garage doors would remain as shown on the elevations as presented. Some flush doors and some with panels. Security: Chairman Rosenfeld stated that there is no code regulations concern- ing glass side light panels in front doors. He also stated that changes made after homeowners are in are outside the jurisdiction of the committee. Mr. Alexander explained the use of deadbolt locks inside. Chairman Rosenfeld suggested that an option be given the homeowners informing them of the danger of theft where the glass side lights are used and letting them choose the type of door. Two Story I: odel on Corner Lot: Mr. Kapustka stated the difficulty of planning the landscaping for owners who usually prefer to plan their own. Mr. Alexander offered to include an allowance for a landscape package with the local nursery, or a certificate in the 0100-0150 price range for shrubs or little trees. Commissioner Hardt stated he preferred trees because they would better break up the space in appearance. Com- missioner Bentley agreed that trees were more appropriate. Park- way trees are planned. Mr. Kapustka said the parkway would proba- bly contain two trees. Chairman Rosenfeld stated he did not feel that the new owners were not likely to be responsible for "good" landscaping for several years. The reason being the inside prior- ities are the first to be considered. Chairman Rosenfeld further stated that it would be quite economical for the nursery contractor to include two (2) small trees to be planted on specified corner lots. Mr. Alexander agreed to work with Public Works to plant two (2) trees in the side yards for a sum of 0150.00 - The owner being offered NO alternative. Concrete_ retaining wall by steps: All brick has been removed from the stoops, top eight (8) inches of concrete at foundation line is exposed. Commissioner Kirby stated that the first place a homeowner landscapes is the front stairs and stoops. A straw poll indicated no strong objection to exposed concrete. The developer was advised to smooth off concrete and leave no ties exposed. There are to be no wood toe boards on the front doorsteps. APP2ARANCE CONTROL contaSSION Nov. 15, 1977 - - - Page Two. Chairman Rosenfeld entertained a motion and Mr. Hardt suggested that since I.?r. Rosenfeld was fully aware of the agreed upon specifications that he make the motion. Chairman Rosenfeld made the following motion: I move that we accept the architectural changes in elevations as presented on the models R--A,B,C; L--A,B,C; S--A,B,C; and G--A.B.C. That the B Model of S (S-B) being presented the first time on Oct. 27, 1977 with the stipulations that the ornamentation other than dentils where shown on elevations are now removed. That the color package be accepted as presented (see copy at- tached) with the understanding that NO white will be used on any of the color selections. That the corner side yard of the two (2) story houses will have a .landscape treatment consisting of the developer providing a S150,00 allowance to his street tree contractor wherein it will be designed to treat the "corner" side yards facing the street in the two (2) story plain elevation in a manner to achieve a breaking up of the two (a) story space in as pleasing a manner as the landscape archi- tect finds within the S150.00 allowance. That the developer further stipulates that the need for wood toe boards has been eliminated by the method of detailing the entry. That at least four (4) inches of concrete exist between the top of the stoop and any organic material. That the wood columns of the front entry porches do not sit dir- ectly on the concrete and they are supported on sealed bases. That the elevations where difficulties existed with regards to gutters and downspouts will be built as corrected using rain di- verters on .the roofs. That any previous approval of color packages is now super- ceded by the new material selections presented herein. Commissioner Hardt seconded the motion and a voice vote indicated unanimous passage. Chairman Rosenfeld advised the representatives that this would be on the next Village Board Agenda. APPEARANCE CONTROL C012.1ISSION Nov. 15, 1977 — — Page Three. PLAZA VERDE Marvin Nyman, Representative Request for a temporary construction sign; Double faced wood sign, three (3) feet off the ground,illuminated, size 8' x 12' as per plans submitted. Location: East of Driveway next to Burger King. Color - Yellow on Orange. 30 to 35' back from the street. Commissioner Bentley questioned the colors. The explanation for the colors was due to the fact that the sign is to illuminated. Commissioner Rosenfeld requested that the old sign be taken down by Dec. 1, 1977. Some stipulations were discussed. Sign to be lined up with the 0SC0 Sign. Visibility of turning drivers was examined carefully and it was agreed that the sign be raised up to five (5) from the ground. The sign must be at least 35' back from the street. "r. Saviano stressed the point that this was a Public `storks decision. Mr. Rosenfeld stated he would like to have nr. Hyman back in eight (8) months to report on the status on rental progress with a one (1) year limit on the sign. Commissioner Hardt made a motion to accept the Plaza Verde temporary sign as submitted for rental purposes; with the following stipulations: a) Bottom of sign to be raised from 3' to 5' from ground. b) Set back 35' as stipulated on the corrected drawing. c) Permit be issued for a period not to exceed one (1) year from 'this date (Nov. 15, 1977) initially. Any request for extension of time to be made approximately eight (8) . months from this date (Nov. 15, 1977) . d) Use of this color combination (Yellow on Orange, illumin- ated) be limited to this sign only. e) That this sign not be erected until the temporary sign for Home Federal is removed. Commissioner Bentley seconded the motion. A voice vote was taken and the motion passed unanimously. Chairman Rosenfeld then commented upon the new traffic signs which have been put up at Plaza Verde. They are in keeping with the • good taste of the shopping center and he complimented Mr. Hyman and his people on the fine job they have done, All agreed. Office sign - Trustees have refused to issue permit because of the uncertainty. regarding the ordinance; Kr. Balling and Er. Strey previously agreed to forgo a sign on the building in favor of a Pylon sign. ! r. Koenig stated his belief that the purpose of his appearance was to review that plan and approve. Er. Hardt had attended the Board meeting and stated that the sign ordinance as it now eists states that one sign per business establishment may be erected. It does not say that one Pylon per zone should be put in. Therefore Koenig & Strey has the right to have a Pylon as well as the Shopping Center Sign which is a Pylon sign. A meeting with ZBA should be scheduled in the near future to estab- lish the ordinance correctly. It is therefore the purpose of the Appearance Control Commission to review the sign and get approval for the Pylon sign. Mr. Balling's letter was submitted. Mr. Rosenfeld recommended that the Board of Trustees to disregard all previous motions. The action tonight will concern approval of the sign only. After some off the record remarks, discussion: Commissioner Hardt stated that the sign is basically designed to give an Early American effect and that since the shopping center is real. sharp looking, would they consider modifying the sign to blend in more with the architecture. To simplify the matter, Chairman Rosenfeld asked if Mr. Koenig if he would simplify the pro- cedure by considering a change in the sign to eliminate the grey background. Commissioner Kirby stated she would like to see the cam in the design of the Koenig & Strey. Commissioner Bentley was satisfied with the sign. Mr. Koenig defended the sign with the logo as essentially designed to blend in harmoniously with all kinds of background. The fact being that at night the background is not noticed. It is a custom sign, manufactured by their own people. Commissioner Hardt opened a discussion of the site. According to the plan it is to be placed on the grass midway between the sidewalk and the building. No plans for landscaping other than around the sign have been made. Commissioner Bentley would prefer some spread- ers around to- break up the space. The location of existing trees might be an obstacle . Different locations were discussed and Commissioner Kirby suggested that two (2) sites be designated with one (1) having preference. This was quite agreeable with all. A lengthy discussion followed pointing out different possible locations and problems, concerning tree growth, etc. Commissioner Kirby stated she liked the shape of the sign but she felt it should be on the building. Mr. Koenig said, "No." He feel people will be able to locate the office from the parking lot: They plan a gold face name on the window. Mr. Rosenfeld restated his opinion that Koenig and Strey is a "good business." The name is the important factor. It is known and respected. Yore discussion followed concerning the building project and the possibilities of other tenants desiring Pylon signs. It was sug- gested .that the commission is to agree on the aesthetics of the sign. Commissioner Rosenfeld stated that in the interest of time the commission should in the future specify that all signs are as per site plans only. Care will hereafter be taken to prevent a repetition of such an error as exists in this situation. As a whole this commission functions to keep the sign faces simplified and keep a harmony among the signs. Chairman Rosenfeld continued to state the many good qualities of Koenig 8. Strey Realtors and again suggested face changes. Kr. Koenig expressed his apprecia- tion of the acknowledgment of their business methods but he re- fused to redesign the sign. The discussion continued briefly before Chairman Rosenfeld asked for a motion. Commissioner I ardt made a motion toaccept the Koenig & Strey Pylon Sign as submitted with the following stipulations: A. Two locations were chosen as follows: a) Primary location designated as the North East corner of Building A-Location A. b) Alternate location if necessitated by line of sight obstruction of trees on present property - to be located on Parkway immediately East of driveway - Location B B. Recommendation to Board Should a Fascia Sign be desired at a later date- prior to the erection of any such sign for any reason that we request a court order to that the Pylon sign be removed prior to that erection. APPEARANCE CO 'TROL CO /1133I0 Nov. 15, 1977 — — Page Six. C. Electrical disconnect switch be mounted facing the South side and painted out white to match the cam. Commissioner Bentley seconded the motion and a voice vote indicated approval as follows: Chairman Rosenfeld - Hay; Com. Hardt - Aye, Com Kirby - Aye Com. Bentley - Ayd. Three Ayes to One Nay. Commissioner Rosenfeld stated he voted no on the basis of the face sign only. Commissioner Hardt reaffirmed the need to have a new sign ordin- ance and he stated he felt the board had been defeated. Commission- er Kirby stated that she felt good and that a compromise agreement had been worked out to the best advantage of everyone. Chairman Rosenfeld repeated his complimentary remarks concerning the attractiveness of the building center. Commissioner Hardt and Chairman Rosenfeld volunteered to serve on a sub-committee together with members of the Zoning Board of Appeals to rewrite the sign ordinance. BUFFALO GROVE PIZZA - Bob Rossi, representative. Mr. Rossi submitted a new face sign design for approval. Colors- Yellow with Red Letters, Black Phone Number. It was approved by all. Commissioner Hardt made a motion to accept the sign as changed and submitted. Commissioner Kirby seconded the motion and a voice vote indicated unanimous passage. Mr. Rossi expressed regrets on behalf of himself and his sign manufacturer for the ommission of approval before the first sign was erected. Chairman Rosenfeld thanked him for his co-operation. There being no further business, Commissioner Hardt made a motion to adjourn at 10:15 P.M. Commissioner Bentley seconded the motion.
