APPEARANCE CONTROL COMMISSION
SEPTEMBER 29, 1977
1 . CALL TO ORDER
The meeting was called to order by Dom Saviano, Jr. of the Building
Department at 7:30 P.M. Thursday, September 29, 1977 in the Village Hall .
Roll call was as follows:
PRESENT: Commissioners Rosenfeld, Hardt, Bentley and Kirby
In the absence of an elected chairman, it was moved by Don Hardt that Sherwin
Rosenfeld be made acting chairman for the evening. Seconded and carried.
Mr. Rosenfeld read a letter from Verna Clayton regarding the resignation
of the recording secretary. Mrs. Lorraine Kirby agreed to record the minutes
for the meeting.
Mr. Rosenfeld read the letter of resignation from Roger Chinn and stated that
it was imperative that more members be obtained for the commission. The
letter is a part of these minutes.
It was moved and seconded that minutes for the previous meeting be tabled
until a later date.
2. NEW BUSINESS
STEAK AND SHAKE
Steak and Shake was called and presented drawings for approval of the
trash area and lighting. Don Hardt excused himself from the meeting since
his company has done work for Fletcher engineering, although it is not presently
involved in any work for this company. After some discussion it was moved by
Bentley and seconded by Kirby that the trash area drawings presented by Steak
and Shake be approved with the following conditions: The builder has the option
of increasing the width of the fenced in area if he opts to have the doors
swing inward; curbs should be included on three sides of the trash area. The
motion passed unanimously.
Discussion continued on the lighting diagram. Bentley moved to accept the
lighting diagram as presented with the following provisions. Poles will be
all aluminum with stainless steel fittings and any cast aluminum housing
will be finished in durable weather resistant Grayton Ultranamel . The poles
will be mounted flush with grade level , and an effort must be made to mount
the poles within the shrub plantings. The lights will be the Pyle National
Steber Division lights as presented, with visor. The motion was seconded
and carried unanimously.
Mr. Hardt returned to the meeting.
COUNTRY COURT,
Koenig and Strey was called regarding the pylon sign for the Country
Court Shopping Center by Federal Sign Company. Discussion ensued. Koenig
and Strey was requesting a second pylon sign for the Country Court Shopping
Center that would identify the location of the Koenig and Strey Real Estate
office and would contain the Koenig and Strey logo. They were referred to
Ordinance 062-23, Paragraph 22, Article 3, with regard to only one sign being
allowed a business establishment, which would preclude the use of a pylon sign,
since wall signs are already a part of the sign package for the Country Court
Shopping Center. Bentley moved that should the Village grant a variation to
Ordinance 062-23, the commission finds the sign as presented, aesthetically
acceptable. Kirby seconded the motion.
Hardt moved to table the motion. Bentley seconded.
Bentley moved that the commission recommend to the Village Board that two
business signs as requested by Koenig and Strey not be approved nor should
two pylon signs on the same zoned lot be approved per ordinance 062-23.
Notwithstanding any other action that the Village Board might take, it is
the recommendation of the Appearance Control Commission not to allow more
than one business establishment sign nor two ground signs per zoned lot and
to allow only one business establishment sign per permit.
The motion was seconded by Hardt and passed unanimously.
The first motion was removed from table. Roll was called as follows:
Bentley, aye; Kirby, naye; Hardt, naye; Rosenfeld, naye. The motion was
defeated.
FIRST FEDERAL OF CHICAGO (Cambridge Commons)
First Federal of Chicago was called regarding elevation modifications and
sign variations. Mr. Philip Lembo, architect, stated that a night depository
is to be provided for and explained to the commission how they were attempting
to do this. He stated the depository would be stainless steel with a black
finish and presented materials that would be used.
A motion was mady by Hardt and seconded by Bentley to accept the elevation
modifications as presented with the following stipulations: regarding the
panels to close off the two windows, they must be of porcelain enamel in the
dark brown as presented if available at the time of construction by Alliance
Wall #CM-44. The night depository door will be stainless steel treated with
black with the architect making all effort to keep the size and loudness down.
The extra stainless steel panel will be removed. All other materials, caulks,
sealants, should as closely as possible match the deronotic finish as provided
in the original store. The motion carried unanimously.
A discussion ensued on the sign variation for First Federal . Hardt moved to
accept the change of the original variations of the sign package of First
Federal of Chicago at Kohl 's Cambridge Commons Shopping Center as follows:
The 30 inch First Federal Logo will be removed and replaced by 4 stainless
steel 24" diameter logos placed on the fluted masonary columns at a height
to approximate the height of the night depository. The motion was seconded
by Kirby and passed unanimously.

3. DISCUSSION
Sherwin Rosenfeld then briefed the commission on his meeting with the ZBA and
asked for volunteers to meet with the Zoning Board committee to update the sign
ordinance. Don Hardt volunteered and Sherwin Rosenfeld will act as an ex-officio
member of the committee.
It was suggested that if a recording secretary cannot be found by the next
meeting, the Village provide a dictaphone or some type of recording device
so that minutes may be kept in that way.
4. ADJOURNMENT
As there was no further business to come before the commission, a motion to
adjourn was entertained and passed unanimously. The meeting was adjourned
at 10:55 P.M. Thursday, September 29, 1977.

Dear Mr. Rosenfeld,
It is with deep regret that I tender my resignation as Commissioner
of the Appearance Control Board, effective 9/26/77due to the fact
that I will be filing a law suit against the Village of Buffalo trove
in the matter of Reverse Corner Lots which reference itself to pool
regulations and fencing ordinances, because this suit is necessary,
I do not feel it ethical to serve on a board that reports to the
Village.
As a personal foot note, I wrote a letter to the Village of Buffalo
Grove asking for an ammendment to the ordinance on Reverse Corner Lots
and waited four (4) months to appear before the Z.P.A. Board, sat there
for an hour and was told the gentleman that was handling this matter
was not at the board that night and that I would receive a follow-up
letter as soon as possible. As to date I have received no action
from this board. It is appauling the way the Village of Buffalo
Grove has taken a lackadaisacal attitude in a matter concerning one
of the Village residents that elected them to office.
