1977-08-25 - Appearance Control Commission - Minutes r r �P.�C1, VILLAGE OF BUFFALO GROVE APPEARANCE CONTROL COMMISSION AUGUST 25, 1977 1. CALL TO ORDER The meeting was called to order by Acting Chairman Sherwin Rosenfeld at 7:45 P. M. Thursday, August 25, 1977 in the Village Hall. Roll call was as follows: PRESENT: Commissioners Hardt, Kirby and Rosenfeld. ABSENT: Commissioners Bentley and Chinn. QUORUM PRESENT 2. APPROVAL OF MINUTES Commissioner Rosenfeld moved that the minutes of August 11, 19?7 be approved with the following correction: Paragraph 2, 1st sentence - add the word in- formally after two (2) hours. The minutes of July. 28, 1977 were tabled. 3. OLD BUSINESS COUNTRY COURT SHOPPING CENTER - Page 4 of the minutes of July 28, 1977. { Commissioner Hardt moved that they remove from "table" the sign location for the Country Court Shopping Center. Commissioner Kirby seconded the motion. The motion was passed unanimously. Commissioner Hardt moved that they approve the sign location as shown on the diagram as presented by Tom Fennell. Commissioner Kirby seconded the motion. The motion was passed unanimously. LOOK •N HEAR - It is really part of the Grove Court Shopping Center. The color and size of the letters do not meet the Grove Court Sign. Commissioner Rosenfeld pointed out these discrepancies to Tom Fennell. Commissioner Rosenfeld pointed out the sign was in. violation. PLAZA VERDE. SHOPPING CENTER - Pylon Sign Commissioner Rosenfeld requested that Tom Fennell contact Mr. Hymen and inform him that the Home Federal sign is still in position. The Home Fed- eral sign is a temporary sign and should be removed. 4. NEW BUSINESS Commissioner Rosenfeld made the recommendation that they develop a stake pylon motif that could act as trail blazer signs in 5 or 6 locations within the village. They could be six (6) ft. stakes in the ground. This would help eliminate the huge quantity of signage that will be springing up as a result of the new construction. REVIEW OF CAMBRIDGE COMMONS SIGNS - Vanco Wallcoverings Mr. Vander Meulan Mr. Goddard 35 E. Dundee Road Mobil Sign Co. Karibu Tropics Mr. Letchinger Mr. Gerli 37 E. Dundee Road Commissioner Rosenfeld pointed out that both the signs are fabricated; however, through mis-information or lack of information; they do not meet the criteria stated in the sign package. After a great deal of discussion Commissioner Hardt moved that they accept the variation for signs on Kohl's Cambridge Common Shopping Center for the Karibu Tropics Pets and Gifts and Vanco Walicoverings establishments with the following stipulations: 1) With respect to the proposed Pets and Gifts sign that Karibu Tropics or any d/b/a assumed name be added in 9" letters 3" above the 18" capitals and centered with- in the proposed sign. 2) With respect to the proposed Wallcoverings sign that Vanco be added in 9" capitals 3" above the Wallcoverings letters. 3) The names are to be added using the same color as already exists on the fabricated sign. 4) The entire sign is to be done in capitals. Commissioner Kirby amended the motion stating that all signs are to be in- stalled and working by March 1, 1978. The motion was seconded by Commissioner Hardt. A roll call vote was taken. Kirby..Naye; Hardt. .Aye; Rosenfeld..Aye. The motion was carried. PROJECTS: OAK CREEK CONDOMINIUM - Unit II - Landscaping and Elevations Mr. Rodeck - 601 Skokie Blvd., Notthbrook, Illinois. Mr. Rodeck presented a site plan of a four-story area with a total of 158 units of one and two bedrooms. Each building has underground parking. There is more than one to one parking in the building. Each unit has either a patio or balcony. There will be 6 to 8 ft. mounding. A lake will be con- structed immediately. After much discussion regarding the materials to be used in the construction of the buildings and the landscaping Commissioner Hardt moved that they accept the two (2) four-story condominium buildings with the stipulations: mat APPEARANCE CONTROL COMMISSION AUGUST 25, 1977 PAGE-2 that the materials are essentially the same depending upon availability as the two-story Oak Creek Condominium previously built or currently being erected. That the architectural treatment is faithfully carried out in conjunction with the elevations as presented and rendering as shown with the intent that the architectural character of the building maintain that which was presented with the two-story phase. Understanding of course, that these are four-story buildings. That air conditioners will have their condensers on the balconies painted the proper color to match the brick. The brick is to be Homan Brick Company's Greenfield Brown Range Blend and shingles will be Shake Shingles left to weather naturally or as according to the treatment on the two-story. If an elevator overrun is required and may be visible from the street the mansard would be raised to hide it or the overrun would be a face brick. The unit balcony lights will be the same as in the previous condominium phases. Commissioner Kirby seconded the motion. The motion passed the commission unanimously. Commissioner Hardt moved that the landscaping, as presented, be accepted including the mounding and the relative heights as shown on the plan revised and we note these are relative grades. The only stipulation being that the Pines are White, Austrian or Scotch. Sizes and species as shown on the plan would essentially not vary and that the developer has stipulated that the work will meet the Illinois Landscape Contractors Association Specifications and the American Nurserymen Stock Criteria. The gazebo would essentially have character of architecture resembling the larger structures in materials and form. Internal sidewalks either would be concrete, merrimac or exposed aggregate or asphaltic bituminus pavement with edges that are protected against ravelling; i.e. metal edge, inverted curb. All parking lot curbing to be concrete. If fire lanes are required at any time, then the plan has to come back. The entire site is to be sodded. The developer will construct the lake and insure its maintenance until such time as it is taken over by other ownership and the maintenance of the lakes banks are assured. Parkway trees would be submitted at a later date to conform with Village Parkway Trees as part of the Village Ordinance or in lieu of street tree parkway planting program. A planting program of an informal nature similar to the Crossings would be an acceptable solution by the Appearance Control Commission. Commission Kirby seconded the motion. The motion passed the commission unanimously. GREENKNOLLS - BUSCH ROAD VENTURES - Elevations Mr. R. Green - 5301 W. Touhy, Skokie, Illinois Mr. Addis - 179 W. Washington Greenknolls fronts on Busch Road near the intersection of 83. They presented 3 models. There are two (2) two-story and one split level. There are three(3) tudor and three (3) colonial elevations. They have asphalt shingles and aluminum siding. mat APPEARANCE CONTROL COMMISSION AUGUST 25, 1977 PAGE-3 After a great deal of discussion Commissioner Hardt moved that they accept the four (4) models with their corresponding A & B elevations as submitted by F. W. & Associates for the Greenknoll Subdivision with the following stipulations: 1) That the roof vents be put in the rear. 2) That the chimney pots be encased in a fabricated brick housing or be painted out the color of the roof. 3) That any side elevations on corner lots have the additional windows inserted on that side elevation being treated as a front elevation to include shutters and or muttons as per the front elevation. 4) That it meets our monotony code both with respect to elevations and colors. No two (2) like elevations within three (3) lots; nor the same color package within two (2) lots. 5) The colors and trim will be as follows: HOUSE PLAN ELEVATION lA HOUSE PLAN ELEVATION 1B Roof Shingles Flintkote - Chapel Grey Flintkote - Antique Brown Brick Holman - Antique Beck - Grand Canyon Siding Revere - Classic Slate Revere - Classic Cream Trim White Olympic - Oxford Brown HOUSE PLAN ELEVATION 2A HOUSE PLAN ELEVATION 2B Roof Shingles Flintkote - Black Knight Flintkote - Gingerwood Brick Beck - Autumn Smoke Beck - Carriage House Antique Siding Revere - Classic Grey Revere - Classic Brown Trim White Brown HOUSE PLAN ELEVATION 3A HOUSE PLAN ELEVATION 3B Roof Shingles Flintkote - Dusky Olive Flintkote - Dark Brown Blend Brick Holman - Woodland Beck - D0rk Old Town Siding Revere - Classic Beige Revere - Classic Gold Trim Olympic Butternut Dark Brown Notes Colors are interchangeable for all models. 6) That in general only 8" of concrete will project above grade. 7) That all chimneys for fire places will be masonry in a brick to match the front of the house. 8) Any external light treatment will be submitted at a later date; as well as, all landscaping of the models, street tree planting program and location of temporary parking. 9) That plan 3 shall be considered as plan 4 with a 4 bedroom option. Commissioner Kirby seconded the motion. The motion was carried unanimously. mat APPEARANCE CONTROL COMMISSION AUGUST 25, 1977 PAGE-4 c- Commissioner Hardt moved that the temporary sign for the Greenknolls Sub- division be approved with the following stipulationss 1) The developer has the option of changing the color of the copy using either green, brown or black with a white background. 2) That should the optional lighting be installed it should be with the proper shields so there isn't any glare to Busch Road traffic 3) That the phone number shall be in the lower right hand corner and the copy of the custom homes 3 and 4 bedrooms in the upper lefthand corner with the installation of a fascia board the same color as the letters. Commissioner Kirby seconded the motion. The motion passed the commission unanimously. AL'S CYCLE SHOP - Landscaping and Elevations Mr. Alan Foss - 160 Weidner After much discussion Commissioner Kirby moved that they recommend the landscaping and sight plan for Al's Cycle Shop with the following stipulationss 1) If the parkway trees are not more than 2" they will be staked and if 2" they need not be staked. They should be a patent variety of Honeylocust that is podless and thornless. 2) Sod will not necesarily grow on a burm in the vicinity East along Buffalo Grove Road. It is suggested you plant groundcover, such as; purple leaf winter creeper in the amount of one (1) quart pot per square yard. 3) Inaddition we recommend planting of 21" trees in the parkway at the N.W. corner of the property and that a row of cotoneaster or other type of bush be planted in the area at the West end of the property. 4) 1 With regard to the dumpster and garbage removal location, at this time we would not require a screening of the facility except if it becomes a nuisance in the future. The only requirement is that it be painted out with the same color as the door trim. 5) The sign will be as shown in the elevation with the only stipulation that the word Buffalo be spelled correctly. 6) With regard to the elevation as presented the East elevation or front is to be as presented with the Mansard across the front. • Commissioner Hardt seconded the motion. The roll call vote was as followss Hardt. .Naye; Kirby. .Naye; Rosenfeld. .Naye Mr. Foss was advised that he could appeal to the Village Board since the motion was turned down by the Appearance Control Commission. mat APPEARANCE CONTROL COMMISSION AUGUST 25, 1977 PAGE-5 Chairman Rosenfeld stated for the record that the reason he voted against the motion is that the criteria as set down by the court leaves no room for any aesthetic judgment. Additionally, the appearance of this before the Appearance Control Commission is only a request to rubber stamp any variations from the Court Order. Any recommendations that were made with- in the motion were attempts to add aesthetic appeal to the existing plan; but in no way obligated the maker of the motion or the members of the commission to vote for the motion. If the Board of Trustees feels it is within their wisdom to grant any of the variations from the Court Order and speak for the Village of Buffalo Grove then they should do so. Last, but not least, commissioners vote their conscience for the better- ment of the community and not for the goodwill of the commission. 5. DISCUSSION Commissioner Hardt recommended that they elect a Chairman at the next meeting. Commissioner Rosenfeld suggested they hold a workshop for the first hour of their next meeting. 6. ADJOURNMENT Since there was no further business to come before the commission a motion for adjournment was entertained and carried unanimously. The meeting adjourned at 12145 A.M.
