1977-07-14 - Appearance Control Commission - Minutes • VILLAGE OF BUFFALO GROVE . APPEARANCE CONTROL COMMISSION JULY 14, 1977 • 1. CALL TO ORDER The meeting was called to order at 8:00 P. M. Thursday, July 14, 1977 in the Village Hall. Roll call was as follows: PRESENT: Commissioners Bentley, Hardt and Rosenfeld. ABSENT: Commissioner Chinn Due to the resignation of Commissioners Butler and Gramm there are only four (4) Commissioners remaining. Due to the lack of Quorum a Workshop meeting was called. • 2. DISCUSSION a. MANNING SAVINGS & LOAN - Sign Face Change Mr. Sam Smith was present. Mr. Sam Smith, representing Manning Savings & Loan presented a drawing to the Commissioners showing a sign size increase from 2 ft. to 4 ft. . Manning Savings and Loan provides many services to their customers, and they feel that if they enlarge the sign, it will be easier for their customers to find them. The Commissioners felt that the sign presented wasn't going to help Manning achieve their goal. They suggested Mr. Smith go back to the sign company and have them design a sign that would utilize the in- creased sign area to the fullest. Mr. Smith agreed with the Commissioners that the sign,as presented, did not achieve Manning's goal. When a new sign concept has been drawn up, Manning Savings & Loan will be placed on the agenda. b. BOB PAVETTO (STATE FARM) - Sign Face Change At 305 W. Dundee Advance Neon Signs Mr. Pavetto requested a face change on a four ft. by four ft. sign using 4" black letters with a white background and the State Farm logo in red. Chairman Rosenfeld felt that a larger sign using 6" letters would incorporate the State Farm logo better and also be more eye appealing. The Commissioners helped Mr. Pavettc design a new sign. Mr. Pavetto will have his sign re-drawn to scale and return July 28, 1977 before the Appearance Control Commission. • c. LEVITT HOMES - Sign Face Change Levitt is requesting a face change on their sign for Strathmore Grove Single Family Homes. The Commissioners requested Levitt indicate their phone number on the face of the sign rather than the price, which is presently on the drawing. Chairman Rosenfeld requested that the Representative for Levitt return in two (2) weeks with a revised drawing; or he may submit the revised drawing to Tom Fennel, our Building Supervisor, and he will approve it. d. THE COUNTRY COURT SHOPPING CENTER - Sign Package (Signs& Symbols) Mr. Bill Pantos - Signs & Symbols Mr. Tom Strey - Koenig & Strey The representatives of Country Court Shopping Center presented a sign package to be reviewed by the Commissioners. After much discussion, the Appearance Control Commission recommended the following modificationsI • 1) Limit the letter size to a maximum of three (3) heights being 6 in., 12 in., and 18 in. 18 in. for single line and 12 in. and 6 in. in combination. There shall be no cursive lettering on the signs and upper and lower cases of the same type face of appropriate height for the type face in the same stroke width will be acceptable as variations to the height recommended. 2) Indicate colors and numbers. 3) There will be no logos, caricatures or other designs. It was recommended they send .Mr. Tom Fennell a letter indicating the modifications requested or recommended by the Commissioners. Chairman Rosenfeld requested The Country Court Shopping Center be on the agenda for July 28, 1977. e. THE HIGHLANDS (HOFFMAN-ROSNER) - New model and minor modifi- cations to previously approved models. Temporary project sales sign. Mr. Larry Kapustka was present. Mr. Kapustka stated they have made some revisions on the floor plans on the "R", "S" and "G" houses, which were previously approved. On the "R" house they revised the front elevation. There is a fire- place option with two (2) windows on the side elevation. On the "S" house there is a revision for adding an additional window on the side elevation and flanking the fireplace. On the "G" house they have provided a fireplace option in the re- creation room on the lower level. The windows in the lower level will be put on the side of the house. mat APPEARANCE CONTROL COMMISSION JULY 14, 1977 PAGE - 2 Mr. Kapustka then presented a drawing of a two (2) story house with three (3) bedrooms. The Commissioners did not care for this model, because they felt it did not resemble any of the existing models. Chairman Rosenfeld felt it was a weak design and totally out of character for this subdivision. Mr. Kapustka was requested to return July 28, 1977 and present the design before the entire Appearance Control Commission. TEMPORARY PROJECT SALES SIGN Mr. Kapustka then stated Hoffman is putting up a temporary sales facility prior to the construction of the models. The sign will be painted plywood using their typical logo. Mr. Kapustka submitted new colors. The letter color will be greeiand the background redwood brown.. Chairman Rosenfeld stated that the two (2) colors chosen for the sign will give off the same amount of reflection. It will be very difficult to read the sign at dawn, dusk and much of the day. Chairman Rosenfeld suggested they put a time limit on the sign. Mr.. Kapustka assured the Commission the sign would be these only . while the temporary sales office is in operation. The Commission recommended that Mr. Tom Fennel approve the temporary sign and that if they find a problem with the colors selected, Hoffman may use the buff color previously approved. 3. ADJOURNMENT As there was no further business to come before the Commission the meeting was adjourned at 9s55 P. M. July 14, 1977. Respectfully submitted, Melanie A.
