1977-06-23 - Appearance Control Commission - Minutes ri'd"141)11 VILLAGE OF BUFFALO GROVE APPEARANCE CONTROL COMMISSION JUNE 23, 1977 1. CALL TO ORDER The meeting was called to order at 7:40 P. M. Thursday, June 23, 1977 in the Village Hall. Mr. Rosenfeld was requested to be Acting Chairman for the evening. Roll call was as follows: PRESENTS Commissioners Chinn, Hardt, Bentley and Rosenfeld. ABSENTS Commissioners Butler and Gramm. QUORUM PRESENT 2. APPROVAL OF MINUTES MINUTES OF MARCH 24, 1977 Commissioner Hardt moved that the Appearance Control Commission minutes of March 24, 1977 be approved with the following corrections: Page 2, Paragraph 1 - the word backwall should be changed to sidewall. Page 3, Paragraph 2 - at the end of the second sentence add Mr. Conrardy. Page 3, Paragraph 3 - last sentence - spacing error. Page 3, Paragraph 4 - delete the word building Pi the 4th sentence. Page 3, Item d. - please note that Bud Frank and William Lyman were present. On the Summary Sheet for the Grove Animal Hospital - Please note that we "tabled the landscaping". MINUTES OF APRIL 14, 1977 Commissioner Hardt moved that the minutes of April 14, 1977 be approved with the following corrections: Page 3, Paragraph 5 - after Paragraph 5 add a new paragraph stating the followings Pylon signs will be submitted at a later date for the White Hen Pantry and The Early Learning Center. This should also be added to the Summary Sheet for the White Hen Shopping Center. The motion was seconded by Commissioner Bentley and passed the board unanimously. MINUTES OF JUNE 9, 1977 Commissioner Bentley moved to approve the minutes of June 9, 1977 with the following corrections: Page 3, last sentence in Item 3 should be changed to read: "The count will be as per shown in the plan as drawn. This should also be reflected on the Summary Sheet. The motion was seconded by Commissioner Hardt and passed the board unani- mously. 3. DISCUSSION a. Dan Rutowski Mobil Oil - Signs for Islands Mr. Bob Zeppos of Corkill located at 4536 Lawrence, Chicago, Illinois 60630 was present. Chairman Rosenfeld stated the commission likes to see the owner at the meetings. Mobil is requesting two (2) additional signs at the East end of the station which is located at Dundee and Buffalo Grove Road. Mr. Zeppo stated the signs are backlit with interior lighting. The can is made out of stainless steel with plastic facing. They will be mounted on 2" rd. metal tubing. Commissioner Bentley moved they accept the plans as shown with the following modifications: 1) that the poles be 2" square poles; or 2" rd. whatever is existing; ' 2) the finish for the poles should be black; (or existing color) 3) the can sides be stainless steel; 4) and that they be only at the East end of the station as per the drawings and specifications. Commissioner Hardt seconded the motion and it passed the board unanimously. Mr. Zepposand Mr. Rosenfeld, Acting Chairman initialed the drawing. b. Manning Savings& Loan - Sign Let it be noted that this is the third time Manning was scheduled to come before the Appearance Commission. Manning Savings and Loan should contact Mr. Fennell•s office when they wish to be on the agenda. c. GROVE COURT SHOPPING CENTER - SIGN PACKAGE Representatives: Rich DeVos Brian Properties, Inc. Woock - White Way Sign Bryant Murphy - Courtesy Signs APPEARANCE CONTROL COMMISSION JUNE 23, 1977 PAGE-2 • Grove Court Free Standing Sign Mr. George Woock stated the sign is a metal background with the letters routed out and backed up with ivory plastic. The supports are 6" square columns. The interior is illuminated with fluorescent tubes .and a brown background. Chairman Rosenfeld requested that the disconnect be put on the backside of the pylon. After much discussion Commissioner Hardt moved that they approve the Grove Court Free Standing Pylon sign with the following stipulations: 1) total height and width and, the various structural dimensions be compatible with the existing Zimmerman Hardware sign; 2) that the maximum height of the entire structure not exceed 20 ft; 3) that the disconnect switch be located on the East support facing North and painted out the same color as the structure; • 4) that the foundation be flush or below existing grade; 5) and that it be noted that this approval is only for the Grove Court Sign itself and not for any additional copy that may be included at a later date. Any additional sign must come before this Commission prior to approval. The motion was seconded by Commissioner Bentley and carried by unanimous approval. After much discussion it was decided that they should come back in two (2) weeks with a site plan showing the exact sign location and plantings. The sign was"tabled' until that time. Grove Court Tenant Signs • Mr. Ray presented a drawing of the Grove Court Shopping Center showing Tenant signs. They plan to use a can sign giving choice of script and color. The Commissioners as a whole do not like can signs. They definitely wanted to limit the choice of colors, the type of print, the amount of print and the elimination of any logos or caricatures. After a great _ deal of discussion they decided to make a series of motions covering various aspects of the Tenant Sign. Commissioner Hardt moved that they approve the can sign concept mounted on the facia with the materials as presented. Other signs to follow must conform with the Martin & Marbry sign, since it is the first sign up. The motion was seconded by Commissioner Bentley. Upon roll call vote, the vote was: AYES: Commissioners Bentley, Chinn, Hardt NAYES: Chairman Rosenfeld APPEARANCE CONTROL COMMISSION Motion carried. JUNE 23, 1977 PAGE-3 Commissioner Hardt moved that the background color be limited to Ivory #2146 - Romanhaas. The motion was seconded by Commissioner Bentley. Commissioner Bentley moved that the lettering on the signs be limited to two (2) lines and no more than two (2) colors per sign, which may be Romanhaas Dark Brown 2418, Orange 2119, Green 2047, Blue 2051, Black 2025 and Red 2283. There shall be no logos, caricatures or other designs. Letters shall be of the colors specified of plexiglass applied to the background Ivory 2146. Maximum depth of any applied letter will be 1" formed, trim capped, cutout and applied. On a trim capped letter only a gold color would be acceptable. Commissioner Hardt seconded the motion. Upon roll call vote, the vote wast ' AYES: Commissioners Bentley, Chinn, Hardt NAYES: Chairman Rosenfeld The motion was carried. Commissioner Hardt moved that they limit the letter size to a maximum of three (3) heights being 6 in., 12 in., and 18 in. 18 in. for single line and 12 in. and 6 in. in combination. There shall be no cursive lettering on the signs and upper and lower cases of the same type face of appropriate height for the type face in the same stroke width will be acceptable as variations to the height criteria. Commissioner Bentley seconded the motion. Upon roll call vote, the vote wast AYES: Commissioners Bentley, Chinn, Hardt NAYES: Chairman Rosenfeld The motion was carried. Commissioner Hardt moved that the length of the sign would not be less than 10 ft. in length. Commissioner Chinn seconded the motion. Upon roll call vote, the vote was: AYES, Commissioners Bentley, Chinn, Hardt NAYES$ Chairman Rosenfeld The motion was carried. Commissioner Bentley moved that they accept the sign regulations as presented and as modified by the motions of the commission. Commissioner Chinn seconded the motion. NEW BUSINESS Commissioner Hardt requested that signs be removed from the S. W. corner of Buffalo Grove Road and Dundee. 5.
