CALL TO ORDER The meeting was called to order at 7:47 P.M. Thursday, April 14, 1977, in the Public Works Department Building. Roll call was as follows : PRESENT: Commissioners Rosenfeld, Hardt, Bentley and Tolle . ABSENT: Chairman Helms , Commissioners Gramm and Butler. QUORUM PRESENT In the absence of the Chairman, Commissioner Hardt moved to appoint Commissioner Rosenfeld acting Chairman for the duration of the meeting. The motion was seconded by Commissioner Tolle and was accepted unanimously. ' 2. APPROVAL OF MINUTES Motion was made by Commissioner Hardt to defer approval of the minutes of the March 24, 1977 meeting until Chairman Helms is present. The motion was seconded by Commissioner Tolle and was accepted unanimously. 3. DISCUSSION a. Mr. Rosenblum Mrs . Cheryl Rose , Residents of Mill Creek Mr. Rosenblum presented a request on behalf of Mr. & Mrs. Jan. Walker and other residents of Mill Creek for direction from the Appearance Control Commission in securing planting for the Mill Creek subdivision entrance (Crofton and Dundee Island) . The Commissioners agreed some work should be done in this area, and Commissioner Bentley moved to recommend to the Board of Trustees that they direct the Public ,forks Department to, present landscape plans' to the Appearance Control Commission for 'review. The motion was seconded by Commissioner Tolle and was approved unanimously. b. Mr. G. Zimmerman, Owner True-Value Hardware 745 South Buffalo Grove Road Grove Court Shopping Center Mr. Zimmerman requested the Commission to approve the sign package for his store. He stated business is open, and he needs a sign to advertise his location. He has Eoken to the other owner of Grove Court Shopping Center, and they have agreed to follow a similar sign design. He said his pylon sign is to be 120 square feet, illuminated, white background with blue lettering; will contain a True-Value logo , and will be framed with a bronze color on the sign posts . Page 2 Appearance Control Commission April 14, 1977 Letteringfor the building front which were "can"sign letters, ran into opposition from the Commission, who generally felt such lettering to be of little esthetic value. After further discussion concerning the pylon sign, Commissioner Hardt moved to accept the Zimmerman True Value Hardware pylon sign as presented with the following stipulations: the height will not exceed 20 feet, the wording "Homecenter" on the third line will be changed to "Hardware" . Approval is granted herewith only for the pylon sign and the Commission will take a later look at the building sign package for the shopping center. The Grove Court pylon sign will conform to the Zimmerman sign, but will be approved at a later date. The motion was seconded by Commissioner Bentley and was approved unanimously. The plans for the pylon sign as corrected were signed by Chairman Rosenfeld and Mr. Zimmerman. c. Prudential-White Hen Shopping Center Mr. Tom Conrardy Prudential '3520 Devon Lincolnwood, Illinois Mr. Conrardy returned before the Commission with corrected site plans , elevations , landscaping plans , parking lot buffer zones and detailed plans for the trash collection area. Mr.Meyer, architect, presented samples of the materials to be used. Discussion followed concerning these materials. Acting Chairman Rosenfeld suggested some type of spring hinge gate be affixed to the trash collection area. to obscure the view of refuse from the public. After further discussion, Commissioner Bentley moved to accept the architectural package with the following stipulations : the treatment on the end wall arch on building A will conform to building B ; all under soffits will be rough sawn, texture 111, 4 inch groove ; all hollow metal and ferrous material will be painted to match; materials used will be the same as the samples presented, using light grey mortar, developer will provide gates on the refuse area or provide closed containers or. see that' closed containers are provided and are painted to conform with dark brown used throughout the rest of the development and condensing units on the roof will be moved to the longitudinal center line of the building in each case and these will be painted the same dark brown color. The motion was seconded by Commissioner Hardt and was approved unanimously. The design for the building signs was presented, and after much discussion, Commissioner Bentley moved to approve the sign package with the following stipulations : the letters are to be Helvetica Medium, with 18 inch upNer case letters , and 10 inch lower case letters. Further, with respect to the coloring of the letters, three samples will be submitted to Mr. Tom Fennel for his review and presentation to the Commission. With respect to the Appearance Control April 14, 1977 Page 3 • Appearance Control Commission April 14, 19?7 location of the lettering, dependant upon the building front, will either be located 14 inches above the tangent of the archway, or 18 inches above the roof base on the fascia board. Further, the developer agrees that he will comply to the prohibition of using logotypes and brand names in the signs of the tenants. The motion was seconded by Commissioner Hardt and passed unanimously. A special problem concerning lettering for the Early Learning Center arose, and after some discussion, the following motion dealing with this problem was made : Commissioner Hardt moved that the lettering for the Early Learning Center (daycare center) may be 12 inch lower case, with the " 1" (el) being 18 inches and that such lettering will be placed on the brick panel on the west side of the north elevation. This motion was then s✓conded by Commissioner Bentley and was accepted by the Commission unanimously. Discussion on the lighting package arose, and it was decided that changes must be made , and these will be submitted to Mr. T. Fennel by the developers,:for his review and presentation to the Commission. Landscape plans were reviewed, with Commissioner Tolle offering opinions only, since the final landscape contract has not been signed with a particular company. Objections were raised with respect to the plantings in the parking lot buffer zones, with the concern that they may succomb to snow removal operations. Also, the Pin Oaks planned for the parking lot area are noted for having branches which grow downward, thus causing maintenance and appearance problems. The developers agreed to sod the lawn areas . Revised landscape plans are to be submitted to Mr. Fennel. Plans for pylon signs for White Hen and others will be presented at a later date. Approved plans covering building signs and architecture were signed by the developer and Acting Chairman Rosenfeld. d. Devonshire (Balsamo/Frank) Mr. S . Balsamo 153 West Ohio, Chicago, Ill. Mr. Balsamo presented plans for four homes with several elevations for the Devonshire subdivision, located at Busch Road and Route 83. Mr. Balsamo outlined the materials to be used, and also presented the landscaping plans for parkway trees. After review, Commissioner Tolle moved to accept the landscape plans, with the correction that tree diameter be changed from 2 inches to 22 inches , and with the stipulation that the developer find an alternative tree to the Hackberry, and resubmit that choice to Mr. Tom Fennell who will advise the Appearance Control Commission. Commission April 14, 1977 • After discussion of the availability of matching pre-fab chimney pots , and other items , Commissioner Hardt moved to accept the four models with five elevations , with these stipulations : the model currently planned only for corner lot use be built with a window in the mastertedroom on that wall which faces a street ; that the developer will be cognizant of the face brick color with relation to the color of the chimney pot used and that if such pre-fab colors are not available, he will return to the Appearance Control Commission with an alternative solution. Further, all materials that are used are to be as discussed and that any lighting for the front doors be. submitted to the Commission via Mr. Fennell. The motion was seconded by Mr. Tolle and was accepted unanimously. The plans for the four models were then signed by Acting Chairman Rosenfeld and Mr. Balsamo. 4. NEW BUSINESS It was noted that two items (Applegate Realty - sign on wall_ and the Ranchmart Card Shop having a Hallmark Logo ) will be discussed before a full Commission at the next meeting. 5.
