1. CALL TO ORDER
Chairman Helms called the meeting to order at 7:35 P.M.
February 10, 1977. Roll call was as follows :
PRESENT: Chairman Helms , Commissioners Hardt, Rosenfeld,
Tolle.
ABSENT: Commissioners Bentley, Butler and Gramm.

2. APPROVAL OF IIINUT S
Chairman Helms tabled approval of the minutes of the meeting
held January 27, 1977 until Mr. Fennell can double-check the
roof screening specifications with Mr. Strey of Koenig & Strey Realtors .
3. DISCUSSION
a. Ranch Mart Shopping Center - Signs
Mr. Rodeck, 601 Skokie Boulevard, Northbrook, requested approval
covering five business identification signs for stores
occupying the Ranch :;;art Shopping Center' s new addition. The
signs are described as non-illuminated store identification
signs , composed of white plastic letters placed on 8' x 1' redwood
backers . The signs will be placed on the soffits and will be
the same as the identification signs for individual establishments
now existing at the Ranch Mart Shopping Center. The stores
involved are : Books , Etc.
Bagel Shop - Deli
Century 21 Realtors
Lee' s Hallmark Shop
Artistic Barbers
Commissioner Rosenfeld recommended that the signs t"y to be
centered between the masonry piers.
Mr. Rodeck also requested additional approval for two to
three additional signs of the same type as noted above as vacant
store space is leased.
Commissioner Rosenfeld motioned to accept the Ranch Mart
sign package for the five signs as presented as well as any future
signs as long as they meet the standards shown in Mr. Rodeck's
presentation, and that the location of signs try where possible
to conform to architectural symmetry. Motion was seconded by
Commissioner Hardt, and passed the Commission unanimously.

b. Buffalo House - Landscaping
Ms. Teichman, co-owner of the Buffalo House, presented the
Commission with more detailed plans for the restaurant's
landscaping project.
Chairman Helms noted that plant material sizes had not
been entered on the plans , and cautioned that these must conform
to Village requirements.
Commissioner Rosenfeld noted that the highway guardrail,
coupled with the downhill grade, might cause the Buffalo House
sign to be obscured. Discussion ensured on placement of the
sign on the north versus the south side of the driveway.
Concerning the light fixtures to be used for the sign,
Commissioner Rosenfeld noted that in order to minimize side
glare, these fixtures should be shrouded. Ms. Teichman readily
agreed and will see that shrouds for the lighting are incorporated
into the plans.
Discussion developed as to the types of plantings best
suited for the area, and the density of trees along the road
frontage. Chairman Helms felt the density along the 280 foot
frontage too thin, while Commissioner Rosenfeld pointed out the
historical architectural value of the Buffalo House, and felt
too many trees may block the view of the building.
Chairman Helms noted that a "bare area" with respect to plant
materials existed from a point 20 feet north to 70 feet north
of the driveway, and suggested a grouping of shrubs be placed
in the area. Ms. Teichman felt this was an oversight, and
agreed to this change.
Commissioner Tolle questioned what protection would be provided
for trees in the parking lot, and Ms. Teichman responded that
rough-sawed timber would be used. A recommendation was made
that the distance from the face of the tree to the front of the
timber be three feet.
Discussion as to the sign for the restaurant arose, and
Chairman Helms noted the Commission had already previously
discussed and agreed upon the dimensions, material
and colors to be used.
Commissioner Rosenfeld suggested that Ms.Teichman
check with the sign painter to be sure that a stabilizing pigment
is used to resist wear, and that the sign be treated with
a weather guard such as polyurthene. Commissioner Rosenfeld
felt these steps would keep the sign in good shape and also
reduce maintenance costs.

After additional discussion, Commissioner Rosenfeld
moved to approve the sign for the Buffalo House as a two-faced
sign facing north and south in either of the locations discussed,
either north or south of the driveway, to the dimensions as shown
on the drawing, with the stipulation that marine plywood is
used in the construction of the sign, that the round sign
supports be properly treated to resist deterioration from vermin and
weather, that such supports be properly anchored in the ground 3 to 4
feet, back fill with temped, well-graded gravel or set in cement,
and that the architect work out specifications with the painter
to use materials which will resist weather wear. The motion
was seconded by Commissioner Hardt. The motion carried unanimously.
The drawing of the restaurant' s sign was then signed by
Ms. Teichman and Chairman Helms.
Commissioner Rosenfeld then moved to accept the Lamp,
holds and spikes as submitted with the stipulation that
appropriate shrouds be installed on the lamp holders, projecting
at least one inch from the PAR lamp reflector, with the exact
location of the lamps with respect to the Buffalo House sign being
left to the contractor. The motion was seconded by Commissioner
Tolle and carried unanimously.
Chairman Helms and Ia7s. Ibichman then signed a copy of the
specifications for lighting.
Commissioner Tolle moved to accept the landscaping plans,
with the stipulations that three trees are placed on each side
of the driveway, unless the sign is moved to the south of the
drive, in which case two trees will be adequate ;that a 50 foot
space located from a point 20 feet north to 70 feet

the drive be planted with an adequate grouping of
feet tall Purple Plum bushes ; and that existing trees will have
bumper guards where necessary,to a point three feet from the face
of the trees. Commissioner Hardt seconded the motion, with all
commissioners voting "AYE" .
Chairman Helms then printed on the landscaping plans the
minimum size necessary for tree and shrub plantings, and affixed
his signature to the plans. Ms. Teichman also signed the plans.
4. NEW BUSINESS
a. SURETY-LEVITT Construction - Commissioner
Rosenfeld expressed concern that construction plans as approved
by the Appearance Control Commission are not being followed by
Levitt builders, who have assumed construction of the site
formerly owned by Surety Builders. Mr. Fennell was asked to
check with the engineer about problems with sewers and streets,
and also to check if Levitt is bound legally to the tree plant
program.

b. Golden Bear Sign - Commissioner Rosenfeld stated that
Golden Bear was allowed to change the sign in front of the
restaurant if the land is a separately zoned lot. Commissioner
Rosenfeld believes now that the land is not separately zoned,
and asked Mr. Fennell to check.
c. Temporary Signs - Plaza Verde - Mr. Fennell
reported that permits expire around February 14 for the temporary
sign at Plaza Verde . Mr. Fennell also stated that all signs,
including temporary signs (except Real Estate For-Sale signs )
are subject to the Appearance Control Commission' s approval, and
will be brought before the Commission from now on.
d. Ordinance Change - Chairman Helms noted it has been
over one year since he submitted a change to the subdivision
regulations covering parkway trees, and asked Mr. Fennell to check
its progress.
5. ADJOURNMENT
Since there was no further business to come before the
Appearance Control Commission, Commissioner Tolle moved to
adjourn the meeting, the motion was seconded by Commissioner
-N Hardt, and the meeting ended at 9:15 P.M. February 10, 1977.
