APPEARANCE CONTROL COMMISSION
VILLAGE OF BUFFALO GROVE
SPECIAL MEETING
• OCTOBER 21, 1976
In the absence of Chairman Glauner, the motion was made, seconded and passed to have
Commissioner Ronald Helms be Acting Chairman for the meeting. The meeting was called
to order at 6:30 P. M. in the Municipal Building. Roll Call was taken. Those present:
Acting Chairman Ronald Helms, Commissioner Dennis Gramm, and Commissioner
Sherwin Rosenfeld. Commissioner Scott Butler came into the meeting at 6:40. Adminis-
trative Assistant William Whited and Village Engineer Carl Rapp came into the meeting
at 6:50.
Levitt - Strathmore Grove #3
Mr. Louis P. Shassian, Vice President, Levitt Residential Communities, Inc. was present
and showed brochures, drawings, and photographs of four proposed single family model
homes - The Eton, The Cambridge, The Essex, and the Arlington II. He stated that three
of the homes, The Cambridge, The Essex, and The Arlington'II had been brought before the
Appearance Commission some months ago, as they were built as spec houses in the last
three lots of Strathmore Grove #1 and #2. The Arlington II was previously known as the
Andover, the Eton was formerly the Trent, with the only differences being in the front
elevations. Mr. Shassian stated that by Levitt's standards, there were 37 versions of
the homes, making approximately 168 possibilities. He stated that previous sales
preferences were approximately 50% towards the Arlington, 30% towards the Trent, 10%
towards the Essex, and 10% towards the Cambridge.
Commissioner Rosenfeld asked Mr. Shassian if Levitt could treat any side elevations
exposed on corner lots as front elevations, i. e. , to dress up the exposed sides with
shutters, muttens, etc. , and if they could consider putting a window in a garage if that
garage side would be exposed to the corner side. Mr. Shassian stated that they would be
agreeable to putting shutters and muttens on side windows facing the street on corners, but
that they could not agree to put windows in garage sides. Mr. Rosenfeld then asked if it
would be possible to reverse those houses so that the garage side would not face the corner.
Mr. Shassian stated that wherever possible they could try to do that.
Mr. Shassian stated that the downspouts and gutters would be aluminum prefinished in
white, and the B Vents are prefabricated to look like brick chimneys. Commissioner
Rosenfeld asked Mr. Shassian if he would stipulate that attic vents would be on the back
of the house, and if they were on a section of a roof where they would be visible from the
street, that they would be painted the color of the roof. Mr. Shassian stated that aluminum
roof vents, after being painted become a continual maintenance problem. Mr. Rapp stated
that when they are painted, because of weathering the paint begins to pop after a few years
and in some instances the homeowner will not paint them.
Mr. Shassian stated that the model area would be landscaped, and agreed to bring the
landscaping plans before the Appearance Commission for approval at that time.

Mr. Shassian was asked if they could do something where the concrete meets the siding
so that there would not be so much greyed area exposed, and he stated that he did not feel
that this was an objectionable problem.
Commissioner Gramm asked if the driveways would be concrete or asphalt, and Mr.
Shassion stated that they would be concrete.
Commissioner Helms asked if there would be a separate parking area for the model area,
and Mr. Shassion stated that he did not think so, that he thought the court parking would
be adequate. He agreed that if a separate parking lot was required, those plans would be
submitted with the landscape plans. Commissioner Helms asked if the air conditioning
units would be treated in the landscape proposal, and Mr. Shassion stated that shrubs for
that purpose would be provided in the model area only.
Commissioner Helms inquired as to sump pump discharges. Mr. Rapp stated that any
lot for any builder had to have this problem reviewed before a permit could be issued,
and that if these standards did not meet appropriateness to the site, construction on that
site would be stopped. It was stated that wherever a drainage problem did exist, the
sump pump drainage would be tied in below grade.
Mr. Rapp stated that he has plans for Mr. Dettrner's replacement to work in direct liaison
with the Appearance Commission so that the Commission's guidelines could be more easily
effected.
Commissioner Rosenfeld was excused from the meeting at 7:40.
Commissioner Gramm made a motion to approve the four models as presented for
development in Strathmore #3, with the stipulation as agreed to, that shutters and muttens
would be provided on side elevations of corner lots. The motion was seconded by
Commissioner Butler, and a Roll Call Vote indicated unanimous passage.
Business completed, Commissioner Gramm made a motion that the meeting be adjourned.
The motion was seconded and passed.
