Kirby called the meeting to order at '7.42 P.M. on Thurs. , Sept. 27, 1979 at the Village Hall. 2. ROLL CALL Commissioners rresent - L. Gibbs, D. Knaak, M. Holland, L. Paolillo and L. Kirby. . Absent - G. Weiss and D. Hardt Building Department - Jim Griffin, Asst. Building and Zoning Administrator Quorum Present - Com. Kirby - -- Acting Chairman 3. APPROVAL OF. MINUTES Coma Gibbs made a motion to accept the minutes of the meeting held Sept. 13, 1979 as submitted. Com. Paolillo seconded the motion. Roll Call Vote was Aye - Unanimously. 4. BUSINESS a) DATSUN Bob Stavin, Lloyd Fried and Stephen G. Thompson - Trebor Dev. Corp. Negotiations with the Park District are in progress concerning the exchange of property. The site was discussed: Building to be located 120' - 125' from the curb. Lighting will be: 4 - bronze aluminum poles for the display of cars in front; 400 watt - 24 ft. ht. Berm will be provided 3 ft. hign with plantings as shown on Plan A-2. Building will be 17,300 sq.,. ft: - ,New/Used Cars';,.:& service area. Window frames - bronze anodized aluminum - front and sides; Expandable wall in the rear - Article "G" as presented, bronze. Doors painted out - Mansard facade color. Mansard - SMC #364 Bronze. Trim also painted out to match. Heat & Air: .Uftits on roof - will be painted out or fenced. Screening discussed - for benefit of residential property. The Commission felt screening was necessary on the East. Front only will be brick - Rustic Face —Dark Brown. Building - concrete blocks Light brown - Valspar/Br. Sugar. Downspouts will be painted out; or will be pre-finished to match the facade. Motion for Architecture - DATSUN Com. Holland made the following motion: I move we accept the Architectural Plan for Datsun as presented with these stipulations: 1. Roof Top Heating and A/C Units to be screened on the East Side ; with screening to be painted out to match the trim of the building; screening to be at least 1 ft.higher than the A/C Units and the fence to extend at least 3 ft. beyond the North and South perimeter of each A/C Unit; 2. Downspouts be painted out to match trim. 3. Building materials be as depicted and specified on SEC - 364. Com. Knaak seconded the motion. Roll Call Vote: Aye - Knaak, Holland, Paolillo, Kirby & Gibbs. Nay - None Motion Passed. LandscapinE - No Forester' s Report was available. Plant materials were discussed; berms to be sodded; AC requested additional plantings on East side to 10' ; Village Engineers will made decisions concerning berms. Depth of retention pond to be a maximun of ft. Com. Knaak made the followingmotion: I move we approve the LANDSCAPING for DATSUN, subject to the For ester' s Report. ; and with the following stipulations: 1. Landscaping only, not signs, lamps, illumination in this motion; 2. Increased plantings East of the Service door; '3' as listed. 3. May relocate the berm at the South- Easterly property line , pending a decision of the . Park District. Com. Holland seconded the motion. Li:htin-:' General Discussion - Four 24' fixtures (from curb) ; Halite - LB400 44M - 1,000 watts at front; 80 feet off curb line; 1 at each side - 2 in rear. Spaulding Fixtures with mercury vapor/white light. "Cordova II" - 24 ft. Bronze color poles. "Sector" - Mid-level, grey. Bldg. Lts - 4 painted out. Com. Knaak made a motion to accept the lighting as presented. Com. Holland seconded the motion. Roll Call Vote : Aye - Gibbs, Knaak, Holland and Kirby ; Nay - None (Mr. Paolillo had left the meeting. Motion Passed. APPEARiNC , COMMIS ION Sept. 27, 1979 — gage Two. Signs - A pylon sign was shown - D 80-10 and D 24 combined. Measurement and distance requirements were discussed, and it was concluded that a variance was needed from the ZBA. Reason for variance is need for 300 ft. frontage - Datsun has • 237 ft. and it was noted that there must be 500 ft.between the Grand Spaulding Dodge sign and Datsun. The AC will review and give recommendation to ZBA as per Sec. 15.1-A of Sign Code. The square footage of the proposed sign is to be brought into conformance with the required 120 sq. ft. - this must include both the Datsun portion D 80-10 and B. G. D-24 together. Colors of the Pylon are Red with White lettering on a Bronze pole, not to. exceed 20 feet in height . (B.G. is Red on White. ) • A wall sign about 22 sq. feet will be allowed with the pylon. A wall sign 1/3 the length of facia and 1/2 the height will be allowed if no pylon sign is erected. (White on red backgr. ) Individual letters on a bracket, front of letters are trans- lucent, lit from the rear. Disconnects painted out. Agreed to' have ' "Parts and Service"sign at the East side -D 12; Com. Gibbs made the following motion: I move we adopt the signage package as outlined by the Chairrnan(following motion) as to the specifications as far as specifications of color and height; SUBJECT TO a ruling by the ZBA on the pylon sign regarding the following: • 1 - insufficient front footage on Right-of-Way; Sign Code - Sec. 5.1-a 2 - Minimum distance between proposed ground sign and any existing pylon signs either to the East or West on the same side of Dundee Road Com. Holland seconded the motion. Roll Call Vote: • .ye - Knaak, Gibbs, Holland and Kirby. Nay - None Motion Passed. Note : If the variance is denied a permit will not be issued for a pylon sign. Sign Package: as depicted in the Official Program: a) Pylon Sign - D 80-10 (no D 24) If square footage can meet 120' limit D 24 will be allowed. Red background with White lettering; base anodized bronze. (D 24 is Red on White. ) Contingent to the ruling, of the ZBA on whether the ground sign will be permitted, the facia sign would be limited to 22 sq. ft. - Helvetica style lettering. b)If the ground sign is denied - D 2A illuminated 24" high letters, individually lit on a track - using 1/3 of facia. c) Service sign mounted over the East door - Parts and Service shown as D 12. It was noted that a similar presentation was denied by the Appearance Com. on April 26, 1979 because of the lighting. Mr. Nitti asked if any part of the design was pleasing. Com. Knaak stated that the fence and stained glass windows were attractive. Mr. Nitti explained that there would be 1 ighting behind the stained glass effect. In place of the lights, a white metal trim can be used instead. The stained glass is flush to the building and the fence would be over the canopy, Ch. Kirby asked that two motions be made, as follows: I - Com. Holland made a motion to accept the fencing over the canopycf the building and . the stained glass as depicted, in the render- 1nhe submitted, on either side of the entrance. Penee to be painted white. Com. Knaak seconded the motion. Roll Call Vote: Aye - Gibbs, Knaak, Holland, Kirby Nay - None Motion Passed. II - Com. Holland made a motion to DENY the raceway with the lights as presented, outlining the roof line and facia, and around the fencing. White metal OK. Com. Knaak seconded the motion. Roll Call Vote: Aye - Gibbs, Knaak, Holland, Kirby Nay - None Motion passed to Deny. • Mr. Nitti indicated that he would take the matter of the lighting to the Village Board for appeal. c) Kemmerly Real Estate '.Sign Dominic Nitti - Federal Sign Co. Mrs. Jack Kemmerly present. • The Appearance Commission denied this sign on May 24, 1979 for several reasons. It appeared to have a logo - Better. Homes and Gardens; also because several letter types appear on the sign; and the term Real Estates could be advertising. Mrs. Jack Kemmerly verified that the actual DBA includes the Better Homes and Gardens and also the term Real Estate has always been the business name. She noted that the Buffalo Grove office is the only .one that does not have this sign. Com. Gibbs made a motion to accept the Sign as presented. Com. Knaak seconded the motion: Roll Call Vote Aye - Gibbs, Knaak, Holland, Kirby Nay - None Motion Passed. APPEARANCE COMMISSION Sept. •27, 1979 - Page Four d) Hoffman Group - Subdivision Sign Mr. Norman P. Goldnaier, Atty. and Mr. E. Hoffman • On August 23, 1979 a sign change was denied, a new sign was presented to be located at the entrance of the sub- . division Highland Point, Highland Grove and :.Highland Square. It is a wood sign - 106 sq. ft. and 20 ft. high. ; two faced; redwood with sap streaks ; cream letters on sandblasted cedar; erected with no back braces A one year permit will be issued with provision to renew if the sign is well-maintained for extended periods of 6 mos. The Commission asked that the arrow be lowered because the sign is very desirable , but the arrow . isn' t attractive. Mr. Goldmaier agreed. Com. Knaak made the following motion: I move we accept the Highland Point, Highland Grove, Highland Square sign as presented, stipulating that the Arrow be placed below the two section. Permit to be issued for one year with renewal for six month periods, thereafted, provided the sign is well maintained. Sign is double-faced, with no bracing. Com. Holland seconded the motion. Roll Call Vote: Aye - Gibbs, Knaak, Kirby Nay - Holland (Because of Arrow) Motion Passed. e) Buffalo Grove Commons - Sign Mr. Charles Nelson explained that the sign which is located on Rt. 83 needs the arrow that 'was added without the AC approval. People do not see the models and the arrow gives direction to turn at the corner. He apologized to the AC for not getting proper authorization, but he thought that was the duty of the sign company. • The arrow is 18 inches wide and inside are the words: - Turn Right on Buffalo Grove Road - The sign is single faced, 8' x 10 ' originally and with the addition of the arrow it still is in compliance with the Cade. Ch. Kirby acknowledged that the intersection is angled in such a way that it is difficult to see when approaching from the West. She agreed that the change should have been re- quested before it was added. The colors are matching. Com. Knaak stated that this is not the first problem the AC has had with a development. of Mr. Shassian. At Devonshire, a phone number was added that did not become the sign; the present signage is in complete disrepair and Village notifi- cation has been ignored. 'Now the "arrow" has been added - all of which adds up to a lack of responsibility. APPEARANCE COMMISSION Sept. 27, 1979 - Page Five • Mr. Nelson said in defense of Mr. Shass.ian, that the arrow was added without his knowledge or approval . • Ch. Kirby noted that this is not Devonshire, but she did ask Mr. Griffin to take appropriate action with regard to the need for repairs as well as proper signage renewal. She asked for a motion, ruling only on the Commons arrow - . Com. Gibbs made a motion to accept the addition to the sign as it exists, at the Commons. Com. Knaak seconded the motion. Roll Call Vote: Aye - Gibbs Nay - Holland, Knaak, and Kirby Motion DENIED. The petitioner was advised of his right to appeal to the Village Board. • Noting that changes must be approved by A.C. first. f) Candlewood Creek East - Full Review • 011e E. Saarinen, Presr and Kandace H. Saarinen, V. P. Mr. Saarinen gave as background information the. facts that he will be building fifteen homes, Lots 1-8 and Lots 29-35; located off Pauline Ave. No models will be build, each home will be built and sold by Keonig & Strey. He plans to build on Lots 2-8 this year and the rest next Spring 1980. A natural -theme look is anticipated with no two houses alike . Materials were presented. There are three models and each has several elevations. They will meet the Monotny Code. Brick samples are natural with no gloss; six variations. Facia and Soffits - aluminum. Facia will be the same as whatever siding is used. Soffits, gutters and downspouts will be white, brown or black to blend with the rest of home. Roofs will be rough sawn cedar - called Readi-Wood. Two models have white stucco - Stucco Stone of California Brick Colors: Olde Baird, Woodland Blend, .Santa Rosa Plum, Clearfied Plant, Olde Payne and Pearl White. Mortar will be natural grey, or chocolate to blend together. White brick is only planned on one house with a 3 foot ledge. Stone Veneer: Palo Verde and Cobblefield. Brick and Stone from Havenwood Development Corp. The Appearance Commission was in general agreement that white brick is not a preferred choice - tan is better. Individual Models were reviewed and all features are the same. LONGWOOD, SHADOWWOOD AND HILLWOOD a) .Maximum exposed concrete - 3 ft. so builder will bring grade up one foot. b) Stone areas to be as tight as possible . c) Shield doors - Full glass for maximum light, Thermopane d) Anderson windows with wood grills. e Garage doors are paneled, each different. f) Downspouts - on side of houses (storm sewer) g) Vents are on the rear elevations; painted out. la) Decks are cedar with stain; or redwood with stain. i) Outside railings - black wrought iron. j ) Bisquaine and stones under deck.APPEARANCE COMMISSION Sept. 27, 1979 - P. Six Shadowwood - Door #701, insulated garage entry; and all. Hillwood - - 1 foot between deck and ground; and all. All storm windows will be black, white or brown to match the gutters .of each house; aluminum. Com. Gibbs made the following motion: I move we accept the elevations of the Havenwood Development Corp. - Candlewood Creek East - exterior layouts, as presented • for the: Hillwood Model - 6 homes, 2 elevations Longwood Model - 5 homes, 2 elevations Shadowwood Model - 4 homes, 2 elevations with the following stipulations: 1. The exposure of any foundation not to exceed 3 feet; 2. All decking to be cedar and/or redwood; 3. Downspouts be painted out to match trim; 4. Doors (front, side and garage) to be painted tonatch the accent color; 5. Vents (if possible) to be painted out ; so the galvanized metal . is not on dark roofs; 6. When any amount of steps appear, proper railings will be installed, . black wrought iron (Longwood Model) - 7. Stones to be compacted as close as possible , with tight grouting. Com. Materials - Mr. Saarinen agreed to change the white brick to "" `� a tan with more reddish color. Com. Knaak made a motion to accept the construction materials presented for the Candlewood Creek East Development with the stipulation that the White Bricks are to be replaced with a light tan with more reddish- color. Com. Holland seconded the motion. Roll Call Vote: Aye - Holland, Knaak, Gibbs, Kirby Nay - None Motion Passed. Lighting - Fixtures presented ( exception of hanging light) - and Mr. Saarinen said then would be used on a revolving basis. Com. Holland made a motion to approve the Lighting for Candlewood Creek as presented. Coma Gibbs seconded the motion. Roll Call Vote: Aye - Holland, Gibbs, Knaak , Kirby Nay - None • Motion Passed. Seven • Landscapin; - Mr. Saarinen agreed to use 3" trees - unstaked: Four varieties of trees will be used as per the Forester' s recommendations: Green Ash, Green Spire Linden, Skyling Honeylocust, and the Norway Maple. Com. Gibbs made the following motion: I move we accept the Landscaping for Candelwood Creek as presented with the sodding to be extended to the rear of the houses, the reast to be seeded, each to have 1 tree to be of the variety specified by the builder, of 3 inch caliper - subject to the Forester' s report. Com. Holland seconded the motion. Roll Call Vote: Aye - Holland, Gibbs, Knaak, Kirby Nay - None Motion Passed. g) Northwood Grove - Full Review • Mr. Jerry De Grazia - Anden Corporation Architecture Same materials as used in Phase • 1. Phase -# will be Townhomes - 23 buildings constructed in squarest Style - Colonial with traditional architecture; Buildings will be symetrical with co-ordinated color p atterns:chosen from original 39 combinations, Vents will be painted out to match roof. Building ;1 will have 14 units. Building 72 - copper overhang. Building #5 - combination 5A & 5B. Metal will be painted to be compatible with brick. Each color scheme will apply to one unit. Maintenance Building - separate but plans not finalized, garage doors reduced to 3 or 2. Garages and/or Car POrts will be in parking areas. The color combinations were discussed and the AC does not favor the yellow. It is to be limited to 2 buildings and. shall not be used on Bldg. 1, 5B or 4. There will be a close range of color in each cluster. Com. Gibbs made the following motion: • I move we approve the elevations of Northwood Phase #2 - materials as per the 6/24/78 revision - 23 combinations to be chosed from the 39 -- Architecture as reviewed and presented. Pole Lights have black metal posts. Back - black service lts. Street lights - 14' height, base flush to ground, will meet all Village requirements. Com. Gibbs made a motion to approve the Lighting as presented by Northwood.s Phase #2; Street lights to be the number required by . the Village Code - 14 ft. height and building lights as exhibited and presented this evening. Com. Knaak seconded the motion. Roll Call Vote: Aye - Gibbs, Knaak, Kirby Nay - None Abstain - Holland Motion Passed. Landscaping Plan to use large over. story trees, detention basin will have water loving trees, wide variety of shrubs, under story trees will be flowering varieties. Have tried to • create a freedom of design program as opposed to straight line of trees. Back of buildings have private patios and nothing has been planned so that people can put in their Shrubs on islands in parking lots. Some evergreens. Birms will be throughout the area. Basic drainage plan accord- ing to the Village Engineering Department. Trash bins are located in the parking areas. They will be surrounded by 6' high stockade fences (latched) . The panal did not agree with the location of trash recepticles. Com. Knaak made the following motion:. I move we approve the Landscape Architecture for Northwood Grove Phase 2 as presented, subject to the approval of the Village Forester; with the exception of the trash recepticles. - and an alternate plan to be submitted at the time the garage/car; ports are presented. Com. Holland seconded the motion. Roll Call Vote: Aye - Gibbs, Knaak, Holland, Kirby Nay - None Motion Passed. 5.
