CALL TO ORDER • Chairman Don Hardt called the meeting to order at 7:33 P.M. on Thursday, Aug. 23, 1979 at the Buffalo Grove Village Hall. 2. ROLL CALL Commissioners Present: Holland, Weiss, Paolillo, Knaak, Gibbs and Ch. Hardt. Commissioners Absent: L. Kirby Bldg. Dept. Rep. Present: Jim Griffen 3. APPROVAL OF MINUTES Com. Gibbs made a motion to accept the minutes of July 26, 1979. Com. Paolillo seconded the motion. Roll Call vote: Aye - Paolillo, Gibbs, Weiss and Ch. Hardt Abstain - Knaak and Holland • Minutes of Aug. 9, 1979: Corrected as follows: Page 2 - Paragraph 4 - strike "2' from the ground" strike "if necessary to be in conformance with the code" insert - as agreed to by Mr. Regan P. 2 - Tanglewood - Paragraph 3 - insert after word omitted- arrow removed • Paragraph 7 - change site construction to sub-division sign. Page 3 - Paragraph 6 - motion should read as follows: Com. Gibbs made the motion the Commission approve the landscaping of Lot 75 with honeysuckles 4-5' high along the east property line and rear property line with the addition of 3-4 fritzers between the honeysuckle and the sod, between- the parking lot and the existing single family residence. Berms and mounding; the pre-cast patio blocks and some type of edging to protect the sod, with the pro-- vision they contact the staff to work out a system of keeping dust down and that they maintain the•'lot. Com. Gibbs made a motion to approve the minutes as amended. Com. Weiss seconded the motion. Roll Call Vote: Aye ; - Gibbs, Weiss, Hardt, and Paolillo Abstain - Knaak, and Holland Ch. Hardt noted that the recommendation sheets also be changed. • 4. BUSINESS a) Ranch Mart Pharmacy - Sign Not present; will be called later. • • b) Northwest Community Hospital - Landscaping, Rt. 83 and L/C-Rd. Carl Hundreiser - Architect, 392-1900 - presented the drawing of the building and described the construction. He noted that the site is heavily wooded and they plan to keep as many trees as possible. Many good hickory, walnut and oaks. Plantings will be added to give color. The parking lot will have curbing, with bark 3 •ft between car and edge of grass. No outside garbage cans are needed as all refuse will be handled inside. A service door is in the rear, also to be used for ambulances. Com. Holland made the following motion: I move we accept the Landscape Plan surrounding the building as shown on Sketch L-2, dated 8/7/79; such to be subject to the Village Forester' s re- view and possible revisions. • In addition, I move the parking area be approved subject to the review of the Village Engineering Dept. Com. Paolillo seconded the motion. Roll Call Vote: Aye - Knaak, Paolillo, Gibbs, Holland Weiss and Ch. Hardt. Nay - 0. • Motion Passed. Note: There are tp be go fences. • LIGHTING • The pole lights at the parking lot will be 250 watt - 15' The pole lights at major drives will be 400 watt - 30' and placed about 45' apart. Color of poles to be black or bronze anodized aluminum. Crause - Hinds Co. There will be lights under the building canopy because the hospital will be open 24 hrs. per day. The Commission discussed the height of the poles and con- cluded that 30 ft. is too high. Mr. _indreiser agreed to use all 15' poles and will add the number necessary to give adequate illumination. Com. Holland made the following motion: I move the Lighting for the parking lot area and drives be approved - with these stipulations: Model #ASL - Crause-Hinds Co. All lamps to be 250 watt. Will be called later. d) Hoffman Group, Inc. - Full Review - Highland Square Don Alexander, Jim Goldberg and Theodore Grimby, Representatives ARCHITECTURE - 3 Models, each having 3 Elevations;. Unit 4. The 9 choices will enable Hoffman to meet the Village Monotny Code.. No Unit 3 Houses. General discussion applies to all models. 1- Princeton Model - Trim is wood. Gutters. and Downspouts are aluminum. Chimneys are B-Vent type flues which will be painted out as roof. • According to the Code Stair railings. Wooden shutters will be high quality. Wood posts will have metal shields. Lights on garage doors - will submit. Fireplaces - Pre-fabricated. • Roof over garage - same shingles as roofs. Front vent over the peak - Plastic , paint- - ed to match trim. 2 - Emerson - If built on a corner, side opposite garage will be landscaped, as in Unit #3. Front lights to be submitted. 3 - Hawthonre - Side elevations will be treated with additional planting as Unit #3. Front window bowed (not a bay) ; top will be galvanized metal painted to match trim. It is about 6-10 inches wide. Tudor trim over stucco texture hardboard. Two types of garage doors. Vertical siding - on front - Hardboard,painted. Com. Knaak made the following motion: I move we approve all 3 Models for Unit #4, Hoffman Group, Highland Square ; with the following stipulations: Princeton - Stair railings to be according to Code. Black - Wrought Iron. Emerson- - Left side elevation on a corner to be ' treated with additional landscaping as in Unit 3. APPEARANCE COMMISSION Aug. 23, 1979 - Page Three �1 Hawthorne - If right side should be on a corner lot, additional landscaping as in Unit #3; Bowed window - material over the window to be galvanized aluminum to be painted out to match the trim. General requirements for All Models: a) Wherever wood posts are utilized that come in contact with concrete - a metal plate will be utilized between the wood post and the concrete. b) B-vents painted out to match the roofing materials c) Plastic Louvered (Attic) vents to be painted to match the trim. d) The 3 different models with a total of nine (9) elevations to meet the Monotny Code as per Village requirements e) Corner models with windows, muttons be car- ried over to the side of the house exposed to the street. Com. Holland seconded the motion. Roll Call Vote: Aye - Holland, Weiss, Gibbs, Paolillo Knaak and Hardt. Nay - 0 Motion Passed COLOR PACKAGE The color package was reviewed by the Commissioners. There were no questions. . Com. Paolillo made the following motion: . I move we approve the Highland Square color scheme as presented with the stipulation that if the bricks are not available , something very similar will be used as a substitute. Com. Gibbs seconded the motion. Roll Call Vote: Aye - Paolillo, Weiss, Knaak, Gibbs, Holland and Knaak. Nay - 0 Motion Passed. LANDSCAPING - Model Area. The Highland Square Models will share the Parking Lot at Highland Grove and landscaping will be basically the same. No sidewalks for the models, but when they are sold side- walks and burms will be removed, driveways put in, etc. Lighting for the models was discussed and agreement reached. Paolillo made the following motion: I move we accept the Landscaping and Lighting for the Model Area as submitted with the following stipulations: a) Lighting for theModels themselves be screened with low shrubs or burmed. b) Builder agrees to meet the Village • Codes when putting in sidewalk and related shrubbery that has to be replaced. Com. Weiss seconded the motion. Roll Call Vote : Aye - Gibbs, Paolillo, Weiss, Knaak and Hardt. Nay - 0 Motion Passed SIGNAGE - Sales -Office, Highland Square Models Signs will be basically the same as Highland Grove. They are not to be lit. Parking. Lot sign will be modified to indicate both Highland Grove and H. Square. Com. Knaak made the following motion: I move we approve the Signage as indicated on Sheet #1 of the Landscaping Drawing as previously _submitted, with the stipulations: a) Signs be identical in size to the signs that are in Highland Grove; b) Also, these signs will not be lit individually. Com. Holland seconded the motion. Roll Call Vote: Aye - Weiss, Paolillo, Knaak, ' Holland and Hardt. Motion Passed Nay - 0 Small drawings will be submitted . LARGE BILLBOARD SIGN Mr. Hundreiser explained the difficulties he has had in the past reaching agreement with the builder of Highland Point, so he proposed adding Highland Square to the lower portion of the present sign. It will be possibly 2 years before the building is complete and he cannot predict for Highland Point. The possibility of a mor as rbi ing permanent sign was mention- ed, but the Sign Codepermanent signs for temporary sub-division signs. The reason for this is the maintainance of the signs after the developer moves out. Mr. Hundreiser agreed to have the sign re-designed if.Hign- land Point sells out. They will take the light off the top. The sign is in good condition. Highland Square will be a dark forest green color. APPEARANCE MrTIs N Aug. 197y - kaoe Five 7 A. Com. Paolillo made the following motion: I move we approve the sign as submitted, with the following stipulations: a) Light fixtures now attached to the present to the present sign to be removed. b) If Highland Grove sells out- the sign shall be redesigned. c) If Highland Point sells out prior to , Highland Grove or Highland Square - the developer shall also come back with a new sign. d) As per the Sign Code a 1 year time limit beset with a 1 year extension provided the sign is in good condition. Com. Weiss seconded the motion. Roll Call Vote: Aye - raolillo, Weiss and Hardt Nay - Gibbs, Knaak and Holland Motion Denied - 3 to 3 tie. Chairmen Hardt informed the developer of his right_.to__appeal to the Village Board; or re-design the sign and return to this Commission. Recess. e) Burt Harris - Office Building - Bank; Pylon Sign Mr. Harris, Mike Fishman from nu-lite SIGN CO. presented the sign to be located on the South-East Corner of Lake/Cook Rd. and Arlington Hts. Road; double-faced, inte- rior--illiminated with flourescent lights; .120 sq. ft. and facing North and South. It is 19'9" from curb to top of the sign. The time-temp. is 10 ft. from the ground. The bulbs automatically dim from day to night and will change from 4 to 10 seconds. Location 12 ft. back from Lake-Cook Rd. Metal casing is brown 22 guage sheet metal and the plexi-glass is in two pieces. The words: Lake Cook Rd. Facility is desired to identify the connection to the main building at Dundee and Buffalo Grove Road. The base will appear as on the landscape plan. Com. Knaak mete a motion to approve the ground sign for the Bank of Buffalo Grove as submitted. Com. Holland seconded the motion. Roll Call Vote: Aye - Weiss, Paolillo, Knaak, Gibbs Holland and Hardt. Motion Passed ROOF CHANGE - Robert Coffin, the Architect for the Bank has requested that the roof be modified to Cedar-Shakes, instead of the previously approved asphalt shingles. The Bank management prefers the richer effect. APPEARANCE COMMISSION Aug. 23. .19?9 - Page Six • After discussion, it was determined that the cedar shakes will weather to a grey color and will add to the Bank. The distance between the two buildings will be over 350' and a parking lot separates them.. The office bldg. is 30' and the Bank 1-story. The Commissioners agreed the blend will be OK, and the overall concept maintained. Com. Holland made a motion to approve the change in the roofing materials for the Bank of Buffalo Grove Facility at Lake/Cook and Arlington. Hts. Rd. from the previously approved asphalt shingle roof to the proposed real Cedar Shake roofing submitted. • Com. Gibbs seconded the motion. Roll Gall Vote: Ayes- Knaak, Paolillo, Weiss, Gibbs Holland and Hardt Nay - 0 Motion Passed. • OFFICE BUILDING Burt Harris presented the concrete with brick effect blocks for the sidewalk around the building, into the foyer 'and out to the flag pole. Grey grouting outside and dark brown inside the building. The proposed fountain has been :changed to a planted area. Com. Holland made a motion .to accept the Bomanite Pavement on the paved area of the North and South sides of the Environs Office Building; and the Flag Pole area in the parking lot. Com. Knaak seconded the motion. Roll Call Vote: Aye - Weiss, Paolillo, Knaak, Holland,Gibbs, and Hardt. . Nay - 0 Motion Passed. LIGHTING - PARKING LOT A plan was submitted showing general exterior lighting. 400 watt bulbs on 15 ft. poles shielded from residents, and on a timer. Lot lights may be on all night around the bank. Posts are blao., flush mounted in concrete and will be in planted areas. Com. Gibbs made a motion to approve the lighting for the Bank/Office Complex as presented, as specifically outlined by the K locations on drawing E-l. Lights to be all 15 ft. high, light posts as indicated on the sheet, Design Galleries - DG 56. Color to be baked enamel - black. All light will be blocked out from the residential area. Com. Holland seconded the motion. Roll Call Vote: Aye - Weiss, Paolillo, Knaak, Gibbs, Holland and Hardt. Nay - 0 Motion Passed. APPEARANCE COMMISSION Aug. 23. 1929 - Paqp Savpn f) LEVITT - Model Landscapin - _ Strathmore Estates. _ Harry Sleek said_ that Balsamo Olson is now doing the land- scaping and the plan that was approved before (3/22/79) has been changed considerably. They decided that there was not enough planting along Aptikisic Rd.on the North at the rear of the units. Basically the same plant materials will be used, but it has been relocated and in some cases, a better variety has been suggested. Along the rear a large amount of shrubbery has been added, including 16' to 18' pines which will effectively improve the area. In addition a split rail fence has been added along the front of the `models. A wood-fence 6 ft. high will provide a privacy screen along the rear lot line. This is legal under PUD - zero lot line zoning. It will be •unstained cedar or pine--treated timber. This fence is temporary for the models only, so constructed to allow light and air to pass through. Ch. Hardt asked that small diagrams of the two fences be submitted to the Bldg. Dept. Com. Weiss made the following motion: I move we accept the revised landscaping plan as shown on Balsamo/Olson drawing #206800 for the Strathmore Estates Model Area, including the privacy fence around the model area, not to exceed 6 ft. in height; a two-rail fence as shown on the plan around the parkin area. All subject to approval by the Village forester and the Engineering Dept. Com. Holland seconded the motion. Roll Call Vote: Aye - Gibbs,Knaak, Paolillo, Holland, Weiss and Hardt. Motion Passed. Nay - 0 Com. Paolillo asked Mr. Sleek if a change has been made in their sign at Busch Rd. and Rt. #83? It seems different - perhaps a new color? If there has been a face change, it would need approval. Mr. Sleek and Mr. Griffen will check. 5. ANNOUNCEMENTS Workshop on the Town Center Report - Sept. 7th - 7:30 P.M.
