1979-07-12 - Appearance Commission - Minutes s j • APPEARANCE COMMISSION • VILLAGE OF BUFFALO GROVE IL. THRUS. , JULY 12, 1979 1. CALL TO ORDER • The regular meeting of the Appearance Commission was •called to order at 7:45 P.M. on Thurs. , July 12, 1979 at the Village Hall. In the absence of Chairman. Don Hardt, Como Kirby acted as Chair- man. 2. ROLL CALL . Present: Lou Paolillo, Mike Holland, Bud Gibbs, Gene Weiss Dana Knaak and Lorraine Kirby. Dominic Saviano, Bldg. Department Representative. Absent: Chairman Don Hardt. (Sec. Shirley Bates, These minutes were done from tapes. ) QUORUM PRESENT After Roll Call, Ch. Kirby welcomed Gene Weiss to the Commission. He was appointed on ?Monday, July 2, 1979. 3. APPROVAL OF MINUTES • The minutes from the June 28, 1979 were tabled until the next meeting when the Sec. will be present. 4. BUSINESS a) Uptown Federal - SignaJTe I. A store at the Strathmore Shopping Plaza has been rented as a temporary facility. The request was for 6 Flags. 3 mounted on poles over the entrance and 3 to be in the parking lot ; and a Grand Opening Banner over the store- front. A drawing and sample flag were submitted. It was desirable to have them up for a duration of 30 days but the Sign Code only allows a maximum period of 15 days. Mr. Conrardy has given permission to use the light poles in the parking lot for 3 flags. The 3 flags on the roof will be secured to a specially built drum with a hole in the center. The poles are 12 ft. high but the mansard is about 2 ft. high so the flags Will . be 10 feet above the roof. Com. Gibbs made the following motion: I move that Uptown Federal be allowed to put up Six (6) Flags, to be located as identified in the sketch shown this evening; for a period of time not to exceed 15 days. Also to include the Grand Opening sign across the store front they are rent- ing, astresented. These signs are in accordance with Sec. 6.7 - p. 35 of the Sign Code. Com. Knack seconded therotion. Roll Call Vote was taken. Motion Passed Unanimously. 2. Store Front Sign - A sign was presented that meets the Sign Package for Strathmore Shopping Plaza with . the exception that a raceway be used in place of the - individually mounted letters. Since this is a temporary sign to be used only until the main facility is completed, the Commissioners felt a raceway painted out to match the brick would be better, since fewer holes are used in the mounting. Com. Weiss made a motion to approve the .Uptown Federal temporary store front sign as presented, to be installed on a raceway. Com. Paolillo seconded the motion. Roll Call Vate was taken. Motion Passed Unanimously. 3. Off-Premise sign to be located at the SouthEast Corner of the Lot at Arlington Hts. Rd. and Rt. #83. It is a Double-faced, 9 x 12 ft. sign to be up for 6-7 months while the Bank is constructed. Com. Knaak made a motion to table the sign because it was not included in the packet. Com. Gibbs seconded the motion and the Roll Call Vote was unanimous to Table. 4. LandscaninE - A Forester' s report is not yet available so any motion will be subject to approval by the Village Forester. Mart McKenzie representative - Bob' s Green Thumb Nursery, Mundelein. Ch. Kirby asked that the English names be given for the plantings listed in Latin on the plans. This was done and further descriptions given as the proposed plans were discussed. In asnwer to the possiblilty of putting a flag pole in the North West area, it was explained that the Village Board had reouested the space be kept open for better visability for traffic. The plantings were generally approved by the Commission. Com. Holland made the following motion: I move the Landsca.pinr for Uptown Federal project be accepted as presented subject to the discussion to be submitted by the Village Forester. Com. Knaak seconded the motion. Roll Call Vote was taken. Motion Passed Unanimously. 5. Architecture - Elevations - Materials , Presented by Nick Coleman (? ) A photograph of the Branch in Northbrood was presented • because it is similar in design. The building materials were submitted and it was noted that the brick will match the rest of the Shopping Center as closely as possible. Skylights shown on the draking are over the center of the buildin7 and are not+seen from street grade. Various aspects of the building were discussed and the representatives ^ave detailed axn1anations. The fence was described at length and the Commissioners asked that a gate be added. This was agreed upon and the AC felt it was satisfactory in construction and purpose. It was noted that the landscaping; is an adequate screen. APPEARANCE COMMISSION • July 12, 1979 - Par'e Two The existing poles are much higher, about 30 to 35 ft. The new poles will be anodized alumium, also brown as are the old ones, but they may not match exactly. The lights will not be seen from the rear of the building. They have a flex-mount which can control the amaut of light. A discussion arose about the large sign in front. It was recal- led that when the new panels were approved Mr. Coconas agreed to repair the frame and paint it if necessary. The AC will inspect it when the repairs are completed ant at that time a decision will be made as to whether it should be painted. Mr.Coconas asked if they could erect the lights on temporary poles because the anodized aluminum poles are not yet ordered. A time limit will be set. Then Mr. Coconas further requested that the temporary poles be inspected to see if they are acceptable. If so it may not be necessary to replace them with the anodized ones. The poles that will be used are the ones originally approved. The AC agreed to look at them but agreed on a 90 day limit so that new ones could be installed before bad weather. Mr. Saviano will follow up on this request. Com. Gibbs made the following motion: I move the modification of the lighting at the. Buffalo drove Mall be as follows: a) New lights to be 15 ft. high on 3 ft. bases, for a total of 18 ft. in height. b) Flex-mounted, anodized aluminum; and that they be directed onto the store front of Dominick' s and not shwo over the roof line. _Cor-Ten pokes c) They can use for temporary bases for a peridd of time not to exceed 90 days. d) That they be 400 watts. e) To be installed as indicated on the diagram shwon this evening. f) All poles shall be painted dark brown color including poles around the perimeter of the building. Motion was seconded by Com. Holland. Roll Call vote was taken. Motion Passed Unanimously. 2. Landscaping - Buffalo Grove Mall Mr. Coconas reported that the State had requested a change in the plantings along Arlington Heights Road. Originally, Honeysu were approved, but the County prefers something • lower, If�i e spirea or potentilla. The AC discussed the needs of such bushes and ageeed that spirea would be preferable since it can be trimmed and kept looking better. It is also sturdy enough to stand up under the traffic from theHigh School. They will be planted 10' back from the curb. APPEARANCE COMMISSION July 12, 1979 - Page Four • The Village Engineer' s report concerning the median was noted.' Com. Knaak made the following notion: I move we accept the Elevations and Architecture for Uptown Federal to be located at the Strathmore Shopping Center as presented with these stipulations: a) a gate be placed in the fenced area on the East elevation; b) Any exposed vents be painted out to match the color of the wood along the roof; c) Fence to be painted the same color; d) Downspouts also painted out using #61 4 (Black Coffee ?) e) Frames around s and windows to be #40 - Dark Bronze f) Brick will be Pink (?) A NT1 QU g) Roofing material will be John Mansville, fiber-glas, Woodland Rustit Brown Com. Gibbs seconded the motion. Roll Call Vote was taken. Motion Passed Unanimously. The Developers were commended on the excellent presentation. 6. A Pylon Sign was presented. Site location desired is the intersection of Arlington Hts. Rd. and Rt. #83. The sign is doublefaced with the Uptown Federal Logo . A problem exists because of the total frontage of the Center and distance between signs requirements, so the developer will have to have a ZBA variation before the AC can review the Pylon Sign. Uptown Federals i d they were willing to place .the sign at the end of their property on Arlington Hts. Road, but that cannot be done without a variation either and another sign for that location is pending for the ZBA meeting July 17th, so nothing can be done at this time. Com. Holland made motion to table the request for a Pylon Sign at Uptown Federal. Com. Gibbs seconded the motion. Roll Call Vote to Table was Aye Unanimously. The representatives were instructed to file a petition to go before the ZBA on Aug. 21, 1979 at the Building Lept. b) Buffalo Grove Mall - Landscaping James Coconas, representative of Kenroy, Inc. explained the situation. Because landscaping which was previously approved by the Village of B. G. was not approved by the State, an alternate plan is being submitted. The lighting has been modi- fied to give more uniform lighting. Three concreter©unts have been installed for the light poles. The amount of light is not being increased, just the poles. The picture of the new poles was shown and described. Two will be free standing and the third will be on an island. Arrows directing traffic will be painted on the ground. Lights will be slanted toward the building (Dominick ' s) and will be mounted on 15' poles with 3 ft. high bases so that the maximum height will be 18 feet. APPEARANCE C0711=TISSION July 12, 1979 - Page Three - Secondly, Mr. Coconas asked that the 3 trees adjacent to the driveway be set back 35 ft. to comply with the County wishes. • There were no objections from any of the Commissioners. Com. Holland made the following motion: I move the landscaping along Arlington Heights Road be amended as follows: a) The trees at the driveway entrance along • Arlington Heights Road be set back 35 feet from the driveway entrance. b) The landscaping be amended so that snirea is put in place of the Honeysuckle. Com. Knaak seconded the motion. Roll Call Vote was taken. Motion Passed Unanimously. 5. ANNOUNCEMENTS Mr. Saviano told the AC that on Monday (7/16) Jim Griffin would be joining the Staff and would be representing the Building Department at the Appearance Commission meeting in the future. It was noted that there is a Store For Rent sign on the parkway at Lieberman' s Shopping Center. • Com. Gibbs reported that he noticed wiring being prepared to ' light the temporary sign at Heritage Place near the Crossingz. Mr. Saviano said he would inspect the sign and noted that he • was told specifically that no lights would be used there. 6. ADJOURNMENT Com. Knaak moved the meeting adjourn at 9:45 P.M. Com.
