1979-01-11 - Appearance Commission - Minutes APPEARANCE COMMISSION VILLAGE OF BUFFALO GROVE, ILL. THURSDAY, JANUARY 11, 1979 1. CALL TO ORDER Chairman Don Hardt called the meeting to order at 7 :45 P.M. 2 . ROLL CALL • Those present were Commissioners Knaak, Paolillo, Berins, Gibbs , and Hardt . Also present for the 3rd time - Mike Holland . Tom Fennell was representative of the Building Dept . Absent : Commissioner Kirby. QUORUM PRESENT 3, APPROVAL OF MINUTES Corrections to the minutes were noted as follows : P. 1 Mr. Lavin made the presentat ion of the Landscaping of Buffalo Grove sites . P. 2 & 3, reference to Mr. Hardt' s motion s/b June 23, 1977 P. 3 - - It was emphasized that the legal opinion regarding Look and Hear is such that the second can is legal. Chairman Hardt asked for a vote to approve the minutes as cor- rected. Aye - Gibbs, Berins, Knaak, and Hardt . Abstain Paolillo. Minutes approved . Chairman Hardt announced the Village Board has requested that the Appearance Commission hold a special meeting Jan. 18, 1979 to review some minor changes to the Arlington. Golf Condominiums . The project is under contract to be sold and the new party has modified the architecture and the landscaping. It wa s the opin- ion of the Board and Ch. Hardt that the changes are rather drastic . Since there is a time limit set by the developer; therefore . a special meeting was suggested . The secretary was asked to roll the Commissioners to see who would be available one week from tonight, January 18, 1979. Poll was as follows : Com. Paolillo — Will be in Mexico Com, Gibbs - Has a commitment Com. Berins Has a meeting Com. Knaak - Not available Ch. Hardt - Will be in Washington • Tom Fennell was asked to notify Mr. Balling that the Commissioners will not be available to hold a special meeting because of business and other prior commitments, The memo was to say the AC would have liked to oblige but can't on such short notice . • • • 4. BUSINESS • a) T . & J. Plumbing Inc . - Terry Freihage, President Request is for a sign face change . Ch. Hardt asked who was to manufacture the sign. Mr. Freihage said the same man that did BIG Glass . Because the B/G Glass sign was not made the way it was proposed on a single sheet of plexiglass (second side) but was painted then a second piece of plexiglass was put in front of it, snow has blown in behind it and it looks terrible . Mr. Freihage said. it will be painted. on the second surface and will be one 3' x 8' sheet , made to slip into the housing in one piece . The sign. painter is Jim Zalce. Ch. Hardt said the existing can is white with the disconnect painted out white . Since there is no uniformity in the Center and no way to improve it at the present time . A suggestion would be to have the can painted the same color as the mansard but there is no assurance any of the tenants would agree to do the same . A motion to approve the sign face change as presented was made by Com. Berins . Seconded by Com . Gibbs . Roll Call vote was taken and the motion passed unanimously. The motion to read : The sign is to be one piece , painted on the back of a clear plexi-glass sheet . The sign copy was signed and placed on file . b) Westwood Estates , Landscaping along Pauline Ave . Ben Weyuker and Robert Capoarelli The landscaping plan was revised at the recuest of the Village Board . The birming will be continued across each of the lots that front along Pauline Ave . Plantings will also be added on Pauline . Nothing else changes . • Ch. Hardt referred to the Forester' s report and it was noted that the stipulations mentioned (report attached) were agreed to at the previous meeting. The birms are to be 3 to 4 feet high all along including the retention pond and the bike path. There being no further questions Ch. Hardt asked for a motion to approve the landscaping for Westwood Estates as presented . Com. Knaak. so moved . Com. Gibbs seconded . Passed unanimously. The Commons is a P.U.D. • • Architecture was presented including the materials to be used . Mr. Shassian described the 3 houses, each with 2 elevations . The Tudor style has all aluminium siding, B-vents through the roof painted out to match the roof; al inum gutters and down- spouts ; .6 roof colors, 6 siding colors brick colors . The colors to be brown, black white, grey, eige - no red or blue . Wood trim will painted to co-ordinate with the siding. Bay areas will be shingled. Front doors are metal. Garage doors will be flush except for one which is textured plywood, all doors painted out to match trim package . Monotny code was discussed and the following agreed upon: No two houses identical, be built next to each other; or across the street . (no two identical building plans even if different elevations) Nor will the same two colors be used next to each other. Fireplaces will be optional. Individual models were reviewed and questions answered. Model 101 A: Muttons removable . Shutters are wood . Entry way has wood gate . Wall is 6' 4" - Part of the House foundation. Ch. Hardt reminded Mr. Shassian that it is the policy to bring samples of the building materials for examination. Mr. Shassian said he never had before but he will bring in. . before the next AC meeting, Jan. 25th. The blank side walls were mentioned and Mr. Shassian said•noT••' that is customary for privacy. There will be 6 lots on a corner where the blank wall would be unsightly. Mr.. Shassian said he .would'not -tre .t - corner lots with landscaping. Roof vents will be on the rear of each house or will be painted out . Model 101 B - Gable vent is wooden; color of trim. Shutters are to be plastic . Model 102 B - Louvered Shutters Metal doors, gutters and downspouts. Model 102 A - Same , with a )rd bedroom which :does not change the side elevation. Model 103 B -. Front door -metal Wood Stintt@rs Top trim boards to be color co-ordinated with the rest of the house ; Stained dark. • Staccato Board - different color. Hardt reviewed the Monotny code that was agreed upon. He explained that the recommendation should contain landscaping for corner lots . Also it should be stipulated that a color package should be submitted as well as samples of the building materials . Commissioner Gibbs made the motion. See attached . Commissioner Knaak seconded the motion . Roll Call vote was taken as follows: Aye : Gibbs , Berins and Hardt Nay: Paolillo and Knaak (Deviation from monotny code . Note: The Commission asked Mr. Shassian to use good quality wood for the shutters . Rough sawn cedar is best . Agreed . Mr. Shassian will bring in light fixtures for approval . Landscaping - Parkway trees, medians, common areas. At the Workshop, Com . Knaak was asked to make a review and ask questions for the whole panal . The entrance island has two light poles and will have some low plantings.. around the bases . No trees . Possible fire plug. Trees will be 2 inch staked , or 2 inch may be unstaked . Selections were based on plan from Unit II, Devonshire . Mr. Shassian said that when the street trees are planted they will work with the engineering dept . for proper placement . The same number of trees shown will be used within the developement . Motion to accept the Landscaping as prevented with stipulations was made by Com. Paolillo . (See attached) . Motion seconded by Com; Gibbs . - ; Motion Passed = 4 to 1. Roll call vote for the Motion for Street tree plantings including medians; Aye : Knaak, Gibbs , Paolillo and Hardt . No: Berins (Prefers evergreens on median and some shrubbery around light pole) Sheet 2. Note : All landscaping is subject to the Forester' s approval . Commons area - Bike paths to have dpressed curbs and will be asphalt . No tree to be within u ft. of the paths . Trash cans were requested . Sheet 3. Benches are cedar rail Commissioner Gibbs made the motion to approve the Lana- soaping as submitted on Sheets. 2 and .3.Moti-n t'as seconded by Com . Paolillo. Roll Call Vote was taken and the Motion passed unanimously. Sheet 4. Central area for Unit 1 . • Move one willow in grouping of three as on Plan. Rear of Lot #36 light to be approved . Trees to be 2" staked or. 2k" unstaked . It was noted that at the Workshop, the rendition originally presented to the Plan Commission was reviewed and the Commissioners feel this plan is better than the conceptual plan, even though there is a reduction in the number of trees. Top soil will be of a considerable amount - 2 ft. There will be NO sandbox. • Motion to approve the Landscaping for the Central Area of Unit #1 was made by Com. Berins and seconded by Com. Paolillo. Roll Call Vote was taken and the Motion passed unanimously. All plans were signed and placed on file. Developer commended . d ) SUFFIELD PLACE Jerrold 'L. Brim - (Brim/Braun Associates) , rep. Miles Construction Co . Mr. Katz also rep. grim/Btaun; Carl Gatz, Pres . of Rose Landscaping and Mr. Miles of the Miles Const. Co. Site of Suffield Development is at Busch and. Future Buffalo Grove , Re Mr. Brim made the presentation. He described the site location and plans for a lake to be part of their property and part of adjoining Park T.�ist.. . He showed drawings of the Model area, which will be sodded and planted. The public park area. The two proposed signs . One on the West side of Laraway Dr. is the temporary construction sign - they desire lighting on it and will maintain it as well as remove it after the project is finished . The permanent sign for the East side of Laraway Dr. also lit. Signs on the models will be lit. Landscaping will include 187 shade trees, 1 tree per lot and will be 2i inch trees unstaked. Five species of trees will be used . STREET TREE PLANTING Trees to be used in areas of the same species to give the best appearance throughout the year. They will use : Norway Maple , Swedler Maple , Red Maple, Seedless Green Ash, Honey Locust Forester's report will be followed . Around the parking area and sales office , shrubs are planned . The islands have light poles so if the Public Works Dept . does not want trees, they will be eliminated . The trees by the lake will be on park land not in parkway. It is their responsibility to put in the lake, the rip-wrap around the lake and the green area on the East side but not the landscaping. If the ordinance requires anything on the North side of Busch Road , or other, they will comply. APPEARANCE COMMISSION • JAN. 11, 1979 - Page Five Ch. Hardt asked for a motion for the Parkway Trees, excluding ' , the Lake area. He asked that a plan for this area to be sum- mitted. All the area surrounding the lake on Suffield pro- perty. If Village requires something West of your line on Green Knolls (or whoever owns it now) that is up to the Board . An offer was made to supply 10 trees to thePark Dist to be placed at their discretion. But Ch. Hardt did not agree be- cause it would be possible for the Park District to choose - to plant the trees in areas not approved by the Appearance Com. Conversely, Mr. Brim said it would be presumpteous of them to landscape the Park District property. Since the AC normally . reviews all land in a development prior to its dedication to the Park District (which could bA up to two years) . Com. Gibbs made the motion. (See attached) Com.Paolillo second- ed the motion and Roll Call Vote was unanimous - Aye. SIGNAGE A) Temporary sign -Two sided ; 8 x 16 ft . ; perpendicular t Busch Road (facing Larraway) ; no prices; max. 8' aboveground B) -Major sign - Ground sigN2 x 4 ft . wall with sign 6 - x 3 ft . . C) Sales trailer sign will be 2 x 4 ft . • D) Model signs - 2 x 4 ft . and approx. 2 ft . high, 2 faced . (A) The Temporary sign was discussed. Bring down the embellishment into the sign area. Exposed supports will be dard. brown, anchored and set 4 ft . into gravel. Proposed lighting u both sides shielded . The lighting is against Code and ZBA variance would be required . (B) - The Permanent sign will remain as part of the entrance into the Suffield Place sub-division. Lights (a) are also requested . If the permanent sign is not to be allowed they would move the temporary sign to the front of the model area . Ch. Hardt stated the problem has been in the past that after the models are sold and. the signs are on private property they are not well maintained . It was decided to eliminate the permanent sign, replace it with the temporary construction sign which will be removed . (C) Sales Office sign - 2 faced, 2 x 4 ft . on site . (D) Model signs will be double faced 2 x 4 ft . in front. of models with model name on each side . These will be removed when the models are sold . NO POLE SIGNS will be erected in Buffalo Grove, APPEARANCE COMMISSION Jan.. 11,, 1979 - Page Six • • The Motion made in connection with the Signage is attached . The signage was approved without lights . The developer was advised that they could appeal to the Village Board. Commissioner Gibbs (who was quite ill) left at 11:00 P.M. ELEVATIONS The Models were shown and discussed. nelThere Homeswill wi11 be models . constructed color chart was submitted to the pa with Cedar siding with aluminum gutters and downspouts . Model 7 - Chimney of boxed in cedar All roof vents facing the street will be painted out to match Price range - $125,000 to 3160,000 roof. The lack of windows on the sides of the homes was explained as a means of creating privacy as well as for more interior space for 4'urniture. Ch. Hardt explained the policy of the blank,.elevations on corner lots being landscaped to break up the wall . Mr. Miles agreed. to make the corner lots premium lots and treat the lots with $350 - • 400 worth of landscaping included 1n cost . Model 8 - metal door is covered with cedar, brick darker than shown. Model 9 - plain flush door is shown but this can be varied . the side light at the door is tempered glass Model 10 - fireplace has a boxed in chimney Light fixtures are a fixture allowance and customers select.. Motion to accept the Architecture was made by Com. Berins and seconded by Com. Knaak. See attached. The Motion Passed unanimously. MODEL AREA, Landscaping, Parking area andLightinF. The Sales Office trailer for Miles Construction ,Co. is Exhibit 12 . Schedule of plant is Exhibit 11 . Concrete walk. .Parking _ RR ties, anchored. with two rods driven through. NO-Signage at the entrence of parking area. ThelLighting is Exhibit # 2 . No fencing is planned . The developer will stipulate that no plantings will be closer than 2 ft . to the walk. Motion to approve Model area Landscaping was made by Com. Knaak - Seconded by Com . Paolillo and Motion Passed unanimously. (See attached . ) The representatives of Suffield were complimented on an excellent development and presentation. APPEARANCE COMMISSION Jan. 11. 1979 - Pare Seven • e) STAN'S STANDARD OIL STATION • Represented by Stan Ozimek, Owner and C . A . Rudd from Standard Oil The site plan was reviewed and Stan requested 1 car wash sign and will remove the 2 existing DI signs . The sign is the regular Standard Oil Pylon - AMOCO - with a Reader Board to advertise the Car Wash and prices . Ch. Hardt explained the limitations of the new Sign Code and asked Stan to comply with the Appearance Commissions requests so that his operator' s license can be issued . The sign presented was 157 Sq . Ft . which is too large . • The many ansulory signs must be removed . Signs indicating full serve and self serve are lawful but they must be uniform . A sign with business hours :would be okay. Mr. Ozimek said he . could return in two week with proposed signs and be prepared to show a complete package . This was agreeable to the Commission and no action will be taken concerning the business license . 5. ANNOUNCEMENTS Mr. Mike Holland will be appointed to finish the term of Mr. Brodie . This will be for a period of two years . 6. ADJOURNMENT The meeting adjourned by unanimous consent at 12 :45 A.M.
