I. CALL TO ORDER •
Chairman Richard Gordon called the Appearance Commission meeting to
order at 7:35 P.M. on Thursday, November 10, 1994 in the Council
Chambers of the Village Hall , 50 Raupp Boulevard

III. APPROVAL OF MINUTES •
October 27, 1994 - Motion to approve as submitted was made by
Com. Cea and seconded by Com. Lundine.

Minutes of October 27 , 1994 were approved.
IV. OLD BUSINESS
A. Temporary "For Sale or Lease" Signs 2 signs on Half Day Road
Woodland Commons Shopping Center and Industrial District Lot
Mr. Skip Martin represented Parvin-Clauss Sign' Co.
165Tubeway Drive, Carol Stream, IL 61088 (510-2020) .
The permits for the existing temporary signs on Half bay Road
are expiring and the signs require new permits. Jackie
Elliott has resigned so her name will be painted out and
replaced with a new agent's name, or Mr . Martin's name will be
centered. The sign will be repaired and he also agreed to
have the back of the V-shaped sign repainted.
The permit will be issued for six (6) months and could be
renewed for another six (6) months. If the proposed Sign Code
is put into effect , this type of sign will be non-conforming .
and future signs will require a variance.
Coin. Viehman,made a "motion to recommend approval of the two
(2) temporary "For Sale or Lease" signs on Ralf Day Road as
submitted by Parvin-Clauss Sign; Company, with the stipulation
that Jackie Elliott 's name will be replaced with a new name
or Skip Martin's name will be centered.
Com. Cea seconded the motion.

V. NEW BUSINESS
A. Shell Oil - 50 Lake Cook Road
Revised' Lighting
Tabled.. Will be rescheduled after photometrics are submitted.
B. Metra Commuter Station - Landscape Plan •
Commerce Court (South of Busch Road)
Mr. Robert Schwarz , Landscape Architect , Klaus Schmechtig Co. ,
23196 N. Indian Creek Road, Lincolnshire, IL 60069 (566-1233)
described the proposed landscape plan. They have used a geo-
metric design along Commerce Drive to tie the adjacent areas
together. The durable plantings will blend ornamental and
shade trees with evergreens. The architecture of the station
suggests a formal design, but an asymmetrical plan will give
• more character. The entrance will be framed with tree lilacs,
flowering shrubs, ornamentals and evergreen ground cover.
Low spreading evergreen bushes will be planted at the corner ..
to help prevent people from cutting across Consideration is
being given to the addition of a seat retaining wall at this
corner.
The type of grass has not been specified, but' it should be
hardy because of foot traffic. Some grade restraints will
also help encourage the use of the paved walkway. The air-
conditioning unit will be screened with a line of bushes in
compliance with Mr. Rigsby's recommendations and the plan has
been revised accordingly.
The parking islands will be paved and have no landscaping.
Com. Viehman made a motion to recommend approval of the
Landscape. Plan for the Matra Commuter Station as submitted. ;
Con. Lundine seconded the motion.

C. Rolling Hills - Scarsdale Homes
Relocation of Sign and Additional Models
Mr . John Green, President of Systems Design Group , Ltd . .
1051 Perimeter Drive . Suite 1110 , Schaumburg , IL 60173
(413-0300) recalled when the Rolling Hills subdivision was
brought in for approval they expected it to be a 3 to 4 year
project and they indicated that they would be presenting new
models and modifications to existing models from time to time .
1 . SIGN:
The two original models , located at Westchester II , have
been sold and new models are under construction. They had
the Westchester II sign repainted to identify Rolling Hills ,
changed the telephone number and moved the sign to the north-
east corner of Twin Oaks Boulevard and Aptakisic Road. The
double-faced 4 ' x 8 ' sign is mounted 4 ' above grade and set
back a distance of twelve feet ( 12 ' ) from the property line .
The colors are dark blue with white copy and posts are painted
black or dark blue .
Com. Viehman made a motion to recommend approval of the
Rolling Hills sign as submitted .
Com. Weissman seconded the motion.

2 . NEW MODELS
Mr . Green described the new model , designated the 1100 series
and revised models #1209 and #629 , which were previously
approved. The #1101 has been designated Traditional and the
#1102 , #1209 and #629 models are Contemporary. The #09 series
is a very new style with angular masses forming large roofs
working in different directions and the interior is also
dramatic . This started out to be a custom model and has been
so well received that it is being offered as a model . The
master bedroom has a 2-story closet . The floor plan of the
#629 model was redesigned and the exterior is similar to the
new #1209 series .
The exterior design of the new #1100 model is only being
offered with 3-car garages . The exterior of the Traditional
#1101 has a porch, masonry lower level and cedar shutters on
the windows . The Contemporary #1102 is also brick and cedar .
The trim and some roofs are cedar . They will be using all the
previously approved materials and there are about 22 bricks
and 40 siding colors to choose from. Aluminum siding is not
permitted . They will meet the Buffalo Grove Monotony Code .

Com. Cea made a motion to recommend approval of the four (4)
new models for the Rolling Hills Subdivision as submitted .

D. Computer Discount Warehouse - Canopy with Signs
1020 East Lake Cook Road
Mr . Phil Olson, CDW , described the proposed canopy which will
be grey with bordeau purple lettering on each side and CDW
within a circle the end . The canopy will not be visible from
Lake Cook Road. The posts are galvanized steel .
With reference to the Open To The Public sign in the windows .
Mr . Schar informed the Commissioners that the Village Board
will be considering a text amendment to permit an additional
twenty square foot (20 sf . ) of signage . A 17-1/2 foot square
foot sign would be added to the Lake Cook elevation and the
letters would be removed from the windows . He advised that
these are two separate issues and recommended approval of the
canopy.
Mr . Olson was uncertain whether the canopy would be lighted
and it is reasonable to assume that they will want to light
the sidewalk. It will be necessary to submit any lighting
for Appearance Commission approval .
Com. Weissman made a motion to recommend approval of the
Computer Discount Warehouse Canopy as submitted with the
stipulation that the name be permitted on both sides .
Com. Lundine seconded the motion.

Mr . Olson said he would inquire about the lights and reapply.
E. Seigle ' s - "For Lease" Sign
225 N. Mc Henry Road
Mr . Scott Deem , General Manager , said the purpose of the sign
is to alert the public that the store is closing and the
building is for lease . If necessary, they will remove the
top one foot ( 1 ' ) section of the sign that reads "Seigle ' s
Liquidation Sale in Progress . "
Mr . Schar confirmed that this portion would not be permitted.
The single sided sign, positioned parallel to Mc Henry Road ,
will be set back ten feet ( 10 ' ) from the property line .

Colors of the sign will be red , green, black and white .
The back of the sign and the posts will be painted white .
Com. Lundine made a motion to recommend approval of the
Seigle ' s "For Lease" sign with the stipulation that the
top one foot ( 1 ' ) liquidation sale portion be eliminated .
Com. Viehman seconded the motion.

Motion Passed - 5 to 0 .
VI . ANNOUNCEMENTS
1 . Mr . Schar informed the Commissioners that the proposal made at
the Sign Code workshop to combine the Subdivision Development
section with the For Sale , Lease or Development section has been
reevaluated. Combining the sections would effectively put all these
signs in the same category and permit them to be twelve feet ( 12 ' )
in height with sixty-four square feet (64 sf . ) of copy. This was
never intended . Leasing agents or landlords who do not want to use
window signs would be permitted to apply for a variance .
Ch. Gordon suggested the addition of leasing information to the
construction signs because there would be no windows before the
building is finished.
Trustee Braiman, who had suggested eliminating "For Lease" type
signs had no objection to this proposal .
Mr . Schar will contact the Chairman of the Zoning Board of Appeals
and inform him of this recommendation.
Tentatively, the Revised Sign Code is planned on being sent to the
Village Board with an Ordinance for consideration on Nov. 21 , 1994 .
2 . Ch. Gordon asked Trustee Braiman if the Appearance Commission
recommendation regarding the extension of the Metra Station roof
lines was acted upon by the Village Board?
Trustee Braiman said the Board voted to approve the Metra Station
and he would follow up on the Appearance Commission' s recommenda-
tion to consider this modification.
VII . ADJOURNMENT
Motion to adjourn was made by Com. Weissman and seconded by
Com. Viehman. The meeting was adjourned at 8 : 55 P.M.
