CALL TO ORDER In the absence of Chairman Richard Gordon, the meeting , chaired by Com. Fred Weissman, was called to order at 7 : 35 P.M. on Thursday , October 27 , 1994 in the Council Chambers of the Village Hall , 50 Raupp Boulevard. II . ROLL CALL Commissioners Present : F. Weissman, A. Viehman, S. Trilling , M. Cea and R. Lundine Commissioners Absent : R. Gordon (arrived at 8 : 10 P.M. ) Bldg. Dept . Liaison: Edward Schar , Deputy Building Commissioner III . APPROVAL OF MINUTES October 20 , 1994 - Deferred until after business meeting. September 22 , 1994 - Motion to approve as submitted was made by Com. Trilling and seconded by Com. Viehman. OLD BUSINESS A. The Woodlands - Entrance Signs Recommendation for Variance Mr . George Rothermel , President of Woodlands of Fiore Home- owners Association Board of Directors , 141 Willow Parkway, Buffalo Grove , IL 60089 (913-9851 ) made the presentation. Com. Cea disclosed that he is a resident of The Woodlands of Fiore but this will not affect his evaluation of the proposed variance for multiple signs . Mr . Rothermel said The Woodlands homeowners have requested identification signs at each of the five (5) entrances similar to Cherbourg , Old Farm Village , Arlington Club, etc . The sandblasted , redwood signs would be stained dark brown and have white letters and a single tree . The signs are 2 ' x 5 ' supported with two (2) white 6" square treated posts that are 24" off the ground . The signs will be installed in existing planted areas that include deciduous and evergreen materials . When asked about the use of treated posts instead of cedar posts as described in the letter , Mr . Rothermel responded that they were advised to use wolmanized posts because they are a better underground material . Com. Trilling commented that wolmanized wood cannot be stained but cedar can be treated and matching posts were more aesthetically pleasing. Mr . Rothermel had no objection to cedar and said the associa- tion would maintain the signs which would all be located be on common property. Variances are needed for the setback. The Village Engineer ' s Line-of-Sight Review, dated October 13 , 1994 states : "The signs should not encroach within twenty- five feet (25 ' ) of the corner property. Mr . Schar said the Zoning Board tabled the signs on October 18 , 1994 to permit discussion with Mr . Richard Kuenkler before the November 15 , 1994 ZBA meeting. He may submit new recom- dations . Variances are required for multiple ground signs , separation of 250 feet for two (2) signs at each of two (2) intersections and setback distances . Mr . Rothermel described each of the sites . Where two (2) signs are requested on Route 22 and on Willow Parkway, there would be one sign on each of the existing brick structures . Com. Lundine made a motion to recommend approval of aesthetics of The Woodlands ground signs and recommends to the Zoning Board of Appeals and the Village Board that variances be granted for each of the five (5) entrances with the condition that the posts be matching cedar , subject to the Village Engineer ' s Line-of-Sight Review. NEW BUSINESS A. Woodland Commons - "For Sale" Signs No representative present . Review Tabled until Nov. 10 , 1994 . B. Domas Properties - "For Lease" Sign Lot 4 - Abbott Court Mr . Don Domas , owner of the office/warehouse that is being constructed on Abbott Court , requested approval of a temporary sign to be installed on the northwest corner of the property. The background of the 4 ' x 8 ' plywood sign will be dark brown. The top portion will have red lettering and the lower portion will have white lettering. The posts will be wolmanized wood. Com. Viehman made a motion to recommend approval of the temporary leasing sign as submitted by Domas Properties . Com. Cea seconded the motion. Roll Call Vote: AYE - Lundine , Trilling , Cea, Viehman and Weissman NAY - None Motion Passed - 5 to 0 . C. Concord Place - Ground Sign Arlington Heights Road and Fremont Way Recommendation for Variance Mr . Mike Bednarek , Concord Place Limited Partnership, said the condominium association met and requested an identification sign to be installed at the northeast corner of the property located at Arlington Heights Road and Fremont Way. The non-illuminated ground sign will be constructed of cedar with an inside panel made of wolmanized material anchored to galvanized steel posts embedded in concrete piers . The base will be landscaped. Colors will be green with white lettering and the structure will also be white with a pre-- finished aluminum peak. The back of the sign will be white . The condominium association will maintain the sign. A variance is required for the setback within the required twenty-five foot (25 ' ) setback. The grade of the common area is lower and the sign would be below grade. The height is 4 ' 11 " from the ground to the top of the sign. Com. Cea made a motion to recommend approval of the aesthetics of the Concord Place ground sign with landscaping and recommends to the Zoning Board of Appeals and the Village Board approval of a variance to install the sign within the required twenty-five foot (25 ' ) setback. Northwest Family Center - Architecture/Materials/Colors Aptakisic Road and Weiland Road Mr . Jeffrey L. Marcowitz , 117 North Jefferson, Suite 204 , Chicago , IL 60661-2300 , (312) 207-1008 ; Mr . Jeffrey R. Brown, AIA, The JRB Group Architects , 3115 N. Wilke Road , Suite F , Arlington Heights , IL 60004 (506-0123) ; and Mr . Marshall Klein, Executive Director , Jewish Council for Youth Services , 25 E. Washington Street , Chicago , IL 60602 (312) 726-8891 were present . Mr . Brown requested approval of the architecture , materials and colors . Landscaping , lighting and signage will be submitted at a later date. The property, located at the southwest corner of Aptakisic and Weiland Roads , is a transition from the industrial area to the residential area. The project will be built in two (2) phases . Phase I is the 24 ,000 square foot child care facility and Phase II will be a 40 ,000 square foot structure consisting of studios , a gymnasium and a swimming pool . Phase II will be constructed when funding is available. The complex geometry of the building has been designed to scale down the size and be appealing to children. The playground , at the southwest corner of the site , will be sheltered by the building which will complement the residen- tial area to the south and has been designed to look like it was constructed by children. Samples of the materials listed on page A3 . 1 were presented and described. The main entrance will have a translucent canopy and the materials will have several different textures: 1 . Vinyl siding - taupe 2 . Dryvit material - B/grey, C/red/brown, D/cream 3 . Continuous band of coping - rusty reddish orange 4 . Brick - beige 5 . Accents banding and cornices - taupe 6 . Trusses - natural wood 7 . Windows and doors - insulated clear glass 8 . Mullions and standing seam roof on the gym - green 9 . Columns on pool area - synthetic plaster The materials on the north wall of Phase II will match the north wall of Phase I . The trash enclosure will be masonry encased in dryvit to match the building and it will have solid wood gates . APPEARANCE COMMISSION October 27 , 1994 - Page Four The translucent canopy, made of clear fiberglas , is eight feet (8 ' ) wide and will provide some shelter . They may have to add gutters to prevent standing water and soil erosion. They do not foresee damage from playground rocks being thrown. A wall sign with owner ' s name will be submitted later . Com. Cea made a motion to recommend approval of the architectural plans , materials and colors for the Northwest Family Center , as submitted. Com. Lundine seconded the motion. Roll Call Vote: AYE - Viehman, Cea , Trilling, Lundine and Weissman NAY - None ABSTAIN - Gordon (arrived during discussion) Motion Passed - 5 to 0 , 1 abstention. The last item on the agenda was presided over by Ch. Gordon. E. Metra Station - Elevations/Materials/Colors South of Pace Bus Facility on Commerce Court Presentation was made by Mr . Fred L. Bernheim, FARA, Bernheim, Kahn and Elisco Architects , One Northbrook Place , 5 Revere Drive , Suite 520 , Northbrook , IL 60062 (480-7401 ) . Mr . Ken Lattanzi , Senior Construction Manager of MTI Construction Services Inc. , 1771 Commerce Drive , Elk Grove Village , IL 60007-2192 (228-6700) was also present . Mr . Bernheim explained that the railroad station was designed by a committee. A series of questions was sent to the Village and the proposed building resulted from the answers . The property will be owned , maintained and protected by the Village. Snow removal , garbage removal and safety had to be considered in the plans . The small 1 , 100 square foot building will be air-conditioned . It will be easily maintained and be handicapped accessible , with two toilet rooms . A clock tower will give the building identity. Landscaping and signs will be submitted at a later date . Metra has specific sign standards (white Helvetica letters on a blue background) , but consideration is being given to a combined Pace/Metra ground sign. The site is 1/5 of a mile ( 1 ,000 feet) south of Busch Parkway. The one track will be used by five to seven (5 - 7) trains daily. The station is specifically located as far south of Busch Parkway as possible permit the six to eight (6 - 8) car trains to go all the way through the crossing and permit the gates to go up while people board. APPEARANCE COMMISSION October 27 , 1994 - Page f►✓e- The run starting at Antioch, has eleven ( 11 ) stops and ends at Union Station. Buffalo Grove will be stop #8 . Morning traffic will consist of three (3) trains between 6 : 30 A.M. and 8 :00 A.M. and one ( 1 ) mid-day train going into the city. There will also be one ( 1 ) morning train coming in from the city. During the evening hours , there will be three (3) trains returning from the city and one ( 1 ) or two (2) going back to the city. The track will continue to be used for freight trains . Because of the amount of daily use , the safety factor was thoroughly discussed by the Village and Metra. The station will be on the west side of the tracks and there will also be a small warming shelter next to the platform. The platform will be constructed by Metra. There was a choice of blacktop or pavers and the Village chose pavers . Pavers will also be used to surround the building. All Holland platform pavers will be red. The materials were presented and described: 1 . Face brick - Basic beige range , with a sealed smooth finish that will be easier to maintain._ in case of vandalism. 2 . Cement roof shingles - reddish 3 . Aluminum frames 4 . Glass - clear 5 . Dryvit - 2 colors , beige and tan 6 . Shelter - will match the building In the future , one of the two bays in front will be used for a ticket agent in the future . Service is scheduled to start in April 1996 and the projected total of daily boardings in 1998 is 5 ,400 people in both directions . Parking of 320 cars is expected in 1998 . About 39 cars now park at the Pace station. In the future , the station can be expanded in both directions. The Commissioners predicted that more people will opt to stand on the platform, even in hot or cold weather , and suggested that the size of the shelter be increased. Com. Gordon commented that the station is lost in a sea of parking. He proposed extending the roof lines of the station to add some shelter area and expand the mass of the building. Mr . Bernheim responded that they are at the budgeted limit now and increased cost would have to be approved. The pavers add to the size of the area. Old fashioned , Verde Green lighting fixtures have been chosen and will be submitted at a later date. The Village will paying for the additional cost of the pavers and for the lighting fixtures . APPEARANCE COMMISSION October 27 , 1994 - Page Six After the project was discussed at length, Com. Cea made the following motion: I move we recommend approval of the elevations , materials and colors for the Metra Station as submitted , with the recommendation that consideration be given to extending the roof structure at the north end of the platform to accommodate a sheltered waiting area and provide more mass to the station. Com. Weissman seconded the motion. Roll Call Vote: AYE - Viehman, Weissman. Cea, Trilling, Lundine and Gordon NAY - None Motion Passed - 6 to 0. VI . ANNOUNCEMENTS 1 . Minutes of October 20 , 1994 - Correction on Page Two , 3rd line of paragraph 4 : dirvit should be dryvit . Motion to approve as amended made by Com. Viehman and seconded by Com. Weissman. Schar informed the Commissioners that the Village Engineer recommended that the bottom of the temporary Country Court "For Lease" sign be installed six feet (6 ' ) above the ground. VII .
