Richard Gordon called the meeting to order at 7 :33 P.M. on Thursday, September 8 , 1994 in the Council Chambers of the Village Hall , 50 Raupp Boulevard. II . ROLL CALL Commissioners Present : A. Minutes of July 28 , 1994 remain Tabled. IV. BUSINESS A. Nationwide Insurance '- Ground Sign 1400 East Lake Cook. Road 1 Presentation was made by Mr . John' .Johnson, Johnson Sign Co. , 9615 Waveland Avenue, Franklin Park, IL 60131 (678-2092) on behalf of the tenant (Nationwide Insurance) and Hamilton Partners , owners . of the property at 1400 East Lake Cook Road. ` Mr . Johnson described the site plan,. The building is setback fifty feet (50' ) from the property line and the 6' x 12' brick ground sign would be constructed near the center of the - build- ing a distance of ten feet ( 10' ) from the property line, The sign is very similar to the Angus Chemical Corporation sign • at 1500 East Lake Cook Road. The Angus sign has a peaked _top; that compliments the building, but this building has a low , . prof,ile, so the sign `is rectangular shaped. The sign face is a one and one` hal.f inch .( 1-i '2"-) aluminum plate, that stands . out _from the brick, :with cut out reveals and address . The copy "Nationwide Insurance" ( letters and logo) will be sprayed on the aluminum, The corporate logo N and the ' eagle will be outlined in white. The sign is double ' faced and • is not internally illuminated, but there will be ground lights. , It will be constructed perpendicular to Lake Cook Road. There are two bermed areas now and exact.placement will be determined when the egress line is ,completed. The brick will match the building and the concrete base will be bermed--up properly' ,and 'well landscaped. It will have some low junipers for year-round Dover accented with tulips in the spring and' annuals for summer, similar to the ,Angus sign. • Com. ',Gordon questioned whether the copy "A Development ,of Hamilton Partners" as ' shown On the -drawing at the bottom of . the sign would be allowed? Mr . Scher responded that it would probably not be permitted ' because copy is limited to name and nature of the business Mr . Johnson explained that Hamilton Partners are the owners of . the building and Nationwide Insurance is one tenant. . The other . tenants were offered identification if they would participate in the cost of the sign, but none of the other -tenants were interested. However , Hamilton Partners made a provision with. Nationwide Insurance, that should any other tenant want. their name on the sign, the cost would- be prorated and the area could be divided into three horizontal slots. Should this occur, t Nationwide Insurance would be on , one line. Coma Trilling commented that -since this is a multi-tenant building, , there should be provisions on the sign for other tenants. He suggested increasing, the size of the plate to include, the' Hamilton Partners area that will be eliminated. i Mr. Johnson .thought this was an excellent recommendation and said Nationwide Insurance could be expanded and centered on the plate. Com. Cea made a motion to recommend approval of, the -Nationwide Insurance ground sign, with the elimination of "A Development. .of Hamilton Partners , and with the recommendation that the tenant panel be expanded from twenty eight inches (28" ) . to thirty four inches (34'' ) to permit future modification of the sign to include additional tenants. First of America Bank, Signs (Formerly Bank •of Buffalo Grove) l 10 East, Dundee, Road and 1077 Lake Cook Road • Mr . Jeff Triplett ,' Sign Art Inc. 5757 East Cork Street, Kalamazoo, MI 49001 ; -(616) 381-3012 made the presentation of the sign packages for the two existing Bank of Buffalo Grove locations (10 East Dundee Road and 1077 Lake Cook Road) which have been purchased and will be converted to First of America • Banks sometime in October 1.994. The proposal includes the two primary free. standing signs , secondary signs and directional, signs : . 1 . 10 East Dundee Road • Sign #3 was deleted and a variance requested for a similar sign on. the north .elevation facing the shopping center . Sign #1 - Mr . Triplett ' presented a colored drawing of the free-standing signs: The white First of America . and red logo afire illuminated. The base and sign face background are :opaque brown. The sign has a flexible face. Copy and graphics are heat transferred ' to the vinyl substraight face. If an ATM is'. ever added to the 10 East Dundee Road location, the copy will be modified. The sign will be twenty feet (20' ) in .height , set back twenty feet (20' ) from the property line and the base -will be landscaped. Existing - signs can be seen in Naperville, Countryside and ' Libertyville. Sign #2 - -Wall sign. Non-illuminated fifteen inch ( 15" ) fabricated• aluminum letters painted semi-gloss white on the south elevation toreplace existing Bank of B.G. letters .- There will be ground illumination. Signs #4 and #5 - Identical non-illuminated double faced . (2' ( 3 ' ) directional signs indicating the bank entrances on Buffalo Grove Road and Dundee Road. Signs #6, #7, i8 and. #9 will conform with the State of IL code requirements for handicapped and. fire lane signs. It was noted that the two driveways on Dundee Road are both . two ways; in and out . Mr. Schar informed Mr. Triplett that if Signs #4 and #5 are reduced to four (4) square feet , or less , they are exempt . The twelve (12) -square foot signs could become a line-of-sight issue and will have to be approved by the Village Engineer . Typically anything that is three feet (33-) or higher could" block the: driver 's line-of-sight . APPEARANCE COMMISSION September 8 , 1.994 Page Three • • Mr. Triplett responded that for this reason these signs :ar,e expressly- positioned four feet (4' ) back of ' the sidewalk. • Mr. Schar also questioned the positioning of the arrow on ' Sign #5 on Buffalo Grove Road. People could be confused and turn into the drive-thru exit . A suggestion was made to put .a right-angle arrow on the south side of Sign #5. • Mr. Triplett said the proposed location of the sign is on the . island that is past the drive-thru exit, but he agreed' to change the arrow to a right-angle arrow. Com. Cea made a motion to recommend approval of all the signs as submitted for First of America Bank at 10 East Dundee Road with the following stipulations : a. Signs #4 and 5 are to be reviewed for line-of-sight and approved by the Village Engineer . b. Modification of the arrow on Sign #5 as discussed. c. Recommendation that a variance be granted permitting Sign #3 to be installed on the north. elevation of the . building. • Com. Lundine seconded the motion. NAY - None Motion Passed 5 to 0. 2. 1077 Lake Cook Road • Sign #1 Identical freestanding sign as described above for 10 East Dundee Road. There is a 24 Hour ATM machine at this location so this information will be included' on the red band. Signs #2 and #3 Letters on existing_ masonry "walls at the west . entrance on Arlington- Heights Road, and the north entrance on Lake Cook Road. Six inch (6' ) .non-illuminated white letters . will replace existing ten inch ( 10" ) letters. Both , signs will require a variance. Signs #4 and #5 - Directional signs that will replace existing, similar double faced signs within the parking area. Sign #8 7 Identifies the ATM lane.-- ' ' Sign #7 Directional sign intended to keep: cars from driving past the drive-thru' lanes and along the landscaped area to the north entrance. After discussion, Mr. Triplett concurred with the Commissioners ' recommendation to relocate this sign to- the southwest corner of the building. The design will be , as de picted because it is part of the First of America sign system. Cea made a motion to recommend approval of .all the signs ' submitted for, First of America Bank -at, 1077 Lake Cook Road with the, following stipulations,: • a. Modifications as discussed regarding Sign #7 . . b•. Fire lane-:and, handicapped parking .signs will be substituted with State of IL mandated signs. c. Recommendation that a variance be granted to permit Signs #2 and 43 to .be located on the- two . existing masonry walls at the west and north entrances . Com. Trilling seconded the motion. Household Bank - Signs (Formerly 1st Nationwide Bank) -1191 Mc Henry Road Doug Hooks , Kieffer & Co. Ijic. , . 1322 Barclay Boulevard, Buffalo Grove, IL (520-1255) represented Household Bank. The bank will be opening under the new name on Oct . 11 , 1994. The presentation included photographs of the existing 'site. 1 . Sign #3 - .Double-faced Ground sign. Replacement of the two , existing lexan faces with Household Bank corporate signs . All copy and the house' will be white on a burgundy back- • ground with the Corporate tan rainbow and sidewalk. - 2. Sign #2 - Single-faced wall sign on west elevation facing Arlington Heights Road. Replace existing sign:with white.`. letters on a corporate burgundy background. 3. Sign #1 New sign on north elevation facing Route 83. Replace existing cash station sign with Household Bank corporate logo and lettering above green ' Cash Station. " There is another Household Bank on Dundee Road, east of Buffalo , Grove Road, with similar signs. Com. Lundine made a motion to recommend approval of the three Household Bank signs at 1191 Mc Henry Road as submitted. Com Cea seconded the motion. Marathon' - Sign (Formerly Buffalo Grove Car Care) 55 West Dundee• toad. • Mr. Mark Narens, Holland' Design Group, Inc. 1090 •Brown Street , Wauconda, IL 526-8945 representing Ron Cox of Marathon requested replacement of the existing' Shell . emblem on the ground sign with the ,Marathon logo sign. The entire 'sign- structure will- be repainted. The landscaping at the base will remain. The faces of all three panel's will be changed. The Car Wash panel will be reduced' three inches (3" ) and_ wil•l have red copy on a white background. The changeable, copy portion will have a white background with white letters . , In 1992 a variance was granted for the changeable copy portion • - with a security cover. Mr. Schar said that the face change will not terminate the variance. Mr. Narens said the change is scheduled for October 1 , 1•992. .He will submit a 'colored rendering with the permit application. Com. Lundine :made a motion to recommend approval of the sign face change requested by Marathon (formerly Buffalo Grove Car Care) .at 55 West Dundee. Road as submitted. Com. Cea seconded the motion. Country Homes Route 22 - Full Review: Site Plan, Architecture, Materials , Colors, Lighting, Landscaping and Signs Presentation was made by Mr . Mark Malouf , Division President, Town & Country Homes , North Division, 3880 Salem Lake Drive, ' Long ,Grove', IL 60047' (726-1020) and Mr . Richard '.., Burton, President Land Consultants Inc: 4 1151 Old Mc Henry Road, Suite 205, Buffalo Grove, Illinois 60089 (913-0400) . Mr . Malouf' reviewed the progress of Tenerife through the Plan Commission and Village Board. The subdivision plat has been approved. There will be 148 multi-family units in 35 building boxes 'as indicated on the site plan. The property has been annexed to Buffalo Grove and zoned Residential . A single family parcel- adjoins the multi-family community and plans -for the houses will be submitted at a later date. - • 1 . Multi-Family Site Plan, Architecture and Colors There will be a number'-of different building composites con- sisting of' 3, 4, 5 and 6 units with- 5 different color. packages - A through E. The numbered buildings on the site plan were -color coded to show how the different color packages would be displayed to meet the requi'rements .of the Monotony Code•. APPEARANCE COMMISSION September 8, 1994 Page Six A board with Color Package A materials was made up _and Samples , ' of other color packages :were assembled . for review. Alt were acceptable and: the Commissioners had no questions. - " a. Windows, have white vinyl frames with clear glass. b•. Windows on the front and -side elevations' will have muntins. The rear windows do not have muntins.' c. Garage doors will -all be white. d. The end units will all be the same model - #3-. e. . Interior units will ,be #1 and #2. There is bility because there are three different floor plans that all fit within the same building box and there are many' options ' f . Driveways will be ' asphalt with-- landscaped 'islands:• g. Building light fixtures were black with gold trim. Com. Trilling made a motion to recommend approval of_ the Architecture and Colors as presented by Town & Country for • the Tenerife Multi-Family Community on Route 22. Com. Viehman seconded the motion. Model Area Landscape Plan: . • • The model building will be a 5-unit building, #3-#2-#1-#2-*-3,'. constructed on Lot '5 with parking on Lot 6 . Because of the development schedule, and •because they are • still waiting for final IDOT approval Of the main Route 22 access , there will be a. temporary entrance to the sales parking area. The entrance • - will •remain until they have sold out the entire community • One of the single family lots has been utilized for the, paved access driveway from the secondary entrance on Route 22 to • the paved parking lot for the model area. • There will be a temporary sidewalk into the sales office that will be located within two' garages of the end units. These garages -will be finished during the multi-family sales program and then the sales office will be converted back into garages. ' There will be a decorative fountain in the center of the sidewalk 'in front of the sales office with a "trap walk". from' • the sales officethrough the model area to each of the model homes. "Tenerife" is. a Mediterranean term and the trap walk fencing will be a combination of white stucco with -wood framing and aluminum pickets, on each 'side. The only way out is back - through the sales ' office. There will be 'a timber structure with a canvas canopy at the entrance and exit of ' the sales office., The ,typical foundation plantings were described. Gordon asked if there are specified units in each building layout -orare the units determined by sales? , Can 'buyers select a particular unit in'a particular building? Mr . Malouf explainedithat -the building composites are regula- ted but there is some flexibility within the interior units, There will probably be four or five buildings with a variety of • units available at any time. and buyers will be given the option of choosing "which ,building they prefer. Each plan has specific locations and all plans should be available' during the sales • period. • The Village Forester 's Review, dated September 7 , i994,`:states in part.: "The plant material proposed for the project acceptable and complies 'with the Development Ordinance. . , • Al'! evergreen trees should have a minimum height of 7 feet. , Overall a good plan. " Mr . Malouf said they would ,comply with Mr . Rigsby's advice, to use plant material in the entries that is suited to the environment , 'i .e. direct sunl,ight , ' partial shade, etc. The permanent evergreen trees will meet the 7 foot requirement • but the temporary plantings may not be quite as large. After completion of the sales program the landscaping will be • converted to a typical foundation .planting schedule, with the option to augment the plans with additional plantings Com. Trilling made a motion to recommend approval of the Model Area Landscape Plan as submitted for Tenerife, subject to' the Village Forester ' s Review, dated September 7 , 1994.- Com. Cea seconded the motion. Roll Call Vote:- AYE - Viehman, Cea, Trilling, Lundine 'and Gordon NAY - None Motion Passed - 5 to 0. 3. Landscaping Mr. Burton (Land Consultants) described the overall landscape • plan and the typical foundation plantings for each building. There was also a colored rendering of a five (5) unit building. The required street trees are throughout thedevelopment with additional plantings along the eastern entryway and buffering of .Route '22:; There are also buffering plantings along the single family development adjacent to the west IA addition to . the overstory trees there are masses of shrubs and evergreens for screening of the parking_ lots and between the buildings. • The streets will .be dedicated. The edges of the two permanent detention ponds are treated with cracked gravel accented with granite boulders for, aesthetic beauty. �./ APPEARANCE COMMISSION September 8 , 1.994 Page Eight • The difficulty of:maintaining the planted islands was discus- i sed.. The islands within the driveways are about 4 to 5 feet wide and will be maintained by the' homeowners association. Snow will probably be 'hauled ;away but there is space within the development ' for snow to be mounded. Mr. Burton described the typical foundation plantings. There are large shrub beds on each side of the end units and there is a planterin the center of the shared units for relief from amount of concrete patio areas. Each unit has a patio and there are optional decks, available above the patios. There is common area at the rear of' the buildings. There will be 'no fences within the common area and additional planting is not permitted without association approval . Air-conditioners • are located in the rear , adjacent to each individual unit; ,There is a lot of glass on ' the rear elevations and' they will, try to place the A/C units away from the windows. Mr. Schar began .a discussion about the series of flag poles that are shown as hexagon shapes on Sheet 5 of ; the Model Area Landscape Plan. 'Mr. Malouf described the flag poles as part of the temporary entryway into: the single-family and multi-family phases of the project . The white fiberglas 18 foot poles have the Town and Country blue corporate "tree 'emblem on, white 3 ' x 5' flags. • The main identification sign on Route 22 will be flanked .by two L (2) of the poles and typically there will be an American flag L'" with three (3) ' more' corporate flags in front of the model. building. (The American flag and one corporate flag are on one pole. • Mr. Schar informed Mr Malouf ' that Sign ,Code, Sec. 14.36.-010 B limits flags to one' (1 ) American flag, one (1 ) Illinois flag and (1) corporate flag. The proposed flags will require a • recommendation• from the Appearance Commission to the Zoning Board of Appeals and the Village Board for a variance. This type of variation has not been requested before. . A total of 19 flag poles are proposed, including one pole with both an American flag and a corporate 'flag, so there will be 1.8 flags on poles that require a variance. Mr. Malouf said that they could reduce the number of flags by increasing the distance between them. The landscaping at the eastern- entrance is permanent and there will be an identical grouping of trees on the other side of the driveway when the single family development is , submitted. The single family models will be .constructed on a cul-de-sac. No entrance signs will be proposed and there .will be no additional flags aiong_.the. driveway into the single family model area. Gordon .said the flag poles should be considered whenthe signs are reviewed and recommended that the flag pole discus-- Sion be' deferred until after the Landscaping is completed. Com. Lundine made a motion to recommend approval of the General. Landscape. Plan and the Foundation. Plantings be • as submitted, subject to Mr . `Rigsby's recommendations.- Com. Viehman seconded the motion. Roll Call- Vote: AYE - Viehman, Ceti, Trilling, Lundine and Gordon - NAY - None Motion Passed 5 to 0. Com. Lundine expressed concern about snow removal and where -the snow will be loaded. He asked Mr. Schar to find' out whether the matter has been discussed by the Plan Commission or any, • other Village department . Mr. Schar said it is the responsibility of property owners to remove snow, Mr., Malouf described areas that are open, such as the detention ponds and property to the south. There is also a dedicated park site. He added that this matter has been discussed and is a concern. In multi-family developments the homeowner 's ` association acts in the same capacity of homeowner who' is obligated to take Care of snow removal from his driveway. 4 Temporary Signs • Colored copies of the signs were reviewed and the locations were designated on the Model Area Site Plans, Sheets 5 and 6. a. Sign A: ' On site billboard that will be in place throughout . the model presentation and sales program. The top of the sign will be below twenty feet (20-' ) in height and the sign will be setback from the property line accordingly. The bottom of the sign will .be skirted with reversed board and batten cedar , painted white and landscaped with annuals and shrubs . The base will be approximately one half (1/2) the width of the sign. It• will be ground illuminated. The trim border will be . completed. When they are given a permanent telephone number, it will be put on the sign. A similar sign will be submitted for the single family houses in the near - future. b. Sign H: Interior double-faced directional sign that will- . • be • located at the intersection of the main driveway and the entrance to the single-family cul-de-sac. The sign will be • skirted and landscaped as described above. One side will carry. directions to both phases' and the other side will indicate the single family houses. • APPEARANCE COMMISSION ' September 8, , 1994 - Page. 'Sign Ds Next to the sidewalk in front of the multi-family models within a` planted area. Double sided: with office hours ' • and the 'telephone number on one side and new home statement" on the opposite side. This sign will be constructed on two and a half foot (2-1121) posts. (No arrow on either side.) ' e. - Sign E: Example of model identification; signs to be located within the trap walk area. Models Will be named in - keeping with the. Tenerife theme. f. Flags: Discussion continued. The flag poles will be kept , in place during the sales programs for both phases. The Sales' effort will last about a year for the multi-family units and about two (2) years for the single family development ,'' total•ing no more than three (3) years. A poll was taken to determine if a variance •is feasible. Comments from Commissioners: Coma- Cea: Flags are helpful and lend atmosphere as long. as they are maintained properly. : They can become a liability. Mr . Malouf assured the Commissioners that Town & Country wants to maintain the sales area in a proper fashion-. For example, there is currently a community of 980 homes being constructed - at Lake-in-the-Hills and the sales 'effort has lasted almost: three' (3) years so far and will continue for another year- or two. • Similar flags have been up since the beginning of the program. They are set in concrete bases and the flags' are: changed. constantly. Presentation . is paramount to them. - Com. Lundine: Has seen the Lake-in-the-Hills development: , The flags are attractive and add a very colorful display. Mr. Scher informed Mr .' Malouf that the flags are shown' in .the right-of-way and would not be allowed there. • Com. - Viehman: Expressed concern about the flags in relation to . ' the location of the street lights at the intersection. Mr. Malouf responded that since' the flag poles are temporary, they have typically been permitted to be located close to the r. intersections. If they cannot be located in the right-of-way, he would still want them even if they were behind the sidewalk. They enhance the overall statement . Com. 'Trilling: Usually sees flags at shopping centers where they generate a rhythm along the entryway. • It is important ' to keep them unobstructed by light poles , etc. in order achieve the effect they want_. . . . APPEARANCE COMMISSION . September 8 , 1994 - Page Eleven • • Mr. Malouf .responded that the street `trees `will dictate the • spacing o'f the flags. The. poles are 18 feet in height-so the flags will be above the initial height of the 4" caliper trees which wi 'l be' from 8' to 10' tall . They will serve their purpose during the time they, are up. The entrance has a lot. of character,. with the landscaped detention area, and they want to accent that statement. The will agree to maintain the flags and at the end of 'three (3) years will remove them. - Com. Viehman Had no problem with the flags and said they would-be most effective in the ' r• i ght-of-way. Spaced as they are shown between the trees , they should not create a problem on a temporary basis. • Com. Gordon (said the Commission can recommend the flags but final placement is not within its jurisdiction. Mr. Schar said signs are not permitted in the. right-of--way.- Mr.' Malouf replied that this right-of-way will probably not be accepted by the Village until construction is completed, so it would not be dedicated street during the sales period. • Mr . Schar said that is something for the Engineering Depart ment to determine. There,'could be easements for utilities or drainage. He has not seen the engineering plan so he could not' say for certain what is there. . Mr., Malouf repeated his desire to keep the flags even if they Le d are behind the sidewalk because of the concept they generate. Com.. cordon asked if the flags are considered signs and if so, is `there a required setback, such as ten. feet ( 10' )' or eighteen. feet (18' ) because that is the height of the pole?_ The Commis sion could recommend a variance for the 'setback and the number of flags. Mr. Schar's reply was that normally flags are on private pro-, perty, but this is a unique situation and would have to be reviewed by both the Building Department and the Engineering . Department . If the 'property is determined to be private property, then the flags may not be an issue until the Village accepts the streets, etc. Technically, because flags are covered by the Sign Code, the setback rules would apply. Mr, Malouf said he would agree to the recommendation and .pursue` the variation process with the .understanding that if the - restrictions became more stringent , he would make a decision about the effectiveness of the flags. The ,Commissioners agreed that requiring the' flags to be. setback more than five feet (5' ) from the sidewalk_ would not be viable.- • • APPEARANCE COMMISSION September 8 , 1994 -. The quartz fixture will have 175 watt metal halide bulbs. The lights would be left on all night for security. They will not be constructing buildings adjacent to the model area: Building 4 would not be constructed and Building 6 is the parking lot . There is no adjoining residential area that would be affected. Mr. Schar noted the Sign Code requires shielding of ground lights that will illuminate sign on Route 22, or areas that ' would affect traffic. Com. The Commissioners present said they had read "the ;draft copy of the revised Sign Code and agreed that the proposed changes made the ' Code more readable. Some did not feel qualified' to pass judgment because they are not familiar with the reasons for the revisions. Mr. Schar briefly reviewed the history of the Sign Code. The major " �, :- changes include clarification, deletion of unnecessary provisions , . and updated fees that are now in line with surrounding villages.. Punctuation changes and ' the addition of missing words which affect the meaning -of the ordinance- have been included for better inter- pretation. Necessary text amendments can be added at any time. - Com. Cea said he will FAX his comments to Mr. Schar, Com.
