CALL TO ORDER Commissioner Richard Gordon called the meeting to order at 7 :43 P.M. on June 23 , 1994 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. II. ROLL CALL Commissioners Present: R. Gordon, F. Weissman, M. Cea, S. Trilling and R. Lundine. Commissioners Absent: A. Viehman Bldg. Dept. Liaison: Edward Schar, Deputy Building Commissioner Village Board Liaison: Jeffrey Braiman, Trustee III. APPROVAL OF MINUTES May 26 , 1994 - Minutes were Tabled. IV. BUSINESS A. Strathmore Square Shopping Center Dundee and Arlington Heights Roads Leasing Sign on Existing Monument Sign Representatives were not present. Item was Tabled until the end of the meeting. B. Ingram Micro - 161 Hastings Lane Ground Sign - C. Johnson Sign Company Mr. Kent Stone, C. Johnson Sign Co. , 9615 Waveland Avenue, Franklin Park, IL 60131 (708) 678-2092, made the presenta- tion. The sign will be located within the Chevy Chase Business Park. Mr. Stone presented a photograph of a similar sign that is across the street at Signode. The Micro Ingram sign will be a low profile sign, 2 ' x 6 ' mounted on 18" posts. It will be an aluminum sign with with white scotchlite letters. The aluminum poles will be cemented into the ground. Ingram Micro is a single tenant warehouse building. This will be the only sign on the property except for some letter- ing on the door. Com. Cea made a motion to recommend approval of the Ingram Micro ground sign as presented. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Trilling, Lundine and Gordon NAY - None Motion Passed - 5 to 0 C. Rolling Hills Sales Trailer Twin Oaks Boulevard Systems Design Group, Ltd. Charles D. Schmidt, V.P. Systems Design Group, Ltd. 1051 Perimeter Drive, Suite 1110 , Schaumburg, IL 60173 (708) 413-0300 , made the presentation. Rolling Hills is located north of Aptakisic Road, just west of Buffalo Grove Road. The sales trailer will be located on Lot 138 and the model building will be located on Lot 139. Building plans have been approved and construc- tion will begin next week. There will be a 40 ' parking lot with an 18 ' gravel drive leading from the street. The parking lot will be used for the model area. The skirted trailer will have a cedar handicapped ramp and stairs. The front will be vertical cedar siding, stained light grey. The top and skirt will be stained dark grey. There will be a blue fabric awning over the door with white lettering and red trim. This will be the only sign in the model area. The sales trailer will only be used temporarily and will be removed when the model is completed. There will not be any landscaping around the trailer. Com. Cea made a motion to recommend approval of the sales trailer as submitted for Rolling Hills, with the stipulation that it be removed when the model building opens. Com. Weissman seconded the motion. Domas Property, Lot 4 on Abbott Court Full Review: Elevations, Materials, Colors, Lighting and Landscaping Mr. Leroy Herbst, L.B. Herbst & Associates, Inc. , Architects and Engineers, 994 Countryside Lane, Carol Stream, IL 60188 (708) 289-5742, made the presentation. The Domas brothers were also present. Mr. Herbst described the site plan. Lot 4 is an interior lot on Abbott Court off of Weiland Road, next to Illinois Bell on Lot 5 and north of the Aptakisic School. The Domas brothers are plumbing contractors and they will be occupying about 1/3 of the building. The remaining 2/3 of the building will be leased. The parking has been separated into two sections on the south and west sides. Parking has been kept away from Abbott Court. APPEARANCE COMMISSION June 23 , 1994 - Page Two 1. ELEVATIONS, MATERIALS AND COLORS: a. Building - all masonry consisting of three (3) types of concrete blocks: Single score split faced block - #193; Rose Split ribbed block - Grey Split faced block - #33 (Mustard) Yellow Mortar will be mixed to match the three (3) colors. b. Cap and flashing - Dark grey aluminum c. Storefront - Dark bronze anodized aluminum d. Glass - Tinted bronze e. Truck dock and man doors - Painted out to match the split faced block. f. Vertical lines will be dark grey g. Truck dock on east elevation - Concrete, not emphasized A retaining wall (53 - Russet) will protect the truck dock and the openings will be framed with angle iron. If bumper posts are installed, they will be painted to match the doors. h. Dumpster area - Masonary with heavy reinforced wood doors. There will be four HVAC units on the roof that will be set back about 35 ' feet from the front of the building screened with a parapet wall that is 20 ' 8" along the sides and 22 ' 8" at the corners. . There will be flood lights in front of the building and within the landscaping. Com. Cea observed that the south elevation is segmented into three (3) sections. The office area is lower than the corner and higher than the remaining area. Mr. Herbst said he did not want the building to rise abruptly so he stepped it up. The office area is defined with vertical hands. Each window can be made into a door as needed for future tenants. Com. Gordon observed that there is a six foot (6 ' ) fence around the school and the south elevation will not be seen. He understood the reasons for the elevation design. Com. Weissman made a motion to recommend approval of the Architecture, Materials and Colors, as submitted for the Domas Property - Lot 4 at Abbott Court. Com. Lundine seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Trilling, Lundine and Gordon NAY - None Motion Passed - 5 to 0 . 2. LANDSCAPING: Mr. Herbst described the landscape plans. The building is at a much higher elevation that the road and the front slope has been divided with a serpentine retaining wall with plantings above and below. APPEARANCE COMMISSION June 23 , 1994 - Page Three • The wall is approximately four feet (4 ' ) high and is free standing in front. It has a sculpted appearance and the only sign will be aluminum address letters mounted on the wall at the entry way. The wall is free standing in front and there is a double semi-circular section at the northeast end of the building. The planter at the corner is about two (2) blocks in height and will not block the windows. Tenant signs will be limited to the side lights at the door- ways. Signs will be minimized. There will be no tenant panel. The Village Forester' s Review, dated June 17 , 1994 , states: " . . .the plant material as proposed is acceptable. Sod will be required in the parkway. " Mr. Herbst agreed to comply. Com. Cea made a motion to recommend approval of the Landscaping as submitted for the Dorcas Properties - Lot 4 at Abbott Court, with the stipulation that the parkway be sodded. Com. Trilling seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Trilling, Lundine and Gordon NAY - None Motion Passed - 5 to 0. 3 . LIGHTING: Shoebox fixtures will be mounted to the walls of the building at a height of ten feet (10 ' ) . They have cut offs and the photometrics show very low levels of light at the property line. Light fixtures are dark bronze aluminum. Landscaping will have low voltage floodlights to illuminate the wall and wash the front of the building at night. The light source was discussed and the Commissioners agreed that metal halide would be preferable because it would not change the colors of the masonry. The Building Department will determine if additional lighting is required at the man doors. The light must be code compliant. Com. Cea made a motion to recommend approval of the Lighting as presented for the Domas Properties - Lot 4 on Abbott Court. Com. Trilling seconded the motion. Prairie Grove - Prairie Road Full Review: Elevations, Materials, Colors, Sales Trailer and Signs Presentation was made by Jeffrey Samuels, Samuels- Berens Associates, Inc. 2141 Mallard Drive, Northbrook, IL 60062 (708) 272-8100 . Lindy Britten and John Bertram, Bertram Companies (708) 393-6556 were also present. Mr. Samuels described the site plan and explained that Prairie Grove will have four (4) models, each with three (3) elevations. They are custom home builders and this is their first presentation of a subdivision. 1 . ARCHITECTURE, MATERIALS AND COLORS Colored renderings of Elevation A were presented. Elevation A will have only cedar siding and no masonry. Elevation B will have brick. Elevation C has brick with stucco on the second floor. Upgrades are available for all models and the floor plans can be reversed. The roof lines, front entrances and windows differ on each elevation. The models were designated by size and name, but the names may change. Model numbers represent the size, i.e. #2800 has 2800 square feet, #3000 , #3300 and #3350 . Prices range from $345 ,000 to $400,000 . A selection of colors are available for each material and they can be mixed and matched. Buyers will work with a licensed architectural interior desinger. All colors are subdued and complimentary. The trim and soffits will be rough sawn cedar stained to match the siding. The colors of the siding and stucco are the same. Garage doors were discussed. They will either all be insulated steel or redwood raised panel doors. The redwood must be maintained. An option to have the wood stained after a year is being considered. This would help preserve it. The elevations were reviewed relative to compliance with the Monotony Code. Mr. Samuels agreed to meet the Monotony Code requirements. The Commissioners agreed that #2800 - Elevation A and #3300 - Elevation B were considered to be similar. Mr. Samuels said interest in the development has been good. No one plan is being favored, so if necessary a new elevation would be designed to meet the Monotony Code. Driveways will either be concrete or asphalt. A final determination has not been made but they will all be the same. Concrete will crack, chip and stain. Asphalt is easier to maintain but it must be sealed regularly. Weissman made a motion to recommend approval of the Prairie Grove Architecture, Materials and Colors as presented with the stipulation that Elevation A of #2800 and Elevation B of #3300 are similar relative to the Monotony Code. Com. Cea seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Trilling, Lundine and Gordon NAY - None Motion Passed 5 to 0. 2 . Sales Trailer and Model Area Mr. Samuels described the site plan. The Sales Trailer will be located on Lot 12 with a temporary road from Prairie Road. The Jelco trailer will have cedar siding stained PMS #3 - Warm Grey and it will be skirted. The top will be PMS #276 - Purple. The pad will be at ground level with a wheel chair ramp and steps stained Warm Grey. The awning will have PMS #276 - Purple logo and lettering on PMS #3 - Warm Grey background. The awning dimensions are the same as garage awning so that it can be removed and reused. Com. Lundine made a motion to recommend approval of the Sales Trailer as presented for Prairie Grove, with the stipulation that the handicapped ramp is ADA approved. Com. Cea seconded the motion. LANDSCAPING: Mr. Samuels said they will comply with the Village' s requirements regarding the number and species of parkway trees. Plans are to be sent to Mr. Ray Rigsby. Models are sold without landcaping and there is no common area. Consideration is being given to offer a landscape package as an option to help people get started sooner. The Sales Trailer will have landscaping, but it has not been reviewed by Ray Rigsby. It will be sent to him for approval. Two models will be constructed. They will probably be the #3000 and #3300 or #3350 model, but not the #2800 model. Typical model area landscape plans were submitted, but they have to be sent to Ray Rigsby for review and approval. Cea made a motion to recommend approval of the Prairie Grove Landscaping Plans for the Sales Trailer, Model Area, and Parkway Trees as discussed, subject to Ray Rigsby' s review and approval. Com. Weissman seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Trilling, Lundine and Gordon NAY - None Motion Passed - 5 to 0. 4 . SIGNS: A diagram of the V-shaped sign on Prairie Road was reviewed. The name of the developer will be added and the word custom should be changed to customized. The price is OK but it should be repainted if it is changed. The sign will have a photo of a typical house, probably an Elevation C. The back of the sign and the posts should be painted to match the background of the sign. The developer owns property to the south so there is probably sufficient frontage for the proposed 120 square foot sign. When a permit is submitted, the Building Department will verify the size vs. frontage. The four (4) square foot signs in front of the models will be exempt and will only designate the model. Com. Weissman made a motion to recommend approval of the development sign presented for Prairie Grove, with the stipulations that the word custom be changed to customized, the sign must be repainted if the price is changed, and the back and the posts of the sign are to be painted to match the background of the sign. Com. Cea seconded the motion. Roll Call Vote: AYE - Weissman, Cea, Trilling, Lundine and Gordon NAY - None Motion Passed - 5 to 0. A. Strathmore Square Shopping Center Dundee and Arlington Heights Roads Leasing Sign on Existing Monument Sign The submittal was inadequate and no representative came answer questions. The sign was put up without a permit. Com. Cea made a motion to recommend approval of the Leasing Sign at Strathmore Square Shopping Center. Com. Weissman seconded the motion.
