VILLAGE PRESIDENT'S REPORT Trustee Johnson read a Proclamation recognizing May 2024 as Mental Health Awareness Month in the Village of Buffalo Grove,encouraging all residents to educate themselves and others about mental health conditions, treahnent options and available resources. � Trustee Bocek read a Proclamation recognizing the week of May lst through May 7�`,2024,as Be Kind to Animals Week in the Village of Buffalo Grove,reminding all pet owners that they are responsible for the well- being of their pets. _____ 13691 04/15/2024 � VILLAGE MANAGER'S REPORT There is no Village Manager's report tonight. TRUSTEE REPORTS There were no reports from Trustees tonight. � CONSENT AGENDA President Smith explained the Consent Agenda,stating that any member of the audience or the Board could request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief synopsis of each of the items on the Consent Agenda. Proclamation-National Public Safetv Telecommunicators Week Motion to approve a Proclamation recognizing April 14 through April 20,2024,as National Public Safety Telecommunicators week. Proclamation-Arbor Dav Motion to approve a Proclamat'ion designating Friday,Apri126,2024,as Arbor Day in Buffalo Grove.This Proclamation is one of four criteria to qualify for the Tree City U.S.A.Award. Resolution No.2024-9-Semi-Annual Review of Closed Session Minutes Motion to pass Resolution No.2024-9 relating to the Semi-Annual Review of Closed Session Minutes. � The Corporate Authorities of the Village determine that the need for confidentiality still exists with regard to the following approved minutes: September 18,2023,December 4,2023,January 2,2024,January 16,2024, February 5,2024,and March 4,2024. Resolution No.2024-10-Food Service at the Buffalo Grove Commuter Rail Station Motion to pass Resolution No.2024-10 authorizing the Execution of a License Agreement for Food Service at the Buffalo Grove Commuter Rail Station. The current owner of the coffee shop at the Metra commuter rail station has elected to sell their business to another operator. Staff believes it is in the best interests of the Village to continue to license food and beverage services at this location. Ordinance No.2024-37-Title 10 of the VillaEe of Buffalo Grove Municipal Code Motion to pass Ordinance No.2024-37 amending Title 10 of the Village of Buffalo Grove Municipal Code. This is an ordinance proposing updates to the speed restrictions portion of the Village's vehicle and traffic code incorporating school zone speed limits around Ivy Hall School. Ordinance No.2024-38-Fire Station 27 Generator Renlacement � Motion to pass Ordinance No.2024-37 authorizing the Village Manager to execute a contract with Kellenberger Electric,for the Fire Station 27 Generator Replacement Project in an amount not to exceed$70,505.00 pending final review and approval of the contract by the Village Attorney. Ordinance No.2024-39-Shared Risk Manaser Inter�overnmental Asreement Motion to pass Ordinance No.2024-39,Shared Risk Manager Intergovernmental Agreement with the Villages of � Highland Park and Ellc Grove. �l 13692 04/15/2024 � Ordinance 2024-40-Title 12 of the Villase of Buffalo Municipal Code Motion to pass Ordinance No.2024-40 amending Title 12 of the Village of Buffalo Municipal Code pertaining to planting and tree care management. Ordinance No.2024-41-Chanter 5.20 Liquor Controls Motion to pass Ordinance No.2024-41 amending Chapter 5.20 Liquor Controls. As part of the comprehensive O amendment to Village Code,which occurred in December2023,staff is recommending a further amendment to align the new liquor license classes with the upcoming license period beginning May 1,2024. Ordinance No.2024-42-Chanter 5.20 Liquor Controls Motion to pass Ordinance No.2024-42 amending Chapter 5.20 Liquor Controls. A Class A-1 liquor license is reserved for PYX Brands LLC d/b/a Yeero Revolution at 700 E.Lake Cook Road, 105. This reservation is subject to the applicant completing Village requirements for said license on or before July 15,2024. Water Facilitv Improvements Motion to authorize bid waiver and negotiate for Water Facility Security Improvements as detailed in the memo contained in Board packets. Trustee Stein recused himself from this discussion. . ORDINANCE NO.2024-44—FIRE STATION 25 � Moved by Cesario,seconded by Johnson,to pass Ordinance No.2024-44 authorizing the Village Manager to execute an agreement with FGM Architects for architectural services for the design of Station 25 in an amount not to exceed 8.5%of the estimated$10.4 million project cost resulting in a total of$884,000.00,plus a 10% Village Manager controlled contingency($88,400.00)due to the GMP not being established,pending review and approval by the Village Attorney. Deputy Fire Chief Kane reviewed the proposed ordinance,details of which are contained in the memo to Mr. Bragg of March 14,2024,from him,Mr. Stilling and Chief Baker,after which he answered questions from the Board. There will be no disruption to emergency services during this process. ORDINANCE NO.2024-45—FF/PM CONTRACT � Moved by Ottenheimer,seconded by Bocek,to pass Ordinance No.2024-45 approval of a contract between the Village of Buffalo Grove Professional Firefighter/Paramedic Association Local 3177,IAFF,AFL-CIO,CLC for the period of May 1,2023,through Apri130,2025,and to authorize the Village Manager to sign such agreement. Ms.Golbach reviewed the proposed ordinance,as well as the next two agenda items,details of which are contained in her memo to Mr.Bragg of April 15,2024. , President Smith thanked staff and the union for their diligence in getting the negotiations for this contract done so quickly and noted that the entire Board and our residents appreciate the services provided by our firefighter/paramedics.
