CALL TO ORDER Chairman Eddie Larsen called the meeting of the Appearance Commis- sion to order on Thursday , February 24 , 1994 at 7 : 40 P.M. in the Council Chambers of the Village Hail , at 50 Raupp Boulevard . II . ROLL CALL Commissioners Present : M. Cea . S . Trilling , R. Lundine and E . Larsen. QUORUM. Commissioners Absent : R. Gordon, F . Weissman and A. Viehman Bldg . Dept . Liaison: Edward Schar . Deputy Building Commissioner III . APPROVAL OF MINUTES February 10 , 1994 - tabled. IV . BUSINESS A. Tetra Rex - 909 Asbury Drive Wall Signs and Ground Sign Mr . John Mc Carthy , Kieffer Signs , distributed a site plan and described the construction of the proposed logo signs which will be inserted into the existing round reveals set in the brick wail . It is a flat aluminum panel with a raised aluminum panel that is applied . It is non-illuminated . Ch. Larsen and the Commissioners agreed these graphic elements are architectural features , not signs . The ground sign is a milk carton shaped .V-shaped structure . it is constructed of aluminum with open grid work that has a raised logo on one side and a flat aluminum panel on the other side . The sign is non-illuminated . Com . Cea made a motion to recommend approval of the Tetra Pak pylon sign , at 909 Asbury Drive , as submitted . Com. Trilling seconded the motion. Roll Call Vote : AYE - Lundine . Trilling , Cea , Larsen NAY - None Motion Passed - 4 to 0 . Mr . Mc Carthy asked if this approval includes the pylon sign at 1287 Barclay Boulevard? Mr . Schar said he has not received any permit application or site plan for the second sign. It could be reviewed on March 10 , 1994 if documents are received . B. Sargent-welch - all commerce court Ground Sign Mr . Dan Saiamone , ASI Sign Systems . distributed a. modified drawing and explained that the client asked for the street name to be added to the numerals ( 911 ) . Ch. Larsen informed him that the sign must be constructed on 42' posts . not 36 as shown. The background and posts will be grey with blue/dark blue and black copy . The grey background color and aluminum letters are applied to the fiberglass and then sealed with a clear polyurethane finish. Com . Lundine made a motion to recommend approval of the Sargent-Welch ground sign as submitted . Com . Trilling seconded the motion . Roil Call Vote : AYE - Cea , Trilling . Lundine . Larsen NAY - None Motion Passed - 4 to O . C . Swimmers Edge - Wall Sign 1235 W. Dundee Road at Plaza Verde No representative from the sign company came to the meeting . The sign does not meet the Sign Criteria in several ways . Mr . Schar informed the AC that a new Sign Package has been submitted for review on March 10 , 1994 . It was decided to Table the sign until March 10th. Motion to Table was made by Com . Lundine and seconded by Com . Trilling . Voice Vote - AYE Unanimously 1). Town Place Ground Signs 1 ) Route 83 2 ) Buffalo Grove Road The representative , Mr . Jack Keenan , telephoned to say that he could not attend this meeting . The signs were reviewed . Mr . Schar explained that these signs have been put up and the one on Route 83 may have been resurfaced but the one on Buffalo Grove Road is a new sign. The copy is permissible but the ends of the signs have not been boxed in. Com . Larsen asked about the proximity of the sign on Route 83 to the previously approved existing temporary sign to the south. It lists a different realtor . There is also a Melvin Simon sign down about another 100 feet . Mr . Schar said he would determine the distance and inform Mr . Keenan that it should be removed . The setback on Buffalo Grove Road is also in question . APPEARANCE COMMISSION February 24 . 1994 - Page Two Com . Cea made a motion to recommend approval of the signs submitted for Jack B. Weiss/ town Place on Route 83 and on Buffalo Grove Road with the stipulations : 1 . The ends or both signs should be boxed in 2 . The distance between the proposed sign on Route 83 and the existing sign should be determined and/or second sign should be removed . Com. Trilling seconded the motion. Roil Call Vote : AYE - Lundine . Trilling , Cea . Larsen NAY - None Motion Passed - 4 to 0 . E. Comerica Bank - Busch and Weiland Roads Full Review: Site Plan . Elevations , Materials Landscaping , Lightsand _Signs The presentation was made by Mr . John Mitchell . Architect with Otis Associates , Inc . (OAT ) at 1450 East American Lane . Schaumburg , IL 60173 ( 517-7100 ) : Mr . Michael Semenzin, Project Manager with Comerica Bank and Ms . Charlene Kautz , Landscape Architect with OAI . Mr . Mitchell summarized the history of the proposed Comerica Bank . After workshops with the Plan Commission , they received approval from the Village Board to proceed with submittals . 1 . Site Plan: Mr . Mitchell described the site plan. The land east of the bank will be detention area and it will be landscaped by Pasquineili . The bank building , which faces east , will be approximately 4 , 600 square feet in area . The driveway faces Busch Parkway and Lake County has approved a curb cut on Weiland Road leading into the site . They will work with the Village Engineer and Lake County Engineers because a deceleration lane will be required which will reduce the green space . The entrance to the property from Weiland Road is south of the site and is in line with the curb cut across the street . The main entrance will be from Busch Road , but traffic can only enter from the west . If and when the parcel to the south is developed , they will share the common entrance from Busch Road . The only way to enter the property is for traffic going west on Busch Road . Customers traveling from west to east will have to turn south on Weiland . enter the bank property and circulate around to the drive-thru and the front of the building . 2 . ElevationsiMateriais :_ List attached . The masonry structure will have a pre-finished metal roof . Brick will be earth tone with a buff colored cut stone base . Utility size brick will be used to increase the structure ' s visual impact . The building is situated lower than the elevation of the street . Mortar will be natural grey . APPEARANCE COMMISSION February 24 , 1994 - Page Three The stone base of the building and the columns are buff color . The standing seam roof is pre-finished green metal which does `./ not turn to copper color . The flush paneled soffit and under side of the canopy is parchment color . Textured buff colored drivit will be used between the soffit and masonry. The window frames will be pre-finished green aluminum with insulated tinted grey glass . There are no roof top units and no roof penetration except for two ( 2 ) four inch (4" ) vent stacks over the two washrooms . The air conditioning unit and the trash compactor will be enclosed with wood fences screened with landscaping . There is soffit lighting will be used for security. There is no parking on the south side of the building . The ATM machine and night deposit are located in the first lane of they drive-thru next to the building where they can be serviced from the inside of the building . Com . Lundine made a motion to recommend the elevations and materials as submitted for Comerica Bank . Com . Cea seconded the motion. Roll Call Vote : AYE - Cea . Trilling , Lundine . Larsen NAY - None Motion Passed - 4 to O . 3 . LANDSCAPING: Ms . Kautz described the landscape plan . The perimeter along Weiland Road will have varying species and sizes of trees . Some are ornamentals for spring color . The trees have been spaced to give an open view of the bank building . The base of the ground sign on Weiland Road will have ever- green shrubs and some flowering shrubs for seasonal interest , such as day lilies . There will also be ornamental trees that will not grow above the height of the sign. The entrance to the bank on Busch Road will have random plantings of flowering shrubs for spring color , annual flowers that will bloom from summer throughout the fall . There will be randomly scattered trees on each side of the berm . The trash dumpster will be surrounded with a four foot ( 4 ' ) high wood fence and there will be shrubbery on all sides and an ornamental tree at the corner to break up the fence . APPEARANCE COMMISSION- February 24 . 1994 - Page Four There will be two islands in the area of the parking lot and they will have Honey Locust trees . which have lighter texture to give better visibility of the bank building . Around the building are foundation plantings with colorful interest near the door . •there is a maintenance free stone area under the canopy that will permit access for window cleaning and better maintenance . The stone will match the brick . The corners of the building will have evergreen and flowering shrubs for year around color . The cooling units wilt be surrounded by a six foot (6 ' ) wood fence which will be screened with evergreen shrubs and ten foot ( 10 ' ) ornamental trees . The bermed grassy area west of the building will have a nice large 45 ' Maple tree . The ATM machine has been kept in the open for security reasons . A written Forester ' s report was not available . but Mr . Ray Rigsby has reviewed the plans and commented that it looks good . He asked that the petitioners be informed that as many of the existing mature trees on the site should be saved . Mr . Rigsby also said that parkway trees will be required along Busch Road . :•ir . Mitchell did not object to planting trees on Busch Road . He was informed that they should be 40 ' on center . Ms . Kautz responded that there has been a tree survey . It was determined that considering the condition and location of the trees , it would be best to not keep any of them . The majority of the trees are dead and the rest are not very good . New trees will be better . The dark area in front of the building will be poured concrete . The height of the dumpster fence was discussed . Ms . Kautz said the dumpsters will be 45-1 /4 inches tail and the four foot (4 ' ) fence will be adequate . Com . Trilling expressed concern that dumpster tops wiii be seen from Weiland Road . Mr . Mitchell described the topography of the area . The exist- ing grade will be built up about two feet ( 2 ' ) so the height of the fence will screen the tops of the dumpsters . Mr . Schar commented that if the tops of dumpsters are not kept closed , trash can blow out . He said a six foot (6 ' ) fence would be permitted . Mr . Mitchell responded that he knows Comerica Banks are kept in superb condition . After discussion . he agreed to raise the height of the fence to four and a half (4-1 /2 ) to five feet ( 5 ' ) and this was acceptable with the Commissioners . Lundine made a motion to recommend approval of the Comerica Landscape Pian as submitted subject to the Village Forester ' s review and approval . Com . Cea seconded the motion. Roll Call Vote : AYE - Lundine . Trilling , Cea , Larsen NAY - None Motion Passed - 4 to 0 . 4 . SIGNS : The 19 ' double faced ground sign meets Sign Code requirements for setback on Weiland Road . There will be two building signs . The signs will have a PMS #294 blue background with white graphics . The metal base of the ground sign will be PMS #433 grey and it will have a PMS #354 green cash station insert between the columns . The small directional signs will not require a permit . Mr . Schar asked if the deceleration lane will affect the bank property and/or the setback of the sign? Mr . Mitchell replied that they have taken into account the possibility that the lane will be required so they positioned the sign and landscaping accordingly . Com . Lundine made a motion to recommend approval of the Comerica pylon sign on Weiland Road and the wall signs on the north and west elevations as submitted . Com . Cea seconded the motion. Roll Call Vote : AYE - Cea . Trilling , Lundine and Larsen NAY - None Motion Passed - 4 to 0 . With reference to the directional signs , it was noted that the double faced entrance sign -Lr appears to be an off- premise sign. If so , it would required the property owner ' s written approval . It would also require AC review for renewal every six (6 ) months . Mr . Mitchell explained that the owner of the property is Mr . Pasquineiii and he does not object too the placement of the sign. It is between 100 ' and 200 ' from the bank property line and is necessary to identify the entrance . The area will be maintained by the bank . APPEARANCE COMMISSION February 24 , 1994 - Page Six 5 . LIGHTING: Cut sheets of the proposed lighting fixtures with photometrics `./ were reviewed . The height of the poles will be sixteen feet ( 16 ' ) and the light source will be metal halide . There are recessed soffit lights around the perimeter of the building and under the canopy . There are no surface mounted light on the building and no ground lights . Com . Cea made a motion to recommend approval of the Comerica lighting as submitted . Com . Lundine seconded the motion. Roll Call Vote : AYE - Lundine , Trilling .
