I . CALL TO ORDER
Chairman Eddie Larsen called the meeting to order at 7 : 35 P.M. on
Thursday , October 14 , 1993 . The meeting was held in Room 24 of the
Alcott Community Center , 530 Bernard Drive .
II . ROLL CALL

III . APPROVAL OF MINUTES
September 23 , 1993 - With reference to the KGK International Corp .
sign on Page Two , Mr . Art Holland contacted Ch. Larsen and provided
literature regarding Sintra ' s use as an outdoor product . Sintra
has been reformulated and is suitable for outdoor use . Therefore ,
the concern expressed by the AC is hereby withdrawn.
Com . Viehman made a motion to approve the minutes of Sept . 23 , 1993
as revised. Com. Lundine seconded the motion.
Roll Call Vote : AYE - Viehman. Trilling , Lundine , Larsen
NAY - None
ABSTAIN - Gordon
Motion Passed - 4 to 0 , 1 abstention.
Minutes of September 23 , 1993 were approved as revised .
IV. BUSINESS
A. Chatham Place - Sign Face Changes

Representatives were not present and did not arrive before the
conclusion of the business meeting. Mr . Schar advised the AC
to Table . Some of the signs are not properly located . They
are in the right-of-way and will have to be moved .
Com . Viehman made a motion to Table until October 28 , 1993 .
Com. Weissman seconded the motion.
Voice Vote - AYE Unanimously.
Mr . Schar will contact Mr . Fallegirado of Chatham Place Ltd .
Partnership to inform him that the signs have been Tabled and
someone should be present on October 28 . 1993 .
B. Concord Glen , Off Premise Sign on Route 83 . North of Pauline
Mr . Jack Metzger , Diamond Outdoor Advertising , P.O. Box 121 ,
1200 E. Golf Road , Des Plaines , IL 60016 (827-1771 ) made the
presentation. He requested approval of an off-premise sign
announcing the new Concord Glen development that will be
located on the east side of Rt . 83 , north of Pauline Ave . and
south of Cherbourg.
Models will not be constructed and sales will be conducted
from Concord Place on Arlington Heights Road .
The V-shaped sign has been reduced from 8 ' x 15 ' to 7 ' x 11 ' 5"
(80 sq . ft . . . . ) in conformance with the size permitted by the
Sign Code . Colors will be Emerald Green with white and black
copy . The three white posts will be 3 to 4 feet above grade .
The setback will meet Village requirements .
The developers will take possession of the property by the end
of October before a permit application is submitted to the
Building Department .
Com. Gordon made a motion to recommend approval of the
Concord Glen off-premise sign on Route 83 as submitted .

C. Abbott Business Center , Landscape Plan for Weiland Road
Mr . Dean W. Kelley , Vice President . Abbott Land & Investment
Corp. , 1892 Techny Court , Northbrook , IL 60062 (291-9440) and
Mr . Tom Somerville , Manager of Bertog ' s Landscape & Nursery ,
2449 Rebecca Lane , Glenview , IL (480-1566) were present .
Mr . Kelley described the 16 acre site on Weiland Road , north
of Aptakisic School . There is an IBT facility at the rear of
the site and the balance of the property is being marketed for
build-to-suit tenants . He requested approval of landscaping
at the Abbott Business Center entrance to attract users .
Mr . Ray Rigsby' s Review , dated October 14 , 1993 , suggests that
more evergreen type material be added to the proposed decidu-
ous shrubs and trees . He also requested that Abbott contact
him to work out the details of the planting scheme .
Mr . Kelley agreed to contact Mr . Rigsby and said they hope to
plant this fall . The area between the plants will be sodded
and there will be mulch around the trees .

Com . Lundine asked what would be done with the soil that has
been moved to the back of the property because if it stands
for a long time it will harden and dust blows all around .
Mr . Kelley said they have a active marketing program and hope
to have the property leased very soon so construction can be
started in the spring . The top soil will be used to complete
development of the site .
Ch. Larsen said that if the mound becomes an "attractive
nuisance , " with kids from the school playing on the hill and
digging caves , then Abbott would have to do something about
it .
Com . Lundine made a motion to recommend approval of the
landscaping proposed for the Abbott Business Center entrance
and frontage along Weiland Road as submitted .
Com. Weissman seconded the motion.

Representatives of items E , F and G were taken in the order
in which they arrived at the meeting .
F . Rogers Centre for Commerce East - Temporary Sign
Aptakisic Road , East of Barclay Boulevard
Ms . Kathi Rogers , Vice President of Arthur J . Rogers & Co . ,
3170 Des Plaines Avenue , 60018-4211 (297-2200) requested
approval of the V-shaped 6 ' x 10 ' leasing sign that will be
constructed on 4" x 4" posts . The sign will be 7 ' in height
and the lower portion will be boxed-in to conceal the posts .
The colors : brown, cream , black , and rust with orange and red
stripes are listed on the diagram.
The sign will be repainted if the broker , Ann Manns , no longer
works for Rogers . She has worked for them very satisfactorily
for 2 years and , due to her efforts , the center is being
leased very quickly .
Com . Gordon made a motion to recommend approval of the
temporary sign as submitted for Rogers Centre for Commerce .

D. Lou Malnati ' s Parking Extension - Landscaping and Lighting
1 . LANDSCAPING:
Mr . Stuart Cohen represented Malnati ' s , 85 S . Buffalo Grove
Road , Buffalo Grove . IL 60089 ( 215-7100) . The parking lot
is being expanded and the character of the property will be
maintained . Seven (7 ) pine trees have been relocated to
separate the property from the existing house to the south.
The Oak trees surrounding the retention pond and the existing
Spruce trees will be retained .
Mr . Rigsby' s Review, dated October 14 , 1993 , states : " I would
recommend that the Appearance Commission approve the plan as
submitted . A copy of his June 14 , 1993 memo is attached .
Mr . Cohen explained that the property has been purchased and
has been annexed to Buffalo Grove from Wheeling . The
utilities will be serviced by Buffalo Grove . The house will
be converted into office space . The site will also be used
for employees ' parking . The existing curb cut will be
eliminated so there will only be one entrance into the
Malnati ' s property.
Com. Lundine made a motion to recommend approval of the
Landscape Plan submitted by Lou Malnati ' s as submitted .

2 . LIGHTING:
The standards and fixtures on the new property will match the
existing lighting and two will be added to enhance the
entrance of the site . Some light fixtures will be mounted to
the new building that will shine out onto the parking lot and
provide more light for the customers .
Com. Trilling made a motion to recommend approval of the
Lighting Plan as submitted for Lou Malnati ' s new parking lot .
Com. Gordon seconded the motion.

E. Indian Creek - Edward Schwartz & Company
Prairie Road , north of Port Clinton Road
Full Review: Site Plan/Elevations/Materials/Landscaping
Mr . Edward Schwartz , President of Edward Schwartz & Company ,
1110 Lake Cook Road , Suite 280 , Buffalo Grove , IL 60089
(537-2000) made the presentation. The Indian Creek develop-
ment , consisting of 34 lots , will be located on Prairie Road .
north of Port Clinton Road . The same models that were con-
structed at Carlyle will be built at Indian Creek .
Mr . Schwartz presented photographs of the semi-custom Carlyle
homes . Indian Creek will be built with the same materials ,
(brick , siding and roofing , light fixtures , etc . ) and the
houses will be of the same caliber as Carlyle .
Models will be constructed on sita . A model area site plan,
with landscaping , will be submitted for AC review at a later
date . Average Indian Creek lot sizes are the same as Carlyle ,
but the minimum lot frontage at Carlyle was 80 feet and at
Indian Creek the minimum lot frontage is 74 feet .
With reference to the Landscape Plan, Mr . Schwartz confirmed
Mr . Rigsby ' s comment that in addition to what is shown. about
35 trees have been transplanted from the site to the rear lots
that abut proposed Buffalo Grove Road . The parkway trees are
acceptable . Mr . Rigsby ' s Review , dated October 14 , 1993 ,
states : "Overall , an excellent plan. "
The subdivision, which does not include Outlot "A" , has been
developed so that it will not be affected if Buffalo Grove
Road is put through. The detention area will be put in by
Mr . Schwartz and it will be maintained by the Vernon Township
Park District .
There will be a six foot (6 ' ) board-on-board perimeter fence
along Prairie Road that will curve along the property line
that abuts proposed Buffalo Grove Road . The fence is notched
at intervals to break it up and landscaping will be installed .
The Village did not want a fence along the cul-de-sac , so a
revised landscape plan, dated 10/6/93 , was submitted showing
shrubs along the right-of-way . There is also an emergency
entrance next to the bike path. The bike path will tie into
the Buffalo Grove Park District system.
The elevations were reviewed . Com. Gordon noted that Eleva-
tion B of the Whitehall and the Windham models are similar .
Mr . Schwartz agreed and said they would never be built next to
each other . There is a ranch model but it does not sell well .
The front lawns will be sodded ; the rear yards will be seeded .

Com . Viehman made a motion to recommend approval of the
elevations and materials as submitted by Edward Schwartz & Co .
for the Indian Creek Subdivision, with the stipulation that
Elevation B of the Whitehall and Windham models are too
similar to be constructed adjacent to or across the street
from each other .
Com. Gordon seconded the motion.

Com . Lundine made a motion to recommend approval of the
10/6/93 revised Landscape Plan . prepared by Jen Land Design
for the Indian Creek subdivision, as submitted , subject to
the Village Forester ' s approval .

Mr . Schar informed Mr . Schwartz and the Appearance Commission
that the fence as shown for Corner Lots 1 , 34 . 17 and 18 could
require a variance because it may extend past the building
lines .
Com. Gordon made a motion to recommend to the Zoning Board
of Appeals and the Village Board of Trustees that a variance
of the Fence Code be granted that would permit the proposed
six foot (6 ' ) board-on-board fence to be constructed past the
building line on Lots 1 , 34 , 17 & 18 at Indian Creek .
Com. Weissman seconded the motion.

Com . Trilling questioned who would maintain the landscaping
that dill be within the notched out areas of the fence? A
6 fuot Juniper and 3 - 30" Spirea shrubs are proposed for each
area and they are outside the fence .
Mr . Schwartz said the homeowners would be responsible for the
plantings . The shrubs were to require no maintenance .
Com. Trilling responded that the Spirea would need cutting and
suggested substituting some other plant material .
Mr . Schwartz thought pride-of-ownership would include mainte-
nance of the plantings but he agreed to change the Spireas to
something needing less care .

Com. Trilling made a motion to have the Spirea plants proposed
for the notched out areas of the Indian Creek fence be changed
to a different low maintenance shrub subject to the Village
Forester ' s approval .

Mr . Schwartz presented a drawing of a permanent sign that may
possibly be installed within two areas at the entrance into
Indian Creek as shown on the landscape plan. They would be
sandblasted signs with low landscaping at the bases .
Com. Trilling commented that the posts do not give the signs a
permanent look and suggested something more formal .
Mr . Schwartz responded that the posts were an economic issue .
Sandblasted signs with wood posts have a long life . He said
the total height of the sign would be about 49 inches .
Ch. Larsen advised Mr . Schwartz that it would be better to
Table the signs until a definite decision has been made and
then submit them with a landscape plan.
Mr . Schar agreed that the signs should be Tabled because
\•/ several variances would be required and they would have
to be submitted to the Appearance Commission for a recommenda-
tion to the Zoning Board of Appeals and the Village Board of
Trustees . The signs would be on private property, they would
be closer than 250 feet apart and they would be located in a
residential area where they must be set back a distance of
25 feet or be attached to the building . Maintenance would
also be a factor . He will have to do some further research
to determine if other variances are necessary.
Mr . Schwartz said there is going to be a covenant and the
purchasers of the entrance lots would be advised that the
signs have to be maintained . He did not know if there would
be a Homeowner ' s Association to assume responsibility . He
asked if the signs could be located in the right-of-way?
When he was told "no" he asked how other subdivisions have
been permitted to have entrance signs?
Mr . Schar explained that subdivision development signs are
located on common property and they are maintained by an
association. They require variances for separation.
After discussion, Mr . Schwartz agreed to wait until the signs
have been reviewed by Mr . Schar and he had been advised of all
the necessary variances before he makes a decision.
