CALL TO ORDER
Commissioner Fred Weissman called the meeting to order at 7 : 40 P.M.
on Thursday , September 23 , 1993 in Room 24 of the Alcott Community
Center at 530 Bernard Drive .

III . APPROVAL OF MINUTES
Motion to Table until after the business meeting was made by
Com. Cea and seconded by Com. Viehman. Voice Vote - AYE Uannimously
IV. OLD BUSINESS
Harris Bank Parking Lot Expansion

Mr . Jordan requested approval of the expansion of the Harris Bank
Card Center parking lot . The land , east of Commerce Plaza , is
owned by and will be leased from Hamilton Partners . The additional
parking area will facilitate the long term lease and growth of the
Harris Bank Card Center .
Mr . Spina described the site plan. The Harris Bank building is
located west of the proposed parking lot . The lighting will be
identical to the existing parking lot lighting. The existing berm
will be removed and reshaped . Existing plant material will be
transplanted to the new berm and some additional plants will be
added for screening.
Mr . Ray Rigsby ' s Review, dated August 20 , 1993 , states : "The
landscape plan submitted by The Brickman Group , Ltd , for the Harris
parking lot improvement is acceptable . "

Com. Cea made a motion to recommend approval of the additional
Parking Lot as submitted for the Harris Bank , with Landscaping
subject to the Village Forester ' s acceptance.
Com. Viehman seconded the motion.

Motion Passed - 6 to 0.
Com. Viehman made a motion to recommend approval of the Lighting
Plan as submitted by the Harris Bank , with the stipulation that
the light source and fixtures are to match the existing lights .
Com. Cea seconded the motion.

V. NEW BUSINESS
A. KGK International Corporation
Covington Corporate Center
Ground Sign - 901 Deerfield Parkway
Mr . Art Holland , Holland Design Group , Inc . 1090 Brown Street ,
Wauconda, IL 60084 (708) 526-8848 made the presentation.
The KGK International permanent non-illuminated identification
sign will be approximately 5 ' x 10 ' . It will be double-faced
and set back ten feet ( 10 ' ) from the property line (sidewalk)
and about twenty feet (20 ' ) from the main entry driveway.
Landscaping has been installed around the spec building and
has matured . The sign will be located next to the plantings
with mulch around the base .
The sign will be constructed of aluminum with Sintra letters
and logo . Colors will be Blue Logo - PMS #294 ; Black copy:
Background is Off-White . The base will be light grey textured
drivit material .
Ch. Larsen advised Mr . Holland that Sintra is not a good
exterior product . He recently tried to get some 1/2 inch
material , but it was not guaranteed . He advised that treated
plywood is better than Sintra for outdoor use . Sintra is a
light weight , high density foam product good for indoor use .
Mr . Holland responded that it will be treated with acrylic .

Com . Cea made a motion to rEcommend approval of the KGK Inter-
national Corp . permanent ground sign as submitted , with the
question about the durability of the Sintra product for
exterior use .
Stipulation: Placement is subject to the Building Depart-
ment ' s approval relating to the 250 ' distance between signs .
Motorola is to the north and Federal Express to the south.

B. Spiral Helix , Helix Int ' l and Mohawk Steel

Ground Sign - 999 Deerfield Parkway
Mr . John Gerchar , North Shore Sign, 1925 Industrial Drive ,
Libertyville , IL 60048 (708) 816-7020 made the presentation.
The existing double faced sign is blue with blank white faces .
The frame will be repainted to match the building. The faces
will be aluminum with cut out letters backed with plex-glas
painted to match the building - PMS 483 , a red/brown (rust)
color .
Spiral Helix , Helix International and Mohawk are divisions of
the same company, not three companies . The letter styles are
the corporate identification logos . Copy will be White .
Ch. Larsen observed that the setback of the sign appears to be
four feet (4 ' ) from the sidewalk .
The sidewalk could have been put in after the sign was
originally installed or the sidewalk could be part of the
property.
Com. Cea made a motion to recommend approval of the new sign
faces for the existing sign at 999 Deerfield Parkway as
submitted .

C. Brian Properties - Leasing Sign
Dunell Center at 201 - 257 W. Dundee Road
Mr . David Rhodes , Property Manager , Brian Properties , Inc .
Realtors , 2045 S. Arlington Heights Road, Arlington Heights ,
IL 60005 (708) 640-1500 made the presentation.
Mr . Rhodes requested approval of a 4 ' x 4 ' double-faced sign
constructed on a 4" post . It is about 8 ' in height . The
colors are cream and dark brown with tan horizontal stripes .
Com. Lundine objected to the location (next to the sidewalk)
and amateur construction of the sign. He asked how many
stores are for rent?
Mr . Rhodes replied that there is only one vacant store ,
the former Elite Draperies , and there is no other place to
put up a sign. The green space is very narrow.
Com. Lundine said that a sign in the window would accomplish
the purpose and be more attrative .
Com. Viehman made a motion to recommend approval of the
temporary leasing sign as submitted by Brian Properties for
the Dunell Center on Dundee Road , subject to the provisions
of the Sign Code.
Com. Weissman seconded the motion.

Motion Passed - 5 to 1 .
VI . ANNOUNCEMENTS
Mr . Schar asked the Commissioners to review the following items :
A. Boston Chicken at Town Center - Revised Landscape Plan
Mr . Schar explained that the project has been held up pending
Melvin Simon' s approval . After several attempts to make
contact , a revised landscaping plan has now been submitted.
Mr . Ray Rigsby reviewed the plan and his memo dated ,
September 22 , 1993 states : "The revisions are in accordance
with my review of April 16 , 1993 and the Appearance Commis-
sion' s comments made at their April 22 , 1993 meeting .
The revisions proposed are consistent with the total concept
extablished in the Town Center . "

Boston Chicken Landscape Plan as submitted.

B. Well House No . 2 , Pump Station and Reservior No . 2 - Signs
The Village requested 4 inch high x 3 inch wide , dark bronze
ornamental letters to be mounted on the west elevation of the
masonry buildings facing Arlington Heights Road .
The Commissioners agreed that the signs will not be prominent .
Com. Cea made a motion to recommend approval of the two sets
of cast aluminum letters for the Village of Buffalo -
Well House No. 2 ; and Pump Station and Reservior No. 2 ;
as submitted .
Com. Lundine seconded the motion.

C. APPROVAL OF MINUTES
1 . August 26 , 1993 - Correction on Page Two , Second Vote :

Mr . Schar said that John Dempsey, Assistant Village Planner ,
has computerized the addresses of the Village property and
site plans will be included with all future Appearance
Commission submissions to assist in identifying locations .
